Water is one of the biggest issues and effective management of supply, quality and waste facilities is key. Our visionary strategic thinking and innovative technological advances have contributed to many successful water projects. These include the €14 million government program providing waste water facilities for over 400 cities and districts throughout Indonesia.

Another global challenge is rapid urbanisation. Half of the planet’s population live in cities, which is predicted to rise to 60 per cent by 2030 - a situation mirrored in Indonesia. We help to create multi-functional and future-proof cities, delivering smart and sustainable solutions for urban infrastructure, buildings, transportation systems, and water and sanitation facilities. Our projects include the high-profile International Financial Centre Tower 2 project in Jakarta, which was awarded the international Green Mark GoldPLUS award for sustainability.

A thriving industrial sector is key for a healthy economy. Leading airport design at Taiwan’s international airportTaiwan Taoyuan International Airport currently handles 28 million passengers a year, and passenger numbers are expected to rise to 60 million by 2030. The airport is owned by Taiwan Airport Company (TAC) which has been awarded a €33 million contract to develop a third terminal. Its vision is to make the airport a major aviation hub in south-east Asia.

The new Terminal 3 will be connected to the existing Terminal 2, with the area inbetween developed to include a ground transportation centre, parking and commercial real estate. The work also includes extension of runways and taxiways, and improvements to airfield lighting. Both terminals will have stations served by the regional light rail system.

Royal HaskoningDHV is responsible for the terminal area master plan, and is leading the project in a joint venture with T.Y. Lin International and Parsons Brinckerhoff. In addition we are delivering the baggage handling concept, air traffic forecast, commercial planning, and master plans for aviation fuel and storm water drainage.

TAC aspires to incorporate the cultural heritage of Taiwan into the project where possible, and focus on a sustainable scheme which combines excellent passenger experience, operational efficiency, use of renewable energy sources and minimal waste.

As the new terminal site is in the middle of the existing operational airport, it is essential to minimise impact on existing airport operations.

The project is due to complete in 2020. When complete, Taiwan Taoyuan International Airport will be a major aviation hub, complementing the surrounding redeveloped industrial and residential areas and becoming a strong driver for the Taiwan national economy.

Permata Bank, JakartaPermata Bank in Jakarta is one of Indonesia’s oldest and largest banks, with over 1,600 employees. It serves two million customers in 57 cities and operates 330 branches.In May 2011 stakeholders planned to merge the four Jakarta offices into one head office within the newly built World Trade Center II building, a 30-storey structure in Jakarta’s central business district.

The company vision was to adapt eight floors - 57,000 square metres - into a comfortable, modern and eco-friendly office space by March 2013. A large banking hall and a spacious Priority Banking lounge with dedicated car parking on the ground floor was also required.

Royal HaskoningDHV was appointed to the €600,000 project with Singapore project managers, Turner and Townsend. Our role was to configure and adapt the entire working environment, including fire safety and security systems. The team also managed the fit-out and oversaw all aspects of the move.

Our role included: consultant selection, client briefing, landlord coordination, finalisation of lease documents, design development, vendor selection, contract agreements, oversight of tender documentation, award recommendation, delivery of the premises and staff migration and settling.

The project outcome has realised Permata’s vision of creating an impressive, sustainable office environment for its Jakarta employees and customers.

As well as providing flexibility for tailored use and future growth, the building carries the coveted Singapore Building Construction Authority’s Green Mark certification - for environmentally sustainable building practices and innovative green features.

Flagship Hydropower project enhances lives in IndonesiaEstablished in 2006, Jakarta-based PT Bhakti Putra Bangsa (TIRASA) is a pioneering renewable energy developer. Working with local government and international developers, its vision is to improve electricity access throughout Indonesia to benefit manufacturing, transportation, housing and businesses.

More than 86 million Indonesians still lack basic access to electricity and the country experiences daily blackouts lasting on average four hours a day. TIRASA’s vision is to develop 100 MW of small-scale hydropower plants in Indonesia over the next five years, providing 350,000 people and 80,000 homes with electricity.

TIRASA is working in collaboration with Royal HaskoningDHV to achieve this plan. The first of the hydropower projects will consist of two cascaded run-of-river power plants. The 6 MW Karekan Mini Hydropower Plant will be located in central Java, and the 1.2 MW Tempuran Mini Hydropower Plant, will be located nearby on the same river.

Each plant will require the creation of river diverging weirs, sediment traps, a waterway, a forebay, penstocks, power houses with several turbines each, transformer yards, a transmission line to the 20 kV grid, and access roads.

Royal HaskoningDHV’s initial task will be a technical review of existing feasibility studies for each plant. We will then help TIRASA evaluate and revise each business case to ensure the optimum design, operation and output of each plant. Our team will then undertake detailed design, tender assistance and construction management services.

TIRASA’s project will improve lives by creating a sustainable and long term electricity source, giving a helping hand to 350,000 Indonesians who were previously unable to access electricity.

Flagship Project: L’Oréal Skin and Haircare Facility L’Oréal is one of the largest cosmetics and beauty companies in the world. To meet increasing demand in the South-East Asian beauty market, the company planned to construct a new production facility for skin and hair care products at the Jababeka industrial estate, West Java. This facility would be L’Oréal’s largest factory in the world, and was to include the highest possible standards of safety and sustainability.

Royal HaskoningDHV has a proven track-record of successful industrial projects throughout Indonesia, and has previously worked with L’Oréal on a similar production facility in China. We were awarded both the first and second phases of the design, project management, construction management and safety management for the new facility.

The prestigious project was on a vast scale, with a project site of 120,000 m2. Facilities included a production plant, packaging building, warehouses, utilities, offices and support buildings. The project also included entrance facilities, a waste water treatment plant, utility buildings, and a road and drainage system.

We have a history of integrating innovative sustainable features into projects, which was one of L’Oréal’s key requirements. This aim was achieved in 2012, when the Jababeka plant became the first Silver LEED (Leadership in Energy and Environmental Design) Industrial Plant in Indonesia.

To meet L’Oréal’s safety standards we developed a high-end system to ensure employee safety during the construction and operation of the facility. This resulted in over 3,000,000 man hours worked without an accident.

The new production facility opened in 2012. It has become L’Oréal’s production hub for Southeast Asia and has enabled the company to meet rising demand for beauty products across the region in a safe and sustainable environment.

Pluit City developmentThe Pluit City land development project is part of an ambitious land reclamation project in Jakarta Bay. When complete the reclaimed land will be developed into a new state-of-the-art multi-island development covering hundreds of hectares off the north coast of Jakarta.

The islands will be used for both residential areas and business purposes, bringing much-needed commercial and living space to relieve the overcrowded Indonesian capital. They will also provide a natural sea defence to protect Jakarta’s residents from storm surges and rising sea levels. Royal HaskoningDHV was commissioned by a leading independent developer in Indonesia to provide services ranging from conceptual design to reclamation supervision. Central to the project’s success is to create a sustainable development that can adapt to future challenges. Potential issues which could impact the project include urban sprawl, climate change, land subsidence, and on-going plans to protect and regenerate Jakarta.

West Java LNG import facility (FSRU)Golar LNG is one of the world’s largest owners and operators of liquid natural gas (LNG) carriers. In 2010, Golar LNG together with Royal HaskoningDHV won a tender to develop and provide the world’s first Floating Storage and Regasification Unit (FSRU) in Indonesia on behalf of Nusantara Regas.

The project involved supplying an FSRU, to be installed offshore in the Bay of Jakarta, including the required mooring system and subsea pipeline to convey the gas to shore. One of Golar LNG’s winning selling points was its plan for an innovative and competitive ‘dolphin’ mooring system, which was designed by Royal HaskoningDHV. Our team combined local knowledge with global maritime experience, producing designs that reduced costs for the mooring system by 50 per cent.

Following the successful tender, Royal HaskoningDHV provided the detailed design and construction supervision of the mooring system. Since June 2012, the FSRU has been in operation and proven a great success.

Providing the LNG facility for Nusantara Regas in Indonesia enabled Golar LNG to further progress their FSRU business line, as well as further their strategy to integrate their LNG services and retain their current world-leading position.

Semen Gresik Group - cement plant projects at Tuban and Tonasa, Indonesia PT. Semen Gresik (Persero) Tbk (SGG) is the largest cement producing company in Southeast Asia, with an annual cement production capacity of 29 million tons. A holding company of Semen Padang, Semen Gresik, Semen Tonasa and Thang Long Cement Vietnam, in 2009 SGG planned to expand into Southeast Asia.

SGG developed two new cement plants in Indonesia - one in Tuban, East Java, and one in Tonasa, South Sulawesi. The plants were built on challenging brownfield sites, with each location expected to produce 2.5 million tons capacity annually.

The facilities for each plant were on a vast scale, with each requiring construction of a crusher system, storage (for raw materials, basic products, intermediate products and final products), a material handling system, production system (including coal burners, silos, electrostatic precipitators, automation and water treatments) and supporting facilities.

SGG required expert project management, planning and monitoring services across the project life-cycle for both new cement plants, which were managed by separate project teams.

Royal HaskoningDHV designed and implemented an effective project management strategy to encompass the entire project across both sites, with SGG as primary project lead and main contractor.

Rural

We take a holistic view of rural development and aim to provide balance, enabling development to proceed while preserving our natural heritage and eco-systems. We design coastal and river flood defences that are sustainable as well as practical, such as Indonesia's National Capital Integrated Coastal Development project. As well as providing vital long-term flood protection to the city of Jakarta, the development plans will also benefit the surrounding environment.

We deliver solutions for rural facilities and infrastructure that enhance the lives of local communities. Around half of Indonesia's population lives in rural areas, and millions of people lack access to clean water, electricity and sanitation. Population increases are leading to rapid urbanisation, bringing rising demands for clean water, and deterioration of rural environments which increases the risk of flooding.

These challenges require an integrated approach, and we combine global experience with outstanding local knowledge and leading technology. We work with the Indonesian government, local government organisations, the private sector and aid agencies to deliver solutions that benefit communities and surrounding populations as well as the environment.

Integrated water resources management for six rivers basin territoryThe six rivers basin territory in Indonesia is essential for the national economy. Covering an area of 35,000 km2, it has 45 million inhabitants and produces 35 per cent of national GDP.

Over the past decade the population and economy of this territory has grown rapidly, resulting in increased urbanisation, inadequate water supply, and environmental deterioration such as floods, landslides, and land subsidence caused by over-exploiting deep ground water.

The need for an integrated water resources management (IWRM) strategy across this territory was vital. The Indonesian government planned investment in a variety of measures, including:n Institutional strengthening for IWRM and IWRM

Royal HaskoningDHV has extensive global and local experience in water resources development and management, and related aspects such as water supply, sanitation, flood mitigation, spatial planning and catchment conservation. These densely populated areas feature challenges such as traffic congestion, limited water resources and ongoing population growth. To function effectively, urban infrastructure, facilities and systems need to be well-planned and forward-thinking.

Urban areas

Urban water and sanitation connection project A vast project is underway to supply 370,000 low-income urban households across Indonesia with access to water and sanitation services.

The programme is being funded by the Australian Agency for International Development (AusAID) and managed by the Indonesia Infrastructure Initiative (IndII), which works closely with the Indonesian government to identify infrastructure needs.

Royal HaskoningDHV has been appointed by IndII to manage the baseline surveys, which will be conducted for each of the 370,000 households to establish eligibility. We will also provide verification services to ensure that the installation of water and waste connections meet IndII’s specification criteria.

The survey and verification results will be used by IndII as the basis for grant disbursements to the Indonesian government, which will then be allocated to local government utility companies.

Our role is to support the management of all field surveyors and to assure transparency during the survey process. To facilitate this, we have developed a real-time web-based program to monitor progress in the field. All surveyors are equipped with a tablet computer to complete the questionnaire on behalf of each household, which is then uploaded directly to a server.

This project will enable local government-owned water utilities to build facilities which will provide access to vital water and sanitation resources where they are most needed. This will enhance the health and quality of life of urban communities across Indonesia.

Urban water and sanitation connection projectUrban Sanitation Development Program (USDP)Access to improved wastewater facilities in Indonesia is below 60 per cent. Moreover, the presence of large quantities of sewage and uncollected garbage intensifies the problems of already inadequate drainage networks.

Since 2006 the Indonesian government has intensified its efforts to increase access to sanitation. In 2010 it launched the PPSP program, which sets specific goals for the three sub-sectors of wastewater, solid waste and urban drainage.

The USDP is a €14 million project within this program. Funded by Embassy of the Kingdom of the Netherlands, the aim of the program is to support the Indonesian government in reaching these goals. Royal HaskoningDHV won an international tender in 2010 to provide technical assistance for the USDP.

The USDP supports over 400 cities and districts throughout Indonesia with technical, institutional and health related services. The program requires frequent interaction with different ministries and departments at local, provincial and national level. Key to this approach is the city sanitation strategy which has a five-year implementation plan. This methodology was developed by the 2006-2009 ISSDP project that was also executed by Royal HaskoningDHV.

Thus through this project, Royal HaskoningDHV contributes to improved and healthy living and enriches the lives of many people in both urban and rural areas.
