We need young men and women 18 years of age or older to serve as trailstaff and base staff for the 2003 summer season. Trail staff accompany groups fromacross the United States on canoe expeditions from 7 to 10 days each. These trips arein the Boundary Waters Canoe Area Wilderness in northern Minnesota and theQuetico Provincial Park in southern Ontario. Base staff positions include jobs relatedto the trading post, food outfitting, equipment outfitting, maintenance, business oper-ations, and food service.

On March 2nd, Crew 2024 of Central Methodist Church entered the dark worldof Cameron cave. The 10-member crew traveled to Mark Twain’s birthplace of Han-nibal, Missouri to visit the cave for a tour by lantern light.

Cameron Cave was discovered in 1925 and features wonderful geologic featuresand quite a large number of sleeping bats. As a maze-type of cave, it is the third mostcomplex in the Northern Hemisphere.

Tribute Funds

The newest level of recognition, the Founders Circle, is intended to recognize deferredgifts designated for the Heart of America Council Endowment. With deferred giving sowidely and effectively used by so many donors, the Heart of America Council wants to rec-ognize the importance of such major gifts. Donors are recognized for gift commitmentswith a minimum value of $100,000. Unlike the other Endowment recognition awards, adonor may qualify for membership with gifts made through:

• Charitable bequests in a will, codicil, or trust• Charitable trusts, such as unitrusts, annuity trusts, and lead trusts• BSA Gift Annuities or BSA Pooled Income Fund gifts• Life insurance/retirement plan designations• Other deferred gifts approved by the Heart of America Council

As with the 1910 Society, there are four levels of membership in the Founders Circle. They are:

• Bronze $100,000 to $249,999 planned gift commitment• Silver $250,000 to $499,999 planned gift commitment• Gold $500,000 to $999,999 planned gift commitment• Platinum $1,000,000 and up planned gift commitment

The early founders of the BSA had the vision and commitment to make Scouting thenumber one youth organization in the world. In that spirit, we honor the modern-dayvisionaries who qualify for the Founders Circle in their commitment to perpetuate thevisions and beliefs of those founders.

After the funeral, the two surviving chil-dren went to work sorting through thepapers of their deceased father, trying to geta handle on his financial situation. Theydiscovered three things:

1. Their dad, a retired human servicesworker, had accumulated remarkablewealth through conservative investmentsand frugal living;

2. Their dad had been generously sup-porting several charitable organizations;

3. Their dad had left behind no will orother instructions to guide them in the dis-tribution of his estate.

Faced with this situation, the childrendecided to give part of whatever portion ofhis estate they might receive to those orga-nizations their father had supported duringhis life. They had to make assumptionsabout which organizations to help, howmuch he would have wanted to give and inwhat proportions. Not knowing his wishesmade a tough time tougher.

This is just one of several thorny issuesthe surviving family faces when a loved onedies without a will. In the midst of sorrowand time pressures, difficult decisions mustbe made.

How much better it would have beenhad the father taken the time to create awill.

Indeed, having an up-to-date and validwill is one of the greatest gifts any father ormother can give family members.

What if it rains?Every attempt will be made to proceed with pre-game ceremonies; it is best to assume all games will beplayed.

First Pitch and Color GuardParticipants are to report 45 minutes prior to game time. Enter the stadium at turnstiles located at Gates A orB and proceed to plaza level, section 101 (behind home plate). A Royals representative will meet the partic-ipants, outside the double glass doors, and escort them to the field.

Color GuardUnits must provide their own flags and be in uniform prior to arrival at Kauffman Stadium. The Royals can-not provide any changing accommodations! Flags and uniforms may be returned to your vehicle after the cer-emony. Please exit and re-enter the stadium through the pass gate. DO NOT ENTER INTO THE LOBBY.

ParadeParticipants will meet Royals parade coordinators behind the Royals Scoreboard by Parking Lot K to line upat 5:05 p.m. After the parade, participants will exit the field and enter stadium seating through Gate B. ParadeCeremony begins at 5:30 p.m.

The District Commissioners and the CouncilCommissioner support team met earlier this year tomap out our commissioner team goals for 2003. Wereviewed the many successes of the commissionerteam in 2002 as well as the shortfalls from our goalslast year. We had good discussions about what ispossible to attain in 2003 and we set the “bar” prettyhigh knowing that every one of our district teams isgetting stronger in numbers, training, and experi-ence. Many organizations, from businesses and pro-fessional groups to non-profit organizations likeours, as well as many individuals have found thisplanning and goal-setting process helpful in focusingpeople and teams to get the maxi-mum benefits for the organization.

We started with our mission(the reason we exist) for commis-sioner service:

As commissioners, we provideunits with meaningful servicethat delivers Scouting ideals toboys, brings about member-ship growth, and ensures on-time charter renewal. We helpunits succeed.Then we reminded ourselves

what “meaningful service” means – as defined by theCommissioners’ Fieldbook. The short versionbreaks down into these six points:

1. Meaningful contact with unit leaders (atleast monthly)2. Meaningful evaluations of the health ofeach unit3. Continuity of service by sharing evalua-tions with your ADC4. Meaningful communications with yourunit leaders, bringing helpful informationand resources to them for betting programs5. Making on-time charter renewals happen6. Building relationships with institutionalheads and CORsThen, building on the progress made last year, we

set goals in 10 key areas for 2003:1. Recruit more commissioners to have atleast one for every three units.

2. Ensure that all of our commissionersreceive all the training they must have.3. Visit every unit at least once each month.4. Strengthen our communications andevaluations between summer camp camp-site commissioners and unit commissionersin each district.5. Ensure that every traditional unit has anassigned unit commissioner.6. Increase the number and percentage ofour units that achieve Quality Unit status.7. Provide more effective district roundta-bles that attract greater attendance.

NO LOST UNITS!!Too many units are lost every year in Scouting

and that tragedy reduces the opportunity for ouryouth to gain the character, citizenship, and fitnessbenefits from this great program. Units are lost formany reasons, but if we, as commissioners, are striv-ing for the goals listed above, we will be able to iden-tify a troubled unit long before it becomes lost.Then we will be able to apply the resources and sup-port needed to build it back, rejuvenate its leader-ship and its program, strengthen its ties with itssponsoring organization or, as a last resort, find itanother home. I certainly pledge to you my sup-port, whenever and wherever needed, to assist you inthis most critical Scouting job. I ask that you com-mit also to an even greater effort in 2003 – for thesake of the young people in this program. Let’s worktogether to achieve these goals and demonstrate injust one more way why we are the best Scout coun-cil in the country!

The new on-line Youth Protection training, developed bythe National Office, is a big step forward in terms of the BSAproviding valuable tools to the thousands of volunteers. Thetiming is especially beneficial given that the new 2003 TourPermit Policy requires at least one Youth Protection-trainedleader to be present. The ability to provide convenient trainingoptions to my den leaders will ensure that we quickly and effi-ciently meet our training requirements.

And I Quote:“Selling popcorn is a wonderful way to

accomplish a number of objectives for the bene-fit of Scouts. The units receive money, and theboys receive prizes. Some units even share someof the unit profit with the boys, stipulating thatthe profit sharing funds are placed in the boy’sname, in “escrow” in the unit treasury, but canbe used by the boy for any Scouting expensefrom registration to camp fees or campingequipment (if the boy leaves Scouting, themoney in “escrow” forfeits to the general oper-ating treasury of the unit – when a cub graduatesto Boy Scouts, the pack transfers the “escrow” tothe Boy Scout unit with the same stipulations –the “escrow” is never awarded directly to theScout – he must provide receipts for Scoutexpenses). This incentive appeals to parents,and will help them to encourage their sons inthe selling effort. Some units may even create abudget to award high performers in their unit.This could include a fancy bike, sleeping bags,or other camping equipment. A big benefit forthe unit is that this may be the only fundraisernecessary during the year.

Pack 364, in Grandview has offered somenice prizes, in addition to the Trail’s End prizes,for the past several years. As a result, top sellingCubs in this unit regularly surpass $500, and thetop seller usually does more than triple thisamount. During the 2002 campaign, one Cub,Nick Christy, sold seven times this amount, andalmost every dollar sold was done by Nick

knocking on doors in his immediate neighbor-hood. He took the advice of a previous Cubwho had regularly sold over $1000. Kyle Brackand his dad developed a sales pitch that wasshort and easy to remember. Kyle practiceddelivering the pitch until he had it memorized.Looking the customer straight in the eye, hewould say, “Hi, my name is Kyle. I’m sellingpopcorn to help raise money for our pack.There are six different kinds to choose from, andyou can pay me when I deliver the popcorn inearly December, just in time for the holidays.Would you please buy some?” His pitch wasdelivered in a loud, clear voice, and always fol-lowed with a “Thank you!” Over the years, his“regular” customers looked forward to seeinghim in the fall and the sales grew. Nick took thisproven method, and went door-to-door in hisneighborhood, and found instant success. Very,very few people said “no.” The most importantthing he wore was a smile. Naturally, one of hisparents always watched from the street as heknocked on doors.

Dear Potential Merit Badge Registrant,

Thank you for your interest in the Shotgun Merit Badge program being offered at Powder Creek ShootingClub in Lenexa, Kansas. To ensure that a quality experience is provided, registration is limited to the first85 Scouts that sign up, ages 13 and up.

• Once registered, participants will receive a packet containing requirements and detailed expectations.• Registration is $15/Scout, which includes one hour of safety instruction, personal instruction from

NSCA Certified Instructors and registered BSA Merit Badge Counselors, ammunition, gun use, event patch and Saturday lunch.

• Troops that would like to stay overnight on Friday may do so free of charge. Ground fires are not permitted. All instruction will be completed by 4 p.m. on Saturday.

• The event will begin at 8:30 a.m. on Saturday morning, with registration preceding at 7:30 a.m. Each participant must check in and receive their identification card, in order to participate in the merit badge program.

• This event does pose potential for dangerous situations, please act responsibly and have plenty of adult supervision.

• This event coincides with a celebrity shooting competition, which financially supports the Heart of America Council.

Klondike DerbyThe chili was hot, the snow was cold, and it

was a perfect day to be outside. The 2003Klondike Derby was another great day of funand friendly competition for Beautiful BlueElk scouts. A total of 807 people came outover the weekend, 693 as scouts and 114 onstaff. Twenty-seven units camped out onenight and 4 units camped on both Friday andSaturday. The boys had a great time partici-pating in the tomahawk throw, shooting pelletguns, cooking, and many other fun activities.A big thank you to everyone who served onstaff, helped on the planning committee,donated items, served as a leader, or just spenttime with the scouts. A special thanks goes toRandy Cooper for serving as the Klondikechair again this year. It could not be donewithout everyone working together for theboys.

2003 Annual LeaderRecognition Dinner

The District Dinner was held February 7that Westminster Hall in Independence and wasa big success. Approximately 245 peopleattended the annual event, the largest turnoutyet. The Master of Ceremonies, Larry Mooreof Channel 9 News, did a great job of enter-taining the crowd and told some of his ownpersonal Scouting stories. Highlights of theevening included special presentations toSilent Service, Scouter Spirit, DistinguishedCommissioner, and Award of Merit winners.This year’s Paul Arend Award recipient wasGene Pittman of troop 1492. The eveningalso included district reports and recognitionof quality units, district leadership, andtenured Scouters. A great slide show presenta-tion included a history of the Blue Elk districtname, recognition of 2002 Eagle Scouts, andpictures of leaders and youth. A huge thankyou goes out to the Dinner committee and itschair, Scott Howell. It was a night to remem-ber because of all the hard work that the adultleaders in this district do. Watch for picturesin the next newsletter.

Adventures in Cubman –Day Camp News

It’s a bird, it’s a plane, it’s Cubman! Haveyou signed up for Day Camp yet this year? Ifyour answer is no, then you are missing out.This year’s theme, Adventures in Cubman,promises to be even more fun and exciting forall cub scouts in our district. Blue Elk DayCamp will be held June 16-20 at GeorgeOwens Nature Park. Pack promotions havebeen taking place and boys are starting to getgeared up for camp. The Art Contest due dateis April 3rd. Friends of ScoutingThe 2003 Friends of Scouting campaign is

up and running. This is an opportunity to provide financial

support to over 50,000 youth in Kansas City.The support helps to deliver life-changingvalues of Scouting programs and the Learningfor Life programs to youth in our 19-countyarea.

Currently, there are around 4,500 youngmen and women who participate in about100 Explorer Posts in the greater Kansas Cityarea.

The Learning for Life program operates inschools to provide life skills, character andcareer education programs to students ingrades K-12, with enrollment of over 18,000.

If you would like to further support theseprograms financially, and/or have questions

regarding the Friends of Scouting Campaign,then please call the Exploring division at 816-942-9333.

This is a great way to maintain andstrengthen the Learning for Life and Explor-ing promise for Kansas City’s youth of today,and tomorrow.

Cluster ActivitiesWe will be looking to hold “Spring Cluster

Activities” this spring for each career cluster inExploring. We are open to suggestions andwould love to have in-put and help settingthese activities up.

These activities will consist of specific careerrelated activities related to each Exploring clus-ter (i.e. Arts and Communications, Businessand Law, etc….). These events could rangefrom project competitions between posts, pre-sentations given and exchanged between posts,or even re-inacted/mock situational events.

A meeting will be held with all Clusterchairs and Exploring advisors this early spring

to discuss and brainstorm this activity. A directmailing to all advisors will be conducted withinformation regarding this meeting and thespring activities.

TrainingIn order to be successful with any youth

program, adult leader training is essential.Specialized courses have been developed togive every Explorer Post Advisor and everyLearning for Life teacher the required tools tohelp their young people to get the most out ofthe program. Training Courses have beenreconstructed to last 30-45 minutes afterwhich you will be much better equipped tohandle the programming ahead.

Day Camp this year will run from June 9-13. It is not to late to sign up. This will be anexciting Trailhead Day Camp as we exploreone of Johnson County’s newest parks Tim-ber Ridge Adventure Center. Webelos Become BoyScouts

Pack 3002 graduated many Webelos on tothe great world of Boys Scouts. The cere-mony was fantastic and left younger boyseager to some day cross over into a Troop. Asmall picture says it all. This ceremony is stillnot too hard for other packs to use. If youhave not already done your cross over cere-mony think out of the box; if you have shareideas and get ready for next year. Preparationmakes the cross over ceremony one toremember, as it should be.

there are a lot of training events to be heldsoon. If you are new to a position or maybewill be taking over a position soon get yourtraining now. Training will give you the skillsto provide a quality program for the youthand give you ideas to minimize your work-load. Pack 3251 does it all the way as the participatein the Overland Park Parade

Pack 3251 is having an outstandingspring. With lots of new boys and leadersfrom their spring recruitment night they wereone of the first Packs to sign up for DayCamp. The Pack is very excited about having

a great time at “The Adventures of Cubman”Day Camp.

Pack 3251 is participating in almost everyTrailhead and Council. There was quite alarge showing of volunteers at the DistrictDinner.

Pack 3251 is helping set the bar for Com-munity Service Day by doing something out-side of scouting for food. 40 boys will be par-ticipating in Overland Park’s Clean StreamDay. This past year Pack 3251 took on a newinitiative to participate in a service projecteach month. These service projects benefitthe community, church and environment.Some of these projects include making Valen-tines for our service men and women over-seas, canned food drive to help replenish thelocal food pantry for Catholic Charities, pur-chasing hot wheel cars to be given to childrenin the hospital.

We are getting close to our goal but westill need the help of everyone. As you knowfrom having presentations in the past, thecost of the Scouting program in the Heart ofAmerica Council is $130.00 per boy, beyondthe cost of registration fees and unit dues.This year our goal is to support _ of the activemembership in your unit at the $130.00level. Pinewood DerbyOn March 1 the 2nd annual District

Pinewood Derby was held at Stanley Pres-byterian Church. Race fans saw the fastestcars in Red-Tailed Hawk blaze down a 6-lane track provided by Pack 3425. Over70 Cub Scouts took part in this event from23 Packs in the district.

Day Camp PromotionJune 23-27, 2003 is the dates for Kaw

District’s Day Camp. This year’s theme is“The Adventures of Cubman.” We haveexciting stations and activities planned around this theme to capture the imaginationand to stimulate personal growth of all par-ticipants. Every Cub Scout leader was

RoundtableRoundtables are a form of commissioner

service and supplemental training for volun-teers at the unit level. It serves as a source ofinformation on events and training, and anopportunity to share experiences and enjoyfellowship with other unit leaders. Round-tables provide unit leaders with skills, tech-niques, and program ideas to enhance thequality of their meetings. Having said that,Roundtables are held on the first Thursdayof every month at 7:00 p.m. The locationfor the Roundtables is Robert Clark MiddleSchool in Bonner Springs, KS. Please makean effort to participate in these informativesessions, which are designed to assist unitlevel leadership in program development.

Running for a Touch DownOur next play will get us to the goal

line. The 2003 Friends of Scouting cam-paign is at full speed and at the 20-yardline, putting us closer to VICTORY! TheHeart of America Council and the PioneerTrails District depends upon its “players” tosupport the Scouting program.

Each unit is asked to set a date for a pre-sentation to fans. This could take place ata Blue and Gold Banquet, Court of Honor,or where a large number ofparent(s)/guardian(s) are present. You mayalso want to appoint a unit Friends ofScouting Chair to coordinate your FOSCampaign. Unit presentations can bescheduled with Steve Livingston at 816-395-2774. Contributions of any amountare welcome and appreciated.

Community Service DayEveryone is encouraged to take his or

her “GOOD TURN” by participating inthe council’s “Scouting for Food 2003”.The GOOD TURN drive will be held onApril1 5th and April 12th. Troops andpacks are required to distribute bags to allarea homes on April 5th containing infor-mation on collecting non-perishable fooditems such as chunky soups, peanut butter,

stews and canned meats. On Saturday,April 12th, Scouts will retrieve the filledbags from neighborhood families. Thefood will then be taken to the local foodpantries. For the year 2003, our goal is tohave 60 units participate and to collect25,000 pounds of food. Let’s beat lastyear’s participation of 49 units, which col-lected 20,000 pounds of food

Over President’s Day weekend, 39members (24 Scouts and 15 Adults) ofTroop 93, Shawnee, Kansas enjoyed a fan-tastic weekend of skiing at Winter ParkColorado. Everyone had a great time,whether it was skiing, going on snowshoetours or snow-cat tours. The weather wasgreat and the snow conditions were awe-some. While there, we met several otherHOAC troops and representatives includ-ing a group from Troop 256, the CouncilVenture group, and several HOAC execu-tives. We had a great time, wish you couldhave gone. What a great adventure for alltroops wanting an adventure.

Webelos on Wheels 2003WOW just keeps getting better and

better! February 8th at CommunityCovenant Church Webelos on Wheelshosted over 190 Webelos for yet anothergreat day of Science and intrigue. Therewas everything from floating hovercrafts tothings you thought you saw that you reallydidn’t see. The boys became human gyro-scopes, tested Bernoulli's Law, created tor-nadoes, and learned about water pressure,among other things. It was a fantastic day.Thank you to Paul Ginther, the Chairmanand creator of Webelos on Wheels and allof his wonderful volunteers that did every-thing from teaching the classes to registra-tion to logistics. Great job to everyone anda Northern Tier Salute.

Trails West District will hold OutdoorLeader training opportunities April 5 – 7at Theodore Naish Scout Reservation.The full range of outdoor leader trainingwill be offered on the same weekend.

BALOO - April 6th - Basic AdultLeader Outdoor Orientation will beoffered for Cub Leaders who plan to takeCub Scouts camping.
