For the past twoyears, the city has been hard at workupdating its general planand zoning ordinance.These documents arethe city’s blueprint fordevelopment and growth for the next two decades.

“The newly adopted general plan and zoning ordinance will guide the city towards its new horizonswith a clear focus for plans related to land use, mobility,open space, resource conservation and safety,” saidSan Marcos City Manager Jack Griffin.

As part of this process, the city was required toupdate its zoning ordinance in order to bring that document in line with the new general plan. A zoningordinance outlines land use designations throughout the community – many of which were modified by thenew general plan. It also defines permitted uses withineach of these designations; restrictions such as heightlimitations; procedures for handling nonconforminguses; and the procedure for granting amendments, variances and hearing appeals.

Both the general plan and the zoning ordinanceupdates went through extensive public hearings toensure that they reflected the desires of the communityat-large.

General Plan wins awardThe City of San Marcos’ general plan update was

recently awarded the 2012 Comprehensive PlanningAward, Small Jurisdiction from the American Planning Association (APA) San Diego Section. Betsy McCullough,a representative for APA’s San Diego Section, indicated that “the award jury only selects the best-of-the-best” and praised the city’s general plan for its sustainability measures and public outreach efforts.

One of the jurors remarked “they [City of San Marcos] did not reach out – they hunted down and grasped the public in each of the eight distinct neighborhoods of the city.”

The city is now up for a statewide award for the general plan.

San Marcos celebrates 50 years of cityhoodOver the past five decades since incorporation on January 28, 1963, San Marcos

has transformed from a one-stoplight town into a bustling, forward-thinking citywith exciting new developments on the horizon.

In 1963, the reasons for incorporation were simple – community leaders wantedmore control over planning and zoning; the ability to develop a stronger identity;and the chance to ensure a sound balance between agriculture, industrial, commercial and residential areas.

Just four years after incorporation,the city hired its first city manager tooversee day-to-day operations, andsoon after adopted its initial generalplan and zoning ordinance.

Ironically – nearly 50 years later in2012 – the city repeated these sametwo tasks by hiring a new city manager in June 2012 and adoptingan updated version of its general planand zoning ordinance in February and September 2012, respectively.

San Marcos’ out-of-the-box thinking presented itself early on with leaders passing a law requiring all new developments to pay their share of public improvements needed to serve new construction.While controversial at the time, the policy quicklyearned credibility from residents and critics alike for helping San Marcos keep pace with infrastructureneeds as the city continued to grow.

And grow it did – as the 1970s approached, San Marcos’ population climbed to 4,400 people and the city’s focus became defining its vision for future development. The majority of city leaders favored limited growth; however,available and relatively affordable land in the area naturally propelled residentialgrowth in this young city. By 1980, San Marcos became the third fastest-growingcity in California with its then-soaring population of 17,479. That trend continuedthrough the decade with San Marcos’ population nearly doubling to 33,800 by 1990.

An increasing number of rooftops in San Marcos also brought the need for morerecreational activities. In the late 1970s, the parks and recreation budget expandedfrom roughly $35,000 to $270,000 to better serve the growing community.

As the 1990s approached, San Marcos continued its metamorphous into a sizable city. In 1994, the $54 million civic center complex was completed underbudget and about six months ahead of schedule. The complex was built with fourfloors of office space for rent to private tenants, which provides a steady stream ofrevenue to help fund police, fire and other important city services. Other majoraccomplishments during this time included the widening of Mission Road, theopening of Twin Oaks Golf Course and the voter-approved city charter.

Other milestones of the city’s civic maturity in the 1990s included shifting from adeficit budget to a balanced budget, continued improvements along Mission Road,closure of the highly controversial San Marcos landfill and recycling facility and theopening of Cal State San Marcos.

Today, San Marcos prides itself on being a progressive community for more than83,000 residents who enjoy a fantastic quality of life. From miles of trails in the localhills, to unique dining and shopping opportunities in its retail centers, San Marcoshas all the ingredients that create an enjoyable lifestyle.

Although the city has experienced rapid growth over the last few decades, it continues to maintain the small town atmosphere and values that initially attractedso many new residents. Home to Palomar College and Cal State San Marcos, thecity has also become the heart of education in north San Diego County.

A dedication to public safety, parks and community services remains a priorityfor the City of San Marcos. The city has constructed 60 miles of trails, 29 newparks and 11 recreation centers over the past 25 years.

High quality and strategic community development like the Creekside Marketplace,Nordahl Center and Grand Plaza have become popular shopping and dining destinations, and plans for thoughtful future developments like the San MarcosCreek District, Palomar Station and University District will put San Marcos on themap as a regional destination city.

Crime-Free Multi-Housing Programoffered in San Marcos

The Crime Free Multi-Housing (CFMH) Program is a crime-preventionprogram developed in 1992 to reduce crime, drugs and gang activity inSan Marcos’ apartment communities. It works by having residents inthese communities sign lease addendums agreeing to be law abidingcitizens and accountable for their families and guests. The managementagrees to do a thorough screening of potential tenants, keep the property well lit and maintained properly. The sheriff's departmentagrees to share arrest information with apartment managers who areexpected to take action on their tenants, including evicting them fromthe property if there is evidence of criminal activity.

Creek District improvements moving forwardAfter reporting in February that San Marcos received the necessary environmental permits to move forward

with the San Marcos Creek District, the city is pleased to announce that several capital improvements projectsassociated with the District are expected to move forward in the coming year.

Beginning in Spring 2013 and taking about one year to complete, phase one infrastructureenhancements north of the creek will include vegetation clearing, wetland restoration and

enhancements, and the widening of Discovery Street. Residents will also see the construction of Creekside Drive and the installation of a floodwall and linear park

along Discovery Street. More than 28 years in the making, the Creek District is a comprehensive

214-acre “downtown” plan that will include mixed-use development, an expansive habitat preserve and infrastructure improvements.

Water Wisdom 101Under San Marcos Municipal Code Section 14.15,

residents may wash their own vehicles when they use Best Management Practices (BMP) to prevent suds, nutrients, dirt and bacteria from getting into waterways.Residents should first check with their homeowners’ association (HOA) before washing vehicles to make sure it is allowed in the HOA; and businesses shouldcheck with the city first prior to washing any

vehicles as they do not fall under the residentialexemption. For more information, please visit

Be Heard:

Take the city’s communications surveyThe City of San Marcos launched a communications survey to determine how

effectively it communicates with residents. Survey results will help evaluate current methods in place as well as measure how best to engage community members moving forward.

“Understanding communication needs and preferences of our residents is a top priority and this survey will help us facilitate a more responsive, transparent government,” said Communications Officer Jenny Windle.

San Marcos residents, businesses and students are invited to take the online survey through December 31, 2012 by visiting the city’s web site at www.san-marcos.net/beheard.

City receives grants tohelp with operationsThe City of San Marcos has received over $3 million in grant funds this past year, exemplifying the city’s commitment to leveraging resources outside oftaxpayer dollars.

These funding sources have helped provide transportation, meal services and educational classes for seniors; support planning, training and equipment for emergency services and disaster preparedness; fund capital improvement projects in low-income neighborhoods; sponsor recycling initiatives; and ensure proper disposal of hazardous waste and oil products.

Grant funds awarded have also assisted in bringing residents traffic and park improvements throughout the city.

Curbside Recycling – EDCO customers may place treescurbside on their regular collection day during the two weeksafter Christmas at no extra charge. Trees must be cut into four-foot lengths and trimmings/stands must be removed.

Holiday fire prevention tips

Beware of phantom energy use“Phantom energy use” means that even though you’ve

turned something off, it may still be using small amounts ofelectricity as long as it is plugged in. Here are tips to save energy and chase those phantoms out!

• Use a power strip for your TV, sound and gaming systems. One button turns everything off.• Unplug appliances with glowing lights or displays (like coffee makers) when it makes sense.• Use timers when charging your tablet or computer so you don’t waste electricity once the item is fully charged.

Also, get ready for winter by making sure your heating system is in working order:

• Have your gas appliances checked at no cost.• See if you qualify for the Energy Savings Assistance Program for a new furnace. If you qualify,

you may receive a new furnace and other energy-efficient appliances and services for free.• Get your central heating and A/C system tuned up and ready to run efficiently all winter long.

Candles. Avoid using if possible. If you do,keep them away from children and anythingthat could catch fire. Do not leave burningcandles unattended.

Trees. Select a fresh tree and keep it nolonger than two weeks in a stand filled withwater. Your tree should have needles thatare green and hard to pull back from thebranches. Bend a few needles in half; if theybend and do not break, the tree is probablyfresh. The trunk should be sticky to thetouch. Old trees can be identified by bouncing the tree trunk on the ground. Ifmany needles fall off, the tree was cut toolong ago and is a fire hazard. Check thewater level in the stand daily to ensure it isfilled at all times. Keep it away from heatsources. Make sure artificial trees are flameresistant. Dispose of your tree as soon as itbecomes dry. Do not put branches or needlesin a fireplace or wood-burning stove.

Lighting. Only use lighting listed by anapproved testing lab. Inspect lights eachyear for frayed wires, broken or crackedsockets, or excessive kinking. Turn off electricity before working with outdoorwiring. Always unplug holiday lights beforeleaving or going to sleep.

Decorations. Use only flame resistant or nonflammable décor and keep away fromheat sources. Never put wrapping paper in a fireplace or wood-burning stove as it cancause an explosion.

The new San Marcos High School is taking shape at the corner of Rancho Santa Fe and San MarcosBoulevard and will be open in January 2014. The 44-acre site will be home to a 420,000-square-footmulti-level facility that centers around a courtyard withtrees, open lawns and seating areas. Athletic fields willsurround the building.

The new high school, which replaces the one originallyconstructed in 1961, will have numerous technologyupgrades including WiFi coverage on the entire campus.

This state-of-the-art facility will also incorporate sustainable features such as energy-efficient lighting, low-flow plumbing fixtures, storm water management techniques and a roof capable of accommodating photovoltaic panels in the future.

Funding for the $180 million reconstruction comes from Proposition K, which was passed in 2010. This $287 million bondmeasure pays for repairs and upgrades of aging schools in San Marcos.

The city recently completed renovations on a conference room and computer training center at City Hall, and these rooms – along with others –are now available to the public for rent. Small businesses, homeowner associations, community groups and others may rent these spaces for a small fee.

The new QuesthavenTraining Center includes18 computer workstations,a presentation dockingstation for an instructorand a centralized touch-screen room controller. Next door, the new Twin OaksConference Room holdsup to 12 guests at a large,executive-style table withadditional perimeter seating for seven individuals. The room has a 60-inch television, a table mountedaudio-visual control box, a Blu-Ray player and central volume control withoverhead speakers. Additionally, free public WiFi is offered throughout the civiccenter campus.

There are several other meeting rooms of various sizes available for rentthroughout City Hall, so take advantage of the beautiful Class A professionalbusiness setting, affordable prices, central location, ample parking and easyaccess to the SPRINTER for your next meeting.

Raggedy Ann & Andy Preschoolers Program is a recreational enrichment program for children aged three to five years.The program focuses on socialization skills with an introduction toacademic concepts. Five sessions are offered throughout the year:summer, fall, holiday, winter and spring. Children learn social skillswhile participating in arts and crafts, music and movement, storytelling, outdoor play and learning fun!

Classes are age appropriate: three years old and fully potty-trainedOR four and five year olds (preparing for Kindergarten).

Kindergarten Readiness (KR) This program is offered Monday-Wednesday-Friday and designed for children aged four to five who are preparing for Kindergarten. The class curriculum includes activities to enhance math and reading readiness skills.

Registration Procedure For each session, parents come to the San Marcos CommunityCenter, 3 Civic Center Drive, to fill out a registration packet. Parents then receive registration information and aregistration date. All necessary paperwork must be completed before registering online. An original birthcertificate and proof of residency via a current utility or property tax bill are required. There is a $35 annual familyregistration fee and a 10% discount for siblings. The NON-RESIDENT fee is $50 per child, per session.

Parks and Facilities MapPark ReservationsDesignated group areas are available at Bradley, Buelow, DoublePeak, Hollandia, Jack’s Pond, Lakeview, San Elijo, Simmons, Sunset, Walnut Grove and Woodland parks.

Reservations are available to resident and non-resident groups andnonprofit organizations during normal park hours on weekends andholidays only. Groups of 50 people or more are required to make areservation; groups smaller than 50 can reserve space but must pay the minimum 50-person fee. Fees are based on a two-hour minimum. Additional time may be reserved in one-hour increments.

A Park Use Application must be submitted to the CommunityServices Department at least two weeks in advance to reserve aspace. For more details or to obtain an application, please call (760) 744-9000 or visit www.san-marcos.net.

Facility ReservationsThe City of San Marcos has 11 rentable rooms at five sites for business meetings, family celebrations, nonprofit organizations, wedding receptions and more. Please call (760) 744-9000, ext. 3511to check availability. A Facility Use Application is required with adeposit to reserve a date. Reservations must be made at least 30days prior to the event but no more than nine months in advance.Non-San Marcos groups may reserve a facility at least 30 days priorto the event but no more than six months in advance.
