This past January 28 marked the City of San Marcos’ golden anniversary ofincorporation. To help commemorate thisspecial occasion, a series of events hostedby the San Marcos Historical Society areplanned throughout the year.

For starters, a Road Rally and TimeTravelers Tour will take place on Saturday,May 11 from 9 am to 1 pm at HeritagePark at Walnut Grove Park. Cars from 1960to 1965 will be on display and owners of alltypes of cars are invited to join the event.An entry fee of $20 per car will apply.

Later this summer, the Historical Societywill team up with the City to present

“Rockin’ Through the Decades,” a special 50th anniversary concert anddance party with music from the past five decades performed by TheFabulous Mardels. Featuring games, dance contests, a scavenger huntand more, the FREE event will take place on Saturday, August 10 from4 to 7 pm at Walnut Grove Park.

The Horse Heritage Festival in October will have a special 50thanniversary focus and will feature horse demonstrations, a hauntedhouse and a pioneer kitchen. The event is slated for Sunday, October 13 from 10 am to 3 pm at Walnut Grove Park.

Finally, a Holiday Open House is planned for December to close out the year-long celebration.While a date and time have yet to be set, more info will be posted online as the event draws near.

Throughout the entire year, an exhibit of artifacts and memorabilia commemorating the City’sincorporation will be on display in the Mary Young Connors Hall at the San Marcos HistoricalSociety. Visitors will enjoy taking a peek back at what San Marcos was like when it first became acity. Items like 1960s newspapers, tape decks and various iterations of the City’s seal are just someof the fun things on display.

New bridge toopen this summerCity officials will gather in June to

officially open a new $5.6-million bridge connecting a missing piece of Borden Road

over San Marcos Creek between Woodward Street and Twin Oaks Valley Road.

The long-awaited multi-modal project will improve connectivityfor motorists, pedestrians, bicyclists and trail users. It will also helpreduce flooding in the area.

“This bridge is an important part of our overall traffic mobilityplan,” explained San Marcos City Engineer Mike Edwards. “It literallybridges a gap on one of the City’s most traveled thoroughfaresand will significantly improve connectivity once completed.”

The project was funded through TransNet dollars.

City lands $1 million grantfor Creek District Promenade

The City of San Marcos accepted a $1 million grant recentlyfrom the California Natural Resources Agency to help construct aportion of the San Marcos Creek District. The grant funds will helppay for construction of the Creekside Promenade, a nearly one-mile, multi-use trail that will meander along San Marcos Creek with open space areas and amenities. It will also restore morethan three acres of adjacent riparian habitat through re-vegetationof native flora and stormwater management practices.

The San Marcos Creek District is a 214-acre comprehensive “downtown” plan for San Marcos that will include mixed-usedevelopment, a 73-acre habitat preserve, environmental enhancements, and infrastructure improvements like streets, parkways, bridges and flood control.

Keeping you moving on SR 78

Motorists whotravel on StateRoute 78 (SR 78)near the San Marcos and Escondido border may havenoticed recentimprovements to the area, such as thenew Nordahl Road Bridge, landscapingimprovements and intersection modificationsnear Nordahl and Montiel Roads.

Earlier in the year, a weekend crewreconstructed the eastbound SR 78 on-ramp at Barham Drive as part of the eastbound auxiliary lanes project. Workstarted Friday night, February 22, andwrapped up early the following Mondaymorning.

More recently, crews are constructingauxilary lanes on eastbound SR 78between Nordahl Road and WoodlandParkway. The work, which requiresnighttime closures, repairs a portion of SR 78 over Mission Road.

All of the SR 78 improvements are onschedule to be completed this spring.

New building on San MarcosKaiser campus now openThe new Kaiser Permanente Outpatient Center opened recently in San Marcos. The beautiful new building includes an ambulatory surgery center, nuclear medicine and a gastroenterology proceduresuite. The $60 million investment is expected to create nearly 200 new jobs in San Marcos and expand health care services for the entire region.

Incubator program to helpseed new businesses

A new program will open in San Marcos this fall withthe goal of attracting startups and helping entrepreneurssuccessfully launch their companies. The Wireless HealthHub (WHH) will attract innovative startups as they helptransform the wellness and healthcare industries. The San Diego region has emerged as a global leader in this area.

The program connects entrepreneurs with mentors,support services and startup capital to prepare and propelthem into the marketplace. The WHH will be located inthe Paseo del Oro mixed-use development located onWest Mission Road.

“We are pleased to welcome the WHH to San Marcos,especially given the fact that economic development is one of the City’s top priorities,” said City Manager Jack Griffin. “With our innovative labor pool and proximityto talent at Cal State San Marcos and Palomar College,we think this will be a very successful venture.”

San Marcos joins regional effort to help attract new jobsto the area

The City of San Marcos is one of five NorthCounty cities participating in a branding effort tohelp solidify the area’s competitive edge and attractnew businesses and jobs to the region. The cities ofCarlsbad, Escondido, Oceanside and Vista are alsocollaborating on the effort to bring prosperity toNorth County.

As part of the process, the cities will worktogether over the next few months to identify NorthCounty’s economic strengths, superb quality of life,robust educational systems and other assets in away that is authentic, succinct and memorable.

From there, an identity will be derived that willhelp market the region to appropriate economic targets. The development of the brand identity willinvolve leaders of the region’s strongest industryclusters and will engage them in the area’s economic development future.

Construction on pipeline for desalination plant under way in San Marcos

Construction on a 10-mile pipeline for theCarlsbad Desalination Project is now underway. The project is the largest in the westernhemisphere to convert seawater into clean,potable drinking water. The plant is locatedadjacent to the Encina Power Station inCarlsbad and the pipeline will be installed fromthere to San Diego County Water Authority’s(SDCWA) aqueduct connection facility in San Marcos.

Pipeline construction in San Marcos began on March 18 at the connection facility located just east of Rancho Santa FeRoad at Creek Street. Pipe is then being installed east along 9th Street to Las Flores Drive. An underground tunnel will beused to install the pipe across Rancho Santa Fe Road in order to minimize traffic impacts along that busy arterial street.

From there, the pipeline construction will head south on Las Flores Drive to W. Linda Vista Drive; and then west on W. Linda Vista Drive to Poinsettia Avenue. It will then continue through Vista and Carlsbad before finally connecting with the desalination plant.

The San Marcos portion of the pipeline construction should be wrapped up by this fall. The balance of the pipeline will becomplete in 2016.

The historic desalination project is the result of a 30-year water agreement between Poseidon Resources and the San Diego County Water Authority for the purchase of up to 50 million gallons per day of desalinated seawater.

When complete, the Carlsbad facility will provide a safe, sustainable, environmentally benign, drought-proof drinking watersupply. It will provide as much as seven percent of the region's drinking water, alleviating demand on the traditional sourcesand contributing to the regional supply.

What does desalinatedwater mean to you?

To ensure water availability for San Marcos’future, the Vallecitos Water District did not look upto the sky or delve deeper into the earth hoping fora sudden increase in rain or ground water. Instead,it looked to the vast, untapped source to our west –the ocean.

Vallecitos has contracted with wholesaler San Diego County Water Authority to receive 3,500acre feet of desalinated seawater per year – or 1.14 billion gallons – to help meet San Marcos’local water demands. This drought-proof source will account for 20 percent of the District’s annualdemand and will complement imported suppliesfrom Northern California and the Colorado River.

Purchasing desalinated water will also: • Minimize the impact to Vallecitos customers

during mandatory water-use restrictions in the event of a drought

• Offer superior quality water free of salt and virtually any mineral, biological or organiccompounds

• Provide an emergency water source in the event imported water is not available due to natural disaster.

When construction of the desal plant is complete,it will be another cornerstone to the District’s sourcediversification strategy to provide customers withreliable water service.

The public works department continued its water savingefforts this year by installing nearly 1,600 new rotator nozzlesin turf areas and medians throughout the City. These newnozzles – manufactured by San Marcos’ own HunterIndustries – are multi-trajectory and have a rotating streamthat applies water more slowly and uniformly than conventionalsprays and rotors. Additionally, five new SMART controllerscovering 9.5 acres were installed to make real-time adjustmentsto irrigation schedules based on hourly weather information.

Independent water studies estimate that these new rotator nozzles have a water savings of 20 percent or more.The City anticipates an even greater savings on water billsas the summer months approach and water usage increases.

Community Supported Agriculture (CSA) has become apopular way for consumers to buy seasonal food directlyfrom a local farmer. Typically, members or "shareholders" ofthe farm pledge in advance to cover the anticipated costsof the farm operation and the farmer's salary in return forboxes of seasonal produce throughout the growing season.CSA members report great satisfaction from reconnectingwith the land and participating directly in food production.

The City is currently gauging interest in participating in orrunning a CSA in San Marcos. An online survey is available at www.san-marcos.net/CSAsurvey for residents andbusinesses to weigh in with their opinion.

Unsafe equipment poses fire dangerAre you doing the right thing the wrong way?

Clearing dead grass and brush from homes is a critical step inpreparing for fire season. But did you know that how you clearyour defensible space is just as important?

Creating defensible space involves clearing flammable vegetationsuch as pines, eucalyptus, grasses, brush and trees to a minimumof 100 feet from structures for homes built prior to January 1,2004, and 150 feet for those built after that date.

Here are some tips to prevent fires from equipment use:

• Do yard maintenance with powered equipment before 10 am, not during the heat of the day or when the wind is blowing.

• Never use lawn mowers on dry grass or brush.• Remove any rocks in and around the area before operating

equipment.• Be sure your portable gas-powered equipment has a

spark arrester.• Never refuel while equipment is still hot from use.• Keep the equipment maintained and free of carbon and

other buildup.

Residents encouragedto sign up forALERT San Diego

During a large-scale emergency, the City ofSan Marcos will utilize the telephone-based emergency notification system Alert San Diego to get important information to its more than83,000 residents. This system sends a telephone notification to residences and businesses withinan area impacted or threatened by an emergency.

Currently, Alert San Diego uses 9-1-1 telephone databases to contact listed and unlisted land line telephones. If a call is picked upby an answering machine, the system will leave amessage. If the number dialed is busy or doesnot get answered, the system will redial up tothree times in an attempt to deliver the message.

Because the system uses 9-1-1 telephone databases, only land line numbers are in the system. Residents with Voice Over IP or cellulartelephones must self-register those numbersand/or an email address with the system.

Every attempt will be made to contact residents during an emergency; however, thereare some factors that could impact the calls likeloss of power, call volume and caller ID blocking.

Residents should not wait for an emergency call if they are concerned abouttheir safety and welfare.

Finally, please tune a radio station at home andin the car to San Marcos 1610 AM, the City’s emergency radio station. San Marcos 1610 AM will broadcast local safety informationduring an emergency.

Scald Prevention – A Burning IssueScald injuries affect all ages. Young children and the elderly are

most vulnerable. Annually in the United States and Canada, morethan 500,000 people receive medical treatment for burn injuries.Roughly half of these injuries are scalds.

Most burns occur inthe home, usually in thekitchen or bathroom.Scalds can be preventedthrough increased awareness of scald hazards and by makingsimple environmental or behavioral changes.These include providing akid-safe zone whilepreparing and serving hotfoods and beverages, and lowering the water heater thermostat todeliver water at a temperature not to exceed 120 degrees.

Raggedy Ann & Andy Preschoolers Program is a recreationalenrichment program for children aged three to five years. The programfocuses on socialization skills with an introduction to academic concepts.Five sessions are offered throughout the year: summer, fall, holiday, winterand spring. Children learn social skills while participating in arts andcrafts, music and movement, storytelling, outdoor play and learning fun!

Monday/Wednesday/Friday Kindergarten Readiness (KR) These classes are designed for children aged four to five years who arepreparing for Kindergarten. The curriculum includes activities to enhancemath and reading readiness skills. KR classes are only offered during thefall, winter and spring sessions.

Tuesday/Thursday Classes These classes are designed for children aged three to four years who arefully potty-trained.

Registration Procedure For each session, parents come to the San Marcos Community Center, 3 Civic Center Drive, to fill out a registrationpacket. Parents then receive registration information and a registration date. All necessary paperwork must becompleted before registering online. An original birth certificate and proof of residency via a current utility or property tax bill are required. There is a $35 annual family registration fee and a 10% discount for siblings. The NON-RESIDENT fee is $50 per child, per session.

Processing fees are included in all advertised class prices. Processing fees apply to online and in-office transactions. Participants wishingto drop a class must contact San Marcos Community Services at (760) 744-9000. Refunds for these classes must be requested before thethird class of a session and will be given on a prorated basis. This does not apply to workshops. Parks and Facilities MapPark ReservationsDesignated group areas are available at Bradley, Buelow, Double Peak,Hollandia, Jack’s Pond, Lakeview, San Elijo, Simmons, Sunset, Walnut Groveand Woodland parks.

Reservations are available to resident and non-resident groups and nonprofit organizations during normal park hours on weekends and holidays only. Groups of 50 people or more are required to make a reservation; groups smaller than 50 can reserve space but must pay theminimum 50-person fee. Fees are based on a two-hour minimum.Additional time may be reserved in one-hour increments.
