SAILING INSTRUCTIONS

PREAMBLE

See separately issued Sailing Instructions for the Chris Moyse memorial Pursuit Race on Friday 13th July

1 RULES

The Regatta will be governed by the rules as defined in The Racing Rules of Sailing. RYA prescriptions,

current class rules where applicable, the Notice of Race and all supporting documents.

1.2 Where boats are racing within the boundaries of the Port of Plymouth they are referred to the Dockyard

Port of Plymouth Order 1999, a copy of which is displayed on the website

http://www.legislation.gov.uk/uksi/1999/2029/contents/made and Local Notices to Mariners. When the Race Committee believes that such regulations have been broken, the offending boat will be disqualified

without hearing. This changes rule 63.1.

1.3 The following rules are changed and are described in full below

Rule 26 – Flag signals may not be used on the Plym YC line.

Rules 27.1, 40 and the preamble to Part 4 of the racing rules – Personal buoyancy afloat

35, A4 and A5 – Time limits

1.4 The Exoneration Penalty and the Advisory and Arbitration of the RYA Rules and Disputes procedures

1.5 The Cruiser class will be using the ‘Port of Plymouth’ handicap system

1.6 Where there is conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions

shall prevail.

2 PROHIBITED AREAS

2.1 Boats, whilst racing, are prohibited from entering the Controlled Mooring Area located north of Mountbatten peninsula and south of the Plym navigation channel. Boats must remain north of a line

extending from the most westerly mooring buoy positioned on the south side of the Plym navigation channel east through each mooring buoy on the northern boundary of the Controlled Mooring Area and west of a line extending from the most westerly mooring buoy on the south side of the Plym navigation

channel due south to the Mountbatten peninsula. This prohibited area ranks as an obstruction to sea

room under RRS

2.2 Boats when racing shall not pass between Drake’s Island and Mount Edgcumbe and shall not enter the

designated Bathing Area to the east of Tinside pool

2.3 Boats who fail to comply with either 2.1 or 2.2 will be disqualified without hearing. This changes rule

63.1.

3 NOTICES TO COMPETITORS

3.1 Notices to competitors shall be posted on the Official Notice Board which will be located in the Race

Office in Ancasta Yachts Marquee at Plymouth Yacht Haven.

3.2 Any change to the sailing instructions will be posted before 09.00 on the day it will take effect. However,

a change to the schedule of racing shall be made no later than 20.00 the day before.

4 SIGNALS MADE ASHORE

4.1 Signals made ashore for all classes will be displayed at the Plymouth Yacht Haven flagstaff near the

Marquee.

4.2 Where flag AP is flown ashore, ‘1 minute’ is replaced by ‘not less than 60 minutes’ in the race signal

AP. This changes the meaning of Flag AP in the RRS.

5. PERSONAL BUOYANCY

5.1 When ICF "Y" is flown ashore in accordance with SI 4.1 or from the Plym Yacht Club flagstaff, life

jackets shall be worn at all times while afloat, except briefly while changing or adjusting clothing or

personal equipment. Buoyancy aids do not constitute adequate buoyancy. This amends the preamble to

Part 4 in the racing rules and rules 27.1 and 40.

6. REGISTRATION

6.1 The registration form can be downloaded from the regatta website at http://yacht-regatta.ppsa.org.uk

Entrants must supply a shore-based emergency contact name and telephone number.

6.2 On-line registration is mandatory for all classes

7.2 Class starts may be amalgamated where numbers require. Details will be given at the briefing.

8 COURSES

8.1 For all races run from the Plym Yacht Club the course will be selected from the list of courses which

appears in Appendix 3, or notified by using boards with the standard PPSA mark abbreviations in

Appendix 2

8.2 If a sequence of letters is displayed at the Plym YC starting station which refer to buoys listed in

Appendix 2. Each mark shall be passed in the sequence displayed. The colour of the background for

each letter board will determine the direction each mark shall be passed (red leave mark to port, green

leave mark to starboard). Course information may also be broadcast on the relevant VHF channel.

8.3 If a number is displayed at the Plym YC starting station boats shall sail the course indicated by the

relevant number in Appendix 3.

10 RACING AREAS

10.1 Port Handicap Cruiser and White Sail courses will be around harbour marks starting and finishing at the

Plym Yacht Club line at the end of Mountbatten Breakwater.

11 DESCRIPTION OF MARKS

11.1 Cruisers and White Sail - Harbour marks, as per chartlet in Appendix 2.

12 THE START

12.1 All boats shall pass close to PYC Race Control, before the start of the first race of each day with

mainsails hoisted for identification.

12.2 The start line for Cruiser class will be from the PYC flagstaff and an orange transit pole, situated at the

end of Mount Batten Breakwater – the ODM will be notified by VHF on the day.

12.3 The start line for the White sail will be between the PYC flagstaff and the RPCYC flagstaff.

12.4 Races started from the PYC line may be controlled by the relevant VHF channel only, and flag signals

may not be used. This changes rule 26.

12.5 A boat that has not started with 5 minutes of her starting signal will be scored DNS without a hearing.

This changes rules 63,1 A4 and A5

13 RECALLS

13.1 In addition to the procedures in Rule 29.1, the Race Committee may announce on VHF that one or more

boats were over the line, but not sooner than 1 minute after the start. Competitors are reminded that it

their responsibility to ensure that they have started correctly. Failure to make or receive such

transmissions is not grounds for redress. This changes rule 29.1

14. CHANGE OF THE NEXT LEG OF THE COURSE

14.1 There will be no changes to legs on courses using fixed navigation marks.

15. THE FINISH

15.1 For Cruisers, the finish will be between the PYC flagstaff and the last mark of the course.

15.2 The White Sail finish line will be the same as the start line.

16 THE PENALTY SYSTEM

16.1 For all classes, the Two Turns Penalty is replaced by the One Turn Penalty.

This changes rule RRS 44.1

17 PROTESTS AND REQUESTS FOR REDRESS

17.1 Protest forms are available from the Regatta Office at Plymouth Yacht Haven. Protests and requests

for redress or reopening shall be delivered to the regatta office within the appropriate protest time

limit.

17.2 For each class, the protest time limit is 90 minutes after the last boat of that class has finished the last

race of that day or 90 minutes after the time that the race committee signals that racing is abandoned for

the day.

17.3 Notices will be posted on the official Regatta notice board no later than 30 minutes after that class

protest time limit ends to inform competitors of hearings in which they are parties or named as

witnesses. All parties to a hearing must assemble at the appointed time.

17.4 Notice of a hearing posted on the Regatta noticeboard will be adequate notice to competitors. This

changes RRS 63.2

17.5 Notices of protests by the race committee or protest committee will be posted to inform boats under

RRS 61.1(b)

18 RETIREMENT AND TIME LIMITS

18.1 Boats retiring shall report their retirement to the Race Committee as soon as possible but no later than 60

minutes after finishing or retiring.

18.2 Retirements shall be reported via VHF to PYC Race Control,

18.3 The time limit for Cruisers will be 90 minutes for the first boat. Boats failing to finish within 30 minutes

of the first boat will be scored DNF without a hearing.

18.4 The time limit for White Sail will be 3 hours.

This changes RRS35, A4 and A5.

19 SCORING

19.1 Two races are required to constitute a series, other than White Sail, which is one race.

19.2 For all classes except White Sail and Single-handed,

a) When 4 or less races have been completed, a boats score will be the total of her race scores.

b) When 5 or more races have been completed, a boats score will be the total of her race scores,

excluding her race score. This changes rule A2

20 HAUL OUT RESTRICTIONS

20.1 Boats shall not be hauled out during the regatta except with and according to the terms of prior written

permission of the race committee.

20.2 Dispensation from SI 20.1 is applicable to all boats dry sailed during the Regatta due to possible

berthing restrictions.

22 RADIO COMMINICATIONS

22.1 All yachts shall carry and operate a VHF radio and monitor Race committee broadcasts.

22.2 The Regatta Committee will use the following VHF Channels.

22.3 The failure to receive any Regatta Committee transmissions shall not constitute grounds for redress.

22.4 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not

receive voice or data communication that is not available to all boats.

23 PRIZES

Daily prizes will be awarded to all classes. Overall class prizes/trophies will be awarded to each class.

24 RISK STATEMENT

24.1 Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a

race or to continue racing is hers alone”.

24.2 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By

taking part in the event, each competitor agrees and acknowledges that:

a) they are aware of the inherent element of risk involved in the sport and accept responsibility for the

exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

b) they are responsible for the safety of themselves, their crew, their boat and their other property

whether afloat of ashore;

c) they accept responsibility for any injury, damage or loss to the extent caused by their own actions

and omissions;

d) their boat is in good order, equipped to sail in the event and they are fit to participate;

e) provision of a race management team, patrol boats and other officials and volunteers by the event

organiser does not relieve them of their own responsibilities;

f) provision of patrol boat cover is limited to such assistance, particularly in extreme weather

conditions, as can be practically provided in the circumstances.

24.3 The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of

each competitor set out in these Sailing Instructions.

25 INSURANCE

25.1 Each participating boat is required to hold adequate insurance and in particular to hold insurance against

third-party claims in the sum of at least £2,000,000.

26 PUBLICITY WAIVER

26.1 By participating in the regatta, competitors automatically grant the organising Authority, the event sponsors and its agents, the right in perpetuity, to make, use and show, from time to time and at their

discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of him/her during the period of the event in which the competitor participates and, in all material related to the event without compensation. The competitor also grants the Organising Authority, the event

sponsor and its agents, the right in perpetuity, to publish details of the competitor on the internet.
