WORLD SAILING

Before the first race to be sailed by some 200 boats coming from five continents, 2015 F18 Worlds already are a big success, as the Class never gathered as many teams to enter the pinnacle event of the season.

This breaking records attendance is a clear indication Formula 18 re-mains the most attractive catamaran class at the moment, mixing Olym-pian sailors, oceanic racers, rookies emerging from youth classes, as well faithful top club competitors.

I am looking forward for Kieler Yacht-Club to provide our Class with a top quality event, merging proper and fair sailing to friendly sailor parties, and I would like to thank in advance all those involved in building up such an important organisation, with special mention to KYC volunteers and to German F18 Association Board.

Welcome to Kiel

Nearly 200 boots from more than 24 nations are starting this year at the F18 World Championship. It is the largest and most international fleet ever.

The organisers have worked hard to create the necessary conditions on the water – even we could still not influence the weather - and onshore so that you feel comfortable in Kiel-Schilksee, can compete in fair competitions, and so you can focus on sailing and enjoying your passion. The Kieler Yacht-Club organisation team warmly welcome the international sailors as their hosts. Our thanks in particular go to the International Formula 18 Catamaran Association whose commitment and motivation has contributed to the successful organisation of this World Cup.

In addition to the sailors, we of course welcome guests and visitors from all over the world, the media, and numerous attendants, coaches and all volunteers, whose dedication is a fundamental part of any Kieler Yacht-Club race.

Last but not least, we would like to thank the sponsoring partners whose long-standing commitment has allowed an event of this magnitude to take place, and also our other partner the City of Kiel and Strande. Visitors will experience the race live on the big screens tracking and daily highlight clips at the Kiel-Schilksee Olympic Centre, where they can watch in comfort in the warm and welcoming event area.

Dear sailors,

Kieler Woche has just come to an end. But for the Sailing City Kiel, life goes on with barely a break: The coming seven days will be exciting in Schilksee, when the crews from the Formula 18 Catamaran hold their World Championship on the outer fjord.

One could speak of Olympic dimensions - with 200 registrations from 24 nations. It is not just because we are able to wel-come many former Olympic participants amongst the sailors on the fjord, but sportsmen with current Olympic ambitions will also be taking part in this World Championship. The City of Kiel is very pleased about this, in its role as applicant for the Olympic sailing competitions in 2024.

The F18 class as the most successful catamaran class worldwide can be an example for us. Within just seven years of their introduction, they managed to develop to become a respectable size. Following a successful Olympic bid, the city will only have a similarly short time until the 2024 sailing competitions.

The will to be part of the Olympic future connects us to these sailors involved in this World Championship who also have an Olympic goal. For even though the F18 class is not Olympic status, sailing here is of such a high standard that it can easily be compared to Olympia. And this way, the City of Kiel and the F18 class can show the world that they can both do Olympia.

Kieler Yacht-Club is heading for a new World Record. The Formula 18 World Championship (11-18 July 2015) had registered 194 entries from 24 countries at the end of April. The maximum available slots of 200 catamarans is close from being reached. This has already exceeded the previous record of 185 crews that participated at a previous World Cup in Kiel-Schilksee. The Formula 18 catamaran class is more active than ever for this edition of the F18 Worlds and will give an even bigger push for the future. “We would be very delighted if there are really going to be 200 teams at our Worlds. But it’s already clear that this will be a great event”, says the German chairman Jens Uwe Tonne. The cause of this strong growth can easily being explained from his point of view. “Germany itself has a large and active fleet with over 55 boats. But it’s also the ‘Call for Kiel’. The famous Kieler Woche is favo-rite among sailors worldwide and easily to reach by a big fleet of Scandinavian crews.”The massive interest and subscriptions straight after opening the entry portal shows the high ambitions of the class. Tonne:”Even without an Olympic status the Formu-la 18 class is at a very high level. It’s the nursery for fu-ture Olympic champions and also a playground for current Olympic catsailors.”The German entries alone make it a national ‘Battle of the Titans’ already. We can expect a battle between René Schwall (Olympic Tornado bronze medal in 2000), Justus Wolf (European Tornado Champion 1988), Eckart Ka-phengst (Olympic Tornado participant 1984) and Helge and Christian Sach. The ‘Sach Brothers’ were the Torna-do vice-world champions in 1994 and won the F18 Worlds

in 2006. “We expect a high ranking for the Sach brothers. After all, they know the Kiel area the best. But, also Jörg Gosche and Hannes Pegel have a good chance for a top position,” says Tonne, who would not tie up for a favorites role. The defending World Champion Gunnar Larsen from the Netherlands, the Australian and American teams will be favorite.

It will be a highly interesting international event with par-ticipants from 24 nations. “The class is working very well. We are organized in 25 countries throughout the world, and almost all of them will join us in Kiel,” says Tonne. The secret of success of Formula 18 lies in the very high speed of the boats which continue to evolve. “The mo-del of a class with a Box-Rule, which specifies only the crucial hull and sail specifications, works extremely well. We have seven or eight manufacturers and a constant evolution. So the wave-piercing hulls with a high lift are up to date with the latest designs. And the used sail rig and cloth used are extremely modern. Nevertheless, the price level is affordable for everyone. By having a minimum overall weight of 180 kg, the expensive hunt for lighter materials is prevented,” says the German chairman.Tonne expects the Formula 18 Worlds in Kiel will give the German class a further upswing, which has grown stea-dily in the last couple of years. But also internationally: “In Scandinavia for example. It is possible that the Formula 18 Worlds will be held somewhere in the North in about two years. But we can promise that you’ll see a spectacu-lar footage from Kiel in July.”In the ashore program – participants, families and fans will be offered a lot. With the help of various partners, nati-

onal and international class associations no less than two sailors dinners are sponsored. The sailors will also have tracking during races so fans will be able to follow then at all times including daylie mages from the water. Of parti-cular note is the sophisticated logistics concept that will be new in this class.Sailors can park their catamarans at a central location on the beach of Kiel-Schilksee with a short distance to the campsite, which will probably be fully booked for the Wor-ld Cup.“As an organization we are in good contact with our col-leagues of Strander Catamaran Sailors and have regular meetings with them,” reports Sven Christensen, CEO of Point Of Sailing. “The timing of the Formula 18 Worlds just before the start of the school holidays in Schleswig-Hol-stein has been chosen well. Only 2/3 of the beach will be used by the event, so there is plenty left for the regular visitors, divers and tourists. These Worlds will bring a lot of excitement and entertainment to the beach. All of this is possible thanks to great cooperation between the local community, the state capital Kiel, the Kiel marina, the Ger-man Formula 18 class association, the Strander catama-ran clubs and the Kieler Yacht-Club.“The race area is flexibly designed on an axis between the Strander Bay and Kiel Lighthouse, so fast ways to the sailing area are possible, and up to four races a day can be handled.

1. RULES1.1. The regatta will be governed by the rules as de-

fined in The Racing Rules of Sailing (RRS). 1.2. Decisions of the International Jury will be final as

provided in RRS 70.5.1.3. National prescriptions do not apply.1.4. The rules of the International Formula 18 Cata-

maran Association will apply.1.5. RRS 44.1, 44.2 and RRS P2.1 are changed so

that the Two-Turns Penalty is replaced by the One-Turn Penalty.

2. [DP] [SP] [NP] SAFETY REGULATIONS

2.1. The Race Committee will protest a boat for a breach of these safety regulations.

2.2. Competitors shall wear personal flotation

devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment.

2.3. [DP] Boats not leaving the harbour for a sched-uled race shall promptly notify the Race Office.

2.4. [SP] On arrival in the course area each day, each boat shall sail past the stern of the Race Com-mittee Signal Boat until acknowledged by the Race Committee.

2.5. A boat that retires from racing shall notify the Race Committee before leaving the racing area, or if that is not possible, shall notify the Race Of-fice as soon as possible after returning ashore.

2.6. Boats retiring from racing in accordance with SI 2.5 shall inform the Race Office before the pro-test time limit.

2.7. In accordance with NoR 14, Berthing, boats shall return to and remain in their assigned berths.

2.8. If any one of the race signals N over H or N over A is made on a Race Committee Boat, all boats shall return to the harbour immediately.

2.9. When the Race Committee guns three green stars with repetitive sounds, all official and support boats shall monitor the race committee VHF radio channel 10 for search and rescue instructions.

2.10. [SP] In accordance with the class rules the fol-lowing equipment shall be carried at all times whilst sailing: a towing line of 15 metres long and 6 mm minimum diameter, one righting line and a compass.

3. [DP] CODE OF CONDUCTCompetitors shall handle any equipment provided by the Organizing Authority with proper care and seamanship.

4. COMMUNICATIONS WITH COMPETITORS

4.1. Notices to competitors will be posted on the Of-ficial Notice Board(s) located at the Race Office.

4.2. Signals ashore will be displayed at the flag staff at the main flag pole in the front of the Race Office.

4.3. If flag AP is displayed ashore, ‘1 minute’ is repla-ced with ‘not less than 45 minutes’ in the race signal AP. This changes race signal AP. Flag AP over H displayed ashore means ‚Boats shall not leave the harbour. Wait for further instructions.‘ This changes Race Signals AP over H.

4.4. The skipper’s briefing is scheduled for 0930 on 14th August in the Vaasa-Hall.

4.5. The first briefing with coaches and team leaders is scheduled for 0945 on 14th August in the Vaasa-Hall.

5. CHANGES TO SAILING INSTRUCTIONS

5.1. Any change to the format or schedule of races will be posted until 2100 on the day before it will take effect and any change to the Sailing Inst-ructions will be posted before 0900 on the day it will take effect.

5.2. Any reassignment of events or fleets to course areas will be posted before 0900 on the day it will take effect, or if flag AP is displayed ashore, 30 minutes before flag AP is removed.

of races by the end of a day, the fleets with fewer races will continue racing the following day until all fleets have completed the same number of races. All boats will thereafter race in the new fleets.

6.3. Final Series:6.3.1. A final series will be scheduled for each class

with 6 or more qualifying series races completed.6.3.2. Boats will be assigned to the Gold or Silver fleets

on the basis of their ranks in the qualifying se-ries. There will be the same number of fleets in the Final Series as there were in the Qualifying Series. Boats with the best qualifying-series ranks will race all final-series races in the Gold fleet and so on.

6.3.3. Any recalculation of Qualifying Series ranking af-ter boats have been assigned to Final Series will not affect the assignments except that a redress decision may promote a boat to a higher fleet.

6. FORMAT OF RACING 6.1. The event is split into fleets and will consist of a

qualifying series and a final series. The number of fleets for a class will be announced until 2100 hrs. on the day before the first scheduled race.

6.2. Qualifying Series6.2.1. Boats will be assigned to Yellow, Blue, Red or

Green fleets of, as nearly as possible, equal size and ability. Initial assignments will be made by a seeding committee appointed by the Race Com-mittee. Those assignments will be posted by 2100 hrs. on the day before the first scheduled race for each event.

6.2.2. Boats will be reassigned to fleets after each day of racing, except if on the first day fewer than two races are completed by all fleets. If all fleets have completed the same number of races, bo-ats will be reassigned on the basis of their ranks in the series. If all fleets have not completed the same number of races, the series scores for reassignment will be calculated for those races, numbered in order of completion, completed by all fleets. For four fleets, reassignments will be made as follows:Rank in series Fleet assignment:First Yellow, Second Blue, Third Red, Fourth Green, Fifth Green, Sixth Red, Seventh Blue, Eighth Yellow and so on …

6.2.3. If two or more boats have the same rank, they will be entered in the left column in the order of fleets in SI 6.2.1.

6.2.4. Assignments will be based on the ranking avai-lable at 2100 hrs. that day, regardless of protests or requests for redress not yet decided.

10. MARKS10.1. Marks 1 and 4 or associated gate marks will be

as follows:

10.2. New marks: For all areas new marks will be of the same colour and shape as defined for Marks 1 to 4 but will have black bands.

10.3. Offset marks will be spar buoys with yellow flags.10.4. The starting and finishing line marks will be Race

Committee vessels or spar buoys with orange flags.

11. CLASS FLAG11.1. The Class flag will be the International Formula

18 class flag. Red flag with black lettering F18.

12. THE START12.1. The starting line will be between a staff displaying

an orange flag on the race committee vessel at the starboard end and either(a) a spar buoy with an orange flag at the port end, or(b) a staff displaying an orange flag on the Race Committee vessel at the port end.

12.2. [DP] A buoy may be attached to the Race Com-mittee starting boat anchor line just below keel depth. Boats shall not pass between this buoy and the Race Committee starting boat at any time. This buoy is part of the Race Committee starting boat ground tackle.

12.3. [DP] Boats whose warning signal has not been made shall avoid the starting area. The starting area is defined as a rectangle 50meters from the starting line and marks in all directions.

12.4. If flag U has been displayed as the preparatory signal, no part of a boat’s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last mi-nute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned before the starting signal. This changes rule 26 Starting Races. When flag U is used as the preparatory signal rule 29.1 Individual recall does not apply. The scoring abbreviation for a flag U penalty is UFD. This changes A11 Scoring Abbreviations.

12.5. A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule A4 and A5.

13. COURSE CHANGES13.1. To change the next leg of the course, the Race

7.3. Fifteen (15) races are scheduled for the Worlds.7.4. Three (3) races per day are scheduled. 7.5. Races not sailed on the scheduled day may be

7.6. The maximum number of races per day is four (4).

7.7. The warning signal for each succeeding race will be made as soon as practicable.

7.8. To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is displayed.

7.9. On the last scheduled day of racing, no warning signal will be made after 1500 except as a consequence of a General Recall.

8. COURSE AREAS8.1. The course areas are shown in SI Addendum A. 8.2. Two race course areas will be used. 8.3. The fleets will be assigned to the course areas

as posted on the Official Notice Board.

9. THE COURSES9.1. The diagrams in SI Addendum B show the cour-

ses, the course designations, the order in which marks are to be passed, and the side on which each mark is to be left.

9.2. Course Signals will be given as follows:9.2.1. Black board with a white number as course desi-

15. TIME LIMITS AND TARGET TIMES

15.1. Time limits in minutes and target times are as follows:

15.2. If no boat has passed Mark 1 within the Mark 1 Time Limit the race will be abandoned.

15.3. Boats failing to finish within the time stated in the Finish Window after the first boat sails the course and finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5.

16. EQUIPMENT AND MEASUREMENT CHECKS

16.1. Each boat has to present a valid measurement certificate at registration.

16.2. Equipment may be inspected at any time for compliance with the Class Rules and Sailing

Instruction. When instructed by an event equip-ment inspector, a boat shall proceed immedia-tely to a designed area for inspection.

17. [DP] REPLACEMENT OF CREW OR EQUIPMENT

17.1. Substitution of competitors will not be allowed without prior written approval of the Race Com-mittee and shall comply with any restrictions in the Notice of Race.

17.2. Substitution of damaged or lost equipment will not be allowed unless approved by the Race Committee. Requests for substitution shall be made to the Race Committee at the first reason-able opportunity.

Committee will (a) lay a new mark, (b) move the finishing line, or (c) move the leeward gate. When a new mark is laid, the original mark will be removed as soon as possible. When in a sub-sequent change a new mark is replaced, it will be replaced by an original mark.

13.2. If a gate is replaced by one mark only, this mark is to be left port.

13.3. If a course change affected a windward mark with an associated offset mark, the offset mark will not be moved so that there is no offset mark after the course change.

14. THE FINISH14.1. The finishing line will be between a staff dis-

playing an orange flag on the Race Committee vessel and either: (a) the course side of the nearby spar buoy with an orange flag, or (b) a staff displaying an orange flag on the nearby Race Committee vessel.

20. [DP] [NP] IDENTIFICATION AND ADVERTISING WHILE RACING

20.1. Each day, the first, second and third boat in series ranking at the beginning of the day shall display a yellow, blue and red bib on the crew respectively while racing. The bibs are provided at registration and shall be returned latest at the end of the protest time on each day of racing.

20.2. For split fleet events, boats shall display a colou-red band on ribbon corresponding to the fleet to which she has been assigned. The Organizing Authority will supply the bands or ribbons (5.00€ deposit).

20.3. Boats may be requested to display bow num-bers. The organizing authority will supply the numbers, and instructions for their use.

20.4. Boats shall display required event sponsor ad-vertising. The organizing authority will supply the advertising and instructions for their use.

21. SCORING21.1. Three (3) races are required to be completed to

constitute a championship.21.2. The scoring system will include both qualification

and final series results.21.3. Competitors will be seeded into groups to sail

the qualification series.21.4. A minimum of six (6) races are required to be

completed to constitute the qualification series.21.5. When fewer than four (4) qualification races

have been completed, a boat’s qualification se-ries score will be the total of her race scores.

21.6. When four (4) or more qualification races have been completed, a boat’s qualification series score will be the total of her race scores exclu-ding her worst score.

21.7. After the qualification series is completed, competitors will be divided into four parts, the first quarter entering the Gold fleet, the second quater entering the Silver fleet, the third quarter entering the Bronze fleet and the fourth quarter entering the Emerald fleet. . In case of odd entry numbers, Gold fleet will gather one more compe-titor than Silver fleet and so on.

21.8. When fewer than four (4) final races have been completed, a boat’s final score will be the total of her final race scores, added to her qualification series score.

21.9. When four (4) or more final races have been completed, a boat’s final score will be the total of her final races scores excluding her worst score, added to her qualification series score.

21.10. To establish the final results, Gold fleet com-petitors will be scored higher than Silver fleet competitors, Silver fleet competitors higher than Bronze fleet competitors an Bronze fleet compe-titors higher than Emerald fleet competitors.

22. PROTESTS, PENALTIES AND REQUESTS FOR REDRESS

22.1. Protest forms are available at the Race Office. Protests and requests for redress or reopening

the standard penalty to be inappropriate. This changes RRS 63.1 and Appendix A5.

22.9. On the last scheduled day of racing, a request for reopening a hearing shall be delivered(a) within the protest time limit if the requesting party was informed of the decision on the previ-ous day;(b)no later than 30 minutes after the requesting party was informed of the decision on that day.

22.10. This changes RRS 66.22.11. On the last scheduled day of racing, a request

for redress based on a jury decision shall be deli-vered no later than 30 minutes after the decision was posted. This changes RRS 62.2.

23. [DP] RADIO COMMUNICATION

A boat shall neither make radio transmissions while ra-cing nor receive radio communications not available to all boats, except in an emergency or when using equipment provided by the Race Committee. This restriction also ap-plies to mobile telephones.

24. [DP] TRASH DISPOSALAs sailors, we seek to protect and restore our oceans and coastal waters. See RRS 55. Trash may be placed aboard support and Race Committee Boats.

25. PRIZES25.1. World Championship Perpetual Trophies:25.2. The regatta winners will obtain the title “2015

Formula 18 World Champions” and will be awar-ded the International Formula 18 World Cham-pions Perpetual Trophy.

25.3. Prizes will be awarded in the following catego-ries subject to entry numbers:

• Overall (both Gold and Silver fleets)• Female team – both helm and crew shall be

female• Mixed team• Master – the helm and crew shall be aged 50

years or older (both team members born before 1.1.1965)

• Youth – both helm and crew shall be under 23 years of age (both team members born on or after 1.1.1992

25.4. Other prizes may be awarded.25.5. Prizes will only be awarded to teams who attend

the prize giving ceremony and are represented by themselves.

26. [DP] [NP] MEDIA AND GPS POSITIONING EQUIPMENT

26.1. [SP] Classes assigned to install and operate onboard camera units or equivalent dummy de-vices shall pick up their units every morning at the Race Office and shall be returned not later than the protest time. Boats assigned to install camera units will be informed latest 2100 hrs. the day before and a crew member shall join the in-struction meeting at 0900 hrs. at the Vaasa Hall.

26.2. [SP] The GPS positioning tracking units shall be picked up every morning at the Race Office and

shall be delivered there within the appropriate time limit.

22.2. The protest time limit is 90 minutes after the last boat has finished the last race of the day or the Race Commitee signals no more racing today, whichever is later.

22.3. Notices will be posted within 30 minutes of the protest time limit to inform competitors of he-arings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at Race Office beginning at the time posted. Hearings may be scheduled to be-gin up to 30 minutes before the end of protest time.

22.4. Notices of protests by the Race Committee or Protest Committee will be posted to inform boats under RRS 61.1(b).

22.5. A list of boats that have been penalized under Appendix P for breaking RRS 42 will be posted.

22.6. Penalties for breaches of NoR 3, NoR 16 (Bert-hing), NoR 18 (Media Rights), class rules and ru-les in the Notice of Race and Sailing Instructions marked [DP], are at the discretion of the protest committee. A boat may accept a discretionary penalty before a hearing concerning the same incident by completing a form available at the Jury Office.

22.7. Breaches of NoR 16 (Berthing) and rules in the SIs marked [NP] will not be grounds for a protest by a boat. This changes RRS 60.1(a).

22.8. For breaches of the SIs marked [SP], the Race Committee may apply a standard penalty without a hearing. A list of these breaches and the asso-ciated standard penalties will be posted on the Official Notice Board. However, the Race Com-mittee may protest a boat when they consider

result from a willful or grossly negligent behavior of the organizer. In case of a violation of obliga-tions that do not constitute primary or material contractual duties (cardinal obligations), the lia-bility of the organizer for financial and property damages incurred by the participant during or in connection with the participation in the event and resulting from a conduct of the organizer, its representatives, servants or agents, is restricted to damages that were caused will fully or grossly negligent. When a violation of cardinal obliga-tions occurs due to minor negligence, the liability of the organizer is limited to foreseeable, typical damages. To the extent that the liability for da-mages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective racing rules of the ISAF, the administrative regulations regatta-sailing and the articles of association of the DSV, the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognized.

27.2. The German law shall prevail.

28. INSURANCEEach participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 3.0 million per incident or the equivalent. A copy of the current insurance certificate shall be available to be

shown prior to the start of the 1st race.shall be returned no later than the end of protest time.

26.3. The Organising Authority may request competi-tors to carry on board and use two way commu-nication devices for media interviews. Using this device for media interviews does not violate SI 23.

26.4. Competitors may also use their own camera re-cording equipment and attachments if not forbid-den by class rules, but these are to be removab-le for weighing. A boat shall not be given redress based on a claim involving this equipment. This changes RRS 62.1.

26.5. A media TV boat may be positioned inside the race course. This is no reason for redress. This change RRS 62.1a.

26.6. [DP] Boats shall install the GPS positioning units as specified by the organizing authority.

27. Disclaimer of Liability - Cognovits Clause

27.1. The responsibility for the decision to participate in a race or to continue with it is solely with the skipper; to that extent the skipper also accepts full responsibility for the crew. The skipper is responsible for the qualification and the correct nautical conduct of the crew as well as for the suitability and the transport-safe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make chan-ges in the realization of the event or to cancel the event. This does not constitute any liability by the organizer towards the participant, if the rea-sons for the changes or the cancellation do not

minimal or no superstructure (cabin, coach house, bridge, etc) are considered suitable.

• Coach boats and designated drivers shall be registered at the Race Office during the Check-In time before leaving the venue by water for the first time.

• Each boat shall be insured with valid third-party liability insurance with a minimum coverage of € 3,000,000 Euro (or equivalent) per incident.

• Only an accredited coach may be a designated driver.

• The person registering the coach boat shall sign to confirm that:

• he / she holds a valid insurance certificate sho-wing proof of third-party liability coverage as required by 1.7.1;

• the designated driver has a motorboat driving licence recognised by a national authority appropriate to that boat; and

• anyone who will be using a radio has an appro-priate radio operation licence recognised by a national authority.

• Coach boats shall be marked as follows:• The three-letter NOC code shall be clearly dis-

played on both sides of the boat in stronglycon-trasting colours at all times while afloat. The minimum height for the letters shall be 200mm. The letters will not be provided by the Organi-sing Authority.

II. SAILING VENUE

• Coach boats shall use the designated slipway/area for launching. Once launched, trailers shall be moved immediately to the trailer park or as otherwise directed by the Organizing Au-

thority.• Only coach boats that will be registered will be

allowed into the sailing venue.• When not in use, coach boats shall be appro-

priately berthed at the sailing venue in the al-located areas for coach boats for the entire time that these CBR apply.

• Coach boats shall not use the dinghy launching slipways or keelboat pontoons for any purpose whatsoever, including mooring, launching and retrieval, and loading and unloading of equip-ment.

III. SAFETY

• Coach boats should carry on board:• life jackets / buoyancy aid for all passengers

and the driver (it is recommended that they are worn at all times when afloat);

• first-aid kit; VHF radio; device for making a sound signal; compass; adequate anchor and tackle for conditions and depth; tow rope (mini-mum 15m long and 10mm thick); operational engine kill cord (also known as a safety lanyard or automatic engine immobiliser); knife

• It is strongly recommended that the kill cord is used at all times when the engine is running.

• Coach boats shall never exceed maximum pla-ted / certified passenger limits.

• Team leaders are responsible for overseeing the safety of their coach boats on the water, including knowledge of who is afloat and ensu-ring their safe return to the venue.

• At all times, the registered driver(s) of a coach boat shall comply with directions given by a Race Official. In particular, this includes assis-

ADDENDUM C- COACH BOAT REGULATIONS

I. GENERAL

• These Coach Boat Regulations (CBR) shall apply from 09:00 on 11th July until 18nd July 2015.

• For the purposes of these regulations, a coach boat includes any boat that is under the control or direction of a person who is or may provide physical or advisory support to an athlete, in-cluding the gathering of data that may be used at a later time.

• The Organizing Authority may inspect boats at any time to ensure that they comply with these regulations, and the person responsible for the boat shall facilitate such inspection.

• An alleged breach of any of these regulations may be referred to the International Jury for a hearing. As a result of the hearing, the Inter-national Jury may instruct the Organizing Au-thority to withdraw accreditation and access rights from the offending party, with or without the option of substitution, either for a specified period or for the remainder of the competition. Note also, action may be taken under RRS 69.

• The Organizing Authority may change these re-gulations at any time. Any changes will be pos-ted on the Official Notice Board and circulated to team leaders.

• The Organizing Authority may, at its discretion, refuse to register coach boats not deemed to be suitable. Generally, open boats more than 4.0m and less than 7.5m in length and having

ting in rescue operations when requested to do so.

• Coach boats shall comply with local harbour and marina regulations, in particular speed li-mits.

IV. GENERAL RESTRICTIONS

• The registered driver(s) of a coach boat will be responsible for the control of the boat at all times and will be held responsible for any inappropriate behaviour, dangerous actions or improper practices, or actions affecting the fair-ness or safety of competition.

• Coach boats shall not leave any device, piece of equipment, buoy, marker or similar item permanently in the water. Temporary use of floating objects is allowed for current measure-ment. These objects shall be removed as soon as the measurement has been taken.

• Coach boats should take particular care to mi-nimize their wash when transiting the course areas.

V. COACH BOAT ZONE

• Coach boats shall not be positioned:• Closer than 50 metres of any boat racing• Within 50 meters of the starting line and marks

from the time of the preparatory signal until all boats have left the starting area, or the Race Committee signals a postponement, general recall or abandonment.

• Between any boat racing and the next mark of the course.

• Within 50 meters of any mark of the course whi-le boats are in the vicinity of that mark.

• Within 50 meters of the finishing line and marks while boats are finishing.

• In addition, support boats that are motoring above 5 knots shall remain at least 150 meters from any boat racing.

• Additional restrictions apply to medal races and will be posted on the Official Notice Board.
