MANPOWER AND RESERVE AF-FAIRS, Quantico, Va. – A decision this month by the commandant of the Ma-rine Corps will allow more Marines and Sailors who served with Marine com-mands in combat to receive the Purple Heart for mild traumatic brain injuries or concussions. Under the Marine Corps’ revised criteria announced in Marine Ad-ministrative Message 245/11 published April 15, the Marine Corps will no lon-ger limit award of the Purple Heart for mTBI/concussions solely to those cases where the Marine lost consciousness.

MTBI/concussions, which can be caused by a blast or blow to the head, will now qualify for the Purple Heart if a medical officer makes a disposition that the Marine is “not fit for full duty” for more than 48 hours due to the persistent signs, symptoms, or findings of impair-ment from the concussion, provided the disposition was made within seven days of the event.

This change is retroactive to the start of the Global War On Terrorism, which began Sept. 11, 2001.

The two basic eligibility requirements for award of the Purple Heart established in executive order and Department of Defense regulations remain unchanged:

the wound or injury must be the result of direct or indirect enemy action and must have required treatment by a medical of-ficer at the time of the wound or injury.

However, MARADMIN 245/11 pro-vides revised criteria by which Marine commanders will apply the second of these eligibility requirements to cases of mTBI/concussion where the visible signs and symptoms of the severity of the injury may not be apparent.

“Very mild concussions that resolve quickly without prolonged impairment will not qualify for the Purple Heart,” said Lee Freund, head of Military Awards Branch at Headquarters, U.S. Marine Corps.

Prior to release of the MARADMIN, an mTBI/concussion only qualified for the Purple Heart if there had been an observed loss of consciousness (LOC). As explained in the message, recent med-ical research has shown that an mTBI/concussion without LOC can result in more serious brain impairment than ear-lier believed.

MTBI/concussion is a physical injury, caused by the inflammation of brain tis-sue that can have long-term effects if not diagnosed and managed properly.

“We’ve learned a lot more about mTBI and concussions during the last six months,” said Freund.

According to Cmdr. Dave Tarantino,

director for clinical programs for Marine headquarters’ health services, traumatic brain injury is divided into three catego-ries from most to least severe: severe or penetrating, moderate and mild. Severe or penetrating TBI and moderate TBI have previously qualified for the Purple Heart because those injuries require evacuation to a medical treatment facility where the injury can be treated by a medical officer. However, there are no definitive medical tests to diagnose mTBI or determine its severity.

Marines, to include veteran Marines, whose medical record contains docu-mentation that a prior mTBI/concus-sion was caused by enemy action since Sept. 11, 2001 -- meeting the revised criteria -- may submit a reclama through their original chain of command at the time of injury.

Emergency situations hap-pen both on the battlefield and at home. When they happen, there is never a clear idea on how people will react.

For Sgt. Anthony Gonzalez and Pfc. Channun Madden, avi-onics technicians with Marine Medium Tiltrotor Squadron 365, when faced with an emer-

gency situation outside of their hangar, panic was not an op-tion.

Gonzalez was awarded the Navy and Marine Corps Achievement Medal and Mad-den a Certificate of Commen-dation, by Maj. Gen. Jon M. Da-vis, 2nd Marine Aircraft Wing commanding general, April 28, for their exceptional situational awareness when they observed a group of construction work-

ers in the parking lot circling an individual lying motionless on the asphalt. A driver had been hit by the cement truck being used to pave the parking lot.

Madden alerted the emer-gency services dispatcher of the situation while his sergeant performed cardiovascular pul-monary resuscitation. Gonzalez conducted CPR for 10 minutes until the paramedics arrived on the scene.

“It all happened so fast, I really didn’t have time to think about what was happening until it was over,” Gonzalez said.

Madden admitted at first he wasn’t sure what he needed to do to help, but once his sergeant passed off the phone to him, he composed himself quickly to give the paramedics the proper information.

Gonzalez said it was a natu-ral instinct that allowed him to

jump in and take charge.“You never know how you

will react when an accident hap-pens and you are the one who has to manage things,” he said.

Though, Gonzalez and Madden were congratulated for their heroism, not all hero sto-ries have a happy ending. The worker, unfortunately, passed from the injuries he suffered. However, it was the Marine’s quick action that gave him a

VMMT-204 is the trainingsquadron for all MV-22B pi-lots in the Marine Corps, it isa logical place for pilots whohave been out of the cock-pit to come back and get re-qualified. By completing therefresher course at a trainingsquadron, pilots do not put aburden on fleet squadrons thatare preparing for Afghanistanor a deployment with a Marine

expeditionary unit, he said.During the refresher flight,

Smith and Seymour shot apractice instrument approachto the runway in Charleston,S.C., and conducted a low fly-by before climbing back toaltitude and returning to NewRiver where they did anotherinstrument approach.

“Even though he wasthe student on this particularflight, and I was the instructor,he was still teaching me thingsthat I have never seen beforeand I learned some new thingsfrom this flight,” Smith said.“The overall lesson is we neverstop learning and always needto continue training.”Commanding MAG-26 will

not be Seymour’s first tour ofduty onNewRiver. Heworkedas the chief test director on theoperational evaluation of theOsprey with Marine TiltrotorOperational Test and Evalua-tion Squadron 22 from 2003 to2006 during the final tests priorto the aircraft’s introduction tothe fleet. In 2005, he led thefirst MV-22B trans-Atlanticcrossing from New River toEngland for a demonstrationat the Farnborough Interna-tional Air Show.

“I’m extremely excitedabout being here, being back atNew River, working with theMarines of MAG-26, flyingthe Osprey again and being awar fighter,” Seymour said.Seymour is slated to take

The United Service Military Apprenticeship Program gives active duty service members an opportunity to earn an official certificate of completion from the Department of Labor for completing their civilian apprenticeship require-ments.

According to their website, the program is free to active-duty service members and does not require any off-duty work hours. Each apprenticeship requires anywhere from 2,000 to 10,000 hours for completion and service members can receive certificates for multiple military occupational specialties.

Staff Sgt. Brian Callendar, the Headquarters and Head-quarters Squadron career planner, received his certificate of completion in counseling in 2007.

“(The program) is important for several reasons,” said Callendar. It allows a Marine to document the work that they do in their (military occupational specialty). This al-lows them to put specific information on their fitness re-ports if they are sergeants or above and if they are corporals or below, it allows them to show that they are taking a vested interest in self growth.”

Callendar said the program itself does not require very much extra effort on the Marine’s part. By doing their day-to-day job, they are already doing what is required to com-plete the program. All they have to do is log their hours.

To get started on obtaining a certificate, a Marine sim-ply logs into the program’s website and starts and account. From there, the Marine begins to record work complete each day. There are different sections within the specific job that require a certain number of hours in everything from on-the-job training, to safety and apprenticeship skills.

Documenting the hours only takes about five minutes a day and the benefits of having the certificate for the job field go beyond the end of active service.

“When the Marine gets out, it gives them something that the civilian agencies understand in the form of accreditation through the Department of Labor,” Callendar said.

For Marines wanting to pursue a different career after the Corps, the certificate can still improve their chances of landing a new job.

“If a Marine decides that they don’t want to continue in their field, (the certificate) still shows an ability to stick with long-term goals and accomplish them with little or no supervision, an ability that many employers would consider highly valuable.”

R aised out in the country on a farm, Heuston L.Hall always dreamed of following in his father’sfootsteps. As a kid, he tagged alongside his father,mimicking his every move, and hoping one day he

could grow up to be just like him.Hall’s father worked long hours at the local barber shop

and tended to the farm at the end of each day.“Once I got old enough, I knew I wasn’t gonna be a

farmer,” said Hall. “But my dad loved that ole’ barber shopjust as much as I did, and I knew that’s what I wanted to do.”Hall came to New River in 1978 and began building a

home; a home numerous Marines visited on a regular basisto receive their weekly haircuts at the MAG-29 Barber Shop.Hall stayed here until April 19, when he officially retired hisduties as a military barber. Hall left his clippers and chairbehind to move on in life leaving what he loves most.On his last day, Hall reminisced about how his father

would bring him to the barber shop on some Saturday after-noons after the shop closed. As a young child, Hall was alwaysthe first to jump up to get his hair cut.“I couldn’t wait to get in the barber chair, I thought I was

in Hollywood,” said Hall. “We usually got our haircuts in aregular ole’ chair at home so it was an absolute privilege to getto sit in that chair.”Hall’s father cut hair for 16 years on Marine Corps Base

Camp Lejeune, working for a gentleman named Sidney Ken-nedy. When Hall began his career, he too worked for Kenne-dy. His dream of following in his father’s footsteps came true.

“My dad loved to talk to and relate to the customers on apersonal level,” said Hall. “He always looked like he had funat work and that is what I looked up to.”For nearly 40 years, Hall, like his father, dedicated his life

to building relationships with Marines and their families andhas spent countless hours exchanging stories with the Marineson New River.

“The Marines here make my day,” said Hall.Working with the Marines on a daily basis, Hall became

emotionally and personally attached to the New River family.

“I think about the privates and those guys that just got intothe Marine Corps, and how they just got away from home andthey are still adjusting,” said Hall. “Coming to get their haircutkinda gives them a break away from their job. It’s just a goodfeeling when they leave with a smile.”Hall describes his shop as a typical barber shop where men

come to get their haircuts and talk about news, weather, poli-tics, and everything else under the sun. He always strived tofoster a family environment where his customers know storiesabout one another.“Being much older than many of these Marines, they

often come to me for advice,” said Hall. “I guess I could be

I am not look-ing forward to leaving, this is what I love and what I wantedto do ever since I was a little kid,” said Hall. “I can’t thinkof anything that I hate about this job, I absolutely love thisplace.”Hall plans to take a few weeks to do whatever he wants.

He plans on getting his fishing license and says it is about timeto get out on the water. He said he just wants to be free andhave fun for awhile. But he knows the barber shop and theMarines will always be on his mind.“I don’t like my job, I love my job,” said Hall. “Retiring is

like taking a baby’s milk bottle away, I already want it back.”

OnApril 19, after 40 years aboard New River fulfilling a self-determined destiny, Hall put away his scissors for the last time as a military barber. It was a bittersweet moment. Hall, a man

known for his subtle and profound wisdom, was left to ask himself for the first time: “What now?”

I have taken advantage of numer-ous fitness programs offered by Marine Corps Community Services over the last few years; each one reaching a new level of intensity.

Yet I had never experienced a pro-gram as intense, dynamic and interac-tive as Miriam Jones class.

Anyone can stand in front of a group and yell out a few motivating exercises. But Jones -- her approach is much more personal. She brings enough energy for everyone in her class and then some.

Jones, a fitness trainer at the Station gym, has a tough, don’t-quit attitude and the ability to keep everyone smiling through the burn of cycling, kickbox-ing, kettlebells and exercise ball work-outs. What makes her method stand

out, however, is her ability to analyze each person, discover their weakness, and focus on strengthening it.

“I watch every individual closely,” Jones said. “I like to see their attitude change from when they first come through the door. I want to see what they each have to bring so I can chal-lenge them and push them to a higher level. No matter how much it burns, I always remind them to keep smiling.”

I will be honest, when I first attend-ed her class, I thought there was no way I would be able to keep doing this.

Jones always finds a way to keep her “athletes”, as she calls them, moti-vated.

“I try to put them back in the mind-set they had in boot camp that reminds you to push a little more,” she said. “If I can’t bring out a person’s weakness, I can’t help them get any stronger.”

What also amazes me about Jones

is how passionate she is about watch-ing participants reach a new level of fitness.

“It truly touches my heart to see the people come in here and give it ev-erything they have, because I’m going to give everything I have,” Jones said. “Over time, I watch them get stronger, faster, more interactive.”

Jones, who previously served in the U.S. Army and is the daughter of a re-tired Marine who served at New River, says her motivation is built on her ap-preciation for troops.

“I have the utmost respect for ser-vice members and I only want the best for them,” she added. “Walking into the aerobics room, knowing I can help these Marines reach a goal they want is the highlight of my day.”

Jones’ journey in the fitness instruc-tor world began at Marine Corps Air Station Beaufort, S.C.

“I had always been focused on fit-ness, but I would always see Marines who would sacrifice their fitness levels because of their hectic schedules and I felt someone needed to have the pas-sion to step in and make a change; and that person was me,” Jones said.

After five years of showing Beau-fort Marines and drill instructors a new level of intensity, she relocated to Jack-sonville, N.C., where she continues to use her skills to help Marines.

“I treat my classes like teams,” Jones said. “They say you are only as strong your weakest warrior, so I even make sure that last person makes it through an exercise before we move on. Once I see they have gotten it, I tweak it a bit so I push them even further.”

Jones believes there is no level of fitness that cannot be reached and she hopes to get all of her students to reach their highest potential.

The overall consensus regarding the best partof the aviation ordnance team is simple: they arethe foundation of blowing things up.The primary focus of the Marine Corps is

winning the war on terrorism, and every singleMarine, regardless of their job, has a role in ac-complishing thatmission. In the garrison environ-ment, the Marines conduct training constantly toremain at the highest level of preparation as partof America’s “force in readiness.”Aboard New River Air Station, looking to the

skies displays continuous training flights in action.When AH-1W Super Cobras and UH-1N SuperHueys set out for their training, the squadron callsin a request for ordnance and theMarine AviationLogistics Squadrons start building rockets.Aviation ordnance is separated into two job

groups according to Staff Sgt. Anthony J. Buo-nanno, an aviation ordnance technician withHead-quarters and Headquarters Squadron. Intermedi-ate technicians build ordnance and warehouse theequipment, and the organizational technicians areresponsible for the weapons once on the flightline.When aHuey or Cobra is ready to take off, the

organizational ordnance team loads the aircraftwith the weapons required for the mission. Oncerockets are placed in the pod, Marines perform afunctions check to arm the rockets properly.Before the aircraft fly off to wreak havoc, the

intermediate ordnance technicians spend time atthe build-up area putting the rockets together. Forevery request, Marines receive a safety brief be-fore they start putting ordnance together.“Safety is paramount,” said Sgt. Eric J. Hino-

josa, an aviation ordnance technician withMALS-29. “Wemaintain positive control of the warhead.You have to have both hands on it at all times.”

Hinojosa explained that even with inert war-heads, which are like blank rounds in a rifle, Ma-rines must practice the same safety measures aswith any other high explosive ordnance.The aviation ordnanceMarines are responsible

for building rockets, AIM-9 Sidewinders, AGM-114 Hellfires, red phosphorus, and inert and illu-mination warheads among other high explosives.Garrison Marines build rockets for training,

but in combat, that work experience saves lives.“When a Huey and a Cobra with two 19-pod

shots and two 7-pod shots comeback fromafightempty, you know you’ve done your job,” saidBuo-nanno. “It’s a day’s worth of work when all thoserockets you built put some hurt on the enemy.”Hinojosa agreed the post-mission part of their

job is fulfilling in combat and garrison knowingthey have helped the guys fighting on the ground.“We put warheads on foreheads,” said Buo-

nanno, quoting the job field’s motto.

Is saying sorry same as admitting guilt?

The other day my wife and I had a fight. I don’t know who was atfault. A couple of hours after the argument was over, I apologized. Mywife has yet to do so. When I asked her about this she said she was taughtthat apologizing meant a person was admitting they were wrong. I don’t seeit that way. Who is right?

It is always tough to apologize. Many people never do sobecause they feel this means they are admitting blame that theyare at fault and this means a loss of power. Other people seeit as just a way of getting the argument over. Still others seeapologizing as a polite and social way of acknowledging that

they want to preserve a relationship and whatever the cause ofthe disagreement, it isn’t worth the risk of a permanent break.It sounds as if your wife is in the first camp, while you fall intoother two.The bad thing about a situation such as you describe is that it

is so difficult to change. The core of the problem is the fear oflosing power in the relationship. Losing power is a scary thing.All of us like to have control of situations and relationships.This is true of even casual relationships but it is especially trueof relationships that are important to us. Many people believethat if they lose control, the other person will have the powerto hurt them or even worse, they may leave them.The sad part of this struggle for dominance in marriages and

friendships is that it is this very need to remain powerful andalways right that drives away the other person. Marriages andfriendships that work require trusting the other person enoughto show our real selves. One benefit of good relationships isthat they allow people to relax and let down their guard. Failingto say you are sorry after a disagreement lets the other personknow that you are not ready to trust them. This makes it harderto have a close, supportive marriage or friendship.

To apologize when you have hurt someone or done some-thing that was thoughtless is not a sign of weakness, it is a signthat you are sure enough of yourself to share and to trust theother person. The flip side of this is that the person receiving

the apology should accept the apology graciously. This is notabout winning. It is about building a relationship in which twopeople value each other more than their pride or their desire tocome out on top.To start a relationship where trust exists between two people,

one of them must take the first step. The first step is to apolo-gize for the hurt that one causes. Yes, a person should do thiseven if the he or she was right. There is no right or wrong whenone person hurts another. Right is being courageous enoughto own one’s part in a disagreement. At the very least, one hasthe satisfaction of having done something positive to build therelationship.

Destructive weather readiness 101: Preparing for a stormSevere weather can be expected as the summer season approaches. With

that in mind, it is important of all military personnel and families to knowhow to prepare for an oncoming storm. There are numerous safety mea-sures to consider to brace severe weather, as well as storm preparation “do’sand don’ts”. (Information gathered from the official website of the NationalOceanic and Atmospheric Administration)

In the case of a hurricane, here are some safety tips:• Relocate to a high ground in case of flooding.• People living near bodies of water should try to move further inland;

stay with friends if possible.• Reduce home and property damage by protecting the areas where

wind can enter such as the roof, shutters, doors and garage doors.

In case of a tornado, here are some safety tips:• get to the lowest level in the home or building• avoid rooms with windows, gas or numerous loose objects that could

become debris.• If living in the barracks, take refuge in their rest room or closet to

avoid windows

In any situation:• have a safety plan• Know a home’s vulnerability to storm surge, flooding and wind• Locate a safe room or the safest areas in a home for each storm

hazard• determine escape routes from the home and places for a family

to meet

• Make a plan now for what to do with pets in the case of a needto evacuate

• Post emergency telephone numbers by home phones and make surechildren know how and when to call 9-1-1.

• Stock non-perishable food, emergency supplies, medication and adisaster supply kit.

• Secure important documents such as birth certificates, ownershipcertificates, social security cards, insurance policies and any wills

• Inventory valuable household belongings: jewelry, electronics,paintings and collection items

• Have a first-aid kit available

Disaster supply kit should include:• Water• Non-perishable foods• Blanketsw, Pillows, etc.• Extra clothing• First Aid Kit, Medicines and Prescription Drugs• Special Items for children and exceptional family members• Toiletries• Flashlight with batteries• Weather radio with batteries• Fully charged cell phone with extra battery or a traditional (not

cordless) telephone set• Cash (preferably small bills) and Credit Cards
