More and more service members battle the effects of war

from the ongoing conflicts in Iraq and Afghanistan on a regular

basis. Some fail to realize those same effects often go far beyond

the individual service member.

According to the Department of Defense, 43 percent of ac-

tive duty service members have children. These children of mili-

tary families often experience a deep emotional impact as their

parents continuously cycle through deployments.

Air Station New River offers a program, the While We Wait

Club, which helps children cope with the stress of being sepa-

rated from their loved ones due to military duties, specifically

deployments.

What were finding out is that this club allows these kids to

learn that they are not alone in how they are feeling, said Ken

V. Lewis, Marine Corps family life skills trainer. So by making it

available for them to talk about it, especially with others, it helps

them work through their problems and relieve that stress.

The club is open to children from kindergarten through 5th

grade, who have a parent deployed or away. They meet once a

month and have found that it has helped with childrens emo-

tional and behavioral problems and concerns, Lewis said.

Children whose parents are anywhere in the deployment

cycle are invited to join in the club, whether it is pre-deployment,

mid-deployment or returning home from deployment, said

Lewis. Its almost like the cycle doesnt even stop anymore.

Childrens reactions to a parents deployment vary from child

to child, depending on age, developmental stage and those who

already have psychological or behavioral problems. Research

shows very young children often show separation anxiety, tem-

per tantrums and changes in eating habits.

Its rough being a military kid with mom or dad being gone

all the time, said Lewis. But talking about it with others that are

going through the same thing normalizes it for them.

The While We Wait Clubs theme for the month of Septem-

ber is Under the Big Top. This month, all the activities will have

a circus theme and involve fun colorful activities. The club will

host activities to create gifts to send to deployed loved ones, play

games and participate in events that emphasize making positive

choices. The club focuses on nutrition, education, stress, feelings,

emotions and communication with parents.

I think this program is a great success, said Lewis. It is a

way for us to interact with the young people and to teach them

and bring comfort about the deployment process.

Expanded Role for Legal Assistance

in Counseling of Crime Victims

The Secretary of Defense

has directed an expanded

role for military legal assis-

tance attorneys in counseling

crime victims, particularly

the victims of violent crimes

and sexual assault. Although

resources already exist for

much, if not all, of this coun-

seling, it was felt that victims

should be able to discuss their

concerns with an attorney

their attorney and that these

discussions should be pro-

tected by the attorney / client

privilege. Thus, the victims

legal assistance attorney will

not reveal client confidences

to any other person without

the clients consent, nor can

the attorney be compelled by

military or judicial order or

subpoena to disclose client

confidences.

The new policy creates an

additional tool for crime vic-

tims and does not eliminate

any existing programs.

Legal assistance counsel-

ing will include the following:

-Explanation of the victim

/ witness assistance program;

-Explanation of the re-

stricted and unrestricted re-

porting options for the com-

munication of sexual assault

to other service providers;

-Explanation of the mili-

tary criminal justice system,

including the roles and re-

sponsibilities of prosecutors,

defense counsel, and inves-

tigators, and the degree to

which the government may

compel cooperation and tes-

timony;

-Services available for

emotional and mental health

counseling and other medical

services;

-The availability of and

protections offered by civilian

restraining orders and military

protective orders;

-Eligibility for and benefits

potentially available as part of

the transitional compensa-

tion benefits found in title 10,

section 1059 of the United

States Code and other state

and federal victim compensa-

tion programs; and

-Traditional legal assis-

tance involving subjects such

as leases, consumer affairs,

family law, wills, and powers

of attorney.

These services are avail-

able to victims who are oth-

erwise eligible for legal as-

sistance services, including

active duty members and their

dependents, and retirees and

their dependents. Such ser-

vices will not include in court

representation of the victim.

The most efficient means of

delivering all of the requested

services likely involves coor-

dination with other military

agencies; however, and this

is key, no client confidences

will be revealed and no other

agencies will be contacted

without client consent.
