Eric Witherspoon ......... 10/29 “CLOSED CAPTIONING FOR THE HEARING IMPAIRED” Two seconds is the time it takes a “real time writer” to translate the spoken word to written form, including corrections, according to JoEllen Dicken, a captioner for the U.S. Senate Captioning Office. Explaining and demonstrating her craft to Rotarians, Dicken noted that a captioner must translate at least 225 words per minute, often more, to keep up with the pace of the spoken word. They do so with 99.4 percent accuracy, far above the emerging voice recognition technology of the future. “Real time writers” have career opportunities as court reporters, freelance transcriptionists, translators for the hearing impaired or broadcast captioners. There are only about 500 such professionals working in the field now, Dicken said. However, The Telecommunications Act of 1996 will require all television programming to be close-captioned by 2006. This will increase the number of captioning jobs to an estimated 3,000 positions by that time. Particular rarities in the field are writers who can translate “real time” words from English to a foreign language. Captioners in the U.S. Senate and House must recognize faces and voices of all members of Congress. Their day is often 10-12 hours long, but they work in shifts of 30 to 90 minutes duration. It is particularly difficult to comprehend and translate the complex and far-ranging topics discussed by Congress, making it one of the more challenging captioning positions in the field.
