“CLOSED CAPTIONINGFOR THE HEARING IMPAIRED”
Two seconds is the time it takes a “real timewriter” to translate the spoken word to writtenform, including corrections, according to JoEllenDicken, a captioner for the U.S. Senate CaptioningOffice.
Explaining and demonstrating her craft toRotarians, Dicken noted that a captioner musttranslate at least 225 words per minute, oftenmore, to keep up with the pace of the spokenword. They do so with 99.4 percent accuracy, farabove the emerging voice recognition technologyof the future.
“Real time writers” have career opportunitiesas court reporters, freelance transcriptionists,translators for the hearing impaired or broadcastcaptioners. There are only about 500 suchprofessionals working in the field now, Dickensaid. However, The Telecommunications Act of1996 will require all television programming to beclose-captioned by 2006. This will increase thenumber of captioning jobs to an estimated 3,000positions by that time. Particular rarities in thefield are writers who can translate “real time”words from English to a foreign language.
Captioners in the U.S. Senate and House mustrecognize faces and voices of all members ofCongress. Their day is often 10-12 hours long,but they work in shifts of 30 to 90 minutesduration. It is particularly difficult to comprehendand translate the complex and far-ranging topicsdiscussed by Congress, making it one of themore challenging captioning positions in the field.
Dicken recalled the difficulties of captioningfrom the basement of the Senate chambers during
September 11, 2001, when “real time writers”kept much of the world informed of quickly-developing world events. They must stay focusedon their work, without the distraction of their ownemotions. Dicken also worked as a broadcastcaptioner the day that the Columbia shuttle wentdown, another difficult experience.
Nancy Williams, Rotarian and President of AIBCollege of Business, added that AIB is a leadingschool for training captioners. It is the only suchprogram in a six-state area of the Midwest.

5. Bruce Kelley, chair of the Constitution Committeepresented proposed revisions to the club’sconstitution. The revised constitution, with severaladditional clarification revisions, was approved bythe board and will be posted for vote by themembership.
