Challenges MfDR is a new concept in Vietnam. Like
other countries, Vietnam can inherit only a few experiences from advanced countries and as such has to apply “learning by doing” approach and takes lessons learnt for further improvement
Lack of institutions and guidance on result-based M&E in systematic manner
Weakness in data provision and collection
Vietnam MPI
Challenges
The requirement for adjustment of organization, functions and responsibilities of agencies at different level
Proficiency and capacity of government staff
Constraints of resources: most of outcome and impact indicators must be evaluated through surveys in large scale and very costly
