MISIF’s 38th AGM The MISIF 38th Annual General Meeting was held on 24 May 2018 In the MISIF Training Room, Worldwide Business Park, Shah Alam, Selangor. MISIF Council is elected every three years and 2018 was an election year to elect new Council Members for the purpose of appointment of new office bearers for the 2018-2o21 term. All fourteen nominations received for election at the AGM were duly elected as Council Members. The new MISIF Council met immediately after the AGM. During the meeting, Dato’ Lim Hong Thye (Ann Joo Steel Berhad) was elected President. En. Azlan Abdullah and Mr. Mark Lim were elected as the two Deputy Presidents of MISIF. The full list of office bearers and Council Members, including Immediate Past President, Branch Committee Chairmen, Honorary Past Presidents and appointed Council Members can be found on Page 3.

the next leader. He would
remain in the MISIF Council as
the Immediate Past President.
Despite the numerous
challenges and difficult
situations that the Federation
had to endure over the last six
years under his leadership, the
outgoing President informed of some
noteworthy MISIF accomplishments and
undertakings during his tenure:
Establishment of Malaysia Steel
Council (MSC) to oversee and guide
the development of the industry;
Technical committee of MSC and
Working Group of MSC (WG-MSC);
Establishment of Malaysia Steel
Institute (MSI);
Direct participation of MISIF
representatives in Mesyuarat
Mingguan Besi dan Keluli (MMBK) for
authorities to verify/confirm with local
producers on local production of steel
materials/products before import duty
exemption was given to applicants;

Dato’ Soh also informed that the industry
had been besieged with impediments on
access to export markets through the
following measures:
New import-quota and other technical
regulations on various steel products
by Indonesia;
New steel tariff by United States
under Section 232 of its Trade
Expansion Act 1962;
EU Safeguard investigation on
twenty-six (26) categories of steel
products and;
Malaysia’s duty drawback mechanism
(importation of steel raw materials to
produce finished goods for export
purposes)
On the membership front, Dato’ Soh
informed that the number had increased
from 140 to 143 companies during the
financial year under review.
On the financial side, the outgoing
President informed that MISIF was able to
register yet again a surplus, its fourth
consecutive year of surpluses. Besides
membership subscription fees, additional
revenue had been obtained from activities
such as training courses, annual dinner,
conferences, advertisements and golf.
Dato’ Soh further mentioned that MISIF
was continuing its efforts to improve its
services to members and encouraging the
formation of more sector groups
He expressed his deepest appreciation to
all members, leaders and representatives
of MISIF member-organizations,
colleagues in the MISIF Council and the
Secretariat staff, for the wholehearted
support, contributions and valuable
services in various capacities rendered
during his tenure as President of MISIF. He
called on all members to provide their full
and continued support to the new MISIF
Council.
In his concluding remarks, Dato’ Soh was
confident that the many challenges and
competitions ahead would galvanize MISIF
members and all benevolent stakeholders
to continue working as a team as we move
towards a brighter and sustainable future
for the local steel industry.
The meeting approved minutes of the
Annual General Meeting held on 17 May
2017 and adopted the Report of the Council
and the Statement of Accounts for the
year ended December 2017.
A total of 35 representatives from 33 companies attended the AGM.

MISIF Council Member and Managing Director of FIW Steel Sdn Bhd, Mr. Hideji Uenishi has completed his term of office in Malaysia and returned to Japan with effect from 1 May 2018. As an appreciation for his contribution and service to MISIF, the Council Members held an appreciation lunch for him on 25 April 2018 at Overseas Restaurant Subang Parade, Subang Jaya, Selangor.

Training Course on “Basic Metallurgy and Heat Treatment of Steel” MISIF organized a two-day training course
on "Basic Metallurgy and Heat Treatment
of Steel" on 14-15 May 2018 at Dorsett
Grand Subang, Subang Jaya, Selangor.
This training course was supported by the
South East Asia Iron and Steel Institute
(SEAISI).
The course was conducted by Associate
Professor Dr. Nurulakmal bt. Mohd Sharif
and Dr. Anasyida bt. Abu Seman from
School of Materials and Mineral Resources
Engineering, Universiti Sains Malaysia
(USM).
This was an introductory course suitable for
those who had little or no technical
background in metallurgy. It was
appropriate for those handling steel
products, including heat treatment or
metal forming process in industry, in order
to have better understanding on what
happens during the process and how it
could be manipulated or improved. Basic
understanding of metallurgical
fundamentals was also significant for
trouble shooting of the process.
A total of 19 participants attended the
course from various steel related
companies.

Scaffolding Group Meets CIDB Newly formed MISIF Scaffolding Group
held a dialogue with CIDB Building
Materials Division, CIDB Malaysia on 27
April 2018 in CIDB Malaysia office, PWTC,
Kuala Lumpur.
The meeting was chaired by En. Sazali Che
Amat, General Manager, Building Materials
Division while MISIF was led by Mr. Ng Kian
Hin, interim Chairman of MISIF Scaffolding
Group.
MISIF had requested for this dialogue with
CIDB to discuss:
Progress updates from CIDB on Fourth Schedule;
Enforcement on MS1462 scaffolding products;
Imports of Scaffold Products and COA.
Impending Termination of AD Duties on Imports of Electrolytic Tinplate The Ministry of International Trade and Industry (MITI) informed that the anti-dumping duties imposed on imports of electrolytic tinplate originating or exported from the People’s Republic of China and the Republic of Korea was due to expire on 15 November 2018. The subject merchandise is the electrolytic tinplate classified under Harmonised System Code (H.S Code) Number 7210.12.9000.
Under the Customs (Anti-Dumping Duties) (No.3) Order 2013 [P.U. (A) 339/2013], the electrolytic tinplate is subjected to anti-dumping duty rates ranging from nil to 9.78% of the export price from 16 November 2013 to 15 November 2018. Interested parties likely to be affected by the termination of the imposition of the anti-dumping duties are invited to make their views known in writing:

whether the continued imposition of the anti-dumping duties is necessary to offset the dumping of the subject merchandise; and
whether the injury is likely to continue or recur if the duties were removed.
The views shall be duly substantiated with
sufficient documentary evidence.
Interested parties must present their views
and submit the required information not
later than 30 june 2018.
The submission of the views shall be
addressed to the Director, Trade Practices
Section, Ministry of International Trade
and Industry (MITI).

Steel Forecasting Mini-Workshop The South East Asia Iron and Steel Institute
(SEAISI) organized a steel forecasting mini-
workshop on 21 May 2018 in MISIF
Training Room, Shah Alam, Selangor.
The workshop was conducted by Dr. Eldar
Askerov, Head of Strategic Studies, World
Steel Association. The objective of the
workshop was to create better awareness
and understanding on steel demand
forecast. Participants from six SEAISI
country-members attended this event.
