He worked as a truck helper at FAR-GO Motors in Cagayan de Oro City and he shared his income to his parents who are also in dire need. After more than a year in the company, he left his job because he found a better work opportunity nearer to his residence. He was accepted by the Anakciano Company in Lunocan, Manolo Fortich to work in their construction project. In the middle part of April this year, the office was shocked about the news of parolee’s arrest. He was placed in jail for raping a minor. The parolee denied the accusation but there was a strong evidence that a crime has been committed by the parolee.

B. Recommendation

In view of parolee’s commission of another crime, it is respectfully recommended of this Honorable Board of Pardons and Parole that the parole granted to DENNIS MARINDUQUE y FERNANDEZ be REVOKED and he will serve the remaining portion of his sentence of which parole has been granted.

Greetings!

The Bukidnon Parole and Probation Office, No. 1 based in Manolo Fortich is always concerned of the welfare of its clients in their reformation and rehabilitation for their successful reintegration to mainstream society. At present we have twenty clients in your municipality; 2 parolees and 18 probationers who take active roles and are religiously reporting in our office. These clients undergo reformation activities and one of them is the Therapeutic Community Program which is divided into 4 Phases. As much as they were through already with Phase, we are now about to move to Phase the five municipalities under the 1st District of Northern Bukidnon. Out of the 251 total number of probationers and parolees of the office, 40 of them are residents in some Barangays of Baungon, Bukidnon. The office’ implementation of its rehabilitation program would not be that effective if not of the moral support of our volunteers who always help us in the supervision and monitoring of our clients. In Baungon, we the have a total number of 12 active Volunteer Probation Aides who are deeply concern in the reformation and rehabilitation program of our clients.

On September 10 & 17, 2014, the office will be holding a Basic Training and Training on the Therapeutic Community Ladderized Program Instruments, respectively. This will be held at the Heroes Hall in Mangima, Manolo Fortich, Bukidnon. In Baungon we have 5 new VPAs who will attend the training on September 10 and 12 VPAs on the training on the 17th.

In this connection, we are humbly asking once again for your financial support the amount of P3, 740.00 to be used for the meals and snacks of the participants during the 2 days training. We assure you that your thoughtful gesture on this endeavor will go a long way and our volunteers will certainly gain a lot of knowledge in the exercise of their duties and functions. Hand in hand, we will try to help our clients change their lives from wrong living to right living so that again they will become useful and peaceful members of your community. We hope Sir that you will not fail us.

Attached is the budgetary requirement as your basis in granting this request.

Rationale:

The Volunteer Probation Aide Program of the Parole and Probation Administration office is focused in soliciting community involvement or participation in the reformation and rehabilitation of probationers and parolees under a community-based type rehabilitation of offenders. We believe that real reformation on the part of our clients can only be achieved if the people around them will show their genuine love and concern. We anticipate that volunteerism is an effective tool of placing our clients in their right place in mainstream society.

This has reference to your GIOR dated June 25, 2015, which was received by this office on July 7, 2015, for interview with the family, neighbors and members of the community about possible release on parole of inmate Chiquito Baba y Samontao.

A home visit was conducted by the undersigned on July 13, 2015 at Barangay Salucot, Talakag, Bukidnon, the home place of inmate. The aunt of inmate Linda Lumotao as you mentioned in your GIOR as the one who will take custody to inmate once he is released on parole is not mentally fit anymore. She is presently suffering from a nervous breakdown. The inmates siblings, namely: Jayson, Jessel, George, Maryjoy, Orly and Aunt Tarcila Antahay, and uncles, namely: Regne Baba and Arsulo Baba are not willing to take custody to inmate. They are not interested or happy that inmate will return to them. They consider him as a problem to the family if ever he will live again with them because of the fact that he even killed his own father.

The neighbors of inmate and the barangay officials of Salucot, Talakag, Bukidnon headed by their Barangay Chairman Nicasio Singcahon are also against of his return in their place. According to him, inmate is uncontrollable especially when he is drunk and he is a risk to the community.

Hoping that the above-information will be your basis in determining inmate’s probability for parole.

Special Report on

THERAPEUTIC COMMUNITY (TC) 3 DAYS LIVE-IN SEMINAR (Phase I)

The Bukidnon Parole and Probation Office No. 1 conducted a 3-day Therapeutic Community live-in seminar for Phase I clients coming from Manolo Fortich, Libona and Malitbog, Bukidnon. The venue was at Mangima Heroes Hall, Manolo Fortich on October 8, 9 and 10, 2014, and attended by 51 clients.

The clients responded positively on the lectures and sharing activities in every session of the live-in seminar. Through the seminar, many voiced their gratitude for knowing themselves even better. Their stomachs were not only full but their minds as well. They were fed with many good insights about life that they can apply not only to themselves but to their own families, too. Though there were some clients who showed resistance to change and still in denial that they have problems, the staff of BPPO 1 believed that they were able to touch a part of their lives if not all, majority of them.

The staff headed by Maria Bella T. Tigulo was very thankful of the financial and technical support received from the local governments of Malitbog, Libona and Manolo Fortich. If not for their support, the said seminar would not be that successful.

Special Report on

THERAPEUTIC COMMUNITY (TC) 3 DAYS LIVE-IN SEMINAR (Phase I)

The 3 days Therapeutic Community (TC) Phase 1 live-in seminar for clients coming from Baungon and Talakag was held at San Isidro, Talakag, Bukidnon on October 22, 23 & 24, 2014. It was attended by 58 active clients of Bukidnon Parole and Probation Office No. 1.

The clients were all participative and attentive to every sessions. They showed sense of responsibility by observing their job functions. They were also able to understand and grasp the importance of the seminar in their lives by sharing all their thoughts and true feelings towards every topic. They laughed, cried and enjoyed with their fellow clients and get to know themselves even better especially during the Emotional Interview Proper.

The seminar was indeed successful through the active participation of everyone. The staff headed by Maria Bella T. Tigulo was very thankful of the financial support extended by the local governments of Talakag and Baungon, Bukidnon. The staff was also thankful to Barangay Chairman Edgar Factura and Council of Barangay San Isidro, Talakag, Bukidnon for allowing us to use the 3rd floor of their Barangay as our venue of the seminar for 3 days, and the warm accommodation they provided.

Special Report on

NATIONAL CORRECTIONAL CONSCIOUSNESS WEEK CELEBRATION

The BPPO 1 staff together with the clients celebrated NACOCOW on the 27 th day of October 2014. The office prepared series of activities in observance of the said celebration. First thing in the morning, we did Community Service: Linis Canal at Pulot Basura” in cooperation with the clients and the staff in the vicinity of the old Municipal Hall, Manolo Fortich.

Next to Community Service was the giving of gifts which consists of detergent and bath soaps, and toothpastes to inmates of PDRC and BJMP in Manolo Fortich. The head of office Maria Bella T. Tigulo gave an inspirational message to the inmates followed by the distribution of gifts. The inmates were very happy when they received their gifts.

The 3rd activity of the day was the sport fest; a basketball game competition of clients from the 5 municipalities. Team Talakag came out as champion and the second was Team Manolo Fortich. The clients were appreciative of their experiences in the celebration because they were not only able to help and share their blessings to their fellow friends inside the jail but they were also able to know each other very well.

The celebration ended with happiness in the hearts of the inmates, clients and office staff, as well. The National Correctional Consciousness Week celebration was indeed a successful one.

VOLUNTEER PROBATION AIDE’S BASIC TRAINING

The Bukidnon Parole and Probation Office No. 1 conducted a 1 day Basic Training on September 26, 2014 for the newly hired VPAs of the office. It started at 8:00 o’clock in the morning and ended at 5:00 o’clock in the afternoon. It was held at the Executive Function Hall of LGU Manolo Fortich and attended by 11 newly hired VPAs coming from Manolo Fortich, Libona and Baungon. Resource speakers include Chief Probation and Parole Officer Dennah E. Vivares of Cagayan de Oro City Parole and Probation Office, Supervising Probation Officer/Officer-In-Charge Maria Bella T. Tigulo and Sr. PPO Irwinn C. Ballentos. In charge of the ice-breakers was PPO 1 Karen Mae T. Berowa.

The participants were attentive and participative during the lectures. They all listened eagerly and were excited to start their duties as Volunteer Probation Aides. They like the idea of supervising and advising clients because they were not just able to work but they were also able to touch other people’s lives. They understand the need of VPAs in the office to help the staff for the continuous monitoring of clients’ activities in their respective places of residences. The VPAs signified their willingness to give their full support and commitment as partners of Probation and Parole Officers in the rehabilitation program of the clients.

The staff headed by SPPO Maria Bella T. Tigulo was grateful for the financial support extended by the local government of Libona, Bukidnon, for the snacks and lunch of
