Royal Society (2012) Science as an open enterprise: 12

Open data must be:

‘Accessible’, ‘usable’, ‘assessable’ & ‘able to be evaluated’ not so easy in practice:◦ Many stakeholders sometimes with conflicting

interests◦ (lack of) availability of infrastructure◦ (international) legal complexities◦ ‘Curation’ – whose responsibility?◦ Implications for academic careers◦ ‘Data gap’ (between context of discovery, context

of justification, context of application)

So what’s the problem?

RECODE – Project Objectives

Reduce stakeholder fragmentation Identify stakeholder values and inter-

relationships Identify gaps, tensions and good practices Produce a set of guidelines for the sharing

of scientific data Dissemination Use 5 cases from different disciplines

Large quantities of numerical data from the Particle Physics and Particle Astrophysics Group (USFD)

Clinical data from the Markers for emphysema versus airway disease in COPD FP7 project (Helmholtz Zentrum München)

Complex computational models from a Virtual Physical Human project (Bio-engineering Institute, Auckland)

Heterogeneous geological data from the FP7 EuroGEOSS project (Bureau de Recherches Géologiques et Minières, France)

Archaeological and humanities data, Open Context Alexandria Archive Institute, Berkley, California

Case Studies

RECODE work packages are organised around three “grand challenges”

◦ Infrastructure and technology

◦ Ethical and legal issues

◦ Institutional issues

Each of the grand challenge work packages (WPs 2-4) involves interviews with case study representatives

Grand Challenges

WP 1: Stakeholder values & ecosystems WP 2: Infrastructure & technology WP 3: Legal & Ethical issues in OA dissemination WP 4: Institutional evaluation and support for OA

data WP 5: Policy guidelines for OA and Open Data WP 6: Stakeholder engagement & mobilisation WP 7: Dissemination
