.~~~:,~~~~(j~~~:was born in Van Bur~n County, Iowa, August 22, 1852, a•iul died in Keosauqua March 19, 1930. His parents, Dr. Peter Walker and Christiann (Schuyler) Walker, died when Wil­liam was a small boy. He thereafter lived with relatives,, attended country school, early began teaching during winters, working on farms during summers. He took up the study of law, was admitted to the bar in 1881 and in f884 located in Keosauqua as a member of the firm of Lea, Wherry & Walker. in 1885 he was elected representative and :served in the Twenty-first General Assembly. After the death of Mr. Lea in 1885 , the firm , remained Wherry & Walker qntil the 'Yemoval flf Mr. Wherry to Los Angeles, California, when the firm became Walker & McBeth and so remained until Mr. Walker was elected a judge of _the Second Judicial District in 1922. He was re-elected four :years later and was serving in that position at the time of his death. He was an. ardent Republican and frequently shared actively in politcal cam­paigns, His. principal interest, however, was in his profession in which ~e gained distinction for his thorough knowledge of the law, his pro­fessional rectitude, his fairness of judgment and his courage.

GonFBEv S. BLOCKLIN'GER was born in Dubuque, Iowa, October 23, 1847, and died in Dubuque May 19, 1930. Burial was in Linwood Cenie­.tery, Dubuque. His parents were Godfrey J. and Ursula Hilti Block­linger, both nativ.es of Switzerland. In 1864 William B. Allison, then a re.presentative in Congress, secured the boy's appointment as a cadet in the United States Naval Academy at Annapolis, from which he was graduated in 1868, having in the meantime rendered active service in the Navy during the later portion of the Civil War. He advanced regu­larly through the lower grades of service until he became a lieutenant commander in 1895, a commander in 1899, a captain in 1904, and a rear admiral before he retired in 1908. His duties took him to all parts of the • world. In 1881 h~ was in command of an expedition sent by the government to survey the Madeiro River, one of the principal tribu­taries of the Amazon. He was ~ the Pacific at the time Dewey cap­tured Manilla, co-operating with that commander. In his varied career in the Navy he, brought credit to }lis native city and state. --

CHJusTOPHER C. CnoNBAuoH was born at Coldwater, Michigan, Octo­ber 14, 1845, and died in Marengo, Iowa, February 10, 1930. He was ·with his parents, Mr. and Mrs. John Cronbaugh, as they removed to Honey Creek Township, Iowa County, Iowa, in 1854. When a youth he availed himself of what school advantages pioneer times afforded in that loc~lity. Farming was his vocation. In l910 he retired and re­moved to Marengo. He held several local offices and In 1912 Was elected ·representative and served in the Thirty-fifth General· Assembly. He •was .a Democrat in politics.

worthy in a high degree, and his perfect integrity was beyond question. He retired from the practice in 191 0 and has since then devoted himself more than ever. to the. sports of the field~

.. Billy" Wall{er was a comparatively young man when I first became acquainted with him, and if now living, has scarcely passed the three score and ten mark. He belonged to an old and highly respectable Van Buren family. He studied law and became a member of that bar. He was naturally vivacious, bright and active. He early made his mark in the profession and came to be known as a sound and skilful lawyer. He was a member of the firm of Lea, Wherry & Walker, and afterwards of Wherry & Walker; after the death of Lea, and the removal of Wherry to Cal­ifornia, he continued in successful practice at Keosauqua. His integrity was un­questioned, he had the confidence of the people and everybody liked him, for he was one of the best fellows in the world-kind, obliging, companionable and always rea­dy to· help a· friend. He was one of the few individuals that it is always pleasant to

He came to Van Buren Co. in 1839; made three o.bims for himself and brothers; returned to Ohio and moved his family to Iowa in 1840; in 1850, he went to California; returned in 1851 ; be was chosen Cap­tain of the company taking the trip; ~hey suffered considerably from cholera during the trip, from which many of the party died ; were, also, attacked by In dians, on Humboldt River, but no live;; lost; a bullet tore a lock of hair from )lr. Walker's head, but he was not otherwise injured; farming was his oc­cupation through life. He served as Justice of the Peace about twelve suc­l"essh·e years. l\'Irs. RON. WILLIAM MANSFIELD WALKER

MR. SPEAKER: Your committee, appointed to prepare resolutions com­memorating the life and public service of the Honorable William Mans­field Walker, state representative, reports as follows:

Mr. ·walker was corn in Van Buren county, Iowa, August 22, 1852, and died in Keosauqua March 19, 1930. His parents, Dr. Peter Walker and Christiann (Schuyler) Walker, having died when Mr. Walker was a small boy, he made his home with relatives, and attended country school, later teaching. He took up the study of law, was admitted .to the bar in 1881 and in 1884 located in Keosauqua as a member of the firm of Lea, Wherry & Walker. In 1885 he was elected representative and served in the Twenty-first General As$embly. After the death of Mr. Lea in 1885 the firm remained ·wherry & Walker until the removal of :Mr. Wherry to Los Angeles, California, when the firm became Walker & McBeth, and so remained until Mr. Walker was elected a judge of the Second Judicial District in 1922. He was re~elected four years later and was serving in that position at the time of his death.

Mr. Walker was greatly interE'sted in his profession in which he gained distinction for his thoroug·h knowledge of the law, his professional recti­tude, his fairne~s of judgment and hili courage. Nothing can demonstrate more clearly the quality of his mind and spirit than the fact that a man who had none of the advantages of law school or college could be elected as a member of the General As~2mbly and twice elected judge of the district court.

He was a man of broad huma·n sympathy, charitable in his judgments, kindly and umelfish in his dealings with his fellowmen.

David D. \Vebster was bern in Louisa County, Iowa, May 2, 1858. He settled on a farm in Muscatine county. He was married to Anna Lone of Muscatine, September 7, 1881. To this union two children were born. Besides his wife he is survived by one daughter, Mrs. Nellie Spring of Tucson, Arizona, and one son, Harry D. Webster of Muscatine.

He was affiliated in early life with the Methodist Church. Later he
