~ h respect to the above-noted question, what follows is the response from the Canada Revenue AgencyeRA):

Part a)

The CRA intends to consolidate its nine existing libraries into one, the location of which has yet to bedetermined.

Part b)

The eRA regularly reviews its programs and activities with the view to identifying efficiencies. Someexamples of improvements include the creation of zones where one zone would serve multiple eRA offices;the development of e-tools and a web portal; and increasing the electronic provision of products and services

to overcome the barrier of having multiple offices and physical holdings across the country.

Thi s initiat ive builds on the CRA s natural evolution to a virtual service environment and replaces thetraditional notion of a library as a self-contained storehouse of knowledge.

The eRA recognized that an initiative to consolidate its physical libraries could support key deficit reductionaction plan objectives including increasing administrative efficiencies, reducing the government spacefootprint and promoting the evolution of technology. The consolidation of libraries will reduce costs of thephysical holdings and space, generate efficiencies and improve service delivery as clients will have a singlewindow to access electronic specialized tax research services.

The eRA regularly reviews its programs and activities with the view to identifyingefficiencies. In studying thecurrent library function, the eRA determined that it could achieve savings by reducing physical holdings,space and personnel by moving to a virtual Le., electronic) client service delivery model.

Although the decision to consolidate physical libraries has been confirmed, involvement of stakeholders andstaff are now required to advance this initiative. As part of the implementation, a review of all holdings will beundertaken, consultations with stakeholders and staff will need to take place, and a disposition strategy willbe determined over the coming months.

s of June 19, 2012, the library of the Department of Canadian Heritage is not scheduled to close.

AGENCIES

Canadian Radio-Television Telecommunications Commissions of June 19, 2012 , the library of the Canadian Radio-Television Telecommunications Commission is

open and has no plans to close it.

Library and Archives Canadaa) Library and Archives Canada (LAC) has a Staff Resource Centre that provided some library

functions. This centre is closing on November 1,2012, and the services are being redistributed.(b) A review of the use of the centre by management took place in August 2010, which concluded that

this facility was under used due to a significant reduction in the use of the resources by staff in largepart because of the availability of its information online. A presentation to Management Boardresulted in the search for a new approach to service delivery. Some of the services are nowprovided through the corporate portal. An overall review of LAC has highlighted the need to reduceoperating costs, and the Staff Resource Center has been identified as one of the areas covered bysuch measures.



(c) The institution s monthly statistics have indicated a drop in the use of resources in the Staff ResourceCentre. This situat ion combined with the implementation of a digital office environment, reducesthe need for a physical Staff Resource Centre.

(d) A review on the future of the Staff Resource Centre took place in August 2010. The project file

number is EPO-IMIIT 10245.(e) Wherever possible, information resources held by the Staff Resource Centre will be integrated intothe holdings of LAC. These resources include, among others, rare books and Canadiana printedbefore 1953, as well as material that is not available in digital format or online. The material thatLAC staff needs to continue accomplishing its work will be distributed to the work units that requireaccess. The remaining material will be disposed of as per the Multi Institutional Disposition Authorityfor surplus publications.

(f) The assessment was conducted by the management team, in consultation with other managers, anda proposed action plan was accepted by the Business Operations Committee on June 27 2012.This work is ongoing.

(g) The assessment was conducted from May to June 2012. The file number for the result is

EPO-CIOPO-10206.

National Battlefields CommissionThe National Battlefields Commission does not manage any library.

Natio .nal Film BoardAs of June 19, 2012, the library of the National Film Board is open and has no plans to close it

Public Service Commission(a) As of June 19, 2012, the Public Service Commission (PSC) is in the process of closing its library.(b) The decision to close the PSC library was part of an overall re-organization of the PSC s Policy

Branch, which included a reductionin

its research infrastructure, including the library. The decisionwas guided by two main principles: (1) an assessment of the overall demand on library servicescompared to other research activities performed through other means (eg. self service via electronicresearch); and (2) the potential overlap of some of the library services with the InformationManagement functions. The consensus was that the best use of scarce resources was to rely on

electronic research tools to perform Policy Research, and to further save money by merging theremaining functions with the Information Management Office.

(c) See (b) above.(d) Not applicable.(e) Plans are being finalized with regards to the disposition of the PSC Library collection. The following

options are being considered: the distribution to subject matter experts within the PSC;the distribution to university libraries for integration into their collections; the distribution to otherdepartmental libraries; and the digitization of pre-1996 PSC publications.



f) Decisions with regards to the disposition of holdings are being considered based on best or commonractices from other federal government libraries. No formal evaluations or studies have been conducted orre currently planned.g) Not applicable.

Public Service Labour Relations Boards of June 19, 2012, the library of the Public Service Labour Relations Board is open and has no plans tolose it

Bibliotheque t rchives Canadaa) Bibliotheque et Archives Canada (BAC) possede un Centre de ressources des employes qui fournit

quelques services de bibliotheque. Ce centre fermera ses portes Ie 1er novembre 2012; les servicesqui y sont offerts sont en cours e redistribution.

b) Un examen de I utilisation du Centre, mene par la direction en aoOt 2010, a conc\u que ce dernieretait sous-utilise en raison d une reduction significative de I utilisation des ressources par Iepersonnel, cette situation etant causee en grande partie par la disponibilite de ces ressources enligne. Une presentation au Conseil de direction a abo uti a a recherche d une nouvelle approche pourla prestation des services. Certains services sont maintenant fournis par I entremise du portail deI institution. Un examen mene a echelle de BAC a mis en lumiere la necessite de reduire les coOtd exploitation, et Ie Centre de ressources des employes a ete cible comme I un des secteurs vise parde telles mesures.

c Les statistiques mensuelles dont dispose I institution indiquent un declin de I utilisation desressources detenues par Ie Centre de ressources des employes. Cette situation, combinee a lamise en CEuvre du bureau numerique, reduit la necessite d un tel centre.

) Dans la mesure du possible, les ressources documentaires detenues par Ie Centre de ressourcesdes employes seront integrees a la collection de BAC. b) La decision de fermer la bibliotheque CFP a fait partie d une reorganisation de la Direction generaledes politiques qui incluait une reduction de ses capacites en recherche, dont la bibliotheque. Ladecision a ete guidee par deux principes: (1) une evaluation des demandes des services de labibliotheque comparees aux autres activites de recherche fournies par d autres moyens(ex. recherche electronique faite par soi-meme); et (2) Ie chevauchement potentiel de certainesactivites de la bibliotheque avec celles du Bureau de la gestion de I information. Le consensus a eteque la meilleure utilisation des quelques ressources disponibles etait de se fier aux outils derecherche electroniques pour faire les recherches en politique, et d economiser encore plus enfusionnant les activites qui restaient avec celles du Bureau de la gestion de I information.

a) CIG will formally close its departmental library by March 31 2013. Most employees have access to alibrary on their desktop and use the physical library less and less.

b) As part of the Department s Modernization Agenda, CIC has been striving to modernize and streamlineour library collection with an increased focus on electronic information services that provide convenientaccess to relevant, reliable, comprehensive and timely information. This shift from a focused print librarymodel to an increased reliance on electronic information resources is consistent with the rising tendency ofresearchers to refer to electronic media for their research requirements rather than physical libraryresources.

It is important to note that although the library s physical space will be closed, CIC will continue to preserveand house core mandate focused holdings on CIC premises in order to facilitate access to itemsdocumenting the department s mandate, history, and evolution. To further enhance the collectionsaccessibility, two existing CIC librarians will be retained with a focus on collection maintenance andorganization, as well as meeting departmental research needs and that of our broader research

constituencies. Plans are also underway to hire an additional research librarian to further improve andexpand our research capacity moving forward.



-2-c A financial costing exercise was carried out, and it was decided that the electronic and researchcomponents of the library will be preserved through the Research and Evaluation Branch of the StrategicProgram Policy Sector.

d) Statistics on use of the physical library vs. online use, as well as the financial costing exercise, clearlysupported the decision to close the library, as few employees use the physical library.

e) We are taking every opportunity to ensure that the Departmental library collections remain preserved,

catalogued, and accessible to both the Department as well as future generations of researchers. Booksavailable in electronic format (e-Books) as well as electronic information repositories that CIC obtains fromthird party providers on a subscription basis will remain active. These resources will remain accessible to allCIC employees working domestically and abroad through the CIC intranet website. We will continue toleverage the mil lennium software that is used to catalogue the collection. This software is provided to CIGas a hosted service by the Department of Foreign Affairs and International Trade.

It is CIC s intention to continue to preserve and house core mandate focused library collections on CICpremises, which will facil itate access to items documenting the department s mandate, history, andevolution.

Non-mandate focused holdings, such as human resources, communications, and information technology

books have been offered to the respective CIC Branches where their functional ownership resides. Thesetitles will be stored in the working areas where they can provide the greatest benefit and access. Theremaining non-mandate focused holdings will be made available to Library and Archives Canada, anyunclaimed titles will be offered to individual CIC employees to be used to support their work activities.

The .Library Manager will dispose of surplus publications in accordance with the Terms and Conditions forthe Disposal of Surplus Publications subject to the Library and Archives of Canada Act of MUlti-InstitutionalDisposition Authority No. 20101004 The remaining physical books will be retained in an accessible storagearea.

f) A working group made up of employees of the Research and Evaluation Branch and our CIC librarianshave been tasked with identifying the relevant titles from the collection that will be preserved.

g The working group deliverable is scheduled to be completed by July 31 2012.

Insofar as the Immigration and Refugee Board of Canada (IRB) is concerned, the IRB has not closed anylibraries during the considered period.

accessibles. Le reste des biens non lies au mandat sera mis a la disposition de Bibliotheque et ArchivesCanada, et tout livre non reclame sera offert aux employes de CIC pour appuyer leurs activitesprofessionnelles.

Le gestionnaire de la bibliotheque disposera de toute publication en surplus conformement aux Modalitesde disposition des publications en surplus dans les institutions federales assujetties a la oi sur laBibliotheque et les Archives du Canada portee de l Autorisation pluriinstitutionnelle de disposer dedocuments 2010/004. Le reste des livres seront retenues dans un endroit accessible.

a) Fisheries and Oceans Canada has made a decision to consolidate its library services into two principal andtwo subsidiary locations. The consolidation is to be complete by September 30, 2013. As part of theconsolidation, seven libraries will close.

b) More and more Canadians turn to electronic sources and the internet to search for resources andinformation. This willingness of Canadians to look online, coupled with an increasing presence ofinformation online, including electronic scientific journals, enable the department to consolidate its libraryresources, Fisheries and Oceans Canada s libraries contain one of the world s most comprehensivecollections of information on fisheries, aquatic sciences and nautical sciences. The materials areincreasingly available in full text online. Materials will be scanned and emailed or shipped to requesters.Modernizing our library resources allows for easier and cost efficient search and access for all employees,no matter their location. The public can search through the departmental library collection on Waves theDepartment s online catalogue, in one place. Many publications are available in full text at the click of a

mouse.

c) An internal study of options and costs was completed in August 2011 to determine the best option to deliverquality core services to clients from a reduced number o locations.

d) The date ranges from August 2011 through November 2011. The study does not have an associated filenumber.

Le public peuteffectuer des recherches dans les collections des bibliotheques ministerie es dans Vagues, Ie catalogue en. ligne du Ministere en un seul endroit. For this section, the responses for the Minister of International Trade and the Minister of Foreign Affairs athe same.

(a) The Documentation Service and library of the Canadian Cultural Centre CeC) at the CanadianEmbassy in Paris have been closed to the public since June 21 2012.

b), (c) The decision to close the CCC's Documentation Service and library was made by the Embassy oCanada to France in consultation with the geographic branch responsible for Europe and the Department'slibrary in Ottawa. The decision was taken following an internal analysis of the mission, and the mainrationale for the closure is a Significant drop in the use of the library over the past few years. As thisdecrease is partially the result of the change in user habits, the CCC collections will be made moreaccessible to their target users (researchers and academics) and combined with other collections, therebyincreasing their visibility and making it easier to access them. The Government of Canada is conscientiousin its use of taxpayers' money and makes every effort to ensure that the resources devoted to the activitiesof Canadian diplomacy are optimized. While it is important to note that cost savings was not the primaryreason-for the decision to close the e library, savings in terms of staff and acquisition budget total abol,lt

d) Embassy management implemented the recommendation by the Department s auditors, who hadindicated th need to focus on the library s operations. Management has therefore held a number of indiscussions since May 2011, taking into account statistics showing the declining rate of library use.

e) The Government of Canada will keep all culturally and historically significant works in the collectionTalks are under way to identify the institutions to which the books and tools from the Documentation Se

and library will be transferred in an effort to maximize their use and make them more accessible to theirtarget clienteles. The Government of Canada continues to promote Canadian culture abroad, thanks to theimportant work of its embassies around the world.

a) Le service de documentation et la bibliotheque du Centre culturel canadien (CCC) de I'ambassade duCanada a Paris sont fermes au public depuis Ie 21 juin 2012.

b , c) La decision de fermer Ie service de documentation et la bibliotheque du CCC a ete prise parI'ambassade du Canada en France, en consultation avec Ie secteur geographique responsable pour :

I'Europe et la bibliotheque du Ministere a Ottawa. La decision a ete prise a a suite d'une analyse internemenee au sein de la mission, et la principale raison de la fermeture est Ie fait que la bibliotheque a connuune nette baisse de son taux de frequentation au cours des dernieres annees. Puisque cette reduction esten partie attribuable a a modification des habitudes des utilisateurs, les collections qui se trouvaient au

CCC seront rapprochees de leur public cible (chercheurs et universitaires) et fusionnees avec d'autrescollections, augmentant ainsi leur visibilite et leur facilite d'acces. Le gouvernement du Canada veille a butiliser I'argent des contribuables et fait tous les efforts possibles pour s'assurer d'optimiser les ressourcesconsacrees aux activites diplomatiques du Canada. II est important de noter que ce ne sont pas leseconomies de coOt qui ont motive en premier lieu la decision de fermer la bibliotheque du CCC, Leseconomies realisees en personnel et en budget d'acquisition se chiffrent approximativement a 250 00f)par annee.

Over the past several years, departmental employees have been increasingly researching and accessinginformation online . As such, the Human Resources and Skills Development Canada (HRSDC) Library has

·seen a reduction in the use of its physical locations and in requests for research services. Taking intoaccount this trend while ensuring it is using taxpayers dollars wisely, HRSDC will no longer operate thelibraries physically located in Gatineau, Quebec and Montreal, Quebec as of March 31 2013. This closuwas part of the 2010 Strategic Review.

The plan for the disposition of the Library holdings is to offer units within the department the opportunity toidentify any resources they would like to retain and then to provide other government departments with the

opportunity to identify parts of the collection they would like. We are also working with Library andArchives Canada to identify the parts of the collection which they would like to retain. Any remainingparts of the collection would be provided to Crown Assets Disposal. The plan for the disposition of theholdings of the library was carried out in two phases:

Phase 1 - Wind down of reference services - January 13, to March 31, 2012Phase 2 - Disposition of the collections - February 1 2012, to March 1 2013

Au cours des dernieres annees, les employes du Ministere ont de plus en plus eu recours et accede aI information en ligne. Ace titre, la bibliotheque des Ressources humaines et Developpement descompetences Canada (RHDCC) a vu une diminution de I utilisation de ses emplacements reels, et, de sservices de recherche. Tenant compte de cette tendance, tout en s assurant que I argent descontribuables est utilise a bon escient, RHDCC n assurera plus Ie fonctionnement des bibliothequessituees a Gatineau (Quebec), et a Montreal (Quebec), a partir du 31 mars 2013. Cette fermeture faisaitpartie de I examen strategique de 2010.

Le plan pour la distribution des ressources de la bibliotheque est d offrir I occasion aux unites au sein du

For this section, the responses for the Minister of International Trade and the Minister of Foreign Affairs athe same.

a) The Documentation Service and library of the Canadian Cultural Centre (CCC) at the CanadianEmbassy in Paris have been closed to the public since June 21, 2012.

b), c) The decision to close the CCC's Documentation Service and library was made by the Embassy oCanada to France in consultation with the geographic branch responsible for Europe and the Department'slibrary in Ottawa. The decision was taken following an internal analysis of the mission, and the mainrationale for the closure is a significant drop in the use of the library over the past few years. As thisdecrease is partially the result of the change in user habits, the CCC collections will be made moreaccessible to their target users (researchers and academics) and combined with other collections, therebyincreasing their visibility and making it easier to access them. The Government of Canada is conscientiousin its use of taxpayers' money and makes every effort to ensure that the resources devoted to the activitiesof Canadian diplomacy are optimized. VVhile it is important to note that cost savings was not the primaryreason for the decision to close the CCC library, savings in terms of staff and acquisition budget total abo$250,000 per year.

a) Le service de documentation et la bibliotheque du Centre culturel canadien (CCC) de I'ambassade duCanada a Paris sont fermes au public depuis Ie 21 juin 2012.

b , c) La decision de fermer Ie service de documentation et la bibliotheque du CCC a ete prise parI'ambassade du Canada en France, en consultation avec Ie secteur geographique responsable pourI'Europe et la bibliotheque du Ministere a Ottawa. La decision a ete prise a a suite d'une analyse internemenee au sein de la mission, et la principale raison de la fermeture est Ie fait que la bibliotheque a connuune nette baisse de son taux de frequentation au cours des dernieres annees. Puisque cette reduction esten partie attribuable a a modification des habitudes des utilisateurs, les collections qui se trouvaient auCCC seront rapprochees de leur public cible (chercheurs et universitaires) et fusionnees avec d'autrescollectiOns, augmentant ainsi leur visibilite et leur facilite d'acces. Le gouvernement du Canada veille a butiliser I'argent des contribuables et fait tous les efforts possibles pour s'assurer d'optimiser les ressourcesconsacrees aux activites diplomatiques du Canada. Since 1 January 2012 the Department of National Defence and the Canadian Forces have not closed anydepartmental libraries and there are no plans to close any libraries in the future at this time.

The Canadian Forces Grievance Board the Office of the Communications Security EstablishmentCommissioner the Military Police Complaints Commission and Communications Security EstablishmentCanada have also provided a nil response to this question.

Le Groupe de travail charge de la gestion des coUections etablira des directives claires intention desgestionnaires de bibliotheque concernant la reduction et la disposition des collections. Le .Groupe de travail identifieraegalement les collections en double et determinera quelle biblioth9que hebergera la collection principale pour lesrevues et monographies d importance. En outre, les collections de valeur seront regroupees dans des biblioth9quesplus grandes apres I application des directives pour la gestion des collections.

The Canadian Intergovernmental Conference Secretariat (CICS) has no information to provide.D

The Transportation Safety Board of Canada (TSB) responds that; with regard to part (a), the TSB hasrecently decided that it will be significantly reducing and potentially closing its library. A comprehensivereview will begin in July 2012 and a detailed plan will be developed by the end of the year. The subsequetransition is anticipated to take approximately one year.

With regard to part (b), many publications in the TSB library have become obsolete and are no longer usedon a regular basis. Most research is now done electronically through the Internet or by accessing electronic

databases and publications. The TSB will therefore review its library services and adjust them to continuprovide value-added services to its investigators under an effective and efficient business model.

With regard to part (c), as noted in part (a), a comprehensive review will begin in July 2012.

With regard to part (d) and (e), there are no specific disposal plans at this time.

Le Secretariat des conferences intergouvernementales canadiennes (SCIC) n a aucune information aournir.

Le Bureau de la securite des transports du Canada repond comme suit: concernant la partie a), Ie BST ecemment decide de reduire considerable les activites de sa bibliotheque, voife de fermer cette derniere.

Un examen complet sera lance en juillet 2012 et un plan detaille sera elabore d ici la fin de I annee. Laransition qui suivra devrait durer environ un an.

Concernant la partie b . de nombreuses publications de la bibliotheque du SST sont obsoletes et ne sontplus regulierement utilisees. La plupart des recherches sont maintenant faites sur Ie Net ou au moyen debases de donnees et de publications electroniques . Le SST examinera donc ses services de bibliotheque et

es ajustera afin d offrir des services a valeur ajoutee a ses enqueteurs dans Ie cadre d un modele deonctionnement efficace et efficient.

Concernant la partie c , comme nous I avons indique dans notre reponse a a partie a), un examen compleera lance en juillet 2012 .

Concernant les parties d et e , aucun plan d elimination precis n a ete envisage pour Ie moment

Public Works and Government Services Canada (PWGSC), including its Special Operating Agencies, and

Agencies:

(a) PWGSC closed its Departmental Library on May 31 2012

(b) Library usage has been declining while electronic publications and online search tools have becomethe preferred choice of employees. Our main business lines maintain resource centres for businessspecific reference materials.

(c)The Deficit Reduction Action Plan exercise was conducted in 2011 and became part of the EconomicAction Plan of 2012. The winding down of the library due to declining usage was found to be consistentwith the objectives of concentrating on core functions, streamlining processes, eliminating redundanciesand overlap, and achieving savings.

(d) A formal assessment was not conducted.

(e) The department is reviewing its collection to assess the value, uniqueness and relevance of eachitem and will ensure that all of the books nd resources identified as having specific relevance to thedepartment s mandate will remain under the custodianship of PWGSC.

he collection has been made available to subject m.atter experts within PWGSC. Material hasalready been released to some federal, provincial and university institutions who expressed interestin acquiring portions of the PWGSC departmental library s collection. The department will continue toprovide internal access to a collection of archived prints of departmental publications, some of whichdate back to pre-Confederation times, in the current archives room.

f) Following the announcement of the closure of the Departmental Library, the process to have theseresources re-distributed or disposed was initiated. This re-distribution is being done in compliance withthe Library and Archives Canada Multi-Institutional Authority on the Disposal of Surplus Publications in

Government Institutions. Potential recipients of Library material were identified and these recipientscomprise four categories: PWGSC employees or branches; other federal government departments;non-federal government institutions, and the Library and Archives Canada.

(g) Multi-Institutional Disposition Authority No. 2010 004: The disposal of Surplus Publications in

Government Institutions.

Shared Services Canada (SSG):

SSC was established on August 4, 2011. The Department does not have a library.

Transport Canada is responding to changing needs and budgetary pressures. The Department is focusingon programs that are consistent with its mandate and responsibilities, ensuring that programs are bestdelivered by those best positioned to do . The library closure is also in recognition of the ever-growingcapacity of the Internet to provide access to information. As such, this streamlining measure will allowTransport Canada to better focus on its core functions.
