Pre-Feasibility Report
1. Executive Summary Waste to Energy (WTE) is the sum of processes that produce electric energy from waste.
Nowadays it has also become a safe and favorable form of energy recovery from the
environmental point of view. As such, it is currently regarded as an essential element in
the mechanism of integrated waste management, in all industrialized countries. Waste
to - energy provides the fourth "R" in a comprehensive solid waste management
program: Reduction, Reuse, Recycling, and energy Recovery.
To meet the demand of the space for proper treating and disposal of the municipal
waste in twin cities of Hyderabad, Secunderabad and its surrounding municipal areas,
Greater Hyderabad Municipal Corporation (GHMC) is proposing to take up
establishment of MSW based waste to energy power plant (2x24 MW) at its existing
Integrated Municipal Solid Waste Management Project (IMSWMP).
Hyderabad Integrated Municipal Solid Waste Limited (HiMSW Limited), a subsidiary of
Ramky Enviro Engineers Limited (REEL) has entered into a Concession Agreement with
GHMC for development of IMSWMP on 27th February 2009. GHMC has obtained
Environmental Clearance from SEIAA, AP vide letter dated 20.06.2012 for establishing
IMSWMP for processing MSW of 5500 TPD in phased manner which included waste to
energy power plant of 2 x 24 MW.
The SEIAA later on informed that the approval of waste to energy plant with a capacity
of 2 x 24 MW to a total of 48 MW was not within its purview. Upon which, GHMC, has
decided to reduce the same to 19.8 MW so that the same falls within the purview of
SEIAA and accordingly the minutes of the meeting held by SEAC dated 27.09.2013, has
revised the capacity to be 19.8 MW for the proposed waste to energy project.
The GHMC, later decided to reduce the capacity of the power plant to 19.8 MW and
submitted to SEAC vide letter dated 11.09.2013. SEAC in its subsequent meetings has
recommended for issue of amendment to EC with respect to power plant of capacity of
19.8 MW and the same was approved by SEIAA in its minutes of meeting dated
23.10.2013. SEIAA has issued amendment to environmental clearance vide its Order No.
SEIAA/AP/RRD-111/2009-5364 date: 25.10.2013, reducing the capacity of the MSW
based power plant to 19.8 MW.

2. Introduction of the Project
2.1 Identification of Project and Project Proponent
HiMSW Limited is establishing an integrated MSW project for Greater Hyderabad
Municipal Corporation (GHMC) at Jawahar Nagar to handle MSW in compliance with
MSW Rules 2016. The main objective of the proposed Integrated Municipal solid waste
processing is to collect 100% of MSW generated in the city limits and to dispose-off the
same through a most scientific and productive disposal through a combination of
processes) such as compost, pre-sorted waste and also Waste to Energy. The proposed
capacity of the WTE plant will be 4 x 600 TPD in a phased manner.
Ramky Enviro Engineers Limited is a reputed waste management company in the
country with vast experience in the Solid Waste Management (SWM) sector. HiMSW
Limited is a group company of the "Ramky Group" based at Hyderabad, which is
emerged as India's largest in the environmental sector and has pioneered the art and
engineering of SWM in India. It has established itself in the leadership position in the
country in the field of environment and infrastructure.
2.2 Brief Description of Nature of the Project
HiMSW Limited intends to set up MSW base waste to energy power plant (WTE) in a
phased manner. There will be two blocks of waste to energy plants - each comprising of
2 units of 600 TPD MSW combustors with 24 MW aggregate power generations. Thus, it
is proposed to install total 4 units of 600 TPD MSW combustors with an aggregate power
capacity of 48 MW in total. It will be implemented in phases
2.3 Need for the Project and its Importance to the Country and Region
The percentage of India's population living in cities and urban areas has increased over
the years since independence, showing the rapid pace of urbanization. This will
accelerate even further and by the year 2021 over 40% of Indians are expected to
reside in the urban area. This has been fuelled by rapid growth in industrialization,
commercialization, development of secondary and tertiary sectors of economy and
mass migration. The progressively improving standards of living, rapid urbanization and
the wasteful consumer attitudes have resulted in the increase of quantities of
municipal wastes to be-handled.
The problem of municipal solid waste management has acquired alarming dimensions in
India, like any other developing country, is fraught with many inadequacies. In addition,
it is a major economic burden on local Government & furthermore, open burning of
MSW adversely affects the environment by emitting pollutants to the atmosphere. Thus,
it is increasingly felt that the first step towards sustainable waste management
programme is to quantify factors affecting environmental quality factors affecting

environmental quality pertaining to MSW. The report of high power committee on urban
solid waste management in India stated that urban solid waste management continues
to remain one of the most neglected areas of urban development in India. Furthermore,
the disposal of the waste is by unplanned and uncontrolled open dumping at the landfill
sites.
The urban areas of India produce about 30 million tons of solid waste from household
and commercial activities every year. It is estimated that there is a potential for
generating about 1,000 MW of power from MSW in India. If this potential is to be
effectively used, it will not only contribute substantially to the overall power generation
capacity but will also give a good return on investment, apart from improving the
environment.
2.4 Demand Supply Gap
Rapid growth of industries and commerce in India necessitates uninterrupted power
supply. Therefore, all options need to be explored to generate power from conventional
and non-conventional sources. MSW provides an opportunity of tapping potential energy
to meet part of the energy demand of the country.
2.5 Imports vs. Indigenous Production
At present there are no plans of importing the MSW, only indigenously produced MSW
will be used for proposed WTE power plant. However, in future if any MSW is taken from
long distance the same will be informed to the concerned authorities.
2.6 Export Possibility
At present there are no plans of exporting the MSW to other countries as it is not techno
economically feasible, however in future if it is economically viable the same will be
informed to the concerned authorities.
2.7 Domestic/Export Markets
The power generated from the proposed waste to energy plant will be used for captive
requirement the excess will be connected to the grid.
2.8 Employment Generation (Direct and Indirect) due to the Project
Around 400 people will get direct employment by the proposed project and around 100
people will get indirect employment.

3. Project Description
3.1 Type of Project including Interlinked and Independent Projects, if any
The proposed project is a municipal solid waste based waste to energy power plant
which is a part of the integrated municipal solid waste management project, which
obtained EC for processing of 5500 TPD of municipal solid waste. The schematic
representation of processing MSW through waste to energy is shown in Figure 1.
3.2 Location (Map showing general location, specific location, project boundary and
project site layout) with coordinates
The site is located at 17° 31' 10.49" N latitude and 78° 35' 07.52" E longitude in
Jawaharnagar Village, Kapra Mandal, Medchal District, Telangana State. The location map
of the site is shown in Figure 2 and site layout is shown in Figure 3.
3.3 Size or Magnitude of Operation
The area allocated for MSW based power plant is 31.5 acres. The capacity of the power
plant is 48 MW operating in two phases (2 x 24 MW). The proposed project is sized for a
capacity of 2400 TPD MSW with four (4) boilers of 600 TPD capacity and two (2) units’
turbo generators, each of 24 MW to be implemented in phased manner. The waste
based power plant is designed to combust 2400 TPD of MSW with the gross calorific
value (GCV) 2024 kcal/kg.
3.4 Project Description with Process Details (A schematic diagram/ flow chart showing
the project layout, components of the project etc. should be given)
The proposed MSW based power plant consists of four number of steam generators
capable to burn 600 TPD of segregated MSW in each boiler, with super heater steam
outlet parameters of 45 kg/cm2, 400 C and two 24 MW extraction cum condensing turbo
generator.
The turbo generator capacity is arrived based on the actual steam quantity available to
generate power, with required margins to take care of the valve wide open (VWO)
conditions of the turbo generator and to meet various operating and upset conditions of
the power plant. The steam generator is equipped with complete required system like air
and flue gas system, fuel and ash system, feed water and steam system, dust collection
system, soot blower system, steam and water analysis system, boiler draft system,
Instrument air system, electrical system, instrumentation and control system, etc.
Each turbine will be a single bleed cum condensing machine. The steam required for the
de-aerator is taken from the bleed of the turbine. Air cooled condenser (ACC) is identified
as the condensing equipment. Steam required for the ejector and gland sealing is about

350 kg/h at 10.0 kg/cm2, is taken from live steam line through pressure reducing & de-
super heating station (PRDS).
The power plant cycle will be provided with a de-aerator serving the dual purpose of de-
aerating the feed water as well as heating the feed water with the bleed steam drawn
through the turbine. The de-aerator considered is a floating pressure type. The feed
water management program shall ensure the supply of good quality makeup water to the
system. In the proposed power cycle, from the steam supplied to the turbine, about 98%
will come back as the condensate from the ACC to the steam generator, through the feed
water heating system (de-aerator). The complete make up required for the plant
operation will be obtained from HMWSSB/borewells within site.
Makeup of required quality is considered from the water treatment plant. The makeup
for the cycle will be added in the condensate hot well and the quantity of makeup will be
controlled by the hot well level control system. Well engineered Fuel feeding and ash
handling system is considered for this project.
The power generation will be at 11 kV level. After meeting the power plant internal
consumption, the remaining power will be stepped up by a step-up transformer and
exported to the TSTRANSCO grid. The complete plant instrumentation and control
system for power plant shall be based on distributed controlled system (DCS) philosophy,
covering the total functioning requirements of measuring, monitoring, alarming and
controlling, logging, sequence interlocks and equipment protection etc.
3.5 Details of alternate sites considered and the basis of selecting the proposed site,
particularly the environmental considerations gone into should be highlighted.
No alternative sites were considered. The proposed project will be developed / operated
within the existing IMSWMP only.
3.6 Raw material required along with estimated quantity, likely source, marketing area
of final products, mode of transport of raw material and finished product.
The raw material for the proposed project is municipal solid waste, which is having the
certain calorific value suitable for power generation. The total MSW of the proposed
project surrounding areas is getting scientifically segregated, treated and disposed at the
site.
3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should
be briefly outlined.
The proposed project is based on the reuse of the municipal solid waste (RDF) which is
having certain calorific value generated in surrounding areas of the project area.

3.8 Availability of water its source, Energy/power requirement and source should be
given
The process water requirement for the proposed project is 1425 KLD. Out of that cooling
tower makeup is 750 KLD and DM plant/Boiler makeup is 675 KLD. The total power
required for operations is 7200 kW and the construction power / commissioning power /
backup power source will be met from TSTRANSCO.
3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their
management/disposal.
The wastewater of 438 KLD will be generated which includes 262 KLD from cooling tower
blow down 106 KLD from boiler blow down and 70 KLD from DM regeneration.

4. Site Analysis
4.1 Connectivity
The site is well connected with all the transportation facilities from the nearby places. SH
1 is located at a distance of 6.6 km (W) and NH7 is at a distance of 10.8 km (W). The
nearest railway station is Cherlapally railway station is at around 7 km (S) and
Secunderabad railway station is at around 13 km (SW). The nearest airport is Rajiv
Gandhi International airport is at around 35 km (SSW).
4.2 Land form, Land use and land ownership
The MSW based power plant is setting up in the existing IMSWMP in a confined area of
31.5 acres. The present land use of the site is a treatment facility of municipal solid waste
with all the modernized facilities. The land has been handed over to the HiMSW Limited
for a period of 25 year on BOT basis by GHMC.
4.3 Topography (along with map)
Topography of the site is highly uneven and undulating due to barren rocky outcrops. The
topographical map of the study area is shown in Figure 4.
4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies
(including area under CRZ)), shortest distances from the periphery of the project to
periphery of the forests, national park, wildlife sanctuary, eco sensitive areas, water
bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a
copy of the gazette notification should be given.
The existing land use pattern of the site is a municipal solid waste treatment facility
which was a dump site earlier. Nagaram RF – 0.5 km SE, Shamirpet RF - 3 km NW,
Dharmavaram RF – 3.7 km NNE, Ponnal RF – 8 km NNE, RF near Yadagiripalli - 5.5 km NE,
Kesaragutta RF - 9.7 km NE, these are few reserved forests which are present within the
study area. Kapara Cheruvu – 4.5 km SW, Rampalli Cheruvu – 7 km SE, Shamirpet
Cheruvu - 9 km N are water bodies existing within the study area. There are no National
Parks, Wildlife Sanctuaries within the study area of the proposed project.
4.5 Existing infrastructure
The site is well equipped with all the infrastructure facilities like security room,
administrative building, R&D building, vehicle maintenance shed, weigh bridge, electrical
utility area, toilet block, etc., are present within the existing IMSWMP and the same will
be used for the proposed MSW based waste to energy power plant.

4.6 Soil classification
Geologically the area around MSW site falls under hard rock terrain. The chief rock
formation is granites of archaean age. Three varieties of granite formations occur in this
area they are pink granites, grey granites and intermixed granites of grey and pink. Out of
these the grey granites are more dominating. These granites are exposed only in the
elevated lands in the form of sheet rock and at high altitude hills. The low laying areas
are covered with red moram soil, which is derived from the granite rocks in the process
of sub-aerial and aerial weathering.
4.7 Climatic data from secondary sources
The climatological data of the proposed project available from secondary sources like
IMD (Hyderabad) is given in Table 1. The average temperature and rainfall of the area
from 2000 – 2012 is shown in Figure 5 and Figure 6.
4.8 Social infrastructure available
Social infrastructure facilities like Hospital, School, College, Temple, etc., are available
within the nearby village/city.

5. Planning Brief
5.1 Planning concept (type of industries, facilities, transportation, etc.) Town and
country planning/ Development authority classification
The proposed waste to energy power plant based on MSW will be developed in two
phases within the existing IMSWMP. The project area falls within the GHMC limits having
all required infrastructure (power, roads, water lines, etc.).
5.2 Population projection
There will be an influx of 400 to 500 people to the area due to the proposed project.
5.3 Land use planning (breakup along with greenbelt etc.).
The total area allocated for MSW based waste to energy power plant is 31.5 acres out of
total area of 351.12 acres. The detailed land breakup of total area is given in Table 2.

5.4 Assessment of Infrastructure demand (physical & social)
There will be a minimum influx of people to the area due to the proposed project, as the
major manpower will be employed from the nearby villages. Hence the infrastructure
available is sufficient to accommodate the demand.
5.5 Amenities/Facilities
All the amenities/facilities like security room, administrative building, toilet block, etc.,
are present within the existing IMSWMP and the same will be used for the proposed
MSW based waste to energy power plant.

6. Proposed Infrastructure
6.1 Industrial area (processing area)
The site is well established with all the facilities as it is an existing IMSWMP operating
from last few years, previous to this the area was used as an open dumping area of MSW.
6.2 Residential area (non-processing area)
No residential area is proposed within the project site
6.3 Greenbelt
A 15 m wide greenbelt was developed all around the existing IMSWMP and the total area
allocated for greenbelt development is 7.12 acres out of 351.12 acres. In addition to this
existing old dump was capped and brought under green cover and in future completed
sanitary landfill facility will be brought under green cover once the landfill area is
completely occupied by MSW. The list of plants proposed for greenbelt is given in Table
3.
6.4 Social infrastructure
Social infrastructure facilities like hospital, school, college, temple, etc., are available in
area, as the proposed project is part of the GHMC area.
6.5 Connectivity (traffic and transportation Road/Rail/Metro/Water ways etc.)
The site is well connected with all the transportation facilities from the nearby places. SH
1 is located at a distance of 6.6 km (W) and NH7 is at a distance of 10.8 km (W). The

6.6 Drinking water management (Source & Supply of water)
The drinking water required for the proposed project will be taken from
HMWSSB/borewells within site.
6.7 Sewerage system
The domestic waste water generated from the proposed project will be sent to septic
tank followed by soak pit. The process water will be treated and reused for various other
uses.
6.8 Industrial Waste Management
The total ash generated from the proposed MSW power plant will be maximum of about
244550 TPA (for both blocks of 24 MW WTE put together). Dry fly ash collected from the
bag filter hoppers and the economiser hoppers and the ash collected from the furnace

bottom, Evaporator / super heater bottom hoppers can be used for landfilling, cement or
brick manufacturing.
The reuse potential of MSW incinerated ash in the light of toxicity and compressive
strength is prone to huge variation due to the heterogeneous composition and higher
moisture content of the solid waste. Higher concentration of heavy metals and some
hazardous chemicals are observed in the fly ash of existing MSW fired WTE facilities. The
bottom ash collected from the furnace bottom is observed with relatively less
concentration of hazardous material. The MSW ash contains non-combustibles such as
metals, glass, concrete, brick, etc. The ash is not preferred for any other use and is
disposed in landfills.
6.9 Solid waste management
Domestic solid waste of 80 kg/day generated from the admin building and workshops will
be sent to the composting plant after proper segregation.
6.10 Power requirement & supply/ source.
The total power required for operations is 7200 kW and the source is from TSTRANSCO.
Once the power plant will be fully operational the power requirement will be met from
the same and excess will be interconnected to TSTRANSCO substation at Malkaram.

7. Rehabilitation and Resettlement
(R&R) Plan
7.1 Policy to be adopted (Central/State) in respect of the project affected persons
including home oustees and landless laborers (a brief outline to be given)
The proposed project is developing within the existing IMSWMP and hence there is no
rehabilitation and resettlement is envisaged.

8. Project Schedule & Cost Estimates
8.1 Likely date of start of construction and likely date of completion (Time schedule for
the project should be given).
The project will be started after getting all the necessary approvals from the regulatory
authorities viz., MoEFCC, TSPCB, etc.
8.2 Estimated project cost along with analysis in terms of economic viability of the
project.
The estimated cost of the project is Rs.720 crore.

9. Analysis of Proposal
(Final Recommendations)
9.1 Financial and social benefits with special emphasis on the benefit to the local
people including tribal population if any, in the area.
Overall the proposed project will have a positive impact on the people and surroundings.
Due to the project employment options to the locals will be increased which improved
their livelihood. Incineration of MSW allows huge savings at the landfill as the volume of
MSW is reduced almost to 20% in the form of ashes and slag as compared to the original
waste volume.
