EXTRACTS FROM THE DOCUMENT “TOWARDS A STRATEGY FOR SCOUTING”

At the 31st World Scout Conference in Melbourne, Australia in January 1988, a document called “Towards a Strategy for Scouting” was presented and adopted.That document described six major issues whichare obstacles to the development of Scouting in many parts of the world. These issues include Mission and Youth Programme.

Mission

There is a potential danger of departing from the mission of Scouting, as described in the Constitution, namely:

1. An educational movement which uses recreational means to achieve its aims - and not simply a recreational movement which tends to be how it is perceived...

2. A movement intended to prepare an individual to make a positive contribution to society, and therefore closely related to social realities - and not divorced from them...

3. A movement for young people of all ages, which is particularly suited to the adolescent age-group - and not primarily a children's movement.

These three essential and inter-related elements of the mission of Scouting risk being subordinated or lost, which would constitute a threat both to the role and image of Scouting. They are therefore of criticaland general concern, and have important implications for practically all aspects of the work of national associations.

Youth Programme

Weakness in the area of Youth Programme, which is the means by which Scouting's purpose is achieved and is the key to attracting and retaining members, is perhaps the single most important issue facingScouting.

1. There is a lack of understanding of what constitutes “Youth Programme” in Scouting. It is often mistaken for simply “activities”, or the “progressive scheme”, ignoring other elements such as education,method, structure and style. Moreover, leaders, in particular those who are new to Scouting, often do not understand that the programme is based on the principles of Scouting and is the means to achievingthe purpose of Scouting.

2. There is a need to continuously develop and deliver an educational youth programme adapted to the needs of young people in the society in which they live, and based on the fundamentals and method ofScouting.

DEFINITION OF YOUTH PROGRAMME

Youth Programme is the totalityof what young people do inScouting (the activities), how it isdone (the Scout method) and thereason why it is done (the pur-pose)

Totality: Youth Programmecovers the complete span of ayoung person's experience in theMovement. It is a progressiveprocess of education and personaldevelopment.

What: Youth Programme encom-passes all activities in whichyoung people in Scouting takepart. They must be attractive andchallenging to young people.

How: Youth Programme, funda-mentally, uses the Scout methodin carrying out its activities.

Why: Youth Programme is themeans of achieving the purpose ofScouting, based on its fundamen-tal principles.

The Youth Programme of anassociation should be evaluatedregularly. A major review shouldbe carried out at least every 5-10years.

A Youth Programme resultingfrom this process of programmedevelopment will reflect the unityof Scouting through its purposeand method, which are funda-mental; and the diversity andflexibility required to respond tothe variety of social, geographical,economic and other situations.

DELIVERY OF YOUTH PROGRAMME

Youth Programme is implementedthrough a partnership betweenyoung people and adult leaders,taking into account the partici-pants' interests, needs and abili-ties.

A high quality Youth Programme,which is attractive to youngpeople and is perceived to berelevant to the social reality inwhich it is offered, will alsoattract adult leaders committed tosupporting its implementation.

PROCESS OF YOUTH PROGRAMMEDEVELOPMENT

Programme development is theprocess of regularly reappraisingand adjusting the Youth Pro-gramme of a national Scoutassociation to suit the changingneeds and aspirations of youngpeople in their society and thusimprove its quality.

Youth Programme developmentrequires:

• reflection on the purpose,principles and method ofScouting;

• analysis of recent trends in theneeds and interests of youngpeople and the society inwhich they live;

• consideration of the aims,objectives and priorities of thenational Scout association;

• evaluation of practical experi-ence with the current YouthProgramme.

Those responsible for YouthProgramme and Adult LeaderTraining in a national Scoutassociation should, together:

• analyse the role of leaders,

• identify their training andpersonal development needs,

• evaluate the effectiveness ofthat personal development interms of its impact on theimplementation of the YouthProgramme.

RESPONSIBILITY OF A NATIONALSCOUT ASSOCIATION

The development and delivery ofan effective Youth Programmewhich achieves the purpose ofScouting is the responsibility ofeach national Scout association.In each association there shouldbe a National Programme Com-missioner and an appropriateNational Programme Committee(or equivalent titles) charged withthis responsibility as their maintask and backed by the necessaryfinancial and human resources.

The national Scout associationshould ensure that those respon-sible for Youth Programme andAdult Leader Training cooperateclosely.

RESPONSIBILITY OF THE WORLDORGANIZATION OF THE SCOUTMOVEMENT

The responsibility of the WorldOrganization of the Scout Move-ment in relation to Youth Pro-gramme is twofold:

• To promote unity in the ScoutMovement through the YouthProgramme in national Scoutassociations which expressesthe fundamentals of Scoutingand maintains its specificcharacter.

• To stimulate the ongoingdevelopment of the YouthProgramme in national Scout

society and the fundamentalsof Scouting.

The World Programme Policy isalso based on the World Organi-zation of the Scout Movement'spriorities outlined in the docu-ment “Towards a Strategy forScouting”. That document identi-fied weakness in the area ofYouth Programme, which is theprincipal means by which Scout-ing's purpose is achieved and isthe key to attracting and retainingmembers, as perhaps the singlemost important issue facing Scout-ing; and made Youth Programmethe first priority in WOSM's sup-port to national Scout associa-tions.

Taking these factors into consid-eration, the World Committeeconcluded, in 1989, that thedevelopment of a World Pro-gramme Policy, as a frameworkfor the work of national Scoutassociations in this field, wasindispensable.

This document has been preparedby the World Programme Commit-tee and the Programme Service of

the World Scout Bureau, to sup-port the adoption and implemen-tation of the World ProgrammePolicy.

INTRODUCTION BACKGROUND

The World Programme Policyresponds to the request containedin Resolution 3/88 of the 31stWorld Scout Conference, (Mel-bourne, 1988) which stated:

The Conference, recognizing thecrucial importance of a relevantyouth programme for the contin-ued growth of Scouting thoughoutthe world

• urges national Scout organiza-tions to strengthen their pro-gramme development functionsand to take advantage ofavailable materials on pro-gramme development,

• calls on the World Committee toestablish guidelines for theprogramme developmentfunction in national Scoutorganizations and to continueefforts to help them develop andimprove their youth pro-grammes, to reflect the needsand aspirations of youngpeople today, the needs of

WHY A WORLD PROGRAMMEPOLICY?

Weakness in the area of YouthProgramme is identified in thedocument “Towards a Strategy forScouting” as one of the six majorissues which hinder the growthand impact of Scouting.

There is a lack of understandingof what constitutes Youth Pro-gramme in Scouting and manyleaders often do not understandthat the programme is based onthe fundamental principles ofScouting and is the means toachieving the purpose of Scout-ing.

There is a need in all countries tocontinuously develop and deliveran educational Youth Programmeadapted to the needs of youngpeople and the society in whichthey live, and based on thefundamentals and method ofScouting.

WHAT IS THE WORLD PROGRAMMEPOLICY?

The World Programme Policy is astatement which provides guide-lines for the ongoing develop-ment of the Youth Programme innational Scout associations.

The World Programme Policyincludes:

• a definition of Youth Pro-gramme;

• the process of Youth Pro-gramme development;

• the relationship betweenYouth Programme develop-ment and its delivery;

• the infrastructure necessary tosupport the development anddelivery of the Youth Pro-gramme.

The World Programme Policy isbased on the principle of volun-tary acceptance by each nationalScout association of the need forcoordinated development of itsYouth Programme as a continu-

ous process of education ofyoung people of various ages.Thus, the policy encourages aprocess of adaptation and change(“evolution”) to be applied toYouth Programme, rather thanoccasional major change (some-times characterized as “revolu-tion”) such as was experienced insome Scout associations in the1960s.

The World Programme Policyaims to encourage each nationalScout association to establish thenecessary infrastructure andallocate the necessary resourcesto carry out effectively its respon-sibility for the development anddelivery of its Youth Programme.

Moreover, there are indications insome countries of a departurefrom the mission of Scouting

• as an educational Movementwhich uses recreational meth-ods to achieve its aims;

• as a Movement which isintended to prepare an indi-vidual to make a positivecontribution to society andtherefore closely related tosocial realities;

• as a Movement for youngpeople of all ages which isparticularly suited to theadolescent age range.

Notwithstanding these observa-tions, many national Scout asso-ciations will find that their ap-proach to Youth Programme isalready consistent with the WorldProgramme Policy; for theseassociations, the policy will be anaffirmation of their position.

On the other hand, many asso-ciations will find in the WorldProgramme Policy a new direc-tion; for them, the policy will

adult leaders was introduced.Structures were established inassociations to support this dual"training" responsibility and“trainers” were appointed tolook after both functions.

Since there was no identifiedneed for development of theprogramme for young people,leader training was the areawhich received attention. B-P,perhaps unknowingly, contrib-uted to this by establishingattractive recognition systems forthose who took training and fortrainers. The field of trainingalso benefitted from develop-ments in content and methodstaking place outside Scouting,which were transferable for usein the Movement. Programme,however, in the Scouting sense,benefitted from none of thesethings and remained traditionaland unchanged.

Over time, a developmentprocess evolved for leadertraining. Eventually, this processbecame accepted for youngerage groups. This led to a changeof emphasis, from Scouting as a

“set of activities” to Scouting as a“method”, which could beapplied to new activities andprojects. Youth Programme thusbecame distinct from AdultLeader Training.

As Scouting’s “programmes”began to evolve and needed tobe updated, many associationschanged their structures to dealwith the new circumstances andprogramme development oc-curred in a more or less system-atic way. However, many asso-ciations did not adapt; thetraditional “training”-focusedstructures, positions and respon-sibilities remained and pro-gramme development did nottake place.

Today, the position of NationalTraining Commissioner (and alsothe training team) is a well-established feature of Scouting,having been encouraged overthe years through World TrainingPolicy statements, recognitionsystems, etc. Consequently,these appointments exist invirtually every national Scoutassociation and the role and

provide helpful guidance for theestablishment of the necessaryinfrastructure and the allocationof appropriate resources to carryout their Youth Programmeresponsibilities.

EVOLUTION OF YOUTHPROGRAMME

The World Programme Policy is anatural step in the evolution ofthe Youth Programme in Scout-ing.

The concept of Youth Prog-ramme in Scouting, as we knowit today, has evolved only inrelatively recent years.

At the beginning, Scouting'sprogramme was perceived as afixed set of activities, designed byB-P himself and published in“Scouting for Boys”, and there-fore not considered to be subjectto evolution or change. Scoutingprovided “training” for youngpeople to become good citizens.(Some associations still refer tothe “training sections” of Cubs,Scouts, etc.). Later, training for

responsibilities, certainly in termsof adult leader training, are easilydefined and well accepted.

The same can not be said forNational Programme Commis-sioner, a title not previouslyestablished in policy and a posi-tion not universally created innational Scout associations.

Responsibility for Youth Pro-gramme therefore is said to lie, inmany associations, with the ChiefScout or Chief Commissioner (orsomeone with a similar title), orwith a team of section commis-sioners. In some associations, itlies with the National TrainingCommissioner and/or the trainingteam.

In any of these cases, it is unlikelythat the responsibility for YouthProgramme will receive the dedi-cated attention it deserves.

For example, a Chief Scout orChief Commissioner, as the seniorvolunteer leader in an association,usually carries total overallresponsibility for the affairs of theassociation and therefore can not

be expected to devote muchdetailed attention to YouthProgramme needs. Such leaderswill usually have appointed aNational Training Commissioner,to whom responsibility for adultleader training has beendelegated. But most often theyhave not appointed a NationalProgramme Commissioner,whose principal responsibility isthe development of the YouthProgramme.

In the case of a team of sectioncommissioners (Commissionerfor Cubs, Commissioner forScouts, etc.) the question be-comes one of overall leadership,responsibility and coordination.Who fulfills this function? TheChief Scout or Chief Commis-sioner? If that is the case, thesame concerns described aboveapply.

Finally, where National TrainingCommissioners or training teamsare also charged with YouthProgramme responsibilities, theconcern is one of conflictingpriorities. It is unlikely that both

functions can be adequatelycarried out by one person or evenone group of people. AdultLeader Training and Youth Pro-gramme each require primarycommitment from dedicatedvolunteer and professional lead-ers whose responsibilities areclearly defined and separate.

reach the young people whowish to be Scouts.

• A support infrastructure,staffed by qualified and activeleaders, to carry out pro-gramme development andmonitor the effectiveness ofthe programmes of each agesection.

The World Programme Policyrelates to these four dimen-sions of Youth Programme byincluding:

• A definition of Youth Prog-ramme showing the relation-ship of activities to the Scoutmethod and to the educationalpurpose and fundamentalprinciples of Scouting.

• The process of Youth Prog-ramme development and anemphasis on the importance ofcontinuous review and devel-opment of an educationalYouth Programme adapted tothe needs of young people inthe society in which they live.

Scouts through the Youth Pro-gramme will not meet the de-manding standards young peopleseek and deserve.

These four elements of YouthProgramme are:

• A programme for each agesection comprising activitiescarried out according to theScout method and designed toachieve the purpose of Scout-ing.

• Regular and systematic prog-ramme development to ensurethese programmes remain up-to-date and in tune with mem-bers’ interests, while remainingfaithful to the fundamentalprinciples and method whichare timeless and universal.

• An appropriate “deliverynetwork” in the form of anadequate number of trainedleaders to make sure theprogrammes of each agesection are implemented asthey were designed to be and

EXPLANATION INTRODUCTION

The Youth Programme in Scout-ing is the total experience whichScouting offers to a young per-son. It is more than simply theactivities that Scouts take part in.

Through the Youth Programme,Scouting provides its memberswith a process of personal devel-opment to help them to becomebetter citizens - of their village orcity, their country and the world.The Youth Programme comprisesthe what, how and why ofScouting; the activities themselves(camping, hiking, fish-farming orwhatever), carried out in accord-ance with the Scout method, aresimply the means of achievingthe end: the purpose of Scouting.

A national Scout associationwhich sets out to provide a high-quality Scouting experience for itsmembers must consider fourinter-related dimensions of YouthProgramme. All four dimensionsare essential; if any one or moreof them is missing or deficient,the quality of Scouting offered to

between the ages of eighteenand twenty-five. It is a progres-sive process of education andpersonal development throughlargely recreational means.

What: The Youth Programmeencompasses all activities thatyoung people in Scouting takepart in: camping and outdoorsactivities, community service andcommunity developmentprojects, earning standard andproficiency badges, games,ceremonies, patrol and troopmeetings, etc. All of these musthave one thing in common: theymust be attractive and challeng-ing to young people.

How: The Youth Programme inScouting has one fundamentaldimension which determineshow it is carried out: the Scoutmethod. As defined in the Con-stitution of the World Organiza-tion of the Scout Movement, theScout method is:

a system of progressive self-education through:

• The relationship betweenYouth Programme develop-ment and its delivery to youngpeople by adult leaders.

• The infrastructure necessaryto support the development ofthe Youth Programme, includ-ing the responsibility of na-tional Scout associations forYouth Programme and theroles of a National ProgrammeCommissioner and NationalProgramme Committee; andthe responsibility for YouthProgramme of the WorldOrganization of the ScoutMovement.

The basic principle of the WorldProgramme Policy is the volun-tary acceptance by each nationalScout association of the need forcoordinated development of itsYouth Programme. The policy,therefore, encourages nationalScout associations to apply anongoing process of adaptationand change to Youth Programme,rather than undertake occasionalmajor change such as occured in

some Scout associations in the1960s.

The policy emphasizes both theunity and diversity of the YouthProgramme of Scouting: unity ofpurpose and method of Scouting,and diversity in the form thatYouth Programme takes toaccommodate the variety ofsituations in which it is offeredto young people.

WHAT IS YOUTH PROGRAMME? - ADEFINITION

Youth Programme is the totalityof what young people do inScouting (the activities), how it isdone (the Scout method) and thereason why it is done (the pur-pose).

Totality: The Youth Programmein Scouting covers the completespan of a young person's experi-ence in the Movement. It startswhen the youngest member joinsthe Movement, typically some-where between the ages of sixand eight, and ends when theoldest member leaves, usually

• A promise and law.

• Learning by doing.

• Membership of small groups(for example the patrol), in-volving, under adult guidance,progressive discovery andacceptance of responsibilityand training towards self-government directed towardsthe development of character,and the acquisition of compe-tence, self-reliance, depend-ability and the capacities bothto cooperate and to lead.

• Progressive and stimulatingprogrammes of varied activitiesbased on the interests of theparticipants, including games,useful skills, and services to thecommunity, taking placelargely in an outdoor setting incontact with nature.

Why: The Youth Programme isbased on the principles of Scout-ing - duty to God, duty to othersand duty to self - and is themeans to achieving the purposeof Scouting:

THE PROCESS OF YOUTHPROGRAMME DEVELOPMENT

Programme development is theprocess of regularly reappraisingand adjusting the Youth Pro-gramme of a national Scoutassociation to suit the needs andaspirations of young people intheir society and thus improve itsquality.

Programme development is basedon:

• reflection on the purpose,principles and method ofScouting; these constitute thefoundation on which the YouthProgramme is built.

• analysis of recent trends in theneeds and interests of young

substantial change in the contentor design of the programme.

Among the critical indicators ofquality in Youth Programmewhich may be considered inprogramme development are:

• an increase in membershippenetration (ratio of membersto available youth population);

• an increase in the numbers ofmembers receiving certainadvancement awards or ranks;

• an increase in participation incertain types of activities, forexample camps, jamborees;

• the visibility and positiveimage of Scouting, both withinthe Movement and externally,and its perceived relevanceand usefulness to society.

The Youth Programme of anassociation should be evaluatedregularly, through formal andinformal means, and adjustmentsmade as required. A major reviewof the Youth Programme shouldbe undertaken at least every 5-10years; carried out according tothe process described above, thiswould normally lead to more

people and the society inwhich they live; in our rapidlychanging world, the continuedrelevance of the Youth Pro-gramme depends on an appro-priate response to this analysis.

• consideration of the aims,objectives and priorities of thenational Scout association; thisincludes the formulation ofappropriate educational objec-tives for the Youth Programmeof each age section.

• evaluation of practical experi-ence with the current YouthProgramme; this should takeinto consideration feedbackfrom participating members.

A Youth Programme resultingfrom this process of programmedevelopment will reflect the unityof Scouting through its purposeand method, which are funda-mental; and the diversity andflexibility required to respond tothe variety of situations andmilieux (social, geographical,economic, etc.) in which it oper-ates.

THE RESPONSIBILITY FOR YOUTHPROGRAMME OF THE WORLDORGANIZATION OF THE SCOUTMOVEMENT

The responsibility of the WorldOrganization of the Scout Move-ment is to assist national Scoutassociations in the developmentof relevant Youth Programmeswhich are at the same time faith-ful to the fundamental principlesand method of Scouting andadapted to meet the needs andaspirations of young people intheir respective societies.

The World Organization carriesout this responsibility through itsvolunteer and professional struc-tures - the World ProgrammeCommitee and the World ScoutBureau respectively. (See An-nexes 3 and 4.)

THE DELIVERY OF YOUTHPROGRAMME

The delivery (implementation) ofthe Youth Programme lies in thehands of adult leaders, workingin partnership with youth mem-bers; they provide programmesof varied activities, based on theparticipants’ interests, to youngpeople in each age section.

A high quality Youth Prog-ramme, which is attractive toyoung people and is perceived tobe relevant to the social reality inwhich it is offered, will alsoattract adult leaders committed tosupporting its implementation.

The Youth Programme must beimplemented in the manner inwhich it was designed (i.e. inkeeping with the Scout method).

The National Programme Com-missioner and the NationalTraining Commissioner togethershould analyse the role of lead-ers, identify their training andpersonal development needs andevaluate the effectiveness of that

personal development in terms ofits impact on the implementationof the Youth Programme.

Adequate specifically designedsupport materials (handbooks,etc.) must be available to supportthe implementation of the YouthProgramme.

THE RESPONSIBILITY FOR YOUTHPROGRAMME OF A NATIONALSCOUT ASSOCIATION

The development and delivery ofan effective Youth Programmewhich achieves the purpose ofScouting is the responsibility ofeach national Scout association.In each association there shouldbe a National Programme Com-missioner supported by a Na-tional Programme Committee (orequivalent titles) charged withthis responsibility. (See Annexes 1and 2.)

Programme development is themain task of those responsible forYouth Programme in a nationalScout association.

The production of handbooksand other materials to support theimplementation and delivery ofthe programme is also a task ofthose responsible for YouthProgramme.

Those responsible for YouthProgramme should cooperateclosely with the National TrainingCommissioner and the trainingteam who are responsible for thetraining and development of adultleaders to ensure the right qualityin the delivery of the YouthProgramme.
