1. INTRODUCTION
Welcome to Pengerang Deepwater Terminal. We wish you a safe and productive time during your stay
at our Terminal. Below are some guidelines which will be of use to you. This Information Booklet has
been compiled for your information and guidance and contains the essential requirements for safe
operations at the Terminal. The following instructions are not intended in any way to replace other
relevant and appropriate official publications.

While care was taken in ensuring the correctness of this Information Booklet, Pengerang Marine
Operations Sdn Bhd (PMOSB), its agents, officers and employees (hereinafter defines as “We”) make
no representations, guarantees or warranties as to the accuracy, reliability and completeness of any
information, materials or graphics contained in this booklet.
PMOSB does not accept any responsibility for any error, omission or for the consequences of using
this Information Booklet for any purpose whatsoever. Masters of vessel are free and welcome to seek
further clarification on any other matters.
2. TERMINAL DESCRIPTION
The Terminal is located along the southern coast of the State of Johor in the district of Pengerang
between Tanjung Ayam and Tanjung Kapal (Figures 1 and 2).
Pengerang Deepwater Petroleum Terminal (PDPT) in short, Pengerang Deepwater Terminal, has
multiple phases of developments, owned by different stakeholders. The first phase is developed by
Pengerang Independent Terminals Sdn Bhd (PITSB). PITSB is an independent storage terminal jointly
owned by DIALOG, VOPAK and the State Secretary, Johor Incorporated.
PITSB’s development consists of tank storage facilities, erected on reclaimed land and a jetty with 6
berths, designed to handle petroleum tankers in the range of 1,000 – 370,000 DWT. Jetty 1 may be
expanded with an inner finger pier in the future accommodating initially three extra berths (numbers
607 till 609).
PMOSB is the sole entity which will coordinate and facilitate marine services in and around Pengerang
Deepwater Terminal.

The location of the site is within the Pasir Gudang port limits, which is under the jurisdiction of Johor
Port Authority (JPA). JPA is vested with the powers under the Port Authorities Act (1963) to regulate
all marine and port activities within Pasir Gudang port limits.

4. WEATHER
Normal historic weather conditions are as follows:
General direction of prevailing winds : 135 – 180° (S/SE) (South /South East)
Average Wind Speed : 0 - 15 knots
Current directions : 90 / 270° (Ebb / Flood)
Current speed : 1.0 – 2.7 knots
Waterfront is well shielded from tsunami risks and NË monsoon generated swells on South China Sea
by surrounding land masses.

5. NOTICE OF ARRIVAL
All incoming vessels are to call Pengerang Deepwater Terminal on VHF Channel 77 and to update
ETA three (3) hours prior to arrival. Vessels will be advised by the VTMS Operations Control Room for
anchorage position if need be before Pilot boards.
Vessels are required to provide arrival information as below:
1. Vessel Name and Call sign
2. ETA, GRT and LOA
3. Last port of call
4. Arrival Draft
5. Crew List
6. Commodity onboard with volume (tonnage), if any.
Masters of vessels are responsible for all required documentation for entry into the Terminal. Masters
are advised to check with their local agents for the most up-to-date list of required port entry
documents.
6. PILOT BOARDING AREA (PBA)
There are two (2) Pilot boarding grounds, one in the west and one in the east. They are respectively
referred to as the West Pilot Boarding Ground (WPBG) and the East Pilot Boarding Ground (EPBG).
They are located at positions:-
1. Latitude 01019.351’ North, Longitude 104
0 15.634’ East. (The East Pilot Boarding Ground - EPBG)
2. Latitude01017.769’ North, Longitude 104
0 08.040’ East. (The West Pilot Boarding Ground - WPBG)

Pilot Boarding Details: The Pilot Boat has an orange hull and white superstructure. The word “JOHOR
PORT PILOT” is painted in dark blue letters on the side of the superstructure.
Vessels are requested to contact the Pilot Boat at least 3 hours before arrival at the EPBG and WPBG
on Channel 11 or 77 for Pilot instructions.
The lowest rung of the Pilot ladder should be rigged 1.5m (5 ft approximately) above the waterline. If
the vessel’s freeboard is more than 7m, a combination ladder is required.
When boarding, the Pilot ladder shall be positioned at a location as requested by the Pilot.
Man ropes shall be provided during disembarkation of Pilot.
NO boat ropes shall be utilised.
Recommended vessel’s speed is 4 knots or equivalent to maintain manoeuvrability.
For reference the IMO / International Maritime Pilots’ Association (IMPA) standard placard detailing the
rigging of Pilot ladders is shown below. Vessels must comply with the JPB Pilot ladder requirements.
Pilotage
Vessels entering and departing PDPT are required to have a Pilot on board. Pilot services are
provided by JPB upon request by the ship Master through PMOSB. Vessels may enter and depart the
Terminal during daylight or night hours. Movement orders are the responsibility of the Terminal User or

their designee. A minimum of three (3) hours in advance notice is required for both vessel arrivals and
departures.
Mooring Line Assistance
Mooring line-handling services is provided by PITSB. The mooring sequence will be determined and
communicated by the Pilot or the ship’s Master to the Loading Master via VHF or Walkie Talkie.
Master Pilot Exchange between Vessels and JPB Pilots
There shall be a Master Pilot Exchange between the Pilots where the following minimum information is
required:
A. Completed IMO standard Pilot Information Card
B. Draft fore and aft
C. Air draft and Freeboard
D. Type of propulsion, steering gear, and astern power limitations
E. Gyro compass error
F. Any other pertinent navigational information
G. Confirmation that all of the ship’s equipment has been tested and is operating correctly.
H. The vessel’s bridge VHF radios are set on channels 16, 11 and other working channels to be
advised.
7. AUTHORITY (CUSTOM, IMMIGRATION AND QUARANTINE)
All vessels must obtain the necessary clearances from the relevant authorities, which include
Customs, Immigration, Quarantine (CIQ) and Marine Department in time prior to vessels’ arrival.
8. RELEVANT CHARTS AND NAUTICAL PUBLICATIONS
Masters are to ensure that they have the latest editions of all relevant charts and other nautical
publications for safe navigation. The main charts used for this area are :
Admiralty Chart No: BA 4042, 4043, 4044
MAL Chart No: MAL 515, MAL 6124
9. VISITOR POLICY
All crew members of vessels and visitors are required to fully comply with PMOSB’s policies at all
times while within the Exclusive Operational Area (EOA) limits (as shown in Figure 3). Failure to
comply with all PMOSB policies may result in actions up to and including removal of personnel from

the Terminal. Additionally, persistent violations of PMOSB policies by crew members of vessels, which
are not corrected by the vessel’s senior staff, may result in action against the vessel, including
stoppage of the cargo operation and, in extreme cases, expulsion of the vessel from the Terminal.
Neither the Terminal nor the Terminal users will be responsible for any costs or losses resulting from
the actions taken by Terminal personnel stemming from the failure of crew members of vessels and/or
visitors to comply with PMOSB policies.
All illegal or criminal activity observed at the Terminal will be immediately reported to the law
enforcement authorities.
It is the policy of PMOSB that no unauthorised visitors are allowed within the Terminal.
10. TERMINAL SAFETY POLICIES
All the operating entities at the Terminal subscribes to all of the safety principles and practices detailed
in the latest edition of the ISGOTT. The safety checklists used at the Terminal are the ISGOTT
checklists. Ship’s crew members are expected to comply with all of the provisions of ISGOTT when the
ship is at the Terminal and when they are passing through the secure area of the Terminal, travelling
to or from the vessel. Non-compliance with ISGOTT will result in the Terminal management taking
action as detailed in Section 3.1 above. In addition, all vessels must comply and adhere to ISPS
policies.
11. DRUG AND ALCOHOL POLICY
The drug and alcohol policy does not permit the use of any drugs or the consumption of alcohol within
the port limits. The master of the vessel shall ensure that all crew members comply strictly with this
requirement.
12. PORT SAFETY REQUIREMENTS
Vessel’s propulsion system and steering gear shall be ready for immediate use throughout the vessel’s
stay at the berth.
Immobilisation of vessel’s propulsion system and steering gear are not permitted.
Vessel shall not normally anchor inside the Exclusive Operational Area (EOA) unless otherwise
authorised.
Hot work is not permitted during the vessel’s stay at the Terminal.

13. HANDLING OF NON-BALLAST OILY WASTE GARBAGE/SEWAGE DISPOSAL
Dumping of garbage or sewage overboard, of whatever kind, is strictly prohibited. Vessels are to make
their own arrangements for such disposal at the designated anchorage areas.
14. CREW SHORE LEAVE AND REPATRIATION
Shore leave is not allowed at the Terminal. However, ship’s agents to arrange such activity from the
designated anchorages to the approved embarkation/disembarkation place.
However, in the event of any emergency requirements, special exemptions can be requested from the
Terminal for such purposes.
15. RECEIPT OF STORES AND DELIVERIES
All deliveries of stores, galley provisions, spare parts, etc. are not allowed whilst the vessel is at berth.
However, such deliveries are permitted at the designated anchorages.
16. BUNKERING
Bunkering for fuel and water are not allowed whilst the vessel is at berth. However, vessels in need of
such commodities are advised to do so at the designated anchorages.
17. REPAIRS
There are no ship repair facilities at the Terminal. Vessels may perform minor maintenance and
inspection procedures whilst at the Terminal, but they shall not perform any maintenance on any
control or propulsion system that could compromise the vessel’s manoeuvrability in any way.
18. DISCHARGE OF BALLAST WATER
There are no facilities available at the Terminal for the reception or disposal of ballast water. Vessels
in need to deballast/ballast must comply with the ballast water policy as set by the relevant Authorities.
19. TUG REQUIREMENTS
In determining the number of tug to be engaged, PMOSB together with the marine service provider
(currently JPB) will make the proper towage arrangement according with the SOP.
Masters of vessels are required to coordinate with PMOSB for their tug requirements. PMOSB is to
programme/schedule the safe berthing/unberthing of vessels.
19.1 Vessels of 300m LOA and Above
I. A minimum of four (4) 50 tonne BP Azimuth Stern Drive (ASD) or equivalent tugboats shall be
engaged for arrivals and departures.

II. A minimum of two (2) of the tugboats must be equipped with marine FiFi 1 capabilities.
19.2 Vessels of 200m to 299m LOA
I. A minimum of three (3) 50 tonne BP Azimuth Stern Drive (ASD) or equivalent tugboats shall
be engaged for all vessel arrivals and departures.
II. A minimum of two (2) of the tugboats must be equipped with marine FiFi 1 capabilities.
19.3 Vessels of less than 200m LOA
A minimum of two (2) 50 tonne BP Azimuth Stern Drive (ASD) or equivalent tugboats shall be engaged
for arrivals and departures.
19.4 Additional Tug Capability
It is the Master’s decision upon the advice of the Pilot to decide if additional tug capability is needed
over and above the minimum requirement by PMOSB.
20. TERMINAL’S NOTIFICATIONS TO ARRIVING SHIPS
When a ship is fixed for the delivery or the loading of a cargo at the Terminal, as soon as practicable
after PMOSB has been advised of the incoming ship, by her local agent, PMOSB will issue
“Instructions for Arrival” to the ship, via its agent. This notice will instruct the ship regarding its berthing
prospects following its arrival at the Pilot station, general plans for the cargo transfer, Terminal
arrangements that have been made for the supervision of visitors to the ship once they have entered
the Terminal’s secure area, requirements for PPE while inside the Terminal’s secure area, etc.
In the event that circumstances in the Terminal, in the port or elsewhere change to the degree that it
will affect the ship’s berthing prospects following its scheduled arrival, PMOSB will provide updated
berthing information to the ship via its local agent.
When the ship arrives off the Terminal and issues its “Notice of Readiness” to the Terminal, PMOSB
will issue a “Notice to Proceed” to the ship and/or to its agent. This notice will provide the ship with
relevant information regarding its transit from its arrival position to the PMOSB.
21. TERMINAL OPERATIONAL RESTRICTIONS
The Terminal is open 24 hours a day, 365 days a year, weather and sea conditions permitting. Port
entry and berthing is always subjected to the prevailing weather conditions. When transiting the port
and berthing/unberthing in conditions of reduced visibility and adverse weather, the decision to abort
the operations will be upon the advice of PMOSB. The Master, however, at his own discretion may
abide by the advice or otherwise. The following table provides a guide to the status of the Terminal
operations as it relates to prevailing weather conditions. These are guidelines, they are not hard and
fast rules. At the time that a vessel’s movement is due to be carried out, should the prevailing weather

conditions be complicated by unusual tidal flows, cross currents, or any other environmental, traffic, or
other issues, the vessel’s movement will be contingent upon the agreement of ship’s Master
and PMOSB.
22. TERMINAL OPERATIONAL STATUS – WIND CONDITIONS
22.1 Operating Wind Speed Guidelines

Terminal open for all operations.
Above 25 knots ( all direction ) Suspend all operations.
22.2 Limiting Weather Criteria
Based on the outcomes of the study, the limiting environmental parameters are as follows:
Wind Speed : 25 knots
Wave Height : 1.5 metre
Swell Height : 1.0 metre
Current Speed : 2.5 knots (ebb) and 2.7 knots (flood)
22.3 Vessel Vacating the Terminal Due to High Winds
The decision of vessel vacating the Terminal due to high winds will be upon the advice of
PMOSB. However, final decision rests on the Ship’s Master.
23. BERTH DESCRIPTION AND DOCKING PROCEDURES
23.1 Berth Capacity
The berths are designed to accommodate vessels between 1,000 DWT to 370,000 DWT tankers.
The specifications of each berth are shown below:

23.2 Berthing Procedure
Vessels are to berth stemming the tidal flow unless otherwise advised by PMOSB.
23.3 Unberthing Procedure
Unberthing vessels will be programmed accordingly upon advice from PMOSB.
23.4 Use of self-tensioning mooring winches
Mooring winches should not be left in automatic self-tensioning mode once the ship is secured
alongside. On completion of mooring, the winch should be left with the brake on and out of gear.
23.5 Mooring
Vessels will be attended to by a sufficient number of fully equipped and manned mooring boats.
The minimum number of mooring lines used will be according to the specified design of the berth.
The mooring operation will be under the supervision of the Loading Master who will coordinate
with the vessel (Pilot and Master) and all related parties onshore. The mooring arrangements are
as shown below:

24. BERTH EQUIPMENT
24.1 Approach Speed Indicator Board
Where appropriate and available, a berth will be equipped with an Approach Speed Indicator to
aid the vessel whilst berthing.
The vessel will always approach the berth at a safe speed.
24.2 Marine Loading Arm (MLA)
All berths are equipped with the appropriate Marine Loading Arms.
24.3 Gangway
All berths are equipped with the appropriate gangway as designed.

24.4 Bonding Cable
In accordance with guidelines detailed in the ISGOTT, a bonding cable is not used at the
Terminal.
25. COMMUNICATIONS
25.1 Ship-to-Shore Communications
All vessels entering the Terminal are required to contact the Terminal via Channel 77. The call
sign for the Terminal is “PENGERANG DEEPWATER TERMINAL”.
25.2 The following are the channels for VHF communication:
Channel 16 – International
Channel 11 – Johor Port Pilot and Johor Port Control
Channel 77 – PMOSB, Pilot and Terminal
Channel 72 – PMOSB, (Reserved)
26. EXCLUSIVE OPERATIONAL AREA (EOA)
The area accorded to Pengerang Deepwater Petroleum Terminal (PDPT), as shown below is an
Exclusive Area meant solely for our own operations. Vessels either transiting or bound for the Terminal
are to report to PMOSB via channel 77 on the VHF. No vessel shall impede the safe passage of
vessels navigating within the EOA.
