4 PUBLIC HEALTH MEASURES
APPLIED TO THE AIRCRAFT
4.1 Following public health measures are required to be carried out in respect of aircraft entering Sri Lanka.
(a) The pilot-in-command is required to fill in writing the Health Section of the Aircraft General Declaration Form which consist of information regarding any form of illness de-tected on board the aircraft, incinerate conditions and details of disinfecting or sanitary treat-ment carried out on board the aircraft.
(b) Any flight originating in or operat-ing via, from any of the aerodromes located in the follow-ing regions shall carry out pre-flight (Blocks away) spraying, top-of-descent spraying and hold spraying in accordance with Avia-tion Safety Notice of Civil Aviation Authority of Sri Lanka :

Cabin crew or a company desig-nated person should handover the empty cans to the Airport Health Office.
5. SUPPLY OF FUEL
5.1 The DGCA will issue instructions to the Sri Lanka Petroleum Corporation in respect of all non-scheduled flights approved by the DGCA provided the operator so requests and specifies the requirements.
6. HANDLING OF AIRCRAFT
6.1 The handling of the aircraft should be entrusted to a recognised airline
(i.e. Sri Lankan Airlines).
7. NOTIFICATION OF AIRCRAFT
ACCIDENT / SERIOUS INCIDENT
7.1 All aircraft operators as a mandatory requirement, inform the Director Gen-eral of Civil Aviation Sri Lanka of any aircraft accident or serious incident occurring within the territory of Sri Lanka or in respect of an aircraft registered in Sri Lanka and incident occurring out of the territory of Sri Lanka or an aircraft operated by an
Operator of Sri Lanka.
7.2 The Aircraft Accident/Serious Incident Reporting Procedure with the stan-dard Aircraft Accident /Serious Incident Form (CAA/AU/003) is pub-lished in the Sri Lanka AIC Nr. A01/18
dated 25th
May 2018.

3 PUBLIC HEALTH REQUIREMENTS
3.1 Passengers and crew should have their
international vaccination and inocula-
tion certificates ready for inspection by
the Airport Health Officer.
3.2 All passengers coming from any country
currently notified by W.H.O. as infected
with Plague, Ebola virus fever, or any
other infectious disease that may be
declared by the Director General of
Health Services from time to time may
be required to sign a guarantee bond to
the effect that they will present them-
selves to the Government Medical Offi-
cer close to their place of residence, for
medical surveillance up to a period that
will be decided upon by the Director
General of Health Services from the
date of arrival of any passenger in Sri
Lanka, unless otherwise stated in the
Quarantine Report Form.
3.3 All passengers arriving from Yellow
Fever endemic countries given below
shall have a valid certificate for Yellow
Fever. The Director General of Health
Services of Sri Lanka or any officer
empowered by him will act either to
keep under quarantine for a period of
six (06) days or to deport any such
passenger who fails to submit a valid
certificate.
All passengers visiting Yellow Fever
endemic countries given below shall
have Yellow Fever vaccination certifi-
cate obtained from Medical Research
Institute prior 10 days to embarkation.

3.4 Passengers and crew are not permitted
to leave the airport without the
permission of the Airport Health Author-
ity until they have completed all health
formalities at the Airport Health Office.
3.5 Private Medical Practitioners are not
allowed to issue international certifi-
cates of vaccination to passengers for
travel purposes. These have to be ob-
tained from the authorized Government
Medical Officers.
3.6 A valid Death Certificate and other rele-
vant documents are required for the
clearance of a dead body.

3. REQUIREMENTS AND PROCEDURES
TO RENDER VALID A FOREIGN FLIGHT
CREW LICENCE AND RATINGS
DGCA Sri Lanka shall render valid a
Foreign Flight Crew Licence and Ratings
issued by another Contracting State by
issuing a suitable authorization which
is referred to as Foreign Licence
Validation Certificate (FLVC), to be
carried with the relevant foreign licence
and ratings.
This certificate will specify the
acceptable privileges of the foreign
licence and ratings. Validity period of
FLVC will not be beyond the validity of
the foreign licence and medical.
Conditions to be satisfied, validity
period, conditions to exercise the
privileges, administrative assessments,
verifications, requirements and
procedures to be followed have been
specified in Implementing Standard
SN.008 which can be downloaded from

1.1 It is essential that persons engaged in air operations in territory of Sri Lanka be acquainted with relevant regulations.

8.7.7.2 The records required by paragraph 7.7.1 shall be kept for a minimum period of thirty-six (36) months after signing of the maintenance release.
9.3.1 The operator shall establish and maintain a ground and flight training programme (refer SLACP 4500), approved by the DGCA, which ensures that all flight crew members are adequately trained to perform their assigned duties.
The training programme shall:

13.5 Following an act of unlawful interfer-ence, the pilot-in-command shall sub-mit, without delay, a report of such an act to DGCA if the event occurred within Sri Lanka and to the respective designated local authority if the inci-dent occurred overseas and copy to DGCA. (Reports shall be submitted in accordance with Implementing Stan-dard S.N.006 - Aviation Occurrence Reporting System ).

1 GENERAL
The holding, approach and departure procedures in use throughout the Colombo FIR conform with the criteria contained in ICAO DOC 8168-OSP/611 (PANS-OPS)
2 ARRIVING FLIGHTS 2.1 ATC clearance or control instructions
for approach and clearance to the holding point will be issued to an arriving aircraft on initial contact by the appropriate ATC unit. The clearance will specify the clearance limit, route ,level and RNAV-1 STAR to be flown. An expected approach time may also be included in the clearance if it is anticipated that the arriving aircraft may have to be delayed prior to commencement of an approach.
2.2 An aircraft approaching an aerodrome under IFR conditions for the purpose of making a landing shall be cleared to the radio aid to carry out an instrument approach procedure as prescribed in the appropriate instrument approach chart. (Ref. Part 3,Section AD 2).
2.3 Due to the limited airspace available,
it is important that the approaches to holding patterns and the holding procedures are carried out as exactly as possible. Pilots are strongly requested to inform ATC if for any reason the approach and/or holding can not be performed as required.
2.4 In order to ensure optimum descent
profile and to minimize communication and issuance of involved instructions, system of RNAV-1 Standard Instrument Arrivals (RNAV-1 STARs) have been established at KATUNAYAKE/ Bandaranaike Intl. Airport. (Ref VCBI AD2) and Standard Instrument Arrivals (STARs) have been established at MATTALA / Mattala Rajapaksa International Airport (VCRI) on certain ATS routes.(Ref. VCRI AD2).
2.4.1 These RNAV-1 STARs and STARs
shall be used by the arriving IFR flights except when otherwise specified by the ATC.
2.5 IFR flights shall be cleared to execute visual approach provided the pilot has the aerodrome in sight and establishes continuous visual reference with the ground or water. However, the pilot-in-command shall be solely responsible for ensuring obstacle clearance from the time visual flight is assumed.
3. DEPARTING FLIGHTS
3.1 IFR flights departing from controlled aerodromes will receive initial ATC clearance from the aerodrome TWR. The clearance limit will normally be the aerodrome of destination.
3.2 To expedite departure, ATC may require a succeeding aircraft to do a “Step climb” below the altitude or level of a preceding aircraft while maintaining vertical separation as applicable.
3.3 ATC may instruct a departing aircraft to arrive at a reporting point at a specified time or at a specified level, point or time as deemed necessary to effect separation with other aircraft. The pilot-in-command shall notify ATC if these instructions cannot be complied with.
3.4 In order to ensure optimum climb profile and to minimize communication and issuance of involved instructions, system of RNAV-1 Standard Instrument Departures (RNAV-1 SIDs) have been established at KATUNAYAKE/ Bandaranaike Intl. Airport. (Ref VCBI AD2) and Standard Instrument Departures (SIDs) have been established at MATTALA/Mattala Rajapaksa Intl .Airport.(Ref. VCRI AD2) Aerodromes on certain ATS routes.
3.4.1 These RNAV-1 SIDs and SIDs shall be used by the departing IFR flights from the respective aerodrome except when otherwise specified by the ATC.

b). After pushing back, the pilot advises that the aircraft is returning to the bay.

7.9 ATC will inform the aircraft when a clearance is cancelled.

8 School And Training Flights-Technical Test Flights- Use of Runways
8.1 Training flights and technical test flights necessary for ascertaining the airworthiness of an aircraft shall be conducted only after permission has been obtained from ATC.
9. Removal of Disabled Aircraft From Runways
9.1 When an aircraft is wrecked on the runway, it is the duty of the owner or user of such aircraft to have it removed as soon as possible.
10. Ground Handling Facilities And Services
10.1 Designated Agency:
Sri Lankan Airlines is the designated agency responsible for the provision of ground handling facilities and services for all aircraft operating to / from KATUNAYAKE/Bandaranaike Intl. 11. Aircraft Parking, Marshalling and Towing.
11.1 All aircraft parking bays and aero-bridges are allocated by the tower controller with regard to aircraft type involved and the prevailing or anticipated traffic situation.
11.2 Only Nose- in parking is permitted.
11.3 All ARR/DEP aircraft irrespective of their size should make use of Marshalling Services, which will be provided by SriLankan Airlines.
11.4 Carriage of tow-bar is mandatory for the following or similar types of aircraft:
IL18, IL62, IL86, AN12, AN26, AN124.

1. It is mandatory requirement to have a Noise Certificate on board of the all aircraft arriving at VCBI.

1 Radar Services and Procedures
1.1 Aircraft will be vectored and sequenced to the appropriate final approach track (ILS, VOR) to ensure an expeditious flow of traffic. Radar vectors and flight levels / altitudes will be issued as required in order to maintain the correct landing intervals considering all factors including aircraft characteristics.
2 RNAV-1 (GNSS) SIDs and STARs
2.1.1 The RNAV-1(GNSS) SIDs and STARs are designed in accordance with the ICAO RNAV-1(GNSS) Departure and Arrival criteria as stipulated in the ICAO PANS-OPS (Doc 8168) Volume II.

2.1.2 For RNAV-1 (GNSS) operations, aircraft shall be GNSS equipped and the navigation systems shall meet ICAO RNAV-1 standard of accuracy or equivalent and should have received suitable approvals for RNAV-1 operations.
2.1.3 Operators/pilots who are not approved to fly RNAV-1 (GNSS) SIDs and STARs shall inform ATC and expect conventional route structure where applicable or expect radar vectors.
2.1.4 Pilots shall adhere to altitude,
speed, rate of climb and bank angle requirements depicted on the charts except when alternate instructions are received from ATC.
2.2 CONTINGENCY PROCEDURE 2.2.1 In the event of an aircraft experien-
cing degradation or failure of RNAV-1 System or GNSS signal, the pilot will notify the ATC of same and request a revised clearance.
2.2.2 Aircraft experiencing adverse
weather and is likely to impact the aircraft’s adherence to the cleared procedure, pilot will notify the ATC of same and request a revised clearance.
2.3 RNAV-1 (GNSS) STANDARD
INSTRUMENT DEPARTURES (SIDs) 2.3.1 RNAV -1 (GNSS) SID is a planned
ATC departure procedure published in graphic and textual form for the use of pilots and controllers.SID facilitates transition from the terminal to the appropriate route on en-route structure.
2.3.2 The RNAV-1 (GNSS) SIDs established for RWY04 and RWY22 are detailed in this section (VCBI AD2)
2.3.3 Departing aircraft approved for RNAV-1 operations shall receive appropriate RNAV-1 (GNSS) SID along with ATC clearance from Tower controller before pushback or start-up as detailed in below tables.
