Driving schools need to be regulated in SouthAfrica, says Nazeem Kisten, acting generalsecretary of the South African Driving SchoolOperators Association (Sadsoa).

This comes after the association, which hasbeen in operation for five years, found thatvery few measures are in place to ensure thatdriving instructors deliver adequate serviceto learner drivers.

“Driving instructors only need to pass theinstructors’ test before they can teach some-one how to drive,” Kisten says.

“This is not enough, because many instruc-tors learn through trial and error and don’tundergo advanced driving courses. Testingcentres are often corrupt and award certifi-cates to people who have failed the test.”

Sadsoa sent a draft bill of possible regulato-ry clauses, which they believe should assistin governing the industry, to the nationaltransport department.

Kisten says the bill states that instructors

need five years’ driving experience andtwo years’ work experience as an instruc-tor with an accredited driving school.

He adds instructors also need to be “ap-proved by the provincial transport minis-ter and should also attend a college whichoffers a rigorous driving school pro-gramme”.

The bill also looks at ways and means toregulate and accredit the driving school in-dustry. All driving schools in South Africaare unregulated as there’s no regulatorybody. More than 95% have not been accred-ited by the Transport Education TrainingAuthority (Teta).

This accreditation allows for drivingschools to apply for government and busi-ness tenders where they’ll be able to teachlearner drivers.

Kisten says tough economic times are of-ten the cause for people becoming drivinginstructors – they may have lost their jobsand have a car and some patience to teachlearner drivers. “But pop-up drivingschools, which are often called pirates, al-so need to be accredited by Teta. Accredita-tion usually costs between R25 000 andR30 000, which only the large, more estab-lished driving schools can afford,” he says.

“The only way more driving schools willbe accredited is if government reduces thelarge costs attached to accreditation andTeta approval. Large driving schools haveno issues with accrediting their business-es, because they have means to do so.”

Kisten says acquiring a driver’s licensewill become more difficult over time dueto the computerised learner’s test imple-mented at some testing centres.

This new testing means will requirelearner’s license candidates to sit in a sim-ulator to test their possible driving skills,as well as 16 hours of preparation.

He hopes to see testing yards regulatedto ensure they meet the standards set bythe bill. “Driving schools should join theassociation so they can be prepared for thepossible regulations, because by the timethe government passes the legislation noone will be able to have an unaccredited

driving school,” Kisten says. “Cars used forteaching will need to be a certain type withan operating number and all driving schoolswill need to be registered companies with anoffice and a landline.”

He further adds the regulatory body hopesto apply these stringent rules, owing to pastcases where learners paid for lessons up frontand fraudulent instructors, who operated

from cars and with a cellphone, disap-peared with their money.

A learner driver, who spoke on conditionof anonymity, says he had been requestedto pay in advance for lessons at Aubrey’sDriving Academy, which had come highlyrecommended.

“The instructor asked for the money upfront. I did not feel comfortable handingover more than R1 000 to someone I did notknow, and instead switched to a schoolwhere I (was required to) pay per lesson,”he says.

Academy owner Aubrey Richter has beena driving instructor for 15 years.

He, too, wants to see the industry regulat-ed.

“An ombudsman is needed for drivingschools where people can lodge complaintsabout schools, because the industry lacksaccountability,” he says.

He says his business asks for paymentprior to lessons as people who pay per les-son are very inconsistent and lack commit-ment.

“It’s difficult to satisfy clients all thetime. If people don’t like what they see, theyshould go to another established drivingschool and avoid the fly-by-night ones,” hesays.

Provincial transport department spokes-person Al-Ameen Kafaar says there is nolegislation to regulate driving schools.

Council workers have refused to entergang-ridden Tafelsig after witnessing abloody shooting.

Electricity department staff had beenworking in the area late last month whena man was gunned down in front of them.

Counselling has been arranged for staffaffected by the shooting.

Ward councillor Sheval Arendse saysshootings plague Tafelsig, but has gone byunreported.

In an email between City of Cape Townofficials, it was said workers were now tooafraid to go back into the area.

“These men have been working diligent-ly without question in the area for the lastfew years and they are now refusing to goback as it’s one close call after the other.I can only but agree with them as I’ve hadto talk and motivate them to go back anddeliver over and over,” the email states.

“The time has arrived when we need to ask:‘What more do we have to do?’. Daily repairsto vandalism and violence around you. Some-one needs to step in before staff are killed incrossfire or on purpose.”

Electricity department staff had been sentinto the area following a complaint of a lackof area lighting.

Mitchell’s Plain Community Police Forumspokesperson Mohammed Fazloodien saysunlit streets make it easier for criminals toconduct illegal activity.

“Lights in my street have also been off fora while. We report it, but nothing gets doneabout it,” he says.

A City official from the electricity depart-ment states in the email that shooting inci-

dents have often forced staff to withdrawfrom the area.

Tafelsig is an area of high maintenance,mostly as a result of the high incidence ofvandalism involving theft of copper cables,he says.

“Electricity department staff are alwaysbusy in the area responding to reported bro-ken lights. It must also be noted that lightsare sometimes vandalised by the gangs in or-der to keep the area in darkness for their ac-tivities to thrive,” he explains in the email.

A Tafelsig resident, who asks not to benamed, says criminals cannot be allowed torob the community of access to basic servic-es.

“They must be stopped. The president has

to do something about this. Maybe the armyshould be brought in if it means residentsare allowed to enjoy their rights includingaccess to basic services,” the 37-year-oldwoman says.

SA Municipal Workers’ Union officialssay workers have every right to refuse work-ing in volatile conditions.

Union officials were however unavailableto comment further on this matter.

Mitchell’s Plain police spokesperson Cap-tain Rewayne Muller says they are investi-gating the shooting but refused to divulgefurther details except that “no arrest so farhas been executed but we wish to appeal toanyone who can assist with information”.

ALBERTUS BOCK will not change his political alle-giance. “I see a lot of progress in the party I votedfor, and no one will be able to persuade me tovote for a different party. I have made up mymind.”

PIETER MATTHYSER says he is not registered butwould love to cast his vote. “Since I arrived in theWestern Cape I have seen a change, which issomething that motivates me to vote next in theelection. I have lived in different provinces andI only voted once in the Free State.”

CHRISTAL OCTOBER has made up her mind aboutwhich party she will be voting for. “I believe theparty will make a difference. Not only will theymake a difference, I've seen the changes theyhave been making and I love it.”

PAMELA BHONGCOSHE says she’s definitely look-ing forward to next year’s elections as she willbe voting for the first time. “I’m not registered,but I will definitely be voting next year. I will votefor the party that works for the people,” she in-sists.

SAZI MFUDISO says he is a registered voter andplans to make his mark in every upcoming elec-tion. “I am a citizen and I believe that my votecounts. My vote is my voice and I will vote forthe party who will put food on my table everynight,” he says.

So say local community struc-ture officials.

This comes after a man on pa-role was shot dead in his BeaconValley home two weeks ago.

He was gunned down in front ofcorrectional services officials.

It has been reported the victimwas signing parole papers withtheofficials presentwhen thegun-men emerged and shot at him.

Police say the shooting hap-pened in Hengelaar Street at 20:30on Friday 20 September.

Abie Isaacs, chairperson of theMitchell’s Plain Community Po-licingForum, sayswhilemanypa-rolees contravene their paroleconditions, it is the responsibilityof the community to help inte-grate ex-convicts into the area.

“There are scores of paroleesliving in Mitchell’s Plain. Everyprisoner has a right to parole andwe cannot deny them that, but wewill monitor them closely,” hesays.

Parole allows for the condition-al release of criminals froma pris-on into the community prior tothe expiration of their sentencesof imprisonment, as imposed by acourt of law.

All offenders must return to

communities at the end of theirsentences or when paroled.

Officials from the Departmentof Correctional Services thereforestress the importance of allowingprisoners an opportunity to re-integrate into the community.

Department of CorrectionalServices spokesperson SimphiweXako says all parolees must gothrough the process of social re-integration. “This refers to theprocess of facilitating acceptanceand effective readjustment of of-fenders into a community. Socialreintegration further aims to fa-cilitate and prepare the offenderfor successful re-entry into socie-ty,” he explains.

Social reintegration helps re-duce the chances of relapse andre-peat offending by exposing offend-ers to life changing opportunitieswhile incarcerated, Xako says.

“The process promotes publicsafety through monitoring thoseplaced on conditional placementas well as promoting stable socialand family relationships as theprimary enabling factor to a sta-ble life,” he explains.

But, while parolees must be al-lowed the opportunity to reinte-grate into a community, theymust be monitored, Isaacs says.

Street committee memberswere previously deployed to dothis job.

“However, we no longer havethe vibrant and active street com-mittees likeweonce did, so this nolonger happens,” Isaacs says.

Local community safety struc-tures will now be engaging withthe Department of CorrectionalServices to address the matter.

“Weneed toknowhowmanypa-rolees are living in the area. Andwe need to know what they wereconvicted for,” Isaacs adds.

With a large number of childrenbeing reported missing in the ar-ea, Isaacs says sexual offendersmust be monitored more vigor-ously. “Many become a repeat of-fender so we need to take the nec-essary precautions,” he says.

Meanwhile, there are between30 and 35 parolees living inStrandfontein.

This is according to QuentinDreyer of the local Department ofCorrectional Services.

“Most of these parolees wereconvicted for drug-related crimes,theft and house break-ins.

Feathers, glitter and show-stop-ping ensembles – this is what thecrowd can expect at the Miss GayWestern Cape pageant whichhits the Baxter Theatre thisweekend.

Spectators can look forward toan extravaganza of glitz andglamour, also featuring perform-ances from some of the dazzlingdivas who hail from the MotherCity.

The annual event was revivedfour years ago, explains BarryReid, the assistant director of thepageant.

The usually anticipated show-case fizzled out when the originalbrains behind the concept emi-grated.

“In 2009, fellow organisers andI decided to host the first pageantat the Joseph Stone Auditoriumwith a sold out audience and 25 contestants,”he says.

The following year the pageant drew tonsof attention and a film crew documented thespectacle, creating the international award-winning documentary Glitterboys andGanglands.

The stunning reigning Miss Gay WesternCape Zilin Ayoki Zhang recalls always beingfascinated by beauty pageants.

She started dressing like a woman fouryears ago.

“I didn’t know dragging existed in CapeTown. The year Miss Gay Western Cape wasrevived I decided to enter, because I was notallowed to take part in female pageants,” she

says.For Zilin, the glitz and the glamour was

the biggest drawcard.“It’s an art form and a way of expressing

myself,” she says.During her reign, her diary was filled with

appearances at social and charity eventsacross the province.

“I shaved my hair for cancer, ran soupkitchens and raised awareness for many oth-er social issues,” she explains

But the road to becoming the reigningqueen comes at a great financial and innova-tive cost.

“I had a stylist to assist me in my prepara-tion for the pageant. Together we came up

with outrageous clothing ide-as.”

Anushka Parker has en-tered the pageant since it re-turned to the Cape Townscene.

The showcase is a great wayto meet new people and she es-pecially enjoys bonding withthe girls backstage, she en-thuses.

“The night is exciting be-cause it’s the reigning queen’sfinal farewell. It is also the pin-nacle of all the hard work con-testants put into their cos-tumes.”

This is Anushka’s fifth timeentering the competition.She’s won awards for her hu-manity and personality at thepageant but is yet to be an-nounced as the queen. “Theball is in anyone’s court on thenight,” she warns.

Although Zilin says she’s never felt threat-ened, she’s aware of many drag queenswho’ve been stigmatised because of publicmisconceptions and ignorance.

“Men who dress as women are not alwaysgay. Most men who drag are gay, but this isnot the case for all drag queens. In the samelight not all drag queens want to be women,”she says.

For her, there’s nothing sexual about be-ing a drag queen – all she wants to do is enter-tain. “In my work place I’m a ‘he’ and whenI drag I’m a ‘she’,” Zilin clarifies.V Miss Gay Western Cape takes place on Saturday 5October at the Baxter Theatre. Westcape Villas for nearly a year.She says opportunistic criminals are try-

ing to instil fear in the community.“This is a neighbourhood of young cou-

ples who all work. Criminals know this andtake advantage of the fact that people arenot home during the day,” she says.Three homes have been marked in the

last week.“We suspect on-site security and sub-con-

tractors to be involved in the recent spateof break-ins as they are always on the prop-erty, but never see anything,” she insists.Lentegeurpolice spokespersonConstable

CathyMeyer says only two house break-inshave been reported to police in the lastweek.“The reported house break-ins take place

during thedaywhenresidents are atwork,”she says.Hendricks confirms this.“Most of the house break-ins happen be-

tween 13:00 and 18:00 before people arrivehome from work,” she says.One homeowner has fallen victim to theft

twice in a space of two months.“With burglar bars which are easy to re-

move and walls which are easy to chopaway at, it is no surprise that our homes arebeing burgled as often as it is,” Hendricksseethes.Another resident, who asks not to be

named, says the developer needs to engagewith the community to keep communica-tion lines open.“There are constantly sub-contractors

working in the area and because no one in-forms us. It is very easy for criminals to beposing as labourers,” she says.Meyer encourages residents to report

crime.

Three years after thelaunch of a step-by-stepaddiction plan, count-less lives have beenchanged.The Four Steps to Re-

covery programme, cre-ated by Eastridge physi-cian Dr Ellapen Rapiti,was started in Mitch-ell’s Plain and hasmushroomed to assistaddicts living across thepeninsula.The groups are de-

signed to help anyonebattling substanceabuse.At the anniversary

celebration held atWestridge High last week, Rapiti explainedthe concept took flight after he saw a needfor a free programme to help addicts andtheir families beat substance abuse.“In the short space of three years we now

have about 13 groups in theCapeFlats area,”he enthused.The programmewas last year put to paper

and an easy-to-read guide was published.Those affected by substance abuse have

nothing but praise for the programme.A 70-year-old mother says her son started

using drugs when he was 15 years old.“All my life, I have been blaming myself

for that, thinking I did something wrongwhile raising him,” she says.The mother has been part of the pro-

gramme for two years and the help she gothas been “overwhelming”.“Five years, ago I lost my daughter-in-law

to an overdose. Two years later I lostmy oth-er son. He didn’t die of drugs but he was auser. My eldest son is now 40-years-old andis still an addict,” she says.

She has been in and out of different sup-port groups, but got fed-up as she could notfind any help.But, she says, things changed when she

joined Four Steps.“I learned to forgive myself. I taught my-

self that I should not take the blame for mychildren’s behaviour; theymade their choic-es by using drugs. Now they have to sufferthe consequences, not me,” she says.Rapiti says recovery involves the user and

the family.He is currently translating the book into

Xhosa and Afrikaans, but would love to seeit translated into the 11 official languages.Although the programme is also used by

drug rehab centres, Rapiti says the only sup-port he is getting is empty promises fromgovernment.“Our biggest challenge is a lack of spon-

sorship from government and business peo-ple. We do not have a proper venue to attendour meetings. My book is only 20 pages buthas helped a number of people,” he says.

Small-scale fishing communities can lookforward to a larger “basket” of specieswhenthey apply for fishing rights.Desmond Stevens, acting deputy director-general of the Department of Fisheries, saidrights would be issued for more than onespecies in future, and not only for a particu-lar species, such as West Coast Rock Lob-ster.Scientific data will determine which spe-cies will be included.The aim is to utilise resources in a sus-tainable manner and to give it a chance torecover.Some species are also only available dur-ing a certain time of year, whichmeans thatfishermen only get an income then.Amendments to the Marine Living Re-sources Act, which aims to include theawarding of long-term fishing rights tosmall-scale fishers, was recently tabled inparliament.MPs will start considering it this week.At amedia briefing Stevens said the proc-ess, which expires in December, to allocatefor permits in eight fishing sectors is ontrack.On the small-scale fishing front, the de-partment plans to work with the Universityof the Western Cape to verify the fisher-

men’s status and register them. Small-scalefishers are people who make a living fish-ing, traditionally live close to fishing areas,use equipment of low technology and selland process their own products.“Currently we have 8 000 small-scale fish-ermen who receive individual permits. Theidea is to eventually establish 143 fishingcommunities to whom community fishingquotas will be allocated,” Stevens said.He said although the fishing quota cakewill not to be increased, the departmentwants to ensure that small-scale fishers re-ceive value for their products.“The fishermen currently have no bar-gaining power.Middlemen,who give fisher-men advances on the strength of fishingquotas, are crippling them,” Stevens said“Sometimes the small-scale fishermensell their products to middlemen as soon asit comes out of the sea. For example, if themiddleman offers R15 per unit, you do nothave a choice but to accept it. There are noset prices because the industry is not regu-lated.”Stevens said the idea is to set minimumprices. “We want companies to get involvedand buy fish from small-scale fishermen ata higher price. We do not want to determinethe market, but regulate it so that small-scale fishers getmore for their products andexpand their market access.”

Mitchell’s Plain and Khayelitsha residentswill get free WiFi for six months.In December the City of Cape Town will

test a project to use different technologiesto provide WiFi to poor communities.Mayor Patricia de Lille said depending on

the outcome of the project, the City will con-sider expanding the WiFi service.Council will work with licensed service

providers to bring affordable internet di-rectly to people living in areas which do nothave proper internet access.This is one of the City’s major projects to

expand the fibre optic network to increasebroadband capacity in the city.

Council has already completed the firstphase of its broadband project, connectingmunicipal buildings. The next step is toavail the additional capacity of the broad-band “at competitive rates” to licensed in-ternet service providers.ANC councillor Daniel Mphila wanted to

know whyWiFi is not extended to all disad-vantaged areas. “When you go to rich areas,there is WiFi,” he said.De Lille said WiFi “knows no bounda-

ries”. There is free WiFi for the entire townof Stellenbosch. “The assumption WiFi isnot available in poor areas is incorrect.”De Lille said it was decided to launch the

project in the south-eastern suburbs asthese have a high population.

Africa ripped away fromhim just days before it be-comes reality.

Strandfontein residentPercy Kelly (48) qualifiedfor the World AthleticsMasters’ Championships,but may not be able to at-tend the tournament due toa lack of funds. Kelly sayshe has already raised al-most half of the R35 000needed to attend and used itto pay for his flight and reg-istrationat the tournament.

“I still need aroundR20 000 to cover my othertravelling, food and accommodation,” hesays. “I approached many companies butno one has said they would sponsor me– even partially. I actually don’t knowwhat to do and time is running out. If noone sponsors me, I will have to cancel mytrip.”

The money Kelly has raised thus farcame through one large donation for hisair fare and door-to-door collecting he didat work and in Strandfontein.

The Masters’ Championships will takeplace inBrazil fromWednesday 16 to Sun-day 27 October, and Kelly will need to de-part on Friday 11 October.

Kelly first started partic-ipating in athletics in pri-mary school, stopped afterhigh school and picked upthe sport again as a 27-year-old in 1992. He cur-rently runs road, crosscountry and track racesand will compete in the5 000m track race and 8kmcross country race at theChampionships.

The Celtic Harriers Ath-letic Club runner is confi-dent he can challenge for amedal in Brazil. “With thelocal cross country racesmy times were all around32 minutes, while my timewas 31:40 at the WesternProvince Cross CountryChampionships in July,”

he says.“For someone my age to run a cross

country race in that time is great. I thinkmy chances will be better in the crosscountry. I love hilly courses, as I amstronger on the hills.”

Kelly has represented WP on six occa-sions since 2001 and says his greatestachievement is winning a silver medal inthe 2005 Two Oceans Marathon.

He says representing his country inBrazil would eclipse all of those achieve-ments.

Mondale High narrowly missed out onwinning R300 000 in the highest pay-ing schools’ soccer tournament in

South Africa.The Mitchell’s Plain school finished fifth

at the Sanlam Kay Motsepe Schools Cup fi-nals in Durban last week. A fourth-place fin-ish would have won them R300 000.Mondale qualified for the quarter-finals

after finishing third in Group A.However, they missed out on the semis af-

ter losing toLouisBothaHighSchool onpen-alties when regular time finished 1-1.Manager Nigel Crowie says his team

punched above their weight throughout thetournament.

“Wedid veryunder the circumstances.Allof the teams who finished ahead of us areacademies,” he says.“We missed out on the big money, but the

boys performed quite well. We had all thechances to beat Louis Botha, but we justcouldn’t finish in the match.”Crowie says his side dominated the game

and should have won by a wide margin.“The only thing that counted against us

was that we didn’t make use of our chances.If we took our chances in the quarter-final,it would have been a walk in the park for usbecause the boys played well,” he says.Mondale will still take home R100 000 for

winning the Western Cape final earlier thismonth.Crowie’s sidebeatCloetesvilleHigh towin

the cash and they repeated that feat at thenational finals on Friday 27 September, win-ning 3-0 to take fifth place.Seven of Mondale’s squad will still be at

the school and eligible to play in the tourna-ment next year.But Crowie says it could be tough to repli-
