But there is no indication of exactly when the recruitment process would start. A shortage of manpower as well as under- resourced police stations have for several years had residents calling on the authori- ties to recruit reservists for active duty. A five-year moratorium, however, pre- vented this from happening. Provincial police commissioner Lieuten- ant-General Arno Lamoer confirms the con- ditions for recruitment have changed. “If you want to join the police force as a reservist you need to have no criminal record, undergo a psychometric test and be employed,” he says. “Being employed will indicate you are joining the police force as a reservist for the right reasons.” Mitchell’s Plain police station commander Brigadier Johan Brand says recruiting re- servists again would have a great impact on the fight against crime. “Management will be better guided by the reservists who are from the community. These volunteers know where the hotspots are, who the criminals are and what the needs of the community are,” he says. With the help of reservists, Brand be- lieves, police are able to have a more focused approach. “For us it would be a big advantage to re- cruit reservists again. Reservists in Mitch- ell’s Plain have always proved to be very ac- tive and have a great interest in eradicating crime in their neighbourhoods.” Mitchell’s Plain police station has lost many reservists to the Lentegeur police sta- tion. “We lost a lot of experienced reservists when the Lentegeur Police Station opened, as reservists must work in the precinct in which they live. Unfortunately for us, this was Lentegeur,” Brand explains. Abie Isaacs, chairperson of the Mitchell’s Plain Community Policing Forum, wel- comes the imminent recruitment of reserv- ists. “It would give residents who are inter- ested in fighting crime the opportunity to do so and be given the necessary powers to exe- cute arrests. Neighbourhood watch mem- bers are limited in their functions. However, a reservist has the same powers as a police officer,” Isaacs says. He believes the recruitment of reservists needs to be fast-tracked. “We need more foot soldiers to walk the beat and fight crime.” A Mitchell’s Plain resident intent on be- coming a reservist says she looks forward to the day the moratorium is lifted. Speaking to People’s Post on condition of anonymity for safety reasons, she says fight- ing crime is her passion. “To be able to fight crime and have the same powers as a police officer would enable me to better fight crime. Currently I am lim- ited in what I can do,” she says. Despite numerous emails and phone calls, provincial and national police were unable to furnish this newspaper with further de- tails about the recruitment of reservists. PROPERTY: RED TAPE CAUSES FRUSTRATION

Long wait for transferNICOLE MCCAIN

@nickymccain

It can take up to a decade to have a councilhouse transferred to the name of a newtenant. This means the trauma of losing a loved

one to death is amplified for the rest of a le-gal tenant’s family, who fear eviction fromtheir homes. And while the transfer is tied up in red

tape, relativesmay be threatenedwith evic-tion.Avril Adams has been waiting six years

for the transfer of her home.“Mymother died years ago andwe’re still

waiting for the council house to be trans-ferred to my stepfather’s name. She livedthere for over 30 years. I’ve lived in thishouse all my life,” she says. The holdup has created several inconven-

iences for Adams. She is unable to open abank account, as she does not have a validproof of residence. When the tenant of a council flat dies,

their spouse or children are eligible to takeover the lease, says Mayoral Committeemember for Human Settlements TandekaGqada.“If more than one child is eligible to be

considered for the tenancy, then the finaldecisionwill rest with the relevant commit-tee of the City of Cape Town,” she says.Tenants must be South African citizens,

must be a registered applicant for accom-modation, must not own property andmusthave a joint income of less than R10 000.If the tenant of the house does not fall into

this category, the unlawful occupation poli-cy will apply. “The policy on unlawful occu-pation is clear in that occupants in occupa-

tion prior to 1March 2006 can be consideredfor regularisation if they comply in termsof set criteria,” she says.Nowhazana Tokota fought for three years

to have a council house transferred into hername, and was often threatened with evic-tion.“I lived with an elderly woman who I

cared for. She informed the rent office thatI live with her and should get the housewhen she dies,” Tokota explains.“I was told: ‘If it’s not in your name, we

have to kick you out’.”Housing activist Jimmy Xalipi says a

number of families find themselves strug-gling to change the name on their lease.“There are many other families in the

samesituation, where the residents arepay-ing the rent but the house is not in the rightname,” he says.“They haven’t beenmade the rightful ten-

ants. The longer these things take, themorelikely families are to lose documentationproving they are entitled to live there,” hesays.Another council house resident, who did

not want to be identified, says her familyhas moved into the council house eventhough she is paying rent. “We live in awendy house outside while my mother’ssiblings live in the house. Because the leasehas not been put into my name, I’m not ableto ask them to move,” she laments.Gqada could not give a time-frame for

transfers of the contract.“The transfer of tenancy and not owner-

ship varies depending on the family situa-tion and the procedure that has to be fol-lowed in terms of the policy. There havebeen some unavoidable delays; in some cas-es this was because nominees failed to pro-duce the required documents,” she says.

A whole new world of words is being ex-plored at Eisleben Road Primary.TheRocklands school launched its new li-

brary on Thursday.Local musos and ShoutSA founders Dan-

ny K and Kabelo gave National LibraryWeek a welcome burst of star power bylaunching the new facility. The project is the brainchild of advertis-

ing agency, 140 BBDO, together with Shout-SA and NGO Breadline Africa. With a new library to boast, Rocklands

pupils now have the opportunity to borrowbookswithout having to trek long distancesto the nearest library.Mike Schalit, chief cre-

ative officer at 140 BBDOand founder of its non-profit arm, believes li-braries are the catalyst tounlocking literacy inSouth Africa.School principal James

Sass reiterates this.“Books open up doors

to a brighter future.Reading is very impor-tant as it helps developour intellect.”Danny K encourages

pupils to use the facilityand look after it. “Wehave established the li-brary in the hopes that itwill give children a betterlife.”The library aims to

provide a safe place for

children living in troubled homes and com-munities, he adds.“The only way to tackle crime is through

education. Use the library for this purpose. It is also a safe haven. If there is trouble athomeor inyour community, let this be yourbeacon of hope,” the musician encourages.Projectmanager forBreadlineAfrica, Pu-

leng Phooko, says over the past four yearsjust under 40 container libraries have beenestablished at some of the most impover-ished schools in the country, with morethan 30 000 school children having beenreached as a result of this initiative. The launch forms part of the Mandela

Day Library initiative, a partnership be-tween the NelsonMandela Centre ofMemo-ry and Breadline Africa.

Cascade Primary is turning the tide fol-lowing incidents of vandalism. While the Eastridge school is still

reeling from the latest spate of destruction, staff and parents say they can no longerwaiton the authorities to improve conditions.Light fixtures and cables were ripped out

over the years and have never been re-placed.With winter looming, principal Gail Adri-

aanse is worried about classrooms remain-ing in darkness for another year. But provincial education department offi-

cials are adamant the necessary repairswere done. The principal, however, denies this.“The classrooms are still in darkness. On-

ly the toilets were repaired,” she insists. There are at least eight classrooms that

are no longer fitted with lights, Adriaansesays. “It is a struggle for teachers, especiallyin winter. For two hours of the day, staff areforced to find innovativeways of keeping thechildren occupied as they cannot use theboard. Children are unable to see in thedark.”The vandals are believed to be from the

community. “Because of this we are lookingat ways of ensuring the community takeownership of this space, look after it and en-sure it is not vandalised,” Adriaanse says.Bronagh Casey, spokesperson for provin-

cial educationministerDonaldGrant,main-tains the necessary repairs were done whenthe school was vandalised in 2012.“Scheduled maintenance projects at

schools are prioritised according to needs.Maintenance is conducted at 140 schools ayear. The department deals with a numberof emergencymaintenance cases eachyear,”she explains. The school is in the process of developing

a low-cost strategy to address the spate ofvandalism it has experienced.“Wecannotkeep the community out, so in-

stead want to bring them in. We need themto use the space constructively and not con-tinue to break it down. We want the schoolto not just be a place of learning,” says Adri-aanse.A food garden, amphitheatre and sports

field are envisaged for the school. “A childcannot learn on an empty stomach and this

is one of our biggest challenges. Many chil-dren come to school hungry. A food gardenwill help the school deal with this problem.”Cence, an organisationwhich aims to ena-

ble people and communities to deal with is-sues restricting development, has also comeon board. The organisation aims to assist with the

establishment of a food garden.Founder Gary Benton says malnutrition

of pupils in impoverished areas remains aconcern.“You cannot teach a malnourished child

which is why we have joined hands with theschool to establish a food garden,” he says. The organisation aims to ensure the

project does not cost thousands of rands.“Using readily-available resources will

ensure the project is cost-effective. We wantto use recyclable materials that cannot easi-

ly be vandalised, items that do not have highresale value,” Benton says.Located between the territory of four rival

gangs, the school faces many safety-relatedissues.Former provincial minister of education

Cameron Dugmore has also come on boardin a bid to assist the school. The communityis beingmobilisedwith thehelp of the schoolgoverning body, parents and staff.

SIQALO: PROTESTS AGAINST INFORMAL SETTLEMENT

Ratepayers return to the streetsLAILA MAJIET

@laila_newsie

Mitchell’s Plain residents are gearingup for another protest against theSiqalo informal settlement.

Ratepayers previously took to the streetsin a counter protest against squatters livingat the shackland on Vanguard Drive.

Protesters gathered on Highlands andVanguard drives earlier this month andhave vowed to do it again on the morning ofSaturday 29 March.

Ratepayers are adamant the squattersmust go.

A crisis committee has been established totake residents’ concerns forward.

Speaking at a recent public meeting, acommitteemember confirmed submitting tocouncil an application for a peaceful march.

“Residents elected representatives toserve on the committee to engage on issuespertaining to Siqalo. The roads have notbeen closed due to protests since we had ourfirst picket and this is encouraging,” shesaid.

Colorado Park resident Ashley Abbottsays disruptive protests are unwarranted.

“We justwant peace andquiet and the free-dom to use Vanguard Drive without fearingfor our lives,” he says.

Council has increased interventionsaround Siqalo in recent weeks in a bid to ad-dress residents’ concerns about disruptiveprotests which shut down Vanguard Drivelast month.

Chaos eruptedwhen land invaders burnedtyres and threwstones duringprotest action.

Motorists were forced to use alternativeroutes during peak-hour traffic as protestersblocked the busy arterial route.

Funding has been allocated for a CCTVnetwork to be installed at the intersectionnear the shackland. Council is in the processof expediting funding of between R350 000and R400 000 to install three cameras alongVanguard Drive. The cameras are expectedto be installed by June.

A Law Enforcement satellite deploymentoffice has been established on VanguardDrive opposite Colorado Park. Officers havebeen stationed there to maintain law and or-der should protests turn violent.

A Colorado Park resident, who does notwant to be identified, believes crime hasspiked in the area since the shacklandmush-

roomed out of control in the last year.“There is no control over who moves into

the informal settlement. Siqalo residentsand the police have confirmed criminals areusing vacant shacks as a hideout and a placeto store stolen goods,” she says.

Community leader Nomzimkhulu Mafun-dityala previously confirmed criminals areusing vacant shacks at Siqalo informal set-tlement as hideouts (“Resident evil at settle-ment”, People’s Post, 24 October).

Meanwhile, in a bid to address traffic con-cerns concrete barriers will be placed onVanguard Drive, along the edge of the infor-mal settlement, to prevent vehicle access toSiqalo.

But Siqalo residents have rejected this.Nomzamo Mbatha says separating com-

munities cannot be allowed 20 years into de-mocracy.

“Thebarriers aim to create further dividesand we do not want that. I understand resi-dent’s frustrations, but they need to under-stand that for us this is the only way of get-ting government’s attention. Our aim is notto disrupt their lives, but to send a messageto the authorities to address our needs,”Mbatha insists.

EASTRIDGE: HOUSING DEBACLE

Evicted from‘own’ houseLAILA MAJIET

@laila_newsie

An Eastridge homeowner is calling onthe authorities to assist after beingevicted from her property for unlaw-

ful occupation.Fundiswa Dyasi says she bought her

Blesbok Street home 14 years ago.People’s Post has in its possession proof

of her title deed, municipal bills and otherofficial documents pertaining to ownershipof the property.

But theCity ofCapeTownmaintainsDya-si has never owned the Eastridge house.

During her occupation, the house hasbeen sold on auction and through an estateagency.

The Estate Agency Affairs Board con-firms the estate agency is not a registeredentity.

Dyasi says the housing bungle has herlosing sleep. She was arrested and evictedfor trespassing and illegal occupation. Butthe charges were withdrawn in January.

“The bank gave me the key to the proper-ty. I paid occupational rent of R650 for threemonths during the transfer period,” she in-sists. “Now I am being evicted as if I am acriminal living here for free. It is not fair.I was arrested for occupying my house, ahouse for which I have a title deed.”

But Ian Neilson, finance mayco member, says Dyasi’s details do not appear on theproperty ownership history.

“As per the title deed, the property has

a new owner, which will reflect on the nextproperty valuation roll. We cannot providethe (new owner’s) details,” he says. “Theproperty was purchased on 29 August 2013with the transfer registration date of 20 De-cember 2013 to the current owner. Prior tothis transfer, there were eight previousowners of this property since 2000.”

Dyasi claims tohave received a summonsearlier this month informing her the houseis again on sale. “They will never get myhouse. I worked hard to afford this houseand will not allow fraudsters to take advan-tage of me,” she seethes.

Neilson says Dyasi is not receiving arates bill for this property and municipalbills do not confirm ownership of the prop-erty.

“The account number provided byFundiswa Dyasi is an old electricity ac-count invoicewhichhasaduedate of 6 June2006. Electricity was billed to her from 2005to 2008, finalised/closed in 2012 and a newaccount was opened in the name of the pre-vious owner. The property has since beentransferred to a new owner,” Neilson ex-plains.

Whenasked if homeowners could seekas-sistance from council in such instances, hesays: “The City does not get involved in theeviction process as this is a private proper-ty.”

Dyasi says: “I do not believe the Citywould send me bills if I was not the ownerof the house.”

She has since sought legal assistance.

STUDY: TELL-TALE SIGNS TO LOOK OUT FOR

Shedding light on memory lossLAILA MAJIET

@laila_newsie

Youwalk into thebedroom.Youknowyou want to get something, but youcan’t remember what it is.

This begins to happen more frequentlyas you get older. This may be the tell-talesigns of memory loss which may not beeasy to recognise or diagnose.A group of fourth-year UCT medical

students recently conducted a study onmemory loss in Mitchell’s Plain. Resultsshow many still don’t understand whatmemory loss is and that in some cases, itcan be treated.Medical student Chikomborero Kamba

says they hope their research will helpthose in the community garner a betterunderstanding of memory loss. The students also held workshops to

engage residents on the topic and helpthem improve their knowledge on thesubject.

Understanding memory lossMemory loss is not as easy to recognise

as it might seem. Neither is it as obviousto diagnose as most people seem to be-lieve, the report suggests.

In the study, memory loss does not onlyrefer tomedical conditions, but also dailyforgetfulness.According to the students’ report,

memory loss can present itself in differ-ent forms.“It can manifest itself with victims not

being able to remember things from thedistant past or with victims not beingable to remember new information. Themany different patterns inwhich one canlose their memory are dependent onwhich part of the brain is affected whilethe extent of the brain damage deter-mines how severe the memory loss is,”the report reads.

SymptomsSigns to look out for which could indi-

cate someone is suffering from memoryloss are varied. It includes getting lost in places one is

familiar with, no longer being able tocount or use money correctly, no longerbeing able to understand conversations, major changes in behaviour, mood andpersonality as well as not being able torecognise oneself in the mirror and suf-fering from hallucinations or delusions.Medical student Farhana ShahnazNut-

hoo says it is important that people seekmedical assistance as soon as they identi-fy the signs.“This is essential as some causes of

memory loss can be treated and thosewhich are not curable can be managedwith the help of modern medicine.Healthcare workers can also give car-egivers advice on how to look after theirloved ones, should they be suffering frommemory loss.”

CausesExcessive drinking, a poor diet, brain

damage and excessive use of prescribedmedication can cause memory loss.Medical student Oyamebazalini Mjele

says chemicals entering your body suchas excessive amounts of alcohol, drugs, tobacco smoke and some medicationslike antidepressants, antihistamines andsleeping pills among others, also have thepossibility of causing amnesia.“Neglecting one’s body by not eating

well, sleep deprivation or the inability tomanage stress can also cause an increasein daily forgetfulness,” Mjele says. There are some medical conditions or

diseased states that can cause memoryloss in people of any age-group.

These include inflammation of thebrain caused by herpes simplex virus –the same virus which causes cold sores,HIV,multiple sclerosis,Huntington’s dis-ease, depression, Alzheimer’s disease,Parkinson’s disease and seizures, the re-port states.

Forgetfulness vs medical conditionCara van Niekerk, a fourth-year medi-

cal student, says memory loss happens toeveryone daily.“It includes forgetting a friend’s birth-

day or not remembering to pack a tooth-brush when visiting friends or family.”However, one must be able to distin-

guish between when memory loss is oc-curring within its normal circumstancesand when it is becoming a serious prob-lem which needs medical treatment, shesays. “Memory loss is also a normal partof growing old. However, there are somediseases that aremore common in old ageand can cause themore serious variationofmemory loss such as Alzheimers,” VanNiekerk says.V For help call Dementia SA on (021) 421 0077 orthe Beaconvale Community Frailcare Centre on(021) 376 1440. WESTRIDGE: REQUEST FOR TRAFFIC CALMING MEASURES FALLS ON DEAF EARS

Speedsters aggravate residentsLAILA MAJIET

@laila_newsie

The sound of speeding cars and screech-ing tyres is all too common for resi-dents of Dagbreek Avenue.

Speedsters are using thisWestridge streetas a race track, and residents are calling onthe authorities to step in – fast.Residents have raised their concerns

about the situation following a fatal accidenton Saturday 1 March. However, this is not the first such incident

on this street.Gerald Christians (74) has been a Dag-

breek Avenue resident for 35 years. There have been three accidents on his

doorstep.“My neighbour’s daughter was knocked

down in front of their home several yearsago. Many people living on this street havealso had their fences driven into by speedingmotorists,” Christians says.Pulling out of the driveway has become a

nightmare for this pensioner.

“Cars are speeding down the street at allhours of the day, making it nearly impossi-ble to pull out of the driveway. You also can-not leave your car on the street as you fearit getting rammed,” he says. The Dagbreek Hall and Mitchell’s Plain

Primary are located on Dagbreek Avenuewhich leads to Morgenster Road and We-spoort Drive, two of Mitchell’s Plain’s busi-est roadsResidents are currently in the process of

drawing up a petition to submit to the Cityof Cape Town following a “non-responsefrom theward councillor following a requestfor traffic calming measures”.“I have on numerous occasions engaged

with the ward councillor about the need forspeed bumps. The road iswide andhas invit-ing bends which encourages speedsters tomotor down this street,” Christians insists.“The ward councillor is aware of the situa-tion but is adamant he can do nothing aboutit.”It is understood the ward councillor said

speed humps could not be constructed on

this road due to the fire stationwhich is situ-ated on the corners of Morgenster Road andDagbreek Avenue.“However, I have met with the fire chief

and he says it is not an issue as firefightersattend to fires in streets where there arespeed bumps,” Christians adds.Brett Herron, Mayoral Committee mem-

ber for Transport, says the City has a policywhichgives guidanceonwhere speedbumpscannot be constructed.“Generally higher order routeswhichpro-

vide amobility or public transport function-ality would not be considered for the instal-lation of traffic calming measures,” he ex-plains.He confirms requests for traffic calming

measures in Dagbreek Avenue were re-ceived in 2007 and 2008.“The requests were motivated on the

grounds of perceived excessive speeding.”Commuter Patricia Hendricks says navi-

gating her way on Dagbreek Avenue can betricky.“There is a pedestrian crossing near the

school, but motorists do not obey the rulesof the roadmaking it difficult forme to crossthe busy street,” she says. “There is a defi-nite need for traffic calming measures asmotorists drive recklessly on this road. Ihave seen so many people nearly make anaccident while I wait for a bus.”Herron says the policy promotes the use

of traffic calmingmeasureswhere the threatto safety of vulnerable roadusers on residen-tial streets is unacceptably high.“Particular emphasis is placed on the safe-

ty of pedestrians and cyclists, especiallyaround public amenities like crèches, schools, libraries, clinics, sport stadiumsand in residential areas,” he says.People’s Post visited the area shortly after

early morning rush hour.A total of 22 taxis, 10 buses and about 100

motorists drove down this street in a periodof 30 minutes. Many drivers were seen speeding down

the road where children, commuters andresidents cross to get to a nearby school andbus stop.

The 600 applicants for the police force inthe province this year will be paradedbefore residents, as part of the selection

process, to determine whether they are bestsuited for the job.Communities will have a say in who is

suitable to protect them. This will be done together with finger-

print testing and interviews to determinewhether potential constables have criminalrecords.People’s Post readers share their views.

NELISWA STUURMAN says it’s time for communities to voice their opinion on who should be policeofficers. “I am glad we get to see who is applying, then we can say who is not suitable for the job.”

XAVIER MICHAELS believes the selection processwill be more accurate, as it could cause conflictif the community does not agree. “I will apply, because I know the decision will a honest one.”

BURMIQ DRAGNER believes this will diminish corruption in the police service. “I think this decisionwill create a more trusting relationship betweenthe police and their communities.”

JUSTICE MENE has been waiting for the police tohave stricter measures, as the crime rate is toohigh. “I applied several times, but never got a callback; hopefully I will get a call if I apply again.”

JASMINA PEKEUR says there are advantages anddisadvantages to the public parade. “It will definitely decrease corruption and dishonesty in thepolice service but it will also hinder job creation.”

MARI HORNE says people will know the duties ofa police recruit. “If I were a police officer, I wouldbe more cautious of my action. If people say ithinders job creation, it already raises a red flag.”

OLIVIA CASSELS believes in monitoring officers.“This will ensure transparency and shouldn’t bea deterrent to those who want to serve their country honestly.”

TRANSPORT: REGULATIONS

New rulesfor ridesBRENDEN RUITER

Providers of transportation for schoolchildren will soon be strongly regu-lated as council’s transport authority,

Transport for Cape Town (TCT), will soonimplement new regulations. It is imperative that school transport is

regulated as part of theCity of CapeTown’scomprehensive integrated transport sys-tem, said TCT transportation regulationmanager Lee van den Berg.“Thousands of children are transported

daily between their homes and schools. Itis important that the quality of their trans-portation is monitored. Under the newrules, contractors will have to have anagreement with the school and must alsobe registered with TCT.“A copy of the agreement between the

school and the contractor will have to bein the vehicle at all times. School transportvehicles will also be clearly marked witha sticker,” he says. Each driver will also be allocated a non-

transferable identification card to makesure the personbehind thewheel is author-ised to drive the vehicle.“During a recent operation, we arrested

a driver who was drunk at 07:00. Can weentrust our children into such a person’shands?” Van den Berg asks.“It is important that the designated per-

son is behind the vehicle’s steering wheelso that this individual can be held respon-sible if anything happens. Driverswill alsohave to undergo eye and special drivingtests.”One of the most important aspects of the

new ruleswill be that particularly primaryschool children must be accompanied byeither a parent or a teacher in their schoolbuses.

SPINE ROAD: RESIDENTS FUME OVER TRAFFIC RESTRICTIONS

Road closure causes chaosLAILA MAJIET

@laila_newsie

Strandfontein residents are callingon the authorities to bettermanageroad closures in the area.A section of Spine Road border-ing Mitchell’s Plain and Strandfon-tein is closed temporarily for fourweeks for routine road mainte-nance.There will be a restricted trafficflow on Spine Road betweenWeltevreden Drive and the Seafar-er and Capri intersection untilMonday 14 April. However, residents and commut-ers are seething a week and a halfinto the maintenance project.Strandfontein resident Peter Jones saysthousands of motorists are now using oth-erwise quiet streets in the suburb as a de-tour.“I cannot evennavigatemyway out ofmydriveway because of the high volumes oftraffic on my road. Provisions need to bemade during peak hour traffic to ensureresidents are not inconvenienced by theroad closure,” he insists.Farieda Davids says commuters travel-ling by bus or taxi are most inconven-ienced. “The main bus stops are on SpineRoad. With the road closures in effect, wehave to walk quite a distance to get to thenearest bus stop,” she says. The City of Cape Town says the road can-not be opened during peak hour as request-ed.Golden Arrow Bus Services spokesper-son Bronwen Dyke says the road closurehave caused a delay of up to 15 minutes onsome routes.“As a result of the road closure, GoldenArrow is diverting the buses which wouldnormally travel on that route. Golden Ar-row would like to apologise to our passen-gers for any inconvenience and assurethem we are doing everything we can tominimise the effects of the road closure onour services,” she says.Mayoral Committee member for Trans-port Brett Herron says the rehabilitation ofthe top surface of the road necessitates tem-porary road closureswhichwill haveanun-avoidable effect on road users.“It is impossible to use the road while it

is being upgraded. The rehabilitation en-tails milling off the existing surfacing. Itgoes without saying that it is impossible touse a road while it is being resurfaced be-cause it has no surface to drive on,” he ex-plains.Detour signs have already been stolen,Herron adds.Directional signs have been placed alongBaden Powell Drive, but motorists are ad-vised to use alternative routes to avoid de-lays.“Some of these signs have been stolen –a regular occurrence during rehabilitationprojects. The contractor is responsible forputting the signs up and replacing it and al-so bears the costs of these losses. However,it takes a few days to replace stolen signsas it has to be ordered and made fromscratch,” Herron says.Access to theWaste Transfer Station willonly be possible along a temporary bypassfrom the Weltevreden Road intersection.“We apologise for any inconveniencecaused. However, this rehabilitation is nec-essary to ensure safe driving conditionsand to maintain our road infrastructure.”Roadusers are advised to be patient, obeytraffic control measures and to drive care-fully within the construction zones. And while it is expected to take only fourweeks, residents may have to brace them-selves for a little longer.“If rain disrupts the work, the closuremay need to be extended, but all efforts willbemade to effect thework as quickly as pos-sible,” Herron explains

You never hear that. Lucky number 11!It’s always luckynumber seven or eventhree, but never 11. Then again luck

has nothing to do with this. For thosenot in theknow, 11 is thenumber

of generations Toyota has successfullypulledoffwhen it comes to theCorolla range. This is one of the best-selling models withinthe Toyota stable. Hitting more than 40 mil-lion sales worldwide over the years. That’snotwhere it ends, though. With the newToy-ota Corolla that hit the market in January, there are no signs of their track record slow-ing down.

The new Corolla hasn’t been on the mar-ket for more than two months and alreadymade it to the top of CARmagazine’s annualTop 12 Best Buys, walking off with the titleof Best Compact Sedan for 2014.One of my favourite car sites broke it

down best: “If car shopping were computersoftware, theCorolla couldbe thedefault set-ting. It has the space, power, and features tomeet most people’s needs.”Couldn’t have said it better myself. This

is the ultimate all-rounder, with more. Thethingwithbringing out anewedition/modelto a car that has been on the market since1975 is that you will have to make it betterevery year. You can’t just stay stagnant.Standing still is just as bad as taking a step

back. Don’t fear, though.Toyota will never stand still! The Corolla

is proof of that. With leather all round(smaller engine models do sport a bit ofcloth), electric windows, 6.1” colour touchdisplay LCD screen, reverse camera, multi-function steering wheel, and a dash boardthat gives me a sense of belonging; a sensethat generally only ever gets created by a carthat will set you back more than half a bar.It truly delivers. The new Corolla benefits from a three-

year/100 000km warranty and comes with astandard five-year/ 90 000 km service plan.Service intervals are set at 15 000km (includ-ing the 1.4 D). The new models are also sup-ported by the ToyotaCare Roadside Assist-

ance Programme which entitles customersto 24-hour roadside assistance, ensuring ul-timate peace-of-mind motoring. And 11 doesn’t just stop at the number of

generations, it also marks the number ofmodels the new Corolla will be available in.The 11 models are as follows with pricing:1.3 EsteemR214 900; 1.3 Prestige R232 900; 1.4D Esteem R237 900; 1.4 D Prestige R249 900;1.6 EsteemR225 900; 1.6 Prestige R241 900; 1.6Prestige MD S R252 900; 1.6 SprinterR248 900; 1.8 Prestige R251 900; 1.8 ExclusiveR272 900; and 1.8 Exclusive MD S R283 900.V The Corolla was recently launched at Halfway Toyo-ta in Ottery. For more information phone the officeon (021) 703 9174 or visit them at the HypermarketCentre in Ottery Road, Ottery.

An affairfor decadesVANN VAN STADEN

@TheRightLaneSA

I have loved Ford since the very first timethatmyoldmansaidhis dreamcarwouldbe a 1965 Ford Falcon.Well, over 20 years

later and I still love Ford. The only problem was that I discovered

SUVs. With that said, Ford took a place onthe back seat as none of their SUVs reallycaught my eye. That has changed though,in a big way.Ford surprised us with two new releases

last year in the SUV rage, or shall I say “ba-by”SUVrange.TheFordKugaand theFordEcoSport.Great, Ford came to the SUVparty. It was

totally worth the wait!I recently drove the EcoSport EcoBoost

1.0l GTDi Titanium. The review on this ba-by went onto paper very easily. The hardpart was giving this beauty up aweek later.It formed part of the family.Don’t get me wrong with the “baby” talk;

there is nothing “baby” about theEcoSport. It delivers.Or likeFord’s slogan says: “Fordgoes further”. It went further. Much fur-ther. Reaching the 100kmmark with 5.7F offuel and only emitting only 131g/km of CO²emissionsmakes this SUVnot just aworthy

contender in the SUV market, but also aneconomical and ecological contender ofnote. That is rarely said about SUVs.They’re known to be very thirsty (not eco-friendly) on the roads.Laying eyes on the Ford EcoSport for the

first time was like watching a rugby lockgetting ready for a scrum. The EcoSport isshort and high, with a buff front end andrugged backside. With a bulky, coveredspare wheel attached to the outside of thelarge and convenient side-opening reardoor, it implies pure ruggedness and welove it for that!Stepping into the EcoSport you immedi-

ately see that it is definitely part of the Fordfamily. With the dash reminding me of theever popular Fiesta model. The dash is hard plastic which I wasn’t

originally a fan of, but it works. Everythingcomes together. The boot is slightly lessspacious as youwould like, but fold the rearseats and the load space more than doublesup.Bottom line? Ford took its time in enter-

ing the SUV segment, and they made itworth it. The EcoSport is practical, withvery good on-road dynamics. Maybe therewill be a Ford EcoSport 4x4 on the cardssomeday

ECOnice: Ford’s EcoSport is a welcome entry to the SUV market. PHOTO: MARC BOW PHOTOGRAPHY

Cerato: thetrimmings in allthe right placesVANN VAN STADEN

@TheRightLaneSA

Kia never really surprises me. Whatyou see is what you get. Some awe-some engineering, a pretty face and

Bobs your uncle. The Cerato Hatch tookmefor a different kind of ride, though. The sus-pension on this lady is like walking oncloud nine. It’s soft and smooth over everylittle bump and grind along the way.Impressed is an understatement. A sense

of calm flooded over me. Calm in a sportykind of way, if that even makes sense. 16”alloys all round makes you look as good asyou feel. Standard with the 1.6 is automaticlight control, Bluetooth, cruise control, electric windows and side mirrors, LEDdaytime running lights, a radio with MP3,iPod and USB compatibility, rear air-vents,six speakers and steering wheel mountedcontrols. This little hatch packs a powerful 1600 en-

gine under the hood. Supplying you with95.3kWs at 6300rpm and 157 of torque at4850rpm. Those are the specs under the

hood of the 1.6F in-line four-cylinder en-gine.The interior sports sleek lines and design

associated with the finest designers outthere. Take a step inside the Cerato five-door and you are taken on a journey thatdelivers premiummaterials and soft finish-es.The gauges are easy to read with white

on a black background. Chrome and carbonfibre-like touches on the dashboard andseats make you forget you’re in a hatch andnot a sports car (okay maybe not that ex-treme but it gets the picture painted). Thesteering wheel has a nice fit in your handswith leather covering on it leading theway.TheCerato also sports a 4.3” LCD commandcentre, it has a smart welcome home light-ing system and the new Flexsteer™ systemsets theCerato five-door apart from its com-petition.The Cerato is available in three different

models – the 1.6 EX, 2.0 EX and 2.0 SX. Entrylevel price on the hot hatch starts atR233 995, with a five-year / 150 000km war-ranty.

Know how to jumpstartJump-starting your vehicle the wrongway can turn out to be very dangerousfor your car’s computer. When an Electronic Control Unit

(ECU), also known as the computer, ofa vehicle needs to be repaired or re-placed, motorists are often confrontedwith a hefty repair bill.An ECU is a very powerful control

system capable of gathering hundredsof channels of information to controlevery aspect of your car’s engine man-agement or other important vehiclefunctions such as handling character-istics, braking systems and climatecontrol.Les McMaster, chairperson of the

Motor IndustryWorkshop Association(Miwa), explains: “If one were to com-pare a car engine to a human body, thepistons might be the heart, the head-lights would be the eyes, and the ECUwould be the brain. The ECU controlsa series of actuators to make surethings are running smoothly withinthe engine.”He continues: “Within the engine

bay, there are several sensors that pro-vide the ECU with maintenance infor-mation. The ECU then uses these sen-sor readings to adjust engine actuatorsfor optimum efficiency.”What motorists might not know is

that they can contribute to the prema-ture failure of ECUs by being unawareof the damage caused by not adhering

to a couple of simple rules. Jump-start-ing your car incorrectly is one of themost commonways one can damage anECU.McMaster provides the following

useful hints to help motorists extendthe ECUs life’s expectancy:

. Always connect the leads positiveto positive and negative to negative asmany ECU’s has been damaged byshort circuiting the jumper leads;

. Always connect the positive leadsof both batteries first, then the nega-tive leads. This will “soften” the flowof power through the earthing systemand prevent power surges or spikes;

. Never attempt to connect the jumpleads with the key in the ignition; onlyinsert the key once the leads have beenconnected. Failure to adhere to thismay lead to the coding between the keyand the ECU becoming corrupted andinmany instances this corruption is ir-reversible.“If you are in doubt on how to jump-

start your vehicle, seek the advice ofyour nearest Miwa accredited work-shop in your area who will be happyto explain the proper jump-startingprocedures to you,” McMaster con-cludes.V If you are in doubt on how to jump-start yourvehicle, seek the advice of your nearest Miwaaccredited workshop in your area who will ex-plain the proper jump-starting procedures toyou,

CRIME: ENOUGH IS ENOUGH

Call to take a stand against rapeASTRID FEBRUARIE

@FebAstrid

Enough is enough. The attempted rape of a volunteer at

a “Sporting for your cause” event inApril last year has spurred Tracy Linde in-to action to get this message across.Linde, managing director of an events

company, is on amission to secure harsherpunishment for perpetrators of specificcrimes. In a letter to parliament Linde calls on

government to consider the rights of thevictims of all violent crimes and, on theirbehalf, to consider harsher penalties forthose responsible for the brutal killings, torture or rape of any person throughoutSouth Africa.

“We have had enough of the rapes in ourcountry,” Linde says. She says the letter further states that

everyweek there are newspaper andpolicereports of children being brutally rapedand murdered “at the hands of ruthlesssavages”.Linde says: “The attacks are becoming

more andmore violent in nature andmorefrequent. We stand togetherwith themoth-ers, sisters and daughters of South Africain a desperate call for an end to the currentdeaths and rapes of our children.”She says jail sentences have no meaning

to killers and rapists. “Crime does not ef-fect any particular race or creed; ratherweare all affected and victims of crime. It istime something is done to solve this prob-lem,” she says. The Enough is Enough big walk event

will take place on Saturday 5 April atMouille Point Light House to help raisefunds to assist victims of rape and abuse.Apetitionwill also behandedover to a rep-

resentative of parliament on theday.Entryfee is R30, while children under 16 can joinfor free. She says rape and murder is not a “fun”

topic to discuss and people would ratherturn a blind eye. However, Lindebelieves themorepeople

turn a blind eye the more crime will takeplace.“Do you reallywant to be the personwho

could have made a difference, but did notand your child or friends’ children land upbeing the next victim? This event may notstop it 100%, but we have to try,” she says.Linde explains that during theattempted

rape of a staff member, the woman was amarshal assisting eight charities on theday. “Two men came up to her and triedto rapeher, but a car driving bypulled overand helped her to escape,” she says.Linde explains the two men ran away

and were never found. Her events company assisted the woman

withmedical care and counselling for a few

weeks after the event. This event gave birth to the Enough is

Enough campaign, which seeks to raiseawareness of rape, crime and abuse in thecountry.“My main inspiration for the name and

to take action and stop thinking so muchand to just dowas and still is the little nine-year-old girl who died after she was raped, set a light and left for dead in Delft,” shesays.Linde says people should stop sitting

back and complaining over social mediaabout the rapes and murders taking place, but instead do something, including takingpart in the Enough is Enough event.“This is your chance to not only help a

child victim of rape get the medical careshe needs, but to help make our govern-ment change the laws. Also,” Linde says“to make those thinking about rape ormurder to think twice.”V For more information of the event or to sign thepetition visit www.worldwideevents.org.

’Plain trio prove their powerLIAM MOSES

@LiamCPT

Three Mitchell’s Plain residents wonseveral medals, shattered records andearnednational colours at theSouthAf-

rica Powerlifting Federation Raw Champi-onships.Brothers Umar and Ebrahim Pregnolato

and EbrahimMobara impressed at the tour-nament earlier this month and are now setto represent SA at the International Power-lifting Federation Raw Championships inJune.Raw powerlifting sees athletes compete in

the sport’s three disciplines – bench press, squat and deadlifts – without equipmentsuch as squat suits or bench vests for assist-ance.This will be Umar’s second international

event after competing at the world equippedchampionships, where equipment is al-lowed. He believes he may have an advan-tage.“I’m going to be training a lot harder this

time,” he says.“I’m far better at raw events. Two years

ago I competed in the SA equipped champi-onships without equipment – just kneewraps, no squat suit and no bench vest – andI got the overall trophy. I did the same at(the) world champs. I think I stand a chanceof winning a medal this year. The othercountries aren’t as strong at raw.”

The 19-year-old placed second in both thejunior and senior 74kg categories at the SAChampionships, while younger brother Eb-rahim took first in the sub-junior and thirdin the junior 66kg categories. The 16-year-old also broke five records at

the champs, rewriting the sub-junior squat, bench press, deadlift and overall total

records and the junior deadlift record in hisweight category.Ebrahim aims to break another record at

the World Championships.“I’m proud of my achievements as I failed

all my dead-lifts and squats at last year’s SAEquipped Championships,” he says.“I believe Iwill dowell at theWorld Cham-

pionships, because the deadlift record formydivision is 213kgand Iwas just 8kgs shortof that at the SA Championships.”Umar has been participating in the sport

for two years, while Ebrahimhas been train-ing for around a year.Mobara (50) has been training for just six

months. He won the 93kg Masters Two – for45 to 50-year-olds – category, broke the dead-lift record and claimed third in the MasterOne (40-45) 93kg category. He says he took up the sport as his asthma

prevents him from doing other exercises.“Instead of sitting in front of the TV, I

trained for six months and the results speakfor themselves,” he says.“I enjoy it because it makesme strong and

allowsme todo something that (most people)my age can’t do. I love going home at night,in pain; I love getting fit; I love the challengeto improve.”The three athletes are all members of the

Mitchell’s Plain Powerlifting Club, whichwas started just 18 months ago. They will each need around R7 000 to com-

pete at the World Championships in Gau-teng.The club has called on any businesses to

help cover the cost by sponsoring the ath-letes, and thanked Winners Cash and Carryin Lentegeur for always assisting with spon-sorship in the past.V Anyone interested in assisting can phone Faik Preg-nolato on 073 182 1491.

@LiamCPT

Fish Hoek AFC’s junior sides are brimmingwith confidence ahead of the start of the ama-teur football season. The club’s under-16 and under-13 sides both

claimed titles over the weekend, cruising tovictory in the Rygersdal AFC and Strandfon-tein AFC tournaments respectively.Junior club chairperson Michael Jenkins

says concentrating on development struc-tures made the victories possible.“Over the last fewyearswehavebeenwork-

ing very hard to offer the community reallygood football development,” he says.“All the junior teams play in theCapeTown

Tygerberg Local Football Association (CTTL-FA) SuperLeague and they allwant to be com-petitive. The league starts mid-April and weare looking forward to that.”The under-16 side were unbeaten through-

out the Rygersdal Tournament, winning sixgames to claim the title. The under-13 side were even more impres-

sive, staying unbeaten and notching up victo-ries against some of Cape Town’s best juniorteams.Fish Hoek won three from three in the

group stages, scoring 10 goals and concedingjust two in wins over Southampton, Fulham

and Holy Cross. They went on to thrash Standards FC 6-2 in

the round of 16 and beat Morgenster United2-0 in the quarter-final.In the semi-final they beat Milano United

1-0 after the game was stopped early when afan invaded the pitch, and then edged Maties2-1 in the final.“The Strandfontein tournament is an excel-

lent draw of 32 clubs from around the Cape;all the perennial powerhouses are there,”Jenkins says.“To win is a great achievement. Milano

knocked outAjax in the quarter-final andMa-ties knocked-out OldMutual – to play andwinagainst those teams was great.”Southampton won the Plate Division of the

tournament with a 3-2 victory over Rock-A-Fellas, while Fulhamwon the Shield Divisionby beating Beacon Spurs 2-1.Bayhill United’s Jody Arends claimed the

top goal-scorer award for netting nine goalsin the tournament.Several of the teams which participated at

the Strandfontein tournament, including thevictors and hosts, will again be in action atthe Kensington AFC Youth Cup for under-11sand under-15s this weekend. It will take placeat theRoyal Road Sports Complex inKensing-ton from tomorrow (Friday) to Sunday 30March.

TheWestern Province Softball women’steam coach has heaped praise on herplayers after the team’s National Pro-

vincial Championship (NPC) win over theweekend.Province suffered just one loss in the

tournament and beat Tshwane in the finalat Turfhall on Sunday to claim the title.CoachMargi Hill credits every player for

the victory.“I’m overwhelmed and extremely proud

of the players’ performances,” says Hill.“You can have a game plan but if the play-

ers don’t execute it, you won’t win. I can’tdescribe how proud I am of the girls. Theywere determined to win this.”Hill says she never doubted her team’s

ability to win the tournament.WP went into the NPC as favourites and

didn’t disappoint, drubbingKwaZulu-Natal11-1 in their opening game. They pulled off several other heavy victo-

ries during the tournament –Limpopowerebrushed aside 18-0, Central Gauteng weredispatched 14-2, Eastern Cape werethrashed 15-0 and North West Provincewere pummelled 29-1.Tshwane were the only side to beat WP,

edging the hosts 7-5 on Saturday morning. However, Province made up for the loss

with a comfortable 9-2 win in the play-offson Saturday evening and a 8-5 win in thefinal on Sunday.Province’s Nicole Fortune describes the

victory as “meaningful” for all of her team-mates. “It was nice to bring the title backto Cape Town consideringWP didn’t partic-ipate at last year’s NPC. We hadn’t won fortwo years before that, after having held itfor so long before then,” she says.“It was awesome to win and even better

to win at home. We had so much supportwith all the spectators coming throughoutthe tournament.”Fortune says the games were still tough

despite the massive scores posted by herteam mates.TheWPmen’s team narrowly missed out

on a place in the tournament final after aloss in the play-offs.They suffered just two defeats heading in-

to the knockout stages – against Tshwaneand Limpopo. However, the men’s side came undone

againstErkuruleni in theknockout rounds, losing 3-2. Province had defeated the sameErkuruleni side 4-0 in the group stages. The loss meant WP finished the tourna-

ment in fourth.
