BACKGROUND

1. Human resources development to having capability of design and publish the Instrument Flight Procedure (IFP) for Performance-based Navigation (PBN), which utilize Global Navigation Satellite System (GNSS), is one of the most important key factors for the Project.

2. However, Vietnam faces human resources challenges to implement adequate Flight Procedure Design (FPD) process, suffering with a shortage in human resources for PBN IFP.

3. ICAO’s Universal Safety Oversight Audit Programme (USOAP) pointed out inadequacy of FPD structure.

OVERALL OBJECTIVES

1. Exchange of Basic Knowledge relating to PBN Flight Procedure Design between Vietnamese Counterparts and JICA Experts;

2. Study by JICA PBN Experts on PBN Flight Procedure Design Capability of Vietnamese Counterparts; and

3. Recommendations by JICA PBN Experts to the Project with a view to improving the Project Programs.

Through “the PBN Flight Procedure Design Seminar” and discussions with Vietnamese Stakeholders, such as CAAV,

VATM, NAC/MAC/SAC, VAA, Airlines, the Ministry of Natural Resources and Energy (MONRE).

Conducted based on Questionnaire forwarded to CAAV on 7 October and replied by CAAV on 20 October;

Necessary information collected by interview with C/P and discussions at meetings on Tuesday, 25 and Thursday, 27;

Visit at office or working area where FPD process is carried out as far as possible;

Visit to ATC Facilities on Thursday, 27; Appreciate documented data and/or materials, such as

regulations, standards, manuals, and record etc.

HANOI FLIGHT PROCEDURE OFFICE (FPO) (1)

✈ Flight Procedure Office (FPO) will be established in Hanoi in accordance with the formal arrangements between CAAV and JICA under the Technical Corporation Agreement between the Government of Vietnam and Japan (Minutes of Meeting (M/M) signed on 8 June 2010, Record of Discussions (R/D), and M/M signed on 26 November 2010).

✈ Two (2) sets of Flight Procedure Design Software (Automation Tools) will be installed with necessary supporting systems by JICA.

✈ Software at Hanoi FPO will be used for PBN Flight Procedure Design-related training jointly for Cambodia, Lao PDR and Vietnam, during and after the Project period.

✈ First Flight Procedure Design training course will be programmed in May or June 2012 as earliest.

✈ Software at Hanoi FPO may be used for Flight Procedure Design and/or Validation by respective Counterpart.

HANOI FLIGHT PROCEDURE OFFICE (FPO) (2)

✈ JICA is currently undergoing procurement process of the Deign Software, and preparatory work of the Software installation is expected to begin November or December 2011.

✈ Location of Hanoi FPO needs to be decided as soon as possible;

✈ Adequate office space, facilities, equipment, personnel should be allocated to Hanoi FPO by Vietnamese Counterparts.

✈ Aeronautical Data necessary for the Software need to be provided (preferably in digital/electronic form, but if not available, in printed form) by Vietnamese Counterpart by 31 December 2011. They area. Data of airports/aerodromes, runways, ground navigation aids,

fixes/waypoints, FIR;b. Obstacle Data;c. Digital Elevation Model Data;d. Raster Map Image Data;e. National Border Lines or Coastlines Data.

OUTCOMES OF THE PBN SEMINAR AND CAPABILITY SURVEY

1. Vietnamese Counterparts will understand the ideal Flight Procedure Design process through PBN FPD Seminar;

2. Vietnamese Counterparts will clearly recognize actual status and the issue to be challenged to achieve PBN Roadmap;

3. JICA Project will conduct succeeding training programs on PBN FPD implementation more efficiently;

4. Project Goal, transition to new CNS/ATM Systems, would be facilitated efficiently and effectively.

PBN SEMINARS IN CAMBODIA AND LAO PDR

1. PBN Flight Procedure Design Seminar and Capability Survey was successfully conducted in Cambodia (17-19 October) and Lao PDR (20-24 October);

2. In Cambodia, there were 30 participants from all Stakeholders in PBN, representing SSCA, Air Navigation Service Provider (CATS), Airlines (3), Airport Operator (SCA), and Government Geographical Agency (MLUC);

3. In Lao ODR, there were 33 participants from all Stakeholders in PBN, representing DCA, Air Navigation Service Provider (LATM), Airlines (3), Military (Air Force), Airport Operator (LAA), and Government Geographical Agency (NGD);

4. Active participation by all resulted in completion of Survey based on Questionnaire in time and meaningful information exchange between Stakeholders and JICA Experts.
