Editorial

The nationwide programme of FAST organized on22-11-2018 by AIBSNLPWA provided a forum for theunited action by all organizations of BSNL/MTNLretirees in India and to join together. Theunprecedented massive participation by membersof various organizations made the programme agreat success, spectacular and splendid. It was notonly unity of heads, joining together to do somethingbut also an amazing unity of minds of BSNL/MTNLretirees, joining together to help each other, and ofcourse, to achieve something remarkable.

Formation of an umbrella organization, Committeeof BSNL/MTNL Pensioners Associations, is aquantum leap in the right direction. For, unity is theneed of the hour. BSNL/MTNL pensioners are placedin a very unique situation. Hence, we placed aunique demand before the Government. It is a newconcept and a new path. Achieving somethingunique is not that easy. It is not impossible also.United will and united action can make anythingpossible. Seven organizations have already joinedthe new committee. One or two are keeping aloofnow. We expect that they will soon realize the dangerin raising a differing demand and spoiling the future.We do hope that they will also join the mainstreamof BSNL/MTNL retirees to achieve the goal - Revisionof our IDA pension with fitment benefitsrecommended by CPC, accepted by the governmentand granted to more than 60 lakh central servicepensioners who are all covered by same CCSPension Rule, 1972.

Let us all move together with one voice. We haveno other choice.

I congratulate the entire membership ofAIBSNLPWA throughout the country for its extraordinary enthusiasm and active participation inevery circle and district headquarters in the day-long hunger fast on 22-11-2019. Massiveparticipation in front of Corporate Office ofBSNL in Delhi by our members along with RTOWAof MTNL Delhi, Retired Ex DoT Retirees of MTNLDelhi, All India Retired BSNL Executives WelfareAssociation (AIRBSNLEWA), and MTNL SeniorExecutives Association has instilled confidencein every pensioner that our struggle willdefinitely yield desired results. It is hearteningto see our members observing fast despite heavyrains at Chennai and some other places. In someplaces even 9 to 10 members observed theprogramme without bothering about thenumber. That was the spirit in following the callfrom CHQ. I appreciate the role of AIRBSNLEWAmembers in Hyderabad, Kolkata, Lucknow andother places to make this programme a grandsuccess. Members of RTOWA, MPWA Mumbaialong with our members held a massiveprogramme in Mumbai. There are no words toexpress. Our sincere thanks to every one formaking this one day fast programme a greatsuccess and a memorable one.

Now, BSNL/MTNL pensioners are united.United Will and United Action will definitelyenable us achieve our major demands. Beingthe biggest organization, AIBSNLPWA has to playan important role in strengthening this unityfurther at all levels.

Thanks to AUABWe are thankful to AUAB for raising the issue ofPension Revision in their strike notice. DoT hassent a proposal to Dept of Pension for delinkingPension Revision from Pay Revision. If it isapproved by DoP&PW, then, DoT has to submitspecific proposal about fitment benefits andtake approval of all nodal ministries.

CHQ has already sent a detailed Circular No. 2immediately after the above programme to allconcerned. Same is published in this issue ofPatrika also.

USE THE TECHNOLOGYOn my request many circles have started ‘CECGroups’ in the similar lines of ‘NEW CEC GROUP’of CHQ. Still some more are yet start it.Further, Districts also have to start DistrictExecutive Groups including District officebearers and active members. At present about2000 members are getting the information andimportant news instantaneously from CHQ. Ifevery Circle and every District Unit utilizes thistechnology, perhaps, more than 10,000members will be able to receive the mostreliable and important news from our CHQinstantaneously. That is my wish.

KANYAKUMARI CWCOur CWC will meet at Kanyakumari on 13th and14th February 2019 to review all developmentsand chart out a programme for strengtheningthe organization. Boarding and lodging will bearranged for CWC members only. Congratulations3rd phase of programme of “Hunger Strike”on 22/11/2018 demanding pension revisionfrom 1/1/2017 on the basis of fitment factorof 32%, recommended by 7th CPC, to BSNL/MTNL absorbed retirees was conductedsuccessfully and enthusiastically throughoutthe country. In this agitation, along withAIBSNLPWA, RTOWA, Delhi & Mumbai,AIRBSNLEWA, MTNL (DoT) RetiredAssociation, MTNL Senior ExecutiveAssociation also joined. Hundreds ofpensioners participated in this programmein many cities like Delhi, Mumbai, Chennai,Kolkatta, Bengaluru, Hyderabad etc. Almostin all SSAs, whether big or small, thisprogramme was conducted and sent theresolution to the Secretary (T). In Tamilnadu,despite rain in some districts includingChennai, fast was observed. In Delhiprogramme, our president could notparticipate since his flight was cancelled buthe participated in Ernakulam; Vice-presidentDG and GS Gangadhara Rao participated andaddressed the gathering in Delhi. Manysenior leaders of pensioners’ organizationslike S.C.Maheswari (BPS), M.K.Bagchi,Rajendra Prasad, R.P.Sharma, G.L.Jogi,S.S.Nanda, Prahalad Rai, Kishan Singh,addressed the gathering. Leaders of workingemployees Unions like Dharan Raj (MTNLBMS), V.K.Tomar (MEA), A.K.Kaushik (TEAM)and Sebastian (SNEA) also spoke andannounced their unconditional support toour demand. During his speech Com

Maheswari explained that he presented thisdemand before the 7th CPC when there was achance for oral evidence and later submittedsupplementary memorandum also asrequested by 7th CPC. During that oralevidence Com VAN Namboodiri opposed thisdemand before the 7th CPC. Our AGS ComAnupam Kaul in tandem with Coms Nanda &Mudgal did wonderful work and he gave voteof thanks to all. There was a good coveragein most of the places by press & electronic/social media. Being national capital, Delhiprogramme is most important. I could notfind any suitable word except sincere thanksto all the organizers and participants.

New organization bornWe invited leaders of pensioners’organizations who agree to the demand ofpension revision with 32% fitment factor asrecommended by 7th CPC from 1/1/2017.Sincere attempts were made to bring AIBDPA& BDPA also for this meeting. But it becamefutile at present. Let us hope that otherorganizations also would join in due course.On our invitation, apart from RTOWA, threemore organizations viz. AIRBSNLEWA, MTNLS.E. Association & MTNL (DoT) RetiredAssociation positively responded and we hada meeting on 21/11/2018 in Kidwai Bhawan,New Delhi under the presidentship of ComD.Gopalakrishnan. 19 leaders viz.D.Gopalakrishnan, P.Gangadhara Rao,Anupam Kaul, J.S.Dahiya, G.L.Jogi,

Asscn.Participated in that meeting which was heldfor nearly 4 hours. An umbrella organizationcalled “Committee of BSNL/MTNLPensioners’ Associations” was formed withCom P.Gangadhara Rao as convenor. Thecommittee consists of Coms. D.Gopalakrishnan, P.Gangadhara Rao, Anupam Kaul(AIBSNLPWA), M.K.Bagchi, S.S.Nanda,R.K.Mudgal (RTOWA, Delhi), Prahalad Rai,Kishan Singh, A.K.Gupta (AIRBSNLEWA),Rajendra Prasad (MTNL Sr.Exe.Asscn.) andR.P.Sharma (MTNL DoT Retd. Asscn.). LaterCom Jawahar was contacted and he gave thefollowing six names from MTNL, Mumbai.Coms K.Jawahar, B.R.Pathak, J.S.Yadav(RTOWA, Mumbai), S.G.Pawar, S.M.Sawant,Kishore Haldankar (MTNL PWA, Mumbai).Totally 17 members are there in thiscommittee. This committee is formed mainlyfor achieving the demand of pension revisionwith 32% fitment factor recommended by 7th

CPC. The pensioners’ organizations whichagree with the demand can be included. Thismeeting finalized the press brief and letter toSecretary (T). It was also decided to approachall MPS belonging to all parties, presentmemorandum and seek their effectiveintervention; seek the support of seniorministers like Hon. Home Minister etc. Allleaders contributed in the discussion andportrayed their maturity. Formation of thisumbrella organization has created lot ofenthusiasm and confidence among thepensioners. It is a perfect move organi-zationally.

Extend solidarity to AUABSince DoT is adopting a negative attitude withregard to the charter of demands, presented

by AUAB, particularly pay revision asrecommended by 3 rd PRC, they haveunanimously decided to go on ‘IndefiniteStrike’ from 3/12/2018. This serious actionnecessitated because the discussion andother form of agitations did not yield desiredresult. It is our duty to extend our solidaritysupport to them. CHQ requests to extend itin whatever manner possible depending uponthe local situation.

Meeting with officersWe three (DG/PGR/AK) met DDG (Estt.) ShriS.K.Jain and Director (Estt.) Shri SanjayAgarwal on 20/11/2018 and discussed fornearly two hours. In the inter-action, we wereinformed:-

1) DoT sought the opinion of DoP&PW for de-linking pension revision from pay revision. Inturn DoP&PW sought certain details and DoTEstablishment section has prepared the replyand sent to DoT finance for vetting which ispending there.

2) DoT has not yet taken a final call on payrevision for serving employees.

3) There are three types of demands frompensioners’ associations for pension revisionviz. a) fitment as per 7th CPC fitment, b) as per3rd PRC, c) sending cabinet note for pensionrevision and pay revision simultaneously.

4) If delinking is agreed to by DoP&PW, whichis unlikely, then only DoT can think of theformula.

We told the officers that the letter dated 6/11/18sent by DoT to BSNL clearly reveals the mind-set of DoT on pay revision to servingemployees. Though Rule 49(2) of CCS(Pension) Rules 1972 was amended from 1/1/2016 after 7th CPC, the minimum pension forBSNL IDA pensioners was not increased toRs.9000/-. DDG asked whether any BSNL IDA

pensioners are getting less than Rs.9,000/-(pension + DR) we replied that there arethousands of family pensioners who aregetting less than that.

We also told them about the history of theRM/Gr.D officials who were in the selectpanel were placed in LM scale (from 2550scale to 2750 scale)

in the absence of posts in PM cadre whichwas decided by DoT in consultation withDepartmental council of JCM and issuedorders to that effect before formation ofBSNL. When PM posts were available, theywere posted and placed in 3050 CDA scale.These officials retired in 2016, 2017. Now atthe time of their retirement, CCA, Tamilnadureduced their LPD saying that the trained RM/Gr.D officials were placed in LM scaletemporarily and hence that cannot be takeninto account. Pension was fixed for all thesepeople at reduced rate than 50% of theiractual LPD. We also told them that we havealready written a letter in this regard fewmonths back. But they wanted another letteragain. This was discussed with Member (F)also on 22/11/2018. After hearing the casepatiently she asked us to send a letter to her.She would call for a report from CCA, TN andinter-act with establishment section of DoTalso and then take a decision.

MEETING WITH DIRECTOR (HR)We met Director (HR) Smt. Sujata Ray inBSNL Corporate office on 20/11/2018 forabout 30 minutes. One GM and another OSDwere also with her. We raised the issue ofnon-payment of MRS to the retirees due towant of funds. She explained the financialposition of BSNL and told that all of you arewell aware of the situation. She expressedher anguish that no one including DoT ishelping BSNL. She suggested thatpensioners can opt for CGHS and we told

her that it is available only in 26 cities in thecountry. She told that atleast the pensionersin these cities get the benefit. Then we toldher that the pensioner had to pay a hugeamount as contribution and if BSNL makesthat one lump-sum payment directly to CGHSinstead of asking the pensioner to pay firstand get reimbursement from BSNL later, thepensioners may be inclined to move. Sheasked us to give a letter as a proposal whichcan be considered by the corporate office.She informed that corporate office is thinkingof some insurance policies for health andsome initiative is taken. If any proposal isgiven by our association then it can also beconsidered she said. She also informed thatthey are expecting some funds in the 1st weekof December 18 and if all is well funds maybe allotted to circles by 2nd week. Butpayment priority will be in the order of 1) forhospitals 2) Indoor treatment to retirees 3)Indoor treatment to serving employees 4)Without voucher for retirees. We told herabout the case of Shri Sethuraman (AGM,STR, Chennai) case of deduction ofincometax for leave encashment. She askedShri V.K.Sinha, OSD to note down the caseand take necessary action. He asked us tosend him a mail about the details.

We also told her that in some areas, rent-freeresidential telephone connections werewithdrawn which were working on CDMAtechnology. As an alternative, the pensionerscan be given a BSNL sim card to use themfor certain amount. We also told her that wehave already given a letter in this regard. Sheasked the GM to consider it and we gave acopy of our previous letter to him.

Member (F) Smt. Anuradha Mitra gave us timeat 1600 hrs on 22/11/18 and we met her forabout 30 minutes. DDG (Accts.) MadamLynda was also with her. We discussed aboutthe ‘Direct payment by CCAs’. On this issue,we were informed the following:-

1) Direct payment for new pensioners fromDec 20182) For existing pensioners from Apr 20193) Post offices are not linked to the new soft-ware for the present4) Banks have agreed to accept the lifecertificate and the payment of commission forthis service is under discussion5) Every pensioner shall be given a log-in-id6) Interaction with pensioners, particularlywith pensioners’ associations shall be ensuredby CCAs. It will be held soon which may helpto allay the apprehensions of the pensioners.7) She assured that all the problems ofpensioners shall be addressed8) Form 16 can be taken digitally or CCAsshall give

Regarding ‘pension revision’ she told that“you should not try to take the best every time(i.e. whichever formula that is more beneficialfor pension revision) and there should be asingle formula and it can’t be changed everytime”. We explained that we raised thedemand of fitment factor recommended by7th CPC be made applicable to BSNL IDApensioners also as soon as the Govt.announced the appointment of 7th CPC inSeptember 2013 and at that point of timenobody knows about the outcome of 7th CPCor 3rd PRC. Consciously we raised thedemand with a vision that it would be apermanent solution. We also told her thatwe are consistent with our demand from 2013onwards. We informed her that a reply toDoP&PW is prepared by Establishmentsection of DoT and sent to DoT finance forvetting which was told to us by DDG (Estt.).Then she told that she was not here for a weekand it would have gone to Advisor and‘vetting’ would be done soon if it is sent byestablishment section. If DoP&PW agrees todelinking and if a proper proposal comes toDoT finance, that would be considered by us,she told. Ultimately DoP&PW and DoE have

to agree and as far as DoT finance isconcerned, ‘it will go with the flow’ she said.

We along with Coms. G.L.Jogi and S.S.Nandamet Member (S) Shri Ravi Kant. Member (S)was really busy since he was looking afterthe post of Member (T) also. He told that hecan meet us only for 5 minutes but we hadmeeting for more than 15 minutes from 6.05pm on 22nd. When we raised the issue ofpension revision he told that he got brief fromDDG (Estt.). When we questioned about thereal bottle-neck, he told about the likelyhoodof anomaly. We told that suitable solutioncan be found to address that problem. Weexplained the justification for the demand inbrief. He patiently heard our views and saidthat he would study the issue from that angleand asked to meet him after a week. We toldthe leaders in Delhi should meet him after aweek and pursue further.

In the background of thesedevelopments, our CWC which is goingto meet in Kanyakumari in February 2019has to seriously discuss and takeappropriate decisions with regard toPension Revision and MRS.

Com Anupam Kaul welcomed all. Allparticipated in the discussion which wasuseful and purposeful. The meetingunanimously finalized the press brief andjoint letter to be sent to Secretary(Telecom).

The name of the committee was finalized.Com P.Gangadhara Rao shall be theconvenor of the committee. Members of

the committee shall be D. Gopalakrishnan,Anupam Kaul, M.K.Bagchi, S.S.Nanda,R.K.Mudgal, Prahalad Rai, Kishan Singh,Amit Kumar Gupta, Rajendra Prasad andR.P.Sharma. The convenor shall contactleaders of MTNL, Mumbai and include theirrepresentatives in the committee.

The Committee decided to include thepensioners’ organisation which are inagreement with our proposal on pensionrevision.The committee decided to approach allMPS across all political parties and seektheir support for achieving our demand.Special efforts shall be made to seek thesupport of Hon. Home Minister ShriRajnathsinghji. This shall be our nextcourse of action. The committee shallprepare a common memorandum to bepresented to MPs and circulate to all.

This is a good beginning. Let us unite andmarch forward.

PENSION REVISION OF BSNL/MTNL RETIREESDoP&PW OM dated 5/7/1989states “The Govt. servants who optto be governed by the pensionarybenefits available under theGovernment, shall at the time oftheir retirement, be entitled topension etc., in accordance with theCentral Govt. rules in force at thattime.”Para 7 of that OM states“these orders will also beapplicable to those Govt. servantswho would be absorbed in theMTNL, VSNL, NAAI etc.

DoP&PW OM dated 1/9/2008 &3/10/2008 says “these orders applyto all the pensioners/familypensioners who were drawingpension/FP on 1/1/2006 under CCS(Pension) Rules 1972”.

DoT endorsed DoP&PW OMdated 3/10/2008 and 14/10/2008vide its order dated 23/10/2008.After acceptance of 7th CPCrecommendations by the Govt,similar order was issued byDoP&PW vide its OM dated 4/8/2016.

BSNL/MTNL retirees are alsocovered under CCS (Pension)Rules 1972 on par with CentralGovt. retirees. They are paidpension by Government of India,not by PSUs. Now, it is 100%responsibility of the Government topay pension to them. BSNL/MTNLhas neither any responsibility topay their pension nor any authorityto revise their pension. Hence,they should be treated as CentralGovt pensioners.

Revised Rules of CCS (Pension)Rules 1972 consequent to 6th CPCrecommendations like Gratuity

ceiling, Enhanced family pension,application of new commutationtable, age-related additionalpension, Minimum/Maximumpension etc. were made applicableto BSNL IDA pensioners that tooafter getting clarification fromDoP&PW.

For a clarification sought by DoTvide its ID No.40-31/2008-Pen(T)dated 18/3/2009 regardingapplicability of Revised Rulesw.e.f.1/1/2006 with regard to 6thCPC to ex-DoT employeesabsorbed in BSNL and DoP&PWclarified vide its Desk ‘D’ dated 27/4/2009 that it is applicable. In thatclarification DoP&PW stated“BSNL is the only PSU that hasbeen granted a special dispensationunder sub-rule 21 of Rule 37-A tothe effect that pensionary benefitsincluding FP to the absorbedemployees of BSNL is paid by theGovt”.

DoT vide its order dated 23/6/2011endorsed DoP&PW OM dated 2/9/2008 and 3/10/2008 and statedthat these are applicable to BSNLIDA pensioners also.

Absorbed employees renderedmost part of their service inDepartment of Telecom.

Explanation under sub-rule 8 ofRule 37-A of CCS (Pension) Rules1972 clearly states that “it shall becalculated in the same way ascalculated in the case of a C.G.servant, retiring or dying on thesame day”.

DoT OM No.40-13/2002-PEN (T)dated 15/1/2003 while clarifying

under doubt No.4 clearly states thatthe minimum & maximum shallcontinue as existing in CCS(Pension) Rules unless specificallyapproved otherwise by the Govt.

Para 3 of DoT letter dated 12/8/2009 stated that “the presentmethod of calculation of minimumpension which is 50% of theminimum of the lowest pay scaleshall continue”. It is clear that theminimum pension for BSNL IDApensioners is Rs.3500/- since theminimum pay in Central Govt. isRs.7000/- from 1/1/2006. Theminimum pay in BSNL was revisedas Rs.7760/- from 1/1/2007 onlyby an order dated 7/5/2010 issuedby BSNL Corporate office.

DoT issued OM dated 15/3/2011vide F.No.40-17/2008-Pen (T)-Vol.III for revision of pension ofpre-2007 pensioners/familypensioners of BSNL. Para 4.4 ofthat OM states “the lower andupper ceiling on pension/familypension shall be Rs.3500/- andRs.45,000/- respectively”. It isapparently clear that the minimum/maximum pension relates to C.G.pay and not BSNL pay.

NO PRC FORMULA FORPENSIONERSPRC has nothing to do withpension revision. Pensionrevision does not find a placein the terms of reference of anyPRC. So, the third PRC alsohas not suggested any formulafor pension revision. There isno use of asking pensionrevision with PRC formula,which does not exist at all.

Pay revision (not Pension revision)of Executives is decided on thebasis of PRC recommendations.Pay revision of non-executives isdetermined on the basis of bilateralagreement between Managementand recognized unions and BSNL/MTNL has no say with regard topension because GOI is paying thepension.

In reply to a RTI application,BSNL corporate office vide itsletter dated 15/11/2016 stated thatas on 1/11/2016 there were 28,791Executives and 1,36,791 Non-executives in BSNL. All non-executives would retire by 2026and 24,117 out of 28,791executives would retire by 2027.

Gratuity is being paid inaccordance with CCS (Pension)Rules 1972 and not according toPayment of Gratuity Act 1972.

Retirement benefits in otherCPSEs are as per DPE guidelinesbut for BSNL retirees it is as perCCS (Pension) Rules 1972.

In the case of BSNL retirees, fullpension liability lies onGovernment of India whereas forother CPSE retirees GoI does notprovide any budgetary support.

OUR EFFORTS

Kindly read the article given inJuly-August 2018 issue ofPensioners Patr ika to knowcontinuous efforts made byAIBSNLPWA to realize thedemand. We do not want to repeatthose details here.

WHY CPC FITMENT ANDNOT PRC?Pay Revision Committee (PRC)has not suggested any revision of

pension. There is no PRC formulafor pensioners. Then what is thefun of asking pension revision withPRC formula? Some people askedthat. It confused some officers inDoT who wanted to deny benefitsto BSNL/MTNL pensioners.BSNL/MTNL Pensioners requestthese leaders/organizations todesist from raising such confusingdemands. At the same time,Pension Revision has been an itemfor Pay Commissions to consider,and from 1986 onwards all CPCssuggested some formula forPension revision. In future also theCPCs may suggest some formulafor pension revision. Hence wedemand our pension revision withfitment benefits suggested by CPC.

ANOMALIESSome officers in DoT talk about“probable anomaly” if pension isrevised without pay revision. Everytime a Pay revision took place inthe past there was some kind ofanomaly. Anomaly committeeswere appointed to sort out theissues in the past. There was ananomaly in pension when BSNLwas formed in 2000 and CDA paywas converted in to IDA Pay in2002 for the BSNL absorbees.DoT had given a written assurancethat such anomalies/aberrationswould be resolved. Even after 16years DoT has not solved it. CATprincipal bench had given on orderon 16th December 2016 to resolvethe anomaly. Same officers in theDOT have not yet implemented thecourt order. Then why they aretalking about probable anomaly infuture? It is only to deny justice toBSNL/MTNL retirees.

PERMANENT SOLUTIONWe want a decision by theGovernment not for once, but forentire future. When the pension of

central government pensioners isrevised in future our pensionshould also be revised with samefitment benefit.

TASKComrades,Though we have very valid andsound arguments for pensionrevision from 1/1/2017 on the basisof fitment factor recommended by7th CPC and implemented by theGovt. for CDA pensioners,everyone should understand that itis a new concept and new path. Itrequires a clear policy decision bypolitical bosses and then only DoTofficers would act. We areconscious of this reality. Ourdemand is simple. Existing basicpension as on 1/1/2017 + IDR(119.5%) + 32% of basic pension.If this is accepted, there will be anincrease of 14.58% in totalpension. It may cost Rs.1,200/-crores per annum approximatelywhich is not a big burden to theGovernment keeping the interest ofsenior citizens in mind. But onebig hurdle is that some pensionersorganizations, not only do notsupport this demand which wouldbe a permanent solution andbenefit not only the existingpensioners but also the futurepensioners, are working at crosspurposes, willfully indulges inwrong propaganda that we areasking for CDA pension from 2000onwards etc. Our appeal for unitedapproach on common demand likethis is simply ignored by thoseorganizations. The members ofthose organizations shouldunderstand the spoiling gameplayed by those leaders.

We shall get pension revision.We are fully justified. We arecentral Govt. pensioners;techinically and legally.

CHQ LETTER DATED 22-10-2018 TO MINISTER, TELECOM COMMISSION etcON DIRECT PAYMENT OF PENSION BY CCA OFFICES.

We understand that DoT is contemplating tointroduce direct payment of pension by CCAsinstead of through the agencies like banks/postoffices. Though we are not averse to the newconcept, it needs transparency, exchange ofviews with stake-holders, properinfrastructure, proper training, posting ofrequired staff in O/o PCCA/CCA to handlethe additional quantum of work, addressingthe problems likely to be faced by thepensioners.

2. Controller General of Defence Accounts(CGDA) prepared a 12 page “Concept paper”on “centralized pension disbursement system”before introducing the new system. A news itemappeared in ‘Economic Times’ in July 2018 inthis regard. According to that ‘concept paper’there are 24.16 lakh defence pensioners forwhom Rs.51,000 crores are disbursed per year.75% of pensioners are getting their pensionthrough banks and 95% of the amount isdisbursed by the banks. Ministry of Defence ispaying Rs.960/- per annum per transaction tobanks which works out to Rs.180 crore p.a. Atpresent the defence pensioners are gettingpension through 29 banks, 63 DPDOs, postoffices and state treasuries. The papermentions that it will be implemented in 3 phases– first, new pensioners – 2nd DPDO pensioners,shifting of files and indexing – 3rd existing bankpensioners.

3. The concept paper mentions about theissues viz. 1) lack of agency which couldprovide the pensioners a forum for personalinteraction/contact at their nearest place; 2)identification at the time of first payment; 3)submission of annual life certificate inNovember; 4) submission of death certificatein case of death of pensioner and sanction ofFP. DoT/BSNL pensioners also would facesupply of form 16 by the PDAs in addition tothe above mentioned four issues.

4. DoT/BSNL pensioners are not aware aboutthe resolution to the above issues. Earlier, wewere told that it will be implemented in phases,first to the new pensioners, next to existingpensioners in some circles drawing pensionthrough banks. During the nation-wide pensionadalat held recently also, it was informed that notarget date is fixed and all the issues likely to befaced would be taken care of beforeimplementation. But, on the contrary now weunderstand that DoT is pushing through the newsystem wholehog fixing a target date. To havehassle-free new system we would like to submitthe following suggessions:-

a) A concept paper needs to be circulated tothe pensioners particularly the organizationsrepresenting DoT/BSNL pensioners who arestake-holders and it should address theproblems likely to be faced by the pensioners.b) It should be optional.c) Creation of necessary infrastructure needsto be explained.d) Strengthening with required staff in O/oPCCAs/CCAs.e) Proper and adequate training to the staffhandling the new software.f) A special programme has to be conductedby O/o PCCA/CCAs to educate the pensioners,particularly the representatives of pensioners’organizations about the proposed new system.

We are of the considered opinion that any newsystem can be successful only with the willingcooperation of stake-holders. We hope thatDoT would take our suggessions seriouslyand take necessary action beforeimplementing it.

May we earnestly request you Sir, to instruct theDepartment of Telecom suitabley in the matter.

BSNLEU CEC met at Ghaziabad on 22-23 October2018 and adopted a resolution on Pensionrevision. The resolution says:

“As regards the pension revision of the absorbedBSNL retirees, the DoT has always maintainedthat it is linked with the wage revision of BSNL

employees, which is totally unacceptable. At par with the pension revisiongiven to the other pensioners covered under CCS Pension Rule 1972, theabsorbed BSNL pensioners should also be given pension revision immediatelyand without waiting for the wage revision of the serving employees to getcompleted…..” [From Wenbsite of BSNLEU on 26-10-2018].
