Dear Colleagues
While you are striving hard to keep the pendency down to minimum level and endeav-
ouring to provide better services to citizens we at the CPV Division have been work-
ing hard to achieve the milestones of the Passport Seva Project The training pro-
grammes conducted at the pilot locations have been very successful Sites for Pass-
port Seva Kendras at the pilot locations have also been finalized and civil work has
been commenced Data Centre set up at Delhi has been completed and police verifica-
tion procedures have been revised in consultation with the RPOs and the police au-
thorities
All these achievements towards launch of the project would not have been possible
without your constant support and encouragement The Apex Committee headed by
Cabinet Secretary has recently reviewed the progress of the project The progress till
date has been mentioned in this issue for your information It is reiterated that your
suggestions literary articles ideas to improvise the patrika are all welcome and each
Passport Officer is requested to contribute in the forthcoming issues
You all must be busy coping with the summer rush season We would like to bring on
record the excellent work being done by you all in handling such a huge workload
By now all of you would have received the inaugural issue of ldquoPassport Patrikardquo We
have received some encouraging feedback from our colleagues in the Central Pass-
port Organization We look forward to your continued support and active involve-

I am happy to inform you that we are on track with respect to the major milestones pertaining to
the Passport Seva Project (PSP)
There are several achievements that have been made with respect to the project such as
CIVIL WORK
Work is progressing rapidly at the Data Centre and the Central Passport Printing Facility in
Delhi

All documents capturing the passport processes finalized
First version of the software to be ready soon

TRAINING
Basic Computer Skills Training at Bangalore and Chandigarh Passport Office completed
successfully
Training for the Police personnel completed successfully at Bangalore
Syllabus and material for the Application Training programme being finalized and content
for Soft-skills Training has been developed
Project envisaged a Central Data Centre to be fully owned by the Ministry of External Affairs
(MEA) to be built by the Service Provider Space for the Data Centre has been provided by MEA
at Saraswati Vihar New Delhi TCS has worked hard to complete State of The Art facility as per
the schedule Once the set up is complete and certified by the third party Audit Agency (STQC) it
will be taken over by MEA as it is a strategic asset Shri Dinkar Khullar AS (ADndash CPV) and
Shri AManickam JS (CPV and CPO) and the Project Director have visited the facility

Welcome Aboard
Change is a fact of life and there can be no progress without change In fact many thinkers say that
that only thing constant in life is change Government service brings with it higher responsibilities
and transfers We bid farewell to our old colleagues and welcome the new ones We look forward
to benefit from their administrative experience and guidance
Shri SMKrishna during his long political career was the Speaker of the
Karnataka Legislative Assembly (1989-1992) Deputy Chief Minister of
Karnataka Member Rajya Sabha (1996-1999) Chief Minister of Karna-
taka (1999-2004) Governor of Maharashtra(2004-2008) before assuming
charge as the External Affairs Minister in May
2009
Smt Preneet Kaur assumed office of Minister of State for External Af-
fairs in May 2009 She has held several important positions in the past as
member of important Parliamentary Standing Committees
Dr Shashi Tharoor an author peace-keeper refugee worker human
rights activist Member of Parliament has assumed charge as Minister of
State for External Affairs in 2009
Shri Dinkar Khullar has taken over as Additional Secretary AD amp CPV
with effect from March 2009 Shri Khullar belongs to the 1978 batch of
the Indian Foreign Service
Shri A Manickam has taken over as Joint Secretary CPV and Chief Pass-
port Officer He belongs to the 1980 batch of the Indian Foreign Service

Basic Computer Skills Training at Pilot Locations Synopsis
ldquoGive a person a fish and you feed him for a day Teach a person to fish and you feed him for a life-
timerdquo ndashConfucius 5th century BC
The significance and value of training has long been recognized and acknowledged Training is
essential not only to increase productivity but also to motivate and inspire participants by letting
them know the importance of their jobs and providing them with all the job related information
Training is one of the most crucial aspects of Passport Seva Project MEA in collaboration with
the TCS Change Management team has conceptualized a comprehensive 4-tier training plan focus-
ing on Basic Computer Skills Processes Application and Soft Skills The programme enables
Central Passport office employees to acquire a better understanding of the re-engineered processes
and gain familiarity with the new application
The first phase of the training programme Basic
Computer Skills was launched at Bangalore
from the 2nd March ndash 7th March 2009 This was
followed by a similar exercise at Chandigarh
from the 23rd March ndash 27th March 2009 The
prime objective of this training was to impart
knowledge along with the hands-on experience
to all the participants The training curriculum
included Computer- Hardware amp Software Ba-
sics Typing Basics amp Hotkeys Introduction to
Microsoft Office Internet amp Email Concepts
Introduction to Information Security and File
Management
The training at both the locations commenced
with a kick-off meeting wherein respective
RPOs DrNagendra Prasad (Project Director-
MEA) and MrRajneesh Chadha (Project Di-
rector-TCS) addressed the Passport office em-
ployees and introduced the TCS Training
team Thereafter TCS Training team pre-
sented their vision training objective impor-
tance of training and its benefits

An extensive Training schedule was prepared for 3 batches each of 2 hours duration per day This
was done to ensure that sufficient time was allotted to all the topics to be covered along with
hands-on experience The batching done by respective RPOs proved helpful as it had an appropri-
ate distribution mix of experienced and novice staff This facilitated surfacing of champions who
supported others and helped them keep pace with the training
This was reflected from the advanced
level of questions being asked by the
participants during the training sessions
The fact that most of the participants
used to arrive for the training early
points to their regularity and serious-
ness towards the training This served
as a motivating factor for the TCS
Change Management Training team and
boosted their morale for future training
programmes
To facilitate the training a training kit
consisting of Training Manual pen and
notepad was distributed to all the par-
ticipants prior to Training Specially de-
signed posters on Training were put up
at the Passport office as a part of aware-
ness campaign
All the participants were extremely co-
operative enthusiastic passionate and
committed to learn

On the last day of training program Certificate Distribution ceremony was planned to acknowl-
edge and appreciate the participation of passport office employees Also they were requested to
give feedback and suggestions regarding the training Most of them gave positive response and
appreciated the efforts put-in by the TCS Change Management Training team This served as a
great reason for Change Management Training team to smile and carry back good memoirs of
their training experience
There was a Certificate Distribution Cere-
mony for all the participants which also
boosted their morale Participants men-
tioned that individual attention paid to the
employees had enabled them to under-
stand and learn the concepts effectively
The training generated a lot of interest and
encouraged the Passport Office employees
to take a positive step towards compe-
tency building
They are eagerly looking forward to future
training sessions on the Passport Seva Ap-
plication and Process A sustained training
program will strengthen efforts and main-
tain momentum over the long term This
has marked the beginning of a new journey
towards an era where modern technology
exists and thrives in tandem with the spirit
of service to the people of India

Police Training at Bangalore

Passport Seva Project is a major e-governance initiative of Government of India to provide better
services to its citizens Active participation and support from Police Department is essential for the
overall success of PSP
A comprehensive training program was carried out successfully for Police Officials at Bangalore
and Chandigarh District Police Headquarters to appraise them about the PSP initiative and make
them familiar with the Passport Seva System
A 2-day training workshop was conducted on topics
such as PSP Introduction PSP Benefits to Police
New processes and corresponding roles Information
Security and PSP Software Module
On the first day inauguration commenced with light-
ing of the Lamp by Project Director - MEA DIG
(Intelligence) RPO (Bangalore) and Col P Isaac
(General Manager TCS)
After the introductory speeches by the dignitaries
PSP training team started with the training sessions
on Overview of PSP and Introduction to Police
Training Module Since Police Personnel are re-
sponsible for checking the antecedents of the appli-
cant and at the same time are in possession of con-
fidential information a session on Information Se-
curity was conducted to highlight the importance of
keeping data secure
Thereafter PD-MEA Dr TV Nagendra Prasad and RPO (Bangalore) Mr RRavindra addressed
the participants highlighting the changes in the processes and roles in the new work environment
Subsequently DIG (Intelligence) delivered a speech and reinforced the importance of digitization
of the process and its benefits to the police personnel He assured full support from the police de-
partment

On the first day detailed discussions
were carried out with participants regard-
ing the changes in the format for Police
Verification Report and also the Person-
nel Particulars Form
On the second day Application Training
was imparted to the Police Officials
Changes in the verification process were
highlighted resulting in fruitful discus-
sions
At the end of the stipulated period discussions
were carried out for each Case Study A quiz
was also administered to the participants to
gauge their understanding of the concepts
taught This was followed by a feedback ses-
sion Participants were encouraged to share
their training experience and learnings Overall
the entire training effort was well received and
appreciated by all the participants
Participants were encouraged to share their experiences and suggestions were invited on stream-
lining the entire process
Case Studies were conducted to reinforce the concepts delivered during the training To ensure
active participation from the participants they were divided into 4 groups to facilitate smooth
sharing of ideas

body that the speed of transactions have been increasing tremendously and the world is becoming
smaller in its activities But surprisingly applicants still need to wait hours together in Passport
Offices to meet their various requirements I feel the attitude of the officials in dealing with the
public should be further motivated Following words of Mahatma Gandhi helps in motivating to
serve the citizens in a better way and understand the real meaning of service for public dealing -
A Customer is the most important visitor on our premises
He is not dependent on us We are dependent on him
He is not an interruption on our work He is the purpose of it
He is not an outsider on our business He is a part of it

From a Probationerrsquos Experience
I joined CPV Division in January 2009 as a part of desk attachment in the
Ministry of External Affairs This is the final part of the training of Foreign
Service Probationers before they embark upon posting abroad Working in
CPV Division is equally challenging and interesting I gained knowledge
of issues like Passport Visa and Consular matters which is a quintessential
part of any Foreign Service Officer During my stint in CPV Division I was
closely involved with the Passport Seva Project
I am confident that with the operationalization of this project the passport related services will be-
come streamlined providing comfort to the citizen besides making the job of Central Passport Of-
fice employees easier This project will transform the government service delivery mechanism

fidential information a session on Information Se-
curity was conducted to highlight the importance of

Thereafter PD-MEA Dr TV Nagendra Prasad and RPO (Bangalore) Mr RRavindra addressed
the participants highlighting the changes in the processes and roles in the new work environment
Subsequently DIG (Intelligence) delivered a speech and reinforced the importance of digitization
of the process and its benefits to the police personnel He assured full support from the police de-
partment

were carried out with participants regard-
ing the changes in the format for Police
Verification Report and also the Person-
nel Particulars Form
On the second day Application Training
was imparted to the Police Officials
Changes in the verification process were
highlighted resulting in fruitful discus-
sions
At the end of the stipulated period discussions
were carried out for each Case Study A quiz
was also administered to the participants to
gauge their understanding of the concepts
taught This was followed by a feedback ses-
sion Participants were encouraged to share
their training experience and learnings Overall
the entire training effort was well received and
appreciated by all the participants
Participants were encouraged to share their experiences and suggestions were invited on stream-
lining the entire process
Case Studies were conducted to reinforce the concepts delivered during the training To ensure
active participation from the participants they were divided into 4 groups to facilitate smooth
sharing of ideas

From a Probationerrsquos Experience
I joined CPV Division in January 2009 as a part of desk attachment in the
Ministry of External Affairs This is the final part of the training of Foreign
Service Probationers before they embark upon posting abroad Working in
CPV Division is equally challenging and interesting I gained knowledge
of issues like Passport Visa and Consular matters which is a quintessential
part of any Foreign Service Officer During my stint in CPV Division I was
closely involved with the Passport Seva Project
I am confident that with the operationalization of this project the passport related services will be-
come streamlined providing comfort to the citizen besides making the job of Central Passport Of-
fice employees easier This project will transform the government service delivery mechanism

Project envisaged a Central Data Centre to be fully owned by the Ministry of External Affairs
(MEA) to be built by the Service Provider Space for the Data Centre has been provided by MEA
at Saraswati Vihar New Delhi TCS has worked hard to complete State of The Art facility as per
the schedule Once the set up is complete and certified by the third party Audit Agency (STQC) it
will be taken over by MEA as it is a strategic asset Shri Dinkar Khullar AS (ADndash CPV) and
Shri AManickam JS (CPV and CPO) and the Project Director have visited the facility

Change is a fact of life and there can be no progress without change In fact many thinkers say that
that only thing constant in life is change Government service brings with it higher responsibilities
and transfers We bid farewell to our old colleagues and welcome the new ones We look forward
to benefit from their administrative experience and guidance
Shri SMKrishna during his long political career was the Speaker of the
Karnataka Legislative Assembly (1989-1992) Deputy Chief Minister of
Karnataka Member Rajya Sabha (1996-1999) Chief Minister of Karna-
taka (1999-2004) Governor of Maharashtra(2004-2008) before assuming
charge as the External Affairs Minister in May
2009
Smt Preneet Kaur assumed office of Minister of State for External Af-
fairs in May 2009 She has held several important positions in the past as
member of important Parliamentary Standing Committees
Dr Shashi Tharoor an author peace-keeper refugee worker human
rights activist Member of Parliament has assumed charge as Minister of
State for External Affairs in 2009
Shri Dinkar Khullar has taken over as Additional Secretary AD amp CPV
with effect from March 2009 Shri Khullar belongs to the 1978 batch of
the Indian Foreign Service
Shri A Manickam has taken over as Joint Secretary CPV and Chief Pass-
port Officer He belongs to the 1980 batch of the Indian Foreign Service

Basic Computer Skills Training at Pilot Locations Synopsis
ldquoGive a person a fish and you feed him for a day Teach a person to fish and you feed him for a life-

The significance and value of training has long been recognized and acknowledged Training is
essential not only to increase productivity but also to motivate and inspire participants by letting
them know the importance of their jobs and providing them with all the job related information
Training is one of the most crucial aspects of Passport Seva Project MEA in collaboration with
the TCS Change Management team has conceptualized a comprehensive 4-tier training plan focus-
ing on Basic Computer Skills Processes Application and Soft Skills The programme enables
Central Passport office employees to acquire a better understanding of the re-engineered processes
and gain familiarity with the new application
The first phase of the training programme Basic
Computer Skills was launched at Bangalore
from the 2nd March ndash 7th March 2009 This was
followed by a similar exercise at Chandigarh
from the 23rd March ndash 27th March 2009 The
prime objective of this training was to impart
knowledge along with the hands-on experience
to all the participants The training curriculum
included Computer- Hardware amp Software Ba-
sics Typing Basics amp Hotkeys Introduction to
Microsoft Office Internet amp Email Concepts
Introduction to Information Security and File
Management
The training at both the locations commenced
with a kick-off meeting wherein respective
RPOs DrNagendra Prasad (Project Director-
MEA) and MrRajneesh Chadha (Project Di-
rector-TCS) addressed the Passport office em-
ployees and introduced the TCS Training
team Thereafter TCS Training team pre-
sented their vision training objective impor-
tance of training and its benefits

An extensive Training schedule was prepared for 3 batches each of 2 hours duration per day This
was done to ensure that sufficient time was allotted to all the topics to be covered along with
hands-on experience The batching done by respective RPOs proved helpful as it had an appropri-
ate distribution mix of experienced and novice staff This facilitated surfacing of champions who
supported others and helped them keep pace with the training
This was reflected from the advanced
level of questions being asked by the
participants during the training sessions
The fact that most of the participants
used to arrive for the training early
points to their regularity and serious-
ness towards the training This served
as a motivating factor for the TCS
Change Management Training team and
boosted their morale for future training
programmes
To facilitate the training a training kit
consisting of Training Manual pen and
notepad was distributed to all the par-
ticipants prior to Training Specially de-
signed posters on Training were put up
at the Passport office as a part of aware-
ness campaign
All the participants were extremely co-
operative enthusiastic passionate and
committed to learn

On the last day of training program Certificate Distribution ceremony was planned to acknowl-
edge and appreciate the participation of passport office employees Also they were requested to
give feedback and suggestions regarding the training Most of them gave positive response and
appreciated the efforts put-in by the TCS Change Management Training team This served as a
great reason for Change Management Training team to smile and carry back good memoirs of
their training experience
There was a Certificate Distribution Cere-
mony for all the participants which also
boosted their morale Participants men-
tioned that individual attention paid to the
employees had enabled them to under-
stand and learn the concepts effectively
The training generated a lot of interest and
encouraged the Passport Office employees
to take a positive step towards compe-
tency building
They are eagerly looking forward to future
training sessions on the Passport Seva Ap-
plication and Process A sustained training
program will strengthen efforts and main-
tain momentum over the long term This
has marked the beginning of a new journey
towards an era where modern technology
exists and thrives in tandem with the spirit
of service to the people of India

Passport Seva Project is a major e-governance initiative of Government of India to provide better
services to its citizens Active participation and support from Police Department is essential for the
overall success of PSP
A comprehensive training program was carried out successfully for Police Officials at Bangalore
and Chandigarh District Police Headquarters to appraise them about the PSP initiative and make
them familiar with the Passport Seva System
A 2-day training workshop was conducted on topics
such as PSP Introduction PSP Benefits to Police
New processes and corresponding roles Information
Security and PSP Software Module
On the first day inauguration commenced with light-
ing of the Lamp by Project Director - MEA DIG
(Intelligence) RPO (Bangalore) and Col P Isaac
(General Manager TCS)
After the introductory speeches by the dignitaries
PSP training team started with the training sessions

Passport Seva Project is a major e-governance initiative of Government of India to provide better
services to its citizens Active participation and support from Police Department is essential for the
overall success of PSP
A comprehensive training program was carried out successfully for Police Officials at Bangalore
and Chandigarh District Police Headquarters to appraise them about the PSP initiative and make
them familiar with the Passport Seva System
A 2-day training workshop was conducted on topics
such as PSP Introduction PSP Benefits to Police
New processes and corresponding roles Information
Security and PSP Software Module
On the first day inauguration commenced with light-
ing of the Lamp by Project Director - MEA DIG
(Intelligence) RPO (Bangalore) and Col P Isaac
(General Manager TCS)
After the introductory speeches by the dignitaries
PSP training team started with the training sessions
on Overview of PSP and Introduction to Police
Training Module Since Police Personnel are re-
sponsible for checking the antecedents of the appli-
cant and at the same time are in possession of con-
fidential information a session on Information Se-
curity was conducted to highlight the importance of
keeping data secure
Thereafter PD-MEA Dr TV Nagendra Prasad and RPO (Bangalore) Mr RRavindra addressed
the participants highlighting the changes in the processes and roles in the new work environment
Subsequently DIG (Intelligence) delivered a speech and reinforced the importance of digitization
of the process and its benefits to the police personnel He assured full support from the police de-
partment

I joined CPV Division in January 2009 as a part of desk attachment in the
Ministry of External Affairs This is the final part of the training of Foreign
Service Probationers before they embark upon posting abroad Working in
CPV Division is equally challenging and interesting I gained knowledge
of issues like Passport Visa and Consular matters which is a quintessential
part of any Foreign Service Officer During my stint in CPV Division I was
closely involved with the Passport Seva Project
I am confident that with the operationalization of this project the passport related services will be-
come streamlined providing comfort to the citizen besides making the job of Central Passport Of-
fice employees easier This project will transform the government service delivery mechanism

the schedule Once the set up is complete and certified by the third party Audit Agency (STQC) it
will be taken over by MEA as it is a strategic asset Shri Dinkar Khullar AS (ADndash CPV) and

Karnataka Legislative Assembly (1989-1992) Deputy Chief Minister of
Karnataka Member Rajya Sabha (1996-1999) Chief Minister of Karna-
taka (1999-2004) Governor of Maharashtra(2004-2008) before assuming
charge as the External Affairs Minister in May
2009
Smt Preneet Kaur assumed office of Minister of State for External Af-
fairs in May 2009 She has held several important positions in the past as
member of important Parliamentary Standing Committees
Dr Shashi Tharoor an author peace-keeper refugee worker human
rights activist Member of Parliament has assumed charge as Minister of
State for External Affairs in 2009
Shri Dinkar Khullar has taken over as Additional Secretary AD amp CPV
with effect from March 2009 Shri Khullar belongs to the 1978 batch of
the Indian Foreign Service

The significance and value of training has long been recognized and acknowledged Training is
essential not only to increase productivity but also to motivate and inspire participants by letting
them know the importance of their jobs and providing them with all the job related information
Training is one of the most crucial aspects of Passport Seva Project MEA in collaboration with
the TCS Change Management team has conceptualized a comprehensive 4-tier training plan focus-
ing on Basic Computer Skills Processes Application and Soft Skills The programme enables
Central Passport office employees to acquire a better understanding of the re-engineered processes
and gain familiarity with the new application
The first phase of the training programme Basic
Computer Skills was launched at Bangalore
from the 2nd March ndash 7th March 2009 This was
followed by a similar exercise at Chandigarh
from the 23rd March ndash 27th March 2009 The
prime objective of this training was to impart
knowledge along with the hands-on experience
to all the participants The training curriculum
included Computer- Hardware amp Software Ba-
sics Typing Basics amp Hotkeys Introduction to
Microsoft Office Internet amp Email Concepts
Introduction to Information Security and File
Management
The training at both the locations commenced
with a kick-off meeting wherein respective
RPOs DrNagendra Prasad (Project Director-
MEA) and MrRajneesh Chadha (Project Di-
rector-TCS) addressed the Passport office em-
ployees and introduced the TCS Training
team Thereafter TCS Training team pre-
sented their vision training objective impor-
tance of training and its benefits

An extensive Training schedule was prepared for 3 batches each of 2 hours duration per day This
was done to ensure that sufficient time was allotted to all the topics to be covered along with
hands-on experience The batching done by respective RPOs proved helpful as it had an appropri-
ate distribution mix of experienced and novice staff This facilitated surfacing of champions who
supported others and helped them keep pace with the training
This was reflected from the advanced
level of questions being asked by the
participants during the training sessions
The fact that most of the participants
used to arrive for the training early
points to their regularity and serious-
ness towards the training This served
as a motivating factor for the TCS
Change Management Training team and
boosted their morale for future training
programmes
To facilitate the training a training kit
consisting of Training Manual pen and
notepad was distributed to all the par-

services to its citizens Active participation and support from Police Department is essential for the
overall success of PSP
A comprehensive training program was carried out successfully for Police Officials at Bangalore
and Chandigarh District Police Headquarters to appraise them about the PSP initiative and make
them familiar with the Passport Seva System
A 2-day training workshop was conducted on topics
such as PSP Introduction PSP Benefits to Police
New processes and corresponding roles Information
Security and PSP Software Module
On the first day inauguration commenced with light-
ing of the Lamp by Project Director - MEA DIG
(Intelligence) RPO (Bangalore) and Col P Isaac
(General Manager TCS)
After the introductory speeches by the dignitaries
PSP training team started with the training sessions
on Overview of PSP and Introduction to Police
Training Module Since Police Personnel are re-
sponsible for checking the antecedents of the appli-
cant and at the same time are in possession of con-
fidential information a session on Information Se-
curity was conducted to highlight the importance of
keeping data secure
Thereafter PD-MEA Dr TV Nagendra Prasad and RPO (Bangalore) Mr RRavindra addressed
the participants highlighting the changes in the processes and roles in the new work environment
Subsequently DIG (Intelligence) delivered a speech and reinforced the importance of digitization
of the process and its benefits to the police personnel He assured full support from the police de-
partment

Ministry of External Affairs This is the final part of the training of Foreign
Service Probationers before they embark upon posting abroad Working in
CPV Division is equally challenging and interesting I gained knowledge
of issues like Passport Visa and Consular matters which is a quintessential
part of any Foreign Service Officer During my stint in CPV Division I was
closely involved with the Passport Seva Project
I am confident that with the operationalization of this project the passport related services will be-
come streamlined providing comfort to the citizen besides making the job of Central Passport Of-
fice employees easier This project will transform the government service delivery mechanism

Basic Computer Skills Training at Pilot Locations Synopsis

The significance and value of training has long been recognized and acknowledged Training is
essential not only to increase productivity but also to motivate and inspire participants by letting
them know the importance of their jobs and providing them with all the job related information
Training is one of the most crucial aspects of Passport Seva Project MEA in collaboration with
the TCS Change Management team has conceptualized a comprehensive 4-tier training plan focus-
ing on Basic Computer Skills Processes Application and Soft Skills The programme enables
Central Passport office employees to acquire a better understanding of the re-engineered processes
and gain familiarity with the new application
The first phase of the training programme Basic
Computer Skills was launched at Bangalore
from the 2nd March ndash 7th March 2009 This was
followed by a similar exercise at Chandigarh
from the 23rd March ndash 27th March 2009 The
prime objective of this training was to impart
knowledge along with the hands-on experience
to all the participants The training curriculum
included Computer- Hardware amp Software Ba-
sics Typing Basics amp Hotkeys Introduction to
Microsoft Office Internet amp Email Concepts
Introduction to Information Security and File
Management
The training at both the locations commenced
with a kick-off meeting wherein respective
RPOs DrNagendra Prasad (Project Director-
MEA) and MrRajneesh Chadha (Project Di-
rector-TCS) addressed the Passport office em-
ployees and introduced the TCS Training
team Thereafter TCS Training team pre-
sented their vision training objective impor-
tance of training and its benefits

An extensive Training schedule was prepared for 3 batches each of 2 hours duration per day This
was done to ensure that sufficient time was allotted to all the topics to be covered along with
hands-on experience The batching done by respective RPOs proved helpful as it had an appropri-
ate distribution mix of experienced and novice staff This facilitated surfacing of champions who
supported others and helped them keep pace with the training
This was reflected from the advanced
level of questions being asked by the
participants during the training sessions
The fact that most of the participants
used to arrive for the training early
points to their regularity and serious-
ness towards the training This served
as a motivating factor for the TCS
Change Management Training team and
boosted their morale for future training
programmes
To facilitate the training a training kit
consisting of Training Manual pen and
notepad was distributed to all the par-
ticipants prior to Training Specially de-
signed posters on Training were put up
at the Passport office as a part of aware-
ness campaign

On the last day of training program Certificate Distribution ceremony was planned to acknowl-
edge and appreciate the participation of passport office employees Also they were requested to
give feedback and suggestions regarding the training Most of them gave positive response and
appreciated the efforts put-in by the TCS Change Management Training team This served as a
great reason for Change Management Training team to smile and carry back good memoirs of
their training experience
There was a Certificate Distribution Cere-
mony for all the participants which also
boosted their morale Participants men-
tioned that individual attention paid to the
employees had enabled them to under-
stand and learn the concepts effectively
The training generated a lot of interest and
encouraged the Passport Office employees
to take a positive step towards compe-
tency building
They are eagerly looking forward to future
training sessions on the Passport Seva Ap-
plication and Process A sustained training
program will strengthen efforts and main-
tain momentum over the long term This
has marked the beginning of a new journey
towards an era where modern technology

Passport Seva Project is a major e-governance initiative of Government of India to provide better
services to its citizens Active participation and support from Police Department is essential for the
overall success of PSP
A comprehensive training program was carried out successfully for Police Officials at Bangalore
and Chandigarh District Police Headquarters to appraise them about the PSP initiative and make
them familiar with the Passport Seva System
A 2-day training workshop was conducted on topics
such as PSP Introduction PSP Benefits to Police
New processes and corresponding roles Information
Security and PSP Software Module
On the first day inauguration commenced with light-
ing of the Lamp by Project Director - MEA DIG
(Intelligence) RPO (Bangalore) and Col P Isaac
(General Manager TCS)
After the introductory speeches by the dignitaries
PSP training team started with the training sessions
on Overview of PSP and Introduction to Police
Training Module Since Police Personnel are re-
sponsible for checking the antecedents of the appli-
cant and at the same time are in possession of con-
fidential information a session on Information Se-
curity was conducted to highlight the importance of
keeping data secure
Thereafter PD-MEA Dr TV Nagendra Prasad and RPO (Bangalore) Mr RRavindra addressed
the participants highlighting the changes in the processes and roles in the new work environment
Subsequently DIG (Intelligence) delivered a speech and reinforced the importance of digitization
of the process and its benefits to the police personnel He assured full support from the police de-
partment

were carried out for each Case Study A quiz
was also administered to the participants to
gauge their understanding of the concepts
taught This was followed by a feedback ses-
sion Participants were encouraged to share
their training experience and learnings Overall
the entire training effort was well received and
appreciated by all the participants
Participants were encouraged to share their experiences and suggestions were invited on stream-
lining the entire process
Case Studies were conducted to reinforce the concepts delivered during the training To ensure

Service Probationers before they embark upon posting abroad Working in
CPV Division is equally challenging and interesting I gained knowledge
of issues like Passport Visa and Consular matters which is a quintessential
part of any Foreign Service Officer During my stint in CPV Division I was
closely involved with the Passport Seva Project
I am confident that with the operationalization of this project the passport related services will be-
come streamlined providing comfort to the citizen besides making the job of Central Passport Of-
fice employees easier This project will transform the government service delivery mechanism

body that the speed of transactions have been increasing tremendously and the world is becoming
smaller in its activities But surprisingly applicants still need to wait hours together in Passport
Offices to meet their various requirements I feel the attitude of the officials in dealing with the
public should be further motivated Following words of Mahatma Gandhi helps in motivating to
serve the citizens in a better way and understand the real meaning of service for public dealing -
A Customer is the most important visitor on our premises
He is not dependent on us We are dependent on him
He is not an interruption on our work He is the purpose of it
He is not an outsider on our business He is a part of it
We are not doing him a favour by serving him
He is doing us a favour by giving us an opportunity to do so rdquo

From a Probationerrsquos Experience
I joined CPV Division in January 2009 as a part of desk attachment in the
Ministry of External Affairs This is the final part of the training of Foreign
Service Probationers before they embark upon posting abroad Working in
CPV Division is equally challenging and interesting I gained knowledge
of issues like Passport Visa and Consular matters which is a quintessential
part of any Foreign Service Officer During my stint in CPV Division I was
closely involved with the Passport Seva Project
I am confident that with the operationalization of this project the passport related services will be-
come streamlined providing comfort to the citizen besides making the job of Central Passport Of-
fice employees easier This project will transform the government service delivery mechanism
