Record performance in 2010Overthelastfivedecades,therehasbeenconsiderableexpansioninboththescopeandvolumeofservicesrenderedbythePassportOffices.ThenumberofpassportsissuedbyallthePassportOfficesinIndiain1979wasamere8.51lakhwhichhasgoneupto52.51lakhin2010.Similarly,2010witnessedhighestnumberofnewpassportsIssuedandmiscellaneousservicesrendered,at59.27lakhandarearecordeverachievedinayear.

RPOconferencewasheldon26-27December,2010inKochifortheRegionalpassportOfficersofSouthernIndia.16passportofficersfrompassportofficesinTamilNadu(4),Kerela(4),Karnataka(1),AndhraPradesh(2),Maharashtra(4)andGoa(1)attendedthisconference.ForeignsecretaryMs.NirupamaRao,AdditionalSecretaryMr.BasantGupta,VPandGovernmentISUhead,TCSMr.TanmoyChakrabartyalongwithseniorleadershipfromMEAandTCSaddressedtheRPOsandhighlightedtheirroleasambassadorsofchangeinthistransitiontothenewPSPsystem.Thesessionswerewellreceivedandprovidedagoodforumforaddressinganyqueriestheparticipantshad.TheRPOswereenthusedandeagerlyawaitthearrivalofthetransformationalprograminthecomingyear.

ShriS.MKrishna,Hon.MinisterforExternalAffairs,Govt.ofIndiavisitedtheRegionalPassportOffice,KochionFeb01,2011.HewasgivenaverywarmandcordialwelcomebytheofficersandstaffoftheOfficeaswellastheprojectpersonnelofTataConsultancyServices(TCS).Afterabriefinteractionwiththeconcernedofficials,headdressedapressconference.

TheHon.MinisterdeclaredthatthirteenPassportSevaKendras(PSKs)wouldbestartedbyJulythisyearinKerala,inadditiontothefourpassportofficesintheState.

EstimatesCommitteeofLokSabhaTheEstimatesCommitteeoftheLokSabhavisitedtheRPOs

inMumbaiandKochiandpresentedareport.Study Tour of the Committee on Estimates to Mumbai and Kochi CommitteeonEstimatesofLokSabhaleadbyShri.FranciscoSardinha undertook an on-the-spot study tour of the RPO Mumbaion09.02.11andtheRPOKochion10.02.11.TheCommitteefocusedonthesubject“CustomerServicesinPassportoffices.”Duringtheon-the-spotstudytour,themembersofthecommitteeinteractedwithmembersofthepublicaswellastheofficialsofthepassportofficesalongwithotherofficialsofGovernmentdepartmentsviz.PostalDepartment,etc.

Elaboratingfurther,hestatedthatthesePSKswouldbelocatedatNeyyatinkara,Thiruvanthapuram,Kollam,Alapppuzha,Kottayam,Kochi,Aluva,Thrissur,Malappuram,Kozhikode,Vadakara,KannurandPayyanoor.Itwasrevealedthatofthe8.75Lakhapplicationsreceivedlastyear,thefourpassportofficesintheStatehadsucceededinissuingasmanyas8.56Lakhpassportstilldate.

Explainingthesituationinthecountryatlarge,theMinisterstatedthatarecordnumberof62.13Lakhpassportapplicationswerereceivedacrossthecountryin2010,andthatthepassportofficeshadsuccessfullyissued59.27Lakhnewpassportsduringthesameperiod.TheMinistryanticipatesthenumberstocrossoneCrorethisyear.

TheMinisteralsopointedoutthatpoliceverificationhadbeenmadea“must”forissuanceofapassportandthattherewouldnotbeanycompromiseonsuchsecuritychecks.Accordingtohim,theForeignSecretaryhascommunicatedthistotheChiefSecretariesofallstates,inordertoensurebettersupportfromtheLocalPolicetothePassportOfficesin

fasterclearanceofthependingPoliceVerificationfiles.Suchco-ordinationandsupportareessential,asPoliceVerificationisa“time-consuming”processinvolvingan“onerous”responsibility.

Shri.KrishnaalsoaddedthattheMinistryofExternalAffairshasdecidedtoupgradetheinfrastructurefacilitiesinallpassportofficesacrossthecountryforspeedyissuanceofpassports.WiththedemandforpassportsexpectedtoreachoneCroresoon,thegovernmentisplanningtotakeup a project to link Passport Seva Portal to district police headquarterssothatreportsarereceivedexpeditiously.Inthisregard,adatacentreandanetworkoperationcentrehavebeenopenedinDelhiandadisasterrecoverycentreinChennai.

ThereisatwotiersystemofappealsunderthePassportsAct: (i)JS(PSP&CPO)istheAppellateAuthorityagainstdecisionstakenU/s.6orthe10bythePassportAuthorities (PassportOffices/Missions/Posts)andU/s10AbyPos,and (ii)AdditionalSecretary(CPV)intheMinistryofExternalAffairsistheAppellateAuthorityinrespectofpassports suspended/impounded/revokeddecisionstakenbytheChiefPassportOfficerhimself.2.However,thereisnoappealifthedecisionistakenbytheCentralGovernmentundersection6(2)(i)(whentheissue ofpassportortraveldocumentisrejectedtoanapplicantintheinterestofpublic.).3.Aperson,whosepassportapplicationisrefusedU/s6orpassportsissuspended/impounded/revokedU/s.10,isfirst expectedtoavailtheremedyofappealU/s.11beforeapproachingtheHighCourt/theSupremeCourt.4. Whileconveyingthedecisiontothepassportapplicant/holderondenialofpassportfacilities,thePassportAuthority shouldinvariablyinformtheapplicant/passportholderoftheirrightofappealtotheChiefPassportOfficer.5.Theaggrievedapplicantshavetoapplywithin30daysfromthedateofreceiptoftheorder.6.TheyhavetodepositRs.25/-towardstheappealfeeinPassportOfficeorTreasury/Mission.Theappealfee,ifpaidin TreasuryistobecreditedinAccountNo.“065-OtherAdministrativeServices-OtherReceipt”.

Go – live – the road aheadItisourendeavortoreachouttothestaffattheRPOsandkeeptheminformedandupdatedontheprojectprogress.Severalcriticalmilestonesfromasitereadiness,staffreadinessandsupportavailabilityperspectiveneedtobeaccomplishedbeforeaPSKcanbecomefunctionalandservetheneedsofthecitizens.

ThefirststepinthejourneyistheapprovalofthePassportSevaKendrasitebyMinistryofExternalaffairs.Oncethesiteisapproved,constructionofthebuildingbegins.ThisisfollowedbytrainingofRPOstaff.TrainingofRPOstaffincludestrainingonhowtousethenewapplicationandalsotrainingonsoftskills.Aftersuccessfullycompletingthesetrainingsyouwillfeelconfidentofusingthenewsystem.

Sincepolicestaffiscloselyinvolvedintheissueofapassport,theyarealsotrainedonthenewapplication.Oncetrainingsarecompleted,theRPOisequippedwiththenecessaryITInfrastructuresuchascomputersandnetworksetc.Inthemeanwhile,thePSKsiteconstructioniscompleted.MEAandNSIGofficialsthenauditthePSKtoensurethatallsecurityandequipment

Will the Passport Seva Project lead to downsizing of CPO Cadre?No.Infact,afterlaunchofthepilotprojectinBangaloreandChandigarh,ithasbeenobservedthatthedemandofthepassportseekershaveincreasedoneandhalftimes(1.5times).Thiswillresultintorequirementofmoreman-powerresourcesfromtheMinistryside.

Will it hamper career prospects of Central Passport Office(CPO) personnel?No.MinistryisconstantlyreviewingthepromotionandotherpoliciesthatwillleadtobettercareergrowthoftheCPOpersonnel.

What are the advantages which PSP offers to employees?FollowingarethenoticeableadvantagesemployeescanexperienceinlightofthePassportSevaProject:i. WorldClassPassportSevaKendraswithbetter amenitiesandcomfortableworkingenvironment.ii. Clutteredandtimeconsumingtaskshavebeen outsourced to the SP and employees have to deal withonlyfilteredapplicationcomingfromfront-end deliverychannel.iii. Successful completion of 3rd Party Audit7pilotsitesareoperatingsuccessfullyinvariouspartsofthecountry.OnJaunary11,2011,theThirdPartyAuditAgency(3PAA)-StandardizationTestingandQualityCertification(STQC)Directorate,DepartmentofInformationTechnology,MinistryofCommunicationsandIT,Govt.ofIndiasatisfactorilycompletedthecomplianceverificationdueattheendofthepilotphaseoftheproject.Theprojectisnowrearingtogo-aheadforrolloutacrossthecountry.

RPOMumbaiPlaysKeyRoleinLibyanEvacuationRegionalPassportMumbai,headedbytheRPOShriVinoyK.ChoubeywasthenodalagencytooverseethereturningofIndiancitizensfromLibyaviaMumbaibecauseofdisturbeddomesticconditionsinLibya.ThefirstFlightcarryingpassengersfromLibyalandedatMumbaiInternationalAirporton28.2.2011.Sincethenatotalof28flightshavearrivedatMumbaicarryingatotalof3257IndiancitizensfromLibya.TheseflightscomprisedofflightscharteredbyGovernmentofIndiaandsomescheduledserviceflightscarryingIndianevacueesfromLibyaalongwithotherpassengers.TheseflightsoriginatedfromairportsinLibyaorintheneighboringcounties.OnarrivalatMumbaiInternationalAirport,airtickets/financialassistancewereprovidedtothepassengersforonwardjourneytotheirrespectivedestinationsbyRPOMumbaiofficials.Atotalof1300-1400(asperestimatesprovidedbyM/sBalmer&Lawrie)passengersweregivenairtickets.TheairticketswerebookedbyM/sBalmer&LawrieonauthorizationofRPO,Mumbai.

Similarly,1239passengerswereprovidedfinancialassistance.Rupees2000/-&rupees1000/-weregiventoadultand

childbelow12yearsrespectively.AtotalamountofRupees24,29000/-weredisbursed.AssistancewithrespecttogettingconfirmedrailwayreservationorplacementofnewrailwaybogiewasprovidedthroughRailwayofficialspresentattheairport.Anumberofevacueeswereemployeesofwellknowncompanies.ManyatimestherepresentativesofthesecompaniestookresponsibilityoftheirstaffreturningfromLibyaattheairportitself,providedthemassistanceandmadesuitablearrangementsfortheironwardjourney.Suchpassengerswerenotprovidedanyassistancebyus.

Serviceofmorethan25officersandstafffromRPO,Mumbaiwereutilizedforthisoperation.Theyweremanningtheoperationsattheairportroundtheclock,attimesevenafterworkingintheofficeduringofficehours.Atlaterdate,3officialsfromPO,Thane,2officialsfromPO,Puneand2officialsfromPO,Suratreportedtothisofficeandwerealsoropedintoassistintheoperations.

ApartfromofficialsofRPO,Mumbai,officialsfromprotocoldepartmentofStateGovernment,IndianRailway,ProtectorofEmigrants,GVKandM/sBamler&LawriewereactivelyinvolvedintheprocessofassistingtheIndiancitizensreturningfromLibya.GVKprovidedfood,tea,coffee,waterandfreemobilefacilitiestothepassengers.

SinceholdingareaatMumbaiInternationalAirportisverysmallitusedtobecomeverycrowdedespeciallyonarrivalofchartedflights.SincethecontrolroomwasremotefromtheholdingareanotmuchusecouldbemadeoftelephoneandXeroxfacilityavailablethere.

TheblueprintfortheaboveoperationwaspreparedbyAS(CPV)andJS(PSP)&CPOwhentheyvisitedMumbaijustbeforetheonsetofoperation.AS(CPV)chairedthemeetingswhichwasattendedbyseniorofficialsfromStateProtocolDepartment,GVK,POE,M/sBalmer&Lawrieapartfrom
