Revd Canon J West declared an interest in this case. The widow of the late Mr Kalinowski commissioned sculptor Alan Thewlis in 2016 to design a headstone for Mr Kalinowski’s grave where his ashes are interred in the churchyard. In addition to a crescent moon motif, the inscription on the front reads:

1946 JOHN JULIAN KALINOWSKI 2013 KELLOGS . SPECIAL

AND DIFFERENT There is space below for a further inscription. On the rear, there is proposed an owl motif and the following inscription:

THAT MAN IS A SUCCESS WHO HAS

LIVED WELL LAUGHED OFTEN

AND LOVED MUCH After some debate, the DAC issued a notification of advice with the following provisos: 1) That the attribution of the quotation on the rear of the memorial is omitted. (Previously this had been attributed to Robert Louis Stevenson). 2) That the moon motif is omitted as the committee consider that this symbol has pagan connotations and does not consider that sufficient justification has been offered for its use in this context. Mr Kalinowski’s widow, Ms Mansbridge, never proceeded to apply for a faculty with this NOA, deeply unhappy about the proviso requiring the omission of the moon motif, though she accepted the proviso for removing the attribution for the quotation. The committee heard details of the further justification Mrs Mansbridge has provided for the moon motif, including its symbolic and spiritual significance to her husband and herself. A more theological justification for the moon had been provided, citing Genesis and psalm 8, which reads "When I

consider thy heavens, the work of thy fingers, the moon and the stars, which thou has ordained; What is man that thou art mindful of him? And the Son of Man, that thou visitest Him?". The DAC agreed that it was not consistent to consider the moon a pagan symbol in this context, when it has been approved in imagery elsewhere in churches, and considered these justifications sufficient to overturn its previous decision. The ACBO was to apologise for any distress caused to Mrs Mansbridge in the handling of this case. It was agreed that a new NOA be issued recommending the memorial and removing the proviso relating to the omission of the moon motif.

Previous DAC Minute (September 2019): After lengthy discussion of each available option the DAC felt that, despite giving in principle support to the positioning of the organ on a platform within the south transept in March 2019, the practicalities of the worked up proposal now made this option unsupportable. The in principle support was offered on the basis of an indicative sketch design by the churchwarden and subsequent work by the structural engineer, architect and organ builder has concluded that in order for all the organ mechanism to fit within the case the platform would have to be substantially larger, with no room for an access platform around the case for safe maintenance. The DAC considered:

The visual impact of the reintroduced organ and platform (positive and negative)

The physical impact on fabric by the large platform which will require substantial support by the floor and east wall. A physical investigation into the fabric in these areas is intended to be undertaken under an interim faculty permission and calculations will be obtained from the structural engineer.

The presence of ledgers in the floor in the locations of the structural columns of the platform.

The useable space beneath the organ.

The lack of an access galley around the lifted organ – the parish intention is to introduce tower scaffold each time maintenance is required.

It was considered that the benefit of lifting the organ to create flexible space in the transept may be marginal given how much the columns will foul the space and the sense of enclosure created by the

organ above. The significant impact on historic fabric caused by the heavier organ and larger structure (requiring 25mm bolts at 300mm centres along the east wall of the transept, and two columns which are likely to require a footing) was felt to be disproportionate to the benefit provided, and it was noted that the archaeological investigations alone may cause unnecessary harm to the fabric of the church. The lack of safe working platform achievable around the lifted organ was a concern to both the DAC and CBC. The DAC resolved to support the principle of the organ restoration being abandoned, the remaining parts of the organ sold, and an electronic instrument introduced.

November 2019 Minute: The DAC heard that following the September DAC meeting and resolution on the scheme the parish had continued discussions with the organ builder, who had confirmed that a hybrid instrument, with electronic stops, would only be marginally larger than the instrument which was removed from the church. The instrument can therefore be reintroduced in its previous location without fouling the door to the chapel. Although this would not provide an open south transept space the CCC feel that the reduction in cost, time for project design and archaeological impact on the fabric of the church make this a favourable option to continuing with the introduction of an entirely mechanical instrument on a platform. The DAC felt that due to all other options being extensively explored the remaining option of a hybrid instrument utilising electronic stops was supportable, given the strong desire within the parish to retain the pipe organ. This proposal ensures that the historic fabric of the church is not affected, with the exception of the interesting archaeological features of the eats wall of the transept being hidden from view by the organ casing, as there were prior to the instrument’s removal. The comments of BIOS and CBC to this proposal were not available at the time of the meeting.

The DAC resolved to support the proposal for faculty permission with the proviso that the east wall of the transept is fully recorded prior to the reinstallation of the instrument.

Church hall - low

Previous DAC Minute (May 2019): The DAC resolved to support the principle of the replacement of the extension and felt that the parish had communicated the need effectively. The DAC supported the feedback as drafted by the ACBO with the following additions:

The DAC felt strongly that the inclusion of the north transept door within a link building severely compromised the design of the new extension and therefore encourage the parish to reconsider the movement of people and interaction of the spaces during a concert. The use of each area of the church should also be carefully considered.

The DAC encouraged the parish to be bolder in its design of the extension, creating a building which is robust in its nature and reflective of the mass and form of the church itself.

The site plan should be amended to include the location of known burials.

The needs of older residents should not be neglected in the development of these proposals

The DAC recommends that the access locations across the site, on path and by car, are carefully considered to ensure that an appropriate entrance and welcome is provided.

The DAC resolved to delegate the scheme to a subcommittee for further discussion of the proposals. To be brought back to committee once a design for the scheme has been formalised.

NOVEMBER 2019 MINUTE: The DAC were pleased to see that the revised proposals take on board many of the comments from both the DAC and consultees, specifically:

The footprint of the extension has been reduced;

The link to the north transept and the café element have been removed;

A second floor has been added to provide additional accommodation;

A new door has been added in the north wall of the nave to provide access to the extension;

Improved access from the west into the new facility has been included;

A tree survey and report have been provided;

Known burials have been added to the site plans; and

Phasing of the works is being considered with a servery in the north transept being part of the first phase;

Some of the comments on the revised scheme were as follows:

Concerns were raised about the massing of the proposal which was seen to obstruct the view of the north elevation of the nave.

The ridge height of the proposed church hall is too tall and not subservient to the church building.

A reduction in the circulation space would allow a tighter plan form for the extension.

It was considered more appropriate for the materials to reference the church rather than the random rubble of the boundary walls.

Feedback from the local planning authority is needed before the scheme is developed further. The DAC was of the view that the proposals were heading in the right direction and recommended further revisions to tighten up the footprint and reduce the height and massing of the proposed extension.

November 2019 Minute: The PCC had conceded that a smaller extension to the one originally proposed for the vestry could meet their needs, and so a revised footprint was provided, which reflected the subcommittee’s advice that the building could come further west in order to reduce its projection to the south and avoid both visual awkwardness and a reduction of its impact on the setting of the Milcombe Chapel. The committee was generally encouraging of the amended footprint, however, before it can agree to the principle of it, the committee requested seeing more in terms of both the roof design and the treatment of the junction between the vestry west wall as proposed and the 13th century buttress and string courses of the south wall of the chancel. It was agreed that these would need very careful detailing. It also isn’t entirely clear whether the architect proposes to keep as much as possible of the existing east wall of the vestry; certainly the new plan shows the door and window in the same location as currently, but the committee considered that it would be a missed opportunity not to improve the appearance of what is already there.

The DAC also encouraged the PCC to consult the LPA at the earliest opportunity concerning this proposal, for an indicative view.

November 2019 Minute: The DAC considered that of the options presented ‘B’ was more practical however felt that the scheme for which faculty permission was granted in 2014 presented a less visually cumbersome design, and given the large quantities of angled timber panelling in the present options, may not be significantly more costly. A bell hanger should be consulted to ensure it is possible to relocate the bell ropes as suggested in option ‘B’. This should be done as a next step to establish whether this design option must be ruled out as a result. The DAC encouraged the parish to develop their Statements of Significance and Need but resolved that, should the SCBO be content that these documents clearly demonstrated an ongoing need from that established in 2014, then a supportive Notification of Advice for either option ‘B’ or the 2014 scheme could be issued upon receipt of the necessary technical details. In either case the amenity societies will need to be reconsulted, and it may be beneficial to ask them to comment on both the present and 2014 options to inform the PCCs decision when selecting which version of the scheme to progress with. The DAC noted that a plastic folding chair was not felt appropriate for use in the historic church and, as there are not many required, suggested the parish consider the unupholstered timber Treske folding chair which would continue to provide temporary seating with a minimal storage requirement but in a more appropriate material.

November 2019 Minute: The committee heard that, over the summer of 2019 a community garden project was initiated,

attracting volunteers from the local area who are getting involved in growing fruit, vegetables and

plants. The Community Garden has become a fantastic tool for community engagement but the

church was, as a result, short of storage space for tools and equipment and a useable covered outside

area for meeting, preparing and working in the garden.

The committee considered the proposals to:

Install a dark brown coloured timber summerhouse-style building adjacent to the community

garden in the south west part of the church site, 3m x 4m in size, for wet-weather potting,

meetings and socialising in around the Community Garden.

Install a storage shed of the same colour, 1.5m x 2m for secure storage of garden tools etc.

Install a fence and gates to secure the area. This would be a pressure treated close board

fence, with a gate (including bolt/padlock etc), to heighten security for the tool shed and

prevent anti-social behaviour taking place in a hidden area of the site.

Install an electrical feed to the meeting shed using a shielded cable.

The committee praised the excellent outreach work which is taking place in this deserving parish, and was of the view that this project is highly commendable and low impact given the setting of the proposed structures. The DAC agreed to issue a “Recommend” NOA, subject to the church’s insurers being informed of the work, and the timber being FSC approved (or equivalent).

The DAC agreed that Option A was the most appropriate as it did not require intervention with the

tower floor levels, or the inspection hatch and provided a more easily usable space around the

servery. The DAC suggested that removal of a further pew may provide greater circulation space

around the servery. The DAC were also supportive of the principle of the addition to the path (despite

no information being provided to the DAC) to provide a more accessible route to the west door,

provided that the finish was of resin bonded or resin bound gravel. Details of the route, proposed

finish, and construction will be needed prior to formal advice on this element of the scheme is issued.

The Local Planning Authority will need to be consulted as planning permission may be required for the

path works.

The DAC encouraged the parish to instruct their architect to draw up detailed drawings for the faculty

submission. This should include joinery and drainage details. A Specification of Work produced by the

architect will also be necessary for the faculty application. The Statement of Significance is incomplete

and should be developed further to include reference to both the ledger stone within the floor, and

the pews to be disposed of. The Statement of Need could also be elaborated on.

NOVEMBER 2019 MINUTE: The DAC were happy with the proposed image and scale in principle, therefore recommend; but with

the provisos:

1) The artwork be properly framed and properly backed for durability in the church environment.

2) If considering redecorating the chancel, the artist to be consulted on a complimentary colour of wall

paint to ensure that the artwork is not 'washed out'.

Also discussed was the surprise that permission had been granted to leave the wall in the condition it

is currently found, as the stone string course, bare white wall and boxy doorway appear incongruous in

the chancel. The suggestion was also made that a mural onto the wall might be more appropriate.

ACBO to investigate whether the previous work was carried out in accordance with the Faculty.

Post meeting note:

The NOA was issued in July 2014 with the recommendation that Richard Peats of English Heritage was

consulted again with the final proposals, as in his original site visit report notes he had stated that he

would rather support treating the new wall area with carved timber panelling rather than a plain white

wall with string course. It is not yet clear whether he was reconsulted, and certainly it looks like the

original design proposal is what was carried out. Helen Lambourne has a copy of the Faculty itself, but

no reference is made to the wall, and the Petition Papers are now in the records office. It may also be

that the negative reaction to the wall is partially due to a poor photograph which does not show that

other walls in the chancel have the same treatment (albeit up to ceiling height).

November 2019 Minute: The committee considered proposals to add a small extension to this unobtrusive parish hall to accommodate extra WC facilities and a modest lobby. The committee heard that current provision of one toilet in the church hall had been found not to be adequate from the use the hall was getting as a weekly facility for Sunday School, Toddler Groups and Lunch clubs, and the problem was particularly apparent during large functions. The church hall entrance at the South end was not conveniently located for those coming from church, and the PCC would like a direct route from the church to the church hall.

The new extension to the north side of the building would not be particularly visible from the entrance to the church yard and would be in matching materials. The committee considered this a well-justified, sympathetic and subservient extension to a much-used hall. The use of tarmac for the path is not ideal, but it could look worse to surface this one differently, than to have it match all the others in the churchyard. It was agreed to issue a recommend NOA, subject to any issues with the path being resolved with the LPA and Diocesan Archaeologist, plus the design and construction details being agreed with the DAC architect and Diocesan Archaeologist in due course, and subject to planning permission being sought.

NOVEMBER 2019 MINUTE: The DAC agreed that the west end of the church was in much need of attention and developing in order to support the church’s mission and allow church activities to be hosted within the church. The internal changes will significantly benefit those whom attend and run the church and will open doors to new opportunities for mission and outreach.

The exterior of the church is highly historically and architecturally significant, in part because it is largely unaltered, but also as an example of a Georgian church exterior that is not found anywhere locally or in the diocese. The church is very symmetrical in its design and the DAC felt that a new extension placed at the west end would have a harmful effect on the exterior and its significance as a unique example of Georgian church building. The DAC heard that the parish had not settled on a layout for the extension kitchen and needed to consult user groups on the size, layout and appliances needed. There was a risk that the new boilers would take up a great deal of space and the parish would be disappointed with the workable kitchen space left given the costs involved in building a new extension. The DAC felt that benefit gained by the parish by building the extension did not outweigh the harm it would have on the architectural significance of the church exterior. The DAC resolved not to support the principle of the extension as it has not been significantly demonstrated that the kitchen cannot be housed in the west end. The DAC recommended that the parish review the anticipated use of the kitchen to determine the exact size and layout required to cater for their activities and events. It must be ensured that the west end is utilized as best as is practical to support the needs of the church into the future whilst recognising the unique setting and heritage of the church. It is recommended that the parish consider whether they wish to incorporate a new 1987 memorial into the reordering scheme. Gaining some background on who created it, why it was placed where it is and how involved the victim’s families were in its creation will help the parish to understand its significance and whether the community would benefit from its retention. We advise that elevations are drawn up to show the new scheme with and without the 1923 screen so the parish can compare options. The cost implications of achieving the desired level of sound proofing and visual obscuration with the screen retained must be investigated. The DAC resolved that there was insufficient information available to issue a decision on the principle of enclosing the west end at first floor level, or the introduction of a glazed internal porch.

Nov 2019 Minute: The current overflow chairs for St Mary’s are rickety, bulky, don’t stack well, and are cumbersome to carry. They often need to be supplemented with the existing chairs from the Winchester Room (rather dated, and dirty upholstered chairs), or by borrowed folding chairs, in order to accommodate larger numbers of people which they currently cater for 12-15 times a year. The PCC proposes a cheap, metal and plastic lightweight folding chair in black. The chairs would be stored to the south of the crossing behind a large pillar, hidden from sight from the main body of the church. The flooring here appears to be tiles in part covered by carpet tiles, and each trolley with 50 chairs on it would weight 200kg, and the PCC considers that the nature of the flooring would easily support 2 of the proposed trolleys stacked with up to 50 chairs each. Currently this area stores up to 50 of the existing wooden chairs, in stacks of up to 6, secured them by means of a rope. The PCC considers that these trolleys and folding chairs would not only be far less bulky but also represent much less of a risk from a health and safety point of view. The chairs and trolleys have a 3-year manufacturer’s guarantee. The DAC, whilst considering the chair proposed is utilitarian, and not particularly congruous with the grade I listed interior and their much higher quality regular chairs, acknowledged that there are several mitigating factors in this case, recognising: 1) the budgetary constraints of the PCC in relation to the other demands on their finances 2) the genuine and immediate need for chairs which are light-weight and easy to store in large numbers for this purpose 3) that the next phase of the reordering is something the PCC is preparing for, of which additional seating and longer-term replacement overflow seating could form a part 4) increasing concern over the performance of their boilers, which are becoming more and more problematic, and which the PCC has been told will require replacing within 2 years at considerable cost.

As such the DAC agreed to issue a “not object” NOA. However, this would be subject to the chairs being installed for a time-limited period of five years, in order to allow them to fundraise for a better overflow chair in the long run, and which will just meet their need for the time being. This NOA would be subject to provisos that the chairs must be put away, at all times, when not in use, and that the PCC must consider carefully how to dispose of these chairs in the most sustainable way at the end of the five year term, i.e. by offering those still working to another facility, and researching ways in which damaged or dilapidated chairs could be recycled, if possible.

Nov 2019 Minute: The rebuilt Victorian church at Akeley was, sadly, demolished in 1979 owing to structural defects, a course of action which had strong pastoral ramifications which continue to be felt. The churchyard with graves and foundations of the church remaining, is in the centre of the village but without any spiritual focal point, is a void. The DAC has been aware for some time of the Parish’s aspirations to create a structure in which small-scale worship and events can take place, to replace the spiritual focus lost with the demolition, and plans have been drawn up for a diminutive timber framed and glazed structure which will be situated in the chancel footprint of the old church. The timber framed and partially glazed inner walls would be surrounded by a colonnade of timber posts bearing the roof, which could be in clay tiles, though the PCC has expressed an openness to other materials, such as slate or shingles. Associated landscaping comprising planting schemes and cruciform paths with some benches, all designed to encourage outdoor contemplation and reflection, is also proposed. Initially polycarbonate coloured glazing panels had been proposed for the inner wall but the ACBO explained to the parish that, as an inferior material, it would age poorly and become opaque over time. The committee agreed that coloured toughened glass (or even double glazing with coloured transfer sheets) would be infinitely preferable. The DAC commented that careful consideration would need to be given to both wind-bracing, and the roofing material since the weight of clay tiles could be an issue.

Finally, the committee suggested that as the soil quality may struggle to sustain planting owing to the quantity of rubble therein, raised beds might be a more sensible solution than ground beds. The committee also discouraged the planting of trees as there was a concern that when mature they might disturb archaeology and that they would present a maintenance burden in preventing them from becoming too big.
