a) Membership: Dr Berrow reported that he had met with the Revd Rebecca Clarke (Vicarat Immanuel, Highters Heath) and that she was interested in joining the DAC as one ofthe two members from the Diocesan Synod. He looked forward to welcoming the RevdSimon Heathfield to the DAC on 9-Dec as the new Archdeacon of Aston, following hisInstallation at Birmingham Cathedral at 3:30pm on 16-Nov. Dr Berrow noted that MrRawlings, who had been admitted to hospital during August, had returned home and wasfeeling much better. He extended the DAC's best wishes and hoped to see Mr Rawlingsagain, in the near future.

The Committee ENDORSED the appointment of the Revd Rebecca Clarke to the DAC tothe Bishop's Council.

b) New Chair of the Church Buildings Council: Dr Berrow reported that the Rt Hon. SirTony Baldry MP would become the new Chair of the CBC from Apr-15.

c) DAC National Conference 2014: Mr Hargreaves reported that the DAC's 2014 nationalconference in Norwich had been well-organised and informative, with a major focus onthe challenges of managing and developing additional uses for medieval churches.

d) The future structure of English Heritage: Mr Brazier reported that, from Apr-15, a newcharity (retaining the name of 'English Heritage') would run the National HeritageCollection of historic properties. He explained that another non-departmental public body,called 'Historic England', would be dedicated to advising on the maintenance anddevelopment of the wider historic environment.

Birmingham DAC MINUTES Advice items

Archdeacon Osborne reported that the food bank container, placed outside the church's east end followingthe grant of planning permission, was a very positive community resource and a temporary installation only.He noted that the parish should submit an application for retrospective Faculty approval as soon aspracticable. Dr Berrow wondered whether, ultimately, there would be an opportunity to establish a food backinside the church building in the community section, as a permanent feature.

Mr Brazier reported that the English Heritage buildings inspector for the area had been in touch with theparish to seek further details on the proposed bell frame replacement project, to assess the full impact uponthe historic tower fabric such as the floors. Mr Shapcott reported that he was satisfied that the proposedframe would not have a negative structural impact upon the tower. Mr Stubbs reported, in writing, that hesupported the proposals relating to the bells.

Dr Berrow reported that he had visited the church with Mr Skingley on 6-Oct to discuss the heating of theNorman chapel, which served as the church hall and community centre. Mr Skingley explained, on site, thatthe parish should review its energy tariff and service provider for both the church and chapel, and that thiscould result in some immediate savings in the electricity bills. He advised that such a review should be carriedout on an annual basis.

Mr Skingley observed that the current heating system in the chapel constituted a number of heat lampshanging from the roof beams. He noted that these produced only direct heat when switched on, which wouldresult in a high energy cost that should at least be covered by the rental fee for non-church users of theroom.

Mr Skingley commented that, as the lowest capital cost solution, the parish could have the heat lampsserviced to replace any failed elements and clean the reflectors. He suggested that another low-capitalsolution would be to remove the heat lamps and install four free-standing, oil-filled electric heaters, to replacetwo wall-mounted storage heaters. Mr Skingley noted that the existing storage heaters might containasbestos, so appropriate precautions should be taken in their removal, if this was so.

Mr Skingley explained that, in the context of long-term sustainability, the parish could consider the installationof a biomass boiler or a ground source heat pump in the church grounds, to provide heating for both thechurch and the chapel. He observed that this would require much greater initial expenditure, including asensitive approach to likely archaeological issues, but noted that the daily cost of the energy itself would bereduced greatly.

Mr Shapcott reported that the parish's building inspection report of 2011 had identified a number of necessaryrepairs and improvements to the church tower. He observed that a builder's estimate had been obtained, butthat a full specification for the work had not yet been produced. Mr Shapcott observed that the church was ahighly-listed building in a conservation area and felt that an architect should be approached to draw up a fullspecification for the works to be undertaken and the materials to be used, before the parish made anapplication for Faculty approval.

Mr Hargreaves reported that the temporary fence looked acceptable as a screen to the proposed children'sarea and noted that its installation may require planning permission from the local authority. Mr Beamishobserved that he would have preferred to see black cable ties, rather than white, used to attach the screen tothe dark railings. Dr Berrow commented that the fence might not be very durable in the long term andsuggested that the parish could be in touch to discuss a more hardy permanent construction with MrBeamish.

Mr Bridges reported, in writing, that he had visited the church on 30-Sep to discuss the future location of anumber of its contents, following the building's closure as a place of Anglican worship. He recommended thatall the fixtures, such as the pews, stalls, organ, communion rails, altar table, reredos, font and pulpit shouldstay in the church. He observed that it would be suitable for the war memorials to be moved to the newparish centre for worship next door, in addition to a number of sundry portable items such as hymn boards,with the exception of the First World War plaque and accompanying display case in the Lady Chapel, whichhe felt should stay in its current location and be monitored and visited on an annual basis.

Mr Bridges noted that the eagle lectern and rostrum should be kept together and that it would be appropriateto transfer these to the neighbouring church of St Michael, Handsworth. He advised that specific covenantsshould be put in place for the conservation of the fresco by W.J. Neatby on the south wall. Mr Bridges wasvery concerned by the damage to the brickwork at the west end of the church by the fitting of inappropriateand unauthorised electrical cabling by the Seventh-Day Adventist Church and hoped that appropriateoversight would be exercised on fabric matters by the Diocese, during the leasing period of the building. MrBridges explained that the church plate included a number of fine pieces and that it should be storedappropriately in a secure location.

Ms Baldwin reported that the parish proposed to introduce some portable emergency lighting units for useduring concerts. She noted that the parish could also mount two small hooks above the main west entranceand south aisle door, which could be used to hang battery-powered LED exit signs during events. Mr Skingleyreported, in writing, that the parish should ensure that the all the equipment had the battery capacity to stayilluminated for at least 3 hours and should be kept fully charged when not in use. Mr Clarke noted that heparish should ensure that any portable emergency lighting and signs were satisfactory to the church's insurer.

Mr Hurley reported that the primary proviso to the Chancellor's grant of Faculty on 16-Jul-13 for the phase 1reordering work to the church was that "All final material[s,] finishes and colours be specified fully anddemonstrated on sample [panels] and agreed with the DAC." He observed that the DAC had been informedthat a sample panel was available for viewing on 18-Aug and, as such, the first opportunity that thecommittee had to discharge this proviso was at its meeting of 2-Sep (though work on phase 1 had started on30-Jun). Mr Hurley commented that planning approval by the local authority did not discharge provisos toFaculty permission and that the Faculty could not be considered active until its stipulated provisos were met.

Mr Oliver reported that the mortared stonework had not yet been demonstrated on site and Mr Hurley wasconcerned that reconstituted, rather than natural, stone was to be used. He recommended that a solution tothese issues might be sought at the coming site visit to the church on 17-Oct.

Mr Hargreaves reported that he had visited the church to discuss the improvement of security measures forthe churchyard equipment store. He felt that, as the shed was inside the grounds of a grade 1 listed churchand within a conservation area, it would be difficult to establish a satisfactory brick structure or install a steelcontainer. Mr Hargreaves suggested that, as the main heritage consideration was the external appearance ofthe shed, the parish could construct a wooden structure, lined on the inside with bricks or breeze blocks.

Mrs Lloyd queried whether a green steel shed might be suitable, if it could be placed to be as unobtrusive aspossible and so have a limited impact on the aesthetic setting of the church and churchyard. Mr Clarkewondered whether the brick structure behind the existing shed was part of the churchyard and if it might bea possible place of storage for the church's equipment.

Dr Berrow reported that he had visited the church with Mr Beamish to discuss possible mounting locations fora new AV screen in the chancel. He advised that any installation should not be attached to or cover theBateman vaulting, which he felt to be very significant. Mr Beamish reported that further details of the screenplacement had been received immediately before DAC301, which proposed that it would be mounted on theinside wall of the chancel arch. He explained that the hinge would be located 8' above the floor and thecasing would hang down vertically from the hinge when not in use. Mr Beamish commented that the casingwould be pulled up to the horizontal using a line through a pulley mounted 16' above the floor and that thescreen would then be lifted using a line through a second pulley. He noted that the projector would belocated on a small portable trolley, removed when not in use.

Dr Berrow reported that the parish had been granted an emergency licence by the Chancellor on 25-Jul-12 forthe installation of GRP rainwater goods on a temporary basis, to replace stolen lead, and that the parish nowsought "Permanent permission to the continued use of the existing GRP gutters and downpipes fitted to theunadorned north aisle side of the church." He noted that the DAC had been asked to consider thisreplacement of the stolen lead rainwater goods with GRP at its meeting of 19-Jun-12 and had recommendedcast iron as a more appropriate lead alternative to GRP, in the context of a historic grade 1 listed church in aconservation area.

Mr Brazier reported that English Heritage did not support the installation of GRP on the building for thereasons set out in its letter of 12-Jun-13 to the local planning authority. Ms Ellison reported that SolihullMetropolitan Borough Council had declined to grant planning permission for the installation of GRP for thereasons set out in its full planning decision notice of 28-Jun-13, and that the parish had not appealed againstthe decision in the statutory time window. Dr Berrow explained that the DAC had sought the input of thenational Church Buildings Council, which advised that "The use of GRP rainwater goods on a Grade I Listedbuilding in a conservation area is contrary to current good practice for all listed buildings (ecclesiastical andsecular). The Council did not consider that it could relax its advice against GRP on highly listed buildings onthis occasion." He also noted that the Birmingham DAC had been in touch with others DACs cited in theparish's paper of 15-Dec-13 for their comment, and had reviewed the 11-Aug-14 written judgement ofChancellor Eyre on a case regarding the replacement of lead with GRP on a highly-listed building in theDiocese of Coventry.

The DAC concluded that, after considering the details provided by the parish and the advice given by theother consultees in this case, it could not endorse the permanent installation of GRP rainwater goods on thechurch because it was not able to reconcile the proposals with the current best practice and conservationpolicy for listed buildings. It felt that, in the circumstances, the installation of cast iron would constitute amore suitable long-term replacement solution for the stolen rainwater goods. The DAC appreciated theparish's fear that any metal was at risk of theft, but could only note that page 8 of the parish's reportedidentified 1 tonne of cast iron as having a value of 38% of a tonne of lead, that the inflexibility of cast ironmade it more difficult to steal and carry away than lead, that it was not aware of any recorded theft of castiron from a Diocese of Birmingham church building from 4-Jan-07 to the present, and that cast iron had beeninstalled successfully as an alternative to lead on at least two Diocese of Birmingham grade 1 listed churches.

Mr Oliver reported that he was satisfied with the parish's current carpet sample for the covering of thechancel, which no longer had a complete latex backing or an underlay. He advised that the carpet beattached only to joints in the floor and that no general adhesive be used. Mr Oliver recommended that awooden edge be installed for fixing where it was not possible to anchor the carpet to joints.

Mr Oliver explained that the parish wished to remove the lectern and its rail and he noted that the lecterncolumn was unstable and needed repair. Mr Brazier observed that the pulpit would remain at the other side ofthe chancel. He commented that the rails were a fine piece of stonework that brought symmetry to thechancel and he felt that, ultimately, the small amount of space gained by the removal of these rails did notjustify the loss of architectural symmetry and value to the church's east end. He suggested that, as such, onlythe lectern column itself be removed and placed, carefully, into storage.

Dr Berrow reported that the Church Buildings Council (CBC) had reviewed the parish's proposals for acomplete clearing of the church site followed by a new build and advised that, although it would regret theloss of the chancel and Lady Chapel and hoped that they could be retained, it would not object to theproposed demolition. Mr Brazier echoed the sentiment of the CBC and felt that it was a great shame to losethe original building.

Mr Hurley reported that he was glad the roof tiles were no longer concrete, but he still suggested a roof pitchof 47.5º rather than 45º, in order to minimise the possibility of water ingress. Mr Oliver felt that the lobbywas still too constricted for a ceremonial entrance and that it would be difficult to turn a coffin the spaceavailable.

Mr Waddell reported, in writing, that the junction of the bound gravel path (leading from the existingpedestrian access at the south corner off Manor Road on drawing LA/WS/L/90/01) did not seem to connectwell with the proposed herringbone and concrete slab paving and suggested that the path was altered fromthe proposed curve to align its west edge with the south corner of the herringbone paving. He suggested thata new hedge be panted on the western boundary line, rather than an existing hedge being relocated there,and noted that the removal of tree T26 needed to be illustrated on drawing LA/WS/L/90/02. Mr Waddell feltthat the recommendations in the Arboricultural Assessment and the Preliminary Ecological Assessment wereacceptable.

Dr Berrow recommended that the parish draw up a full picture inventory of the contents and important fabricof the current church building and identified which would be retained in the new building and which would bedisposed of. He felt that these proposals should then be submitted to the Bishop for his agreement, as wouldbe the case for a church demolished under the Pastoral Measure 2011. Dr Berrow noted that a furtherapplication for Faculty should be made, when appropriate, for the furnishing of the proposed new worshipspace.

The DAC regretted the loss of the original fabric of the church building but felt that, ultimately, the parish wasclear in its proposals for meeting its future needs and had made its case.

The Committee RAISED NO OBJECTION to the petition, provided that the parish produced a full pictureinventory of the contents and important fabric of the current church building and identified which items wouldbe retained in the new building and which would be disposed of, for agreement by the Bishop, followingconsultation with the DAC.

Mr Hurley reported that the parish proposed to install new lighting in the bell-ringing chamber at the base ofthe tower, which was a quiet, original part of the church constructed in around 1500 and was possibly thefirst part to be built in brick and faced with stone. He observed that the brickwork was of some architecturalmerit, so the means of making any fixings must be specified clearly. He advised that, to due the historicsensitivity of the space, full drawings showing the lighting design, layout, cable runs and other associatedinstallations should be produced. Mr Hurley hoped that it would be possible to avoid light shining out of theringing area and into the chancel.

The Committee DEFERRED resolution of the petition, pending the drawing up by the parish of the fulllighting design and specification.
