Filkins St Peter Bellcote stone replacement The Committee resolved that the design and fit of the replaced stone section was not appropriate in its current form. However, the Committee felt that it

was worth exploring whether the existing stone could be dressed in situ in order to provide a closer fit to the original stone of the bellcote. Whilst this

option is explored by the PCC and architect the Committee defer issue of a Notification of Advice. The Committee delegated further discussion of this issue with the parish to Liz Kitch and Bryan Martin, with the Archdeacon of

Dorchester to be informed at all stages of communication.

5. Returning Casework

2016-006385 Summertown St Michael and All Angels Extension to the west end

The Chancellor asked the Committee to respond to the concerns raised by the Victorian Society in their letter of 21st April 2017, below:

Thank you for consulting the Victorian Society on these proposals, which have been

considered by the Society’s Southern Buildings Committee. I am responding in

Sophia Laird’s absence. The Society does not wish to become a party opponent.

However, we would like the Chancellor to take our comments below into account

when considering whether a faculty should be granted.

The Society considers that an extension of this scale to the west end of the church is

perfectly acceptable in principle. However, the plan form and massing are entirely

alien to the existing building and the conservation area, being reminiscent of 1930s

cinema design. This feels like a perverse and wilful design, which would be rather

impractical, and would result in unusable, inflexible spaces. The alien nature of the

proposed extension would do some harm to the surrounding conservation area; a

rethink and a more contextual design are required.

The Committee disagrees with the Victorian Society’s comments regarding the design of

the proposed extension, which the Committee feels is sensitive and appropriate. The

parish have worked closely with the Committee to evolve the proposals over time,

through numerous iterations in order to produce a scheme which meets the parish

needs. The Committee commented that the church is not within a conservation area, as

stated by the Victorian Society. This was confirmed by Lorraine Francis of Oxford City

Council in a phone conversation with Liz Kitch on 10th May 2017. The Committee noted

that the original church was incomplete in its design and therefore any extension would

not disturb the completeness of an original vision. The Committee re-iterated its support

of the scheme and the considerable efforts of the parish.

Works: Lighting – addressing of a condition re the pendant light

The Committee resolved to support the proposed pendant design. Christine Fenn will write to the Chancellor accordingly to notify him of this decision

following his query on the application.

Reordering – changes to the screen and discharge of condition

The Committee heard that in providing the detailed specification and

drawings to meet the proviso on the DAC NOA the parish submitted a revised design of the screen to the Lady Chapel. The Committee supported this revised design, with the comment that the third available timber panel

is used as a return buttress to the newel post. This proposal was suggested by DAC officer on site and the parish felt this was appropriate.

The DAC therefore resolved that the original proviso on the Notification of Advice had been met, and that a variation request would be supported.

Christine Fenn to write to the Chancellor accordingly.

Offline Trinity College Chapel

Works: Installation of Oxford Preservation Trust plaque

The Committee resolved to not object to the proposals, which were felt to be an improvement on the original location suggested, however expressed concern about the plaque being screwed into 18th century timber.

Works: The principle of replacement of south porch roof with TCSS.

The Committee resolved to support the principle of the recovering of the south porch roof with Terne Coated Stainless Steel. A supportive NOA will be issued upon receipt of a detailed specification of works by the QI architect,

and agreement from the LPA and HE with the proviso that the TCSS is formed with hollow rolls. The works would not affect the character of the

historic building and Rule 9.9 of the FJR does not apply.

Works: Introduction of main gas and water supplies to the church and relaying of

the existing path. Introduction of a central heating scheme to be carried out in accordance with the Specification of Works dated 24th June 2016

Prepared by SPS Ltd and amended by Wilde Spooner Raleigh Ltd. The associated alteration of pews to shorten them to accommodate radiators

along the external walls, and disposal of one pew by sale destruction or gift.

The Committee resolved to recommend subject to the requested details of the scheme being provided, usual archaeological provisos affecting burials, the LPA to be consulted regarding possible planning permission required for

the flue to the boiler and change in material of the path. The works would not affect the character of the historic building and Rule 9.9 of the FJR does

not apply.

2017-007672 Waterside: Christ

Works: Installation of new a/v system requiring the relocation of 3

memorials.

Introduction of an outer glass door to porch

The Committee resolved to support the proposals for the installation of the new AV system subject to usual wiring provisos being followed. A Notification of Advice to be issued accordingly. The public notice for works

affecting memorials is to be used.

The parish have confirmation that planning consent is not required for the

installation of the glazed doors to the porch. However the DAC did not think the aesthetic impact of the glazed doors to the outer edge of the porch was appropriate and suggested that the PCC explore whether the glazed doors

could be installed half way within the porch. The DAC officer to visit site and discuss with the PCC.

A) To note Wolverton: St George the Martyr – renovation of toilet facilities

Oxford St Giles – replacement of organ and renovation of the base of

tower and existing kitchen Great Milton St Mary the Virgin – installation of a new organ and

alterations to the west end

Kidlington St Mary – demolition of the church rooms attached to the church and replacement with a separate or linked building in the churchyard. Installation of kitchenette facility at the south west corner of

nave. Overhaul of the electrical system.

Hampton Poyle St Mary – reordering at west end for servery/WC

Swalcliffe St Peter and St Paul – Extensive stonework repairs and minor reordering to the west end of the church.

Headington St Mary – Redevelopment of the church building and site, demolition of the church hall.

Littlemore St Mary the Virgin and St Nicholas – Ongoing discussions with the Victorian Society regarding the re-ordering proposal already supported

by the DAC.

Abingdon St Helen – Various works including alteration of the chancel screen, installation of a ‘pod’ in the east end of the south aisle, renovation of the vestry, installation of storage facilities within the tower, revamping

the shop along the west wall, reordering of the baptistery area

Shipton Under Wychwood St Mary – reordering, new heating system. Sandhurst St Michael – QI roof and stained glass window repairs

Hamstead Marshall St Mary – installation of WC and removal/adaptation of

Works: Internal reordering and roof repairs

Case officer comments: The Committee discussed and ratified the site visit report, and in so doing

confirmed support for the gallery installation subject to the Statement of Needs illustrating that this is a crucial element of the scheme in order to meet the parish needs. In addition concerns over the loss of Teulon pews

were expressed and the Committee voiced a strong preference that as many pews as possible are to be retained – this could be done by relocating

existing pews from the nave to the proposed gallery. The proposed plan illustrates chairs arranged in the same position as pews would occupy so there is little justification for the replacement of pews – more should be

made moveable instead of disposed of. Furthermore the Committee resolved that the statement of need required further justification of the proposals, to

establish whether refusal of this scheme would result in the loss of viability of the church building.

2016-006787 Emberton: All

Works: Installation of a new heating system and glazed porch doors.

The Committee discussed and ratified the site visit report. A DAC Notification

of Advice to be issued for the heating proposals when the DAC adviser has confirmed she is content with the augmented scheme, and the contractor

has supplied the PCC and DAC officers with projected running costs of the scheme.

The Committee also resolved to recommend the scheme for the porch doors for faculty application. A DAC NOA to be issued when the following

information has been submitted to, and agreed by, DAC officers: Drawings and hinge details for the two new doors Details of the proposed finish for the exterior timber doors

The LPA, HE and Vic Soc to be consulted. The works are likely to affect the

character of the church building. Rule 9.9 of the Faculty Jurisdiction Rules does not apply.

The Committee ratified the site visit report and issue a supportive NOA with

the proviso that the below documentation is submitted to, and agreed by, DAC officers prior to works commencing:

A full specification of works for the heating scheme, including confirmation of whether the boilers are still proposed to be relocated.

Method statement for the pew removal and floor lifting (to be

undertaken by parish volunteers under supervision of the architect) Confirmation of the floor finish to be used within the vestry space

A revised design of the panelling to the servery, and photo of the sample made up

A full architectural specification of works. This should also detail any

proposed investigation works to the rainwater drainage. Should it be determined as a result of these investigations that remedial works are

required the DAC should be contacted and a variation to the faculty permission obtained before these are carried out.

A Notification of Advice to be issued when the DAC heating advisor is content with the proposals, with the following provisos:

1) The wiring runs to be agreed with an officer of the DAC prior to works commencing

2) The usual wiring conditions are to be followed.

3) No trunking is to be installed. 4) In addition to the church insurers being informed and any electrical

work being carried out by an NICEIC approved contractor. The works are not likely to affect the character of the building.

The Committee resolved to recommend the scheme for faculty application with the proviso that the thin layer of shingle was not added over the top.

Works: Restoration of 4 of the existing 5 bells and installation of a 6th bell.

The relocation of another of the existing bells and linking to electronic chiming mechanism. The disposal of the existing 1889 timber bell frame and installation of a new steel frame.

The Committee was concerned that the parish wished to delay obtaining

advice from a structural engineer and drawings from the architect until after the bells and frame had been removed from the tower. The DAC did not feel

they could support this approach without having seen the installation on site. The Committee therefore resolved that a delegation would visit the parish to discuss. The SCBO to book a visit accordingly – Val Plumb, Julian

Munby and Derek Witchell to attend. The Committee resolved that the Statements of Significance of Needs should be updated with the additional

information recently submitted by the parish. Any permission to include a recording condition of the existing frame. The DAC also wished to hear the thoughts of HE and SPAB prior to making a resolution.

Works: To replace the defunct 1980s electronic organ with a new Viscount

electronic organ.

The Committee resolved to recommend the scheme for faculty application and wished to encourage the parish in the continuation of their musical

programme. A supportive NOA to be issued accordingly with the usual organ proviso.

Works: Installation of a memorial plaque to two major benefactors of the college.

The Committee were supportive of the design and material of the proposed

plaque however concern was raised about how future benefactors may be commemorated. As a suggestion to avoid numerous plaques throughout

the church the Committee suggested that the bottom line ‘generous benefactors of the college’ is brought up to read beneath the line ‘In

memoriam’, above the names of the benefactors, so that future matching

plaques could be adorned with the names of future benefactors and installed directly beneath this plaque. The Committee therefore resolved to support the principle of the proposal and delegated the detailed design of

the plaque to DAC officers to agree with the College prior to issuing a Notification of Advice.

The Committee resolved to recommend the scheme for faculty application. The NOA to be issued following the receipt of supportive comments from the DAC lighting advisor. The church insurers to be informed, and the works to

be carried out by an NICEIC accredited contractor.
