•It is not a given that you will pass the exams

•OVID has a 10% failure rate in every new inspector course

Exams

•Who are you?

•Where are you based?

•What is your background? (Mariner, Engineer, Naval Architect etc)

•What type of vessels have you experience on.

Self- Introductions

1. The following 3 photos show various deficiencies on board a

variety of vessels.

2. Each Photo gives a brief description of the equipment and

where it is located.

3. Please compile a brief ’observation’ as you would write in an

inspection report.

What is OCIMF and what is OVID?

OVID is an inspection protocol that will allow project and marine assurance teams to

assess the safety and environmental performance of a vessel and its operators in a

more effective and uniform manner.

Inspections are completed by inspectors who are accredited and subject to

continuous review.

Inspections are tailored to the operations that the commissioning company is

interested in.

OVID may be scaled to include other inspection/ audit types, inclusion of these will

be subject to the oil companies needs.

What does OCIMF do?

OCIMF’S Mission statement:

“To be the foremost authority on the safe and environmentally responsible

operation of oil tankers, terminals and offshore support vessels, promoting

continuous improvement in standards of design and operation.”

OCIMF’s Mission Statement

Identify and seek to resolve safety, security and

environmental issues affecting the industry through

engagement with OCIMF members and external

stakeholders.

Objective 1 - Engage

Develop and publish guidance, recommendations and

best practice by harnessing the skills and experience

of OCIMF members and the wider industry.

Provide tools and facilitate exchange of information, to

promote continuous improvement in safe and

environmentally sustainable operations

Objective 2 - Promote

Contribute to the development and encourage the

ratification and implementation of international

conventions and regulations.

Influence industry adoption of OCIMF guidance,

recommendations and best practice

Objective 3 - Advocate

How do we achieve this?

Publishing Guidelines, Recommendations,

information papers etc.

– These objectives are met by participation at IMO

– This objective is met by participation at IOPC Funds Convention

Meetings and lobbying

– These objectives are met by holding industry events addressing

current issues. Production of Newsletters etc.

– This objective is met by development of programmes:-

• SIRE

• OVID

• MTIS

• TMSA

• OVMSA

OVPQ Revision

Review begin last year with goal to update and remove questions that serve

no benefit. E.g. fax number

IMCA supply comments/suggestions

Work is still on going to develop an OVPQ that meets OCIMF Members

needs

• Launched 16th Jan 2017

• Companies that share OCIMF’s concerns for marine safety and pollution

prevention and charter offshore vessels in support of their operations or

have offshore vessels operating at their facilities

• May not be involved in the hydrocarbon industry and may or may not be a

DoC holder of an offshore vessel

• Have a need for marine assurance but are currently unable to utilize the

OVID programme

• Required to obtain approval, through the OVID system, from the Technical

Vessel Operator of the vessel prior to receiving the vessel’s OVIQ

OVID Programme Recipients

•Recipient members have the following access:-

–Inspection Access Request – to view an existing OVIQ

–Vessel Inspection Request – to request an inspection, when an OVIQ is not

available.

•Companies you wish to become an OVID recipient member will need to apply and their

application will be considered by the director.

•Not all entities are eligible to become recipient members.

•If a recipient member requests to download a report, then the Technical vessel operator

must approve the request.

OVID Programme Recipients

•Below is a list of the eligible and non eligible entities.

Programme Recipients

• Efficient way for vessel operator and OVID Programme Recipient,

with vessel operator approval, to request an OVID inspection

• Hope is that vessel operators they will begin to track and request

annual OVIQ renewals.

• In turn reducing the time spent conducing on-hire processes by the

OCIMF OVID Members and OVID Programme Recipients.

OVID Vessel Inspection Request

Offshore Vessel Inspection Request. – OVIR

•Launched on the 16th January 2017.

•Will allow Recipient Members and Technical vessel operators to request an inspection.

Recipient Members

•Create request that is sent to TVO – TVO can either approve or request or there is a 7

day time out.

•If approved by TVO inspection request sent to all OVID submitters who can then opt to

inspect on ‘first come fist served’ basis.

•14 day timeout – if no member picks up the request then request ‘dies’.

TVO

•Creates request and request is sent to all OVID submitting members, who can then opt

to inspect on ‘first come fist served’ basis.

•14 day timeout – if no member picks up the request then request ‘dies’.

OVIR

Review of OVIQ2/MODU

• Collection of suggestions from MSF, OCIMF Members, Vessel Operators, and

OVID Inspectors.

o Over 300 suggested changes to OVIQ2 e.g. add N/A, new question,

updated guidance

o 70+ for MODU Jackup and 80+ for MODU Drillship/Semi Sub

• Workgroup review all suggestions and developed OVIQ3 and MODU2

o Small Vessel (<100grt) – still under development

o MODU combined in one question set with 2 operation sections

o Jackup

o Drillship/Semi

• Proposed additions to OVIQ3

o New Variant – lift boat

o Cyber security questions

TMSA3 published in April 2017

• Members to begin review and update of OVMSA

• OVMSA to be aligned with TMSA

• Expanded to 13 elements, new element 13 to cover security.

Goal to publish a year after OVMSA in 2Q 2018
