Overview of the Annual Return System

A condition is included in waste facility permits (WFP) and certificates of registration

(COR) requiring that an Annual Environmental Report (AER) or Annual Return (AR) is to

be made in relation to the waste activity at the facility in the previous year.

Prior to 2015, this return was required to be reported directly to the Local Authority that

issued the authorisation and was submitted in a variety of formats. This made the

information provided difficult to collate, validate and cross-reference with other data

sources. From 2015, this annual return is required to be reported via an online web

portal hosted by Offaly County Council as the National Waste Collection Permit Office

(NWCPO).

The return submitted is standardised for all waste facilities and with the ability to upload

additional documentation, permit holders can comply with the conditions of their waste

facility permit or certificate of registration.

The role of the NWCPO and Local Authority

The NWCPO is responsible for the co-ordination of the AR process, managing the AR

portal and providing guidance to permit / certificate holders on the submission of their

return.

Local authorities will continue to be responsible for the regulation and administration of

your WFP/COR including processing applications, reviews, technical amendments etc.

The only functions that the NWCPO has, relates to the management of the WFP/COR

online register and the annual return process.

Local authority waste enforcement staff and/or regional waste office(s) continue to be

responsible for the validation and auditing of the annual return data after it is entered.

Permit holders who have their facility located within a local authority jurisdiction will have

their annual return data validated by this local authority e.g. A permit / certificate holder

that has an address on their waste facility permit / certificate of registration of Tullamore,

The Annual Return is only accepted in electronic format via the online web

portal.

Sanctions will be applied to any permit holder who fails to submit a completed

Annual Return or submits a false or misleading Annual Return, up to and

including legal action and permit / certificate revocation.

Co. Offaly, will have their annual return data validated by the waste enforcement team in

Offaly County Council.

How to access the On-line Annual Return Portal to Complete Your 2017

Annual Return

STEP 1: You must log onto the NWCPO website www.nwcpo.ie and select the

Annual Returns icon on the Right Hand Side of the Screen.

Click on “Waste Facility Sign In”

STEP 2: You will now be invited to enter your log in details to access the annual

return portal.

Please enter the username and password that was provided in the annual return

information email / letter sent to you.

On entering the correct username and password and selecting “Log In”, the system will

open to allow you to commence your Annual Return.

NEXT STEPS:

If you wish to complete a NIL return (i.e. no waste accepted onto the site, no waste

processed on the site and no waste sent off site in 2017), proceed to Guidance on

completing the annual return survey and making a NIL Return.

Please note that your authorisation may still require documentation to be uploaded in

accordance with step 5 even if you are doing a NIL return. Pleas refer to the conditions

of your authorisation document.

OR

Proceed to Guidance Document “AR Step 1 – Selecting Waste Collectors and Waste

Facilities” where waste was processed at the facility.

Completing the Annual Return Survey

Prior to completing your annual return (or declaring a NIL return), you are asked to

provide some general information in relation to your waste activity. This information is

requested to provide contact details for the validation of data by local authorities and

to provide general information for the national register of waste facilities.

STEP 1: Log into the Annual Returns Portal as per guidance document “Overview

and Login”

The Facility Survey Page will open

To the right of the page you will see details relating to your Waste Facility Permit /

Certificate of Registration details. Please review and if there are any changes you

want to make please email the NWCPO at [email protected].

STEP 2: Provide contact details of Annual Return administrator

STEP 3: Answer survey questions:

Q.1 Did you accept / process waste in your facility in 2017?

Click “YES” only if any waste was accepted or processed on the site in 2017.

This is NOT a NIL return. If you select Yes, you must proceed to complete a

full return in accordance with Steps 1-5.

Click “NO” - Only if NO waste was accepted on to site, no waste was

processed on site and no waste was sent off site in 2017. This is a “NIL” return

for your facility.

Please note that your authorisation may require documentation to be uploaded

in accordance with step 5 even if you are doing a NIL return. Please refer to

the conditions of your authorisation document (Waste Facility Permit or

Certificate of Registration).

Please Note that it is an offence to submit false or misleading

information.

Click “YES” if your facility is authorised to accept municipal waste.

Where you have clicked yes please then complete the following questions.

Give details of the maximum operating capacity in tonnes/ annum for each of

the differing LoW codes 20 03 01 residual, 20 03 01 dry recyclables and 20 01

08 food and bio waste.

E.g. If you accept 50 tonnes per year of 20 03 01 that is from a residual waste

source you enter 50 in the tonnes/annum box.

Click “NO” if your facility does not accept the LoW codes 20 03 01 or 20 01 08.

You are not required to enter any further details for this question

Q.5 Is your facility an infill / backfilling site for soil and stone recovery

Click “Yes” only if your facility is an infill / backfilling site that is authorised to

Click on “Accept & Save Changes”

NEXT STEPS

If you have clicked “NO” to the first question, NIL return (i.e. no waste

accepted on to the site, no waste was processed on the site and no waste was

sent off the site in 2017)

You will then see the below screen stating you have made a nil return.

No further action is required.

Click on “Log Off” to log out of the system.

If you have clicked “YES” to the first question (Did you accept / process waste

in your facility in 2017?), you must now proceed to AR Step 1 “Selecting Waste

Collectors and Waste Facilities”. See guidance document.

operations in 2017. This selection process pre-populates

fields for steps 2, 3 and 4.

1. Identifying the WCP Holders you conduct business with

1. To add waste collectors for your annual return click on “Indentify the WCP Holders you

conduct business with (Waste In/Out)” . See red arrow on screenshot below.

Note: If waste collectors are not already on your list you will have to declare them.

2. Once you enter the “Indentify the WCP Holders you conduct business with (Waste In/Out)”

you will see this page. See screenshot below.

3. To declare a collector or collectors click on the box either beside the collector name.

4. To save the collector or collectors you selected click on “Declare These Waste Collectors”, in

the Green Box below.

Note 1: You can search for a collector by entering the waste collectors details in the

titles Name, Trading As, WCP Reference LA Area and then click on “Contain” on the

filter buttons.

Note 2: You can also change page size and click on page numbers.

5. Once the waste collectors are declared you can deselect them if desired.

6. If you are happy with your selected waste collectors click on the “Annual Return Home”.

2. Identify the Waste Facilities you send waste to

3. To declare a facility or facilities click on the box beside the collector name.

4. To fully save the facility or the facilities you selected click on “Declare These Facilities”.

Note: You can search for a facility by entering the waste collectors details in the titles

Reference Number, Facility Name, Trading As, Facility Address and then click on

“Contain” on the filter buttons.

Note: You can also change page size and click on page numbers.

5. Once the facilities are declared you can deselect them if desired.

6. If you are happy with your selected facilities click on the “Annual Return Home”. See red

1. Click on “Start Waste IN Return”. See red arrow on screenshot below.

2. If you require you can add your desired number of lines into the “How many lines would you

like to start with? box and then click on “Apply.

3. If you want to go back to one line or clear the line you put in click on “Clear”.

4. If you want to copy your first line click on “Copy First Line”.

5. Select your waste collector on the heading “Supplier/WCP Holder” .

6. Select your waste code on the heading “Waste Code”.

7. Enter your tonnage in the “Quantity in Tonnes”.

8. Select your code of activity in “Code of Activity” .

9. Add comment if you require in the “Comment Optional”.

10. Click on “Step 2-Save these lines” to save line or lines. See red arrow on screenshot below.

you want to remove comment.

10. Click on “Step 2 – Save these Lines” if you want to save the line or lines. See red arrow on

11. Once your line or lines are saved you will see it on “Step 4-Review your Facility Waste Out

entries for Submission”.

1 Background and context

Importance of accurate waste data

Accurate and up to date information on waste is essential

For statutory reporting to the European Commission;

For monitoring progress towards national and EU targets;

For monitoring the structure and functioning of the Irish waste industry;

For highlighting trends in waste generation; and

For helping to direct prevention efforts towards priority waste streams.

Improving standards in data management and consistency in data recording

As part of the effort to improve the quality and timeliness of waste data, standards need to keep improving. It requires national co-ordination to ensure that all parties generate data on the same basis and in a similar manner. Desktop validation is carried out on each survey return and your company may be contacted to close out queries. Each year, a proportion of the data submitted are verified by data audits. Your company will receive advance notification if your data are due to be audited in 2018. This guidance manual is intended to act as a reference guide for operators to use when completing the survey for their site. 2 Completing the survey: General information

Advance preparation – maintenance of adequate data management systems

You can fill in the survey with ease if you

Maintain good data management systems;

Ensure that staff who leave your company pass on their expertise in completing the annual survey.

From 2017 (data 2016) the reporting of the ELV survey data is to be completed via the NWCPO, waste facility annual returns system. Data already provided for your waste facility annual return is presented where possible to reduce duplicate reporting. Detailed instruction is provided below.

Incoming waste

All incoming wastes should be visually inspected by an appropriately qualified member of staff. A LoW code, waste description and source of waste should be assigned on this basis. An incoming weight for each load should also be recorded.

Please use tonnes only. Use conversion factors where necessary e.g. to convert kg to tonnes, divide the kg number by 1,000.

You must distinguish between waste generated in the Republic of Ireland and waste generated outside of the Republic of Ireland.

Onsite storage of waste at beginning and end of year

The EPA requests data on onsite storage. Therefore, it is imperative that you maintain a good understanding of the quantities of waste remaining onsite throughout the year. In the survey we request information on tonnage of ELVs in storage on 1 January 2016 and 31 December 2016, and will request such information annually. The EPA appreciates that it may not be possible for some organisations to competently assess the exact tonnage of waste streams remaining onsite at beginning and end of each year and therefore accepts ‘informed estimates’ made by appropriately qualified staff, e.g. the site manager.

Outgoing wastes

Relevant information should be recorded and maintained for each outgoing load of waste. In addition, full details of the offsite destination and the recovery and recycling rates achieved offsite should be obtained and recorded.

Where appropriate, collection dockets/delivery dockets/invoices should be matched to weighbridge dockets and all documents retained on file.

Please keep in mind that for waste streams removed offsite to multiple destinations, the EPA requires tonnages, recovery and recycling percentages per destination. Please ensure your data management system is set up to accommodate this reporting requirement.

Step 2: ELV In

Step 2 requests information on ELV’s accepted at your waste facility. Where data has been already provided as part of your waste facility annual return, this data is displayed (see table below). All questions in relation to ELV’s accepted must be answered.

Step 3: ELV Out

Step 3 requests information on ELV’s dispatched from your waste facility. Where data has been already provided as part of your waste facility annual return, this data is displayed (see table below). To complete the return select the update icon in the last column of each line.

When you select the icon, four additional questions appear. Q1. Of the non-depolluted vehicles dispatched from your facility, how many were M1 and N1 vehicles? Q2. Of the non-depolluted vehicles dispatched from your facility, what was the weight (in tonnes) of the M1 and N1 vehicles? (Note: M1 and N1 vehicles are within the scope of the ELV Directive and that is why a distinction between M1/N1 and other vehicles is required). Q3. If the vehicles were exported, what was the country of destination? Q4. What was the final destination facility for the vehicles?

Select “Update” when the data has been entered.

Step 4: ELV’s On Site Activities

For Step 4, please provide details of other waste types generated on site and details of your opening and closing stock for M1 and N1 vehicles for the reporting year.

Step 5: Shredder Credits and supporting documentation

Step 5 requests information regarding credits for non-metal recycling and recovery at non-IE shredders. If depolluted ELVs were exported in 2016 please provide tonnages of non-metal recycling and non-metal recovery credits assigned by the non-EU shredder(s). Please upload credit confirmation documents received from shredders. Ireland needs to meet its ELV recovery and recycling targets set by the ELV directive. Non-metal recovery from ELVs which are exported to UK shredders can count towards the targets. If you exported ELVs to shredders in the UK you may be able to claim shredder credits that count towards the non-metal recovery and recycling targets. Therefore, please contact any UK shredders you deal with to request shredder credits.

Where the materials removed are exported, further clarification is required in relation to the destination facility.

Select the update icon and complete the details for the destination facility.

Recovery percentages indicate how much of the material you send offsite is recovered. Recovery means any operation the principal result of which is waste serving a useful purpose. This includes material recovery (which is recycling) energy recovery (i.e. use as fuel) and biological recovery (e.g. composting). Note: Recovery percentages are usually less than 100. Most waste treatment leaves a residual percentage of material, which must be disposed (i.e. landfilled or incinerated without energy recovery).
