1.0 Introduc on

Gympie Regional Council’s (GRC) “Our Towns” program focuses on improving the economic and social sustainability of Gympie’s rural and coastal communi es.

The report details the scope and methodology guiding the development of the Concept Master Plan and provides background informa on on the site as well as relevant Council plans and policies.

The preliminary Concept Master Plan outlines a number of proposals for town centre improvements and formed the basis for feedback at the community consulta on.

The fi ndings of the consulta on process are summarised and the community’s desired priori es for improvements iden fi ed in this report.

The report concludes with a number of recommenda ons and iden fi ca on of key priori es with preliminary cost es mates to inform future implementa on.

2.0 Our Towns: Project ScopeThe Imbil “Our Towns” Concept Master Plan is the sixth and fi nal stage of Gympie Regional Council’s “Our Towns” sustainable centres program. The program was ini ated in the 2012/2013 fi nancial year with GRC commi ng:

“to improve the sustainability of the region’s rural and coastal communi es, through a range of measures, including streetscape and public space improvements and most importantly developing an overall direc on to guide future development and protect and enhance the exis ng character and amenity of the townships.”

The program aims to:

• Support economic development ac vi es and community infrastructure;• Support State and Local Government priori es with a par cular emphasis on job

crea on; • Contribute to building safe, caring and connected communi es;• Meet iden fi ed needs and priori es of the local community; and• Receive support from the local community.

These objec ves are to be achieved through developing a Concept Master Plan that creates a visually appealing, well connected and func onal town centre. The Concept Master Plan is to be informed by public consulta on and is to iden fy cost-eff ec ve opportuni es for improvements to Imbil town centre’s streetscape and public realm. The improvements are aimed at securing the economic future for Imbil by:

“crea ng a desirable loca on for passing tourists to stop and visit and reinforce its role as a regional hub; (and suppor ng) the crea on of an a rac ve and desirable place to live, work, recreate and visit.”(Source: CSF138 Request for Quota on - Our Towns Imbil)

3.0 Methodology

3.1 Project Incep on Mee ng and Site Review

The concept master planning process was ini ated with a project incep on mee ng and site review with JFP Urban Consultants and key Council offi cers in a endance. The aim of this stage of work was to:

• Iden fy and review exis ng plans and policies• Iden fy land use and tenure• Ascertain type and quality of exis ng streetscape and open space assets• Gain a preliminary understanding of current issues facing the community such as

access and parking• Gain a preliminary understanding of current issues facing Council such as

maintenance

A summary of the fi ndings of this stage are presented in sec ons 5 and 6.

3.2 Preliminary Concept Masterplan Development

Preliminary fi ndings and ideas were presented as a dra concept masterplan for Council’s review and feedback. The dra concept masterplan focused on iden fying key opportuni es for improvements to Imbil town centre which were grouped under zones. The purpose of the dra concept masterplan was to provide a guide and visual aid for community consulta on.

The dra concept masterplan is presented in sec on 7.

3.3 Community Consulta on

The community consulta on process involved two consulta on sessions with the Imbil community (a weekday and weekend) and a workshop with the Mary Valley State College. Feedback was also collected through an online survey on the GRC website, feedback forms posted to ratepayers and provided at customer contact points where the dra project documenta on was on display, including the Imbil Library (123-125 Yabba Road, Imbil), Planning and Development Building (29 Channon St, Gympie), Town Hall (2 Caledonian Hill, Gympie) and selected Mary Valley Traders. A detailed methodology and fi ndings of community consulta ons are presented in sec on 8.

3.4 Iden fi ca on of Key Priori es

Community consulta on feedback was reviewed and summarised graphically to iden fy users, ac vi es, aspira ons and concerns. This has enabled iden fi ca on of key priori es for town centre improvements. These are iden fi ed in sec on 9 together with preliminary cost es mates.

4.0 Imbil: Descrip on and Loca on

4.1 Gympie

The Gympie region is located in Southeast Queensland approximately 150km north of Brisbane and just north of the Sunshine Coast region. It covers an area of 6,898 square kilometres and as at 30 June 2014 had a popula on of 48,464. (Source: h ps://www.gympie.qld.gov.au/regional-profi le, 14/03/2017)

Gympie is the principal centre with a number of smaller rural and coastal towns spread throughout the region. Agriculture, forestry and tourism are the region’s main industries. Imbil it located 35 kilometres south of Gympie on Yabba Creek.

4.2 Imbil

Situated in the heart of the Mary Valley, the township of Imbil is signifi cant to the Gympie Region in terms of its small town character, strong community and growth poten al. Imbil supports generally small scale rural-based industries, though is notable for its mber industry and its tourism poten al, courtesy of its being on the fringe of the Sunshine Coast hinterland and the access point to Borumba Dam and vast State Forest Reserves. Ongoing planning for Imbil is largely about managing character, tourism and local rural industries.(Source: CSF138 Request for Quota on - Our Towns Imbil)

The Imbil “Our Towns” Concept Master Plan will cover the area of Yabba Creek Road from Albion Street in the west to George Street in the east, taking in Yabba Creek Parklands, Bert Smith Memorial Park, Lambert Hyne Drive, Imbil Town Bridge and the Ra ler Railway Sta on in William Street.

This area represents the heart of the township and takes in key streetscapes suppor ng retail, commercial and civic uses, as well as important public spaces. Within this core site area the project has focussed on public realm improvement opportuni es.

A number of locales outside of the town centre were also iden fi ed. Although outside of the core site area, they provide important open space, recrea on and community uses that are interconnected with the town centre. These were:

• Kropps Crossing• Showgrounds and hall• Imbil Lookout• Dick Quigg Bike Track



5.0 Current Plans & Projects

5.1 Overview

A number of current plans and strategies have already iden fi ed open space and recrea on priori es and projects for Imbil. These include:

• Gympie Regional Council Open Space and Recrea on Plan 2016• Gympie Region Walk and Cycle Strategy 2012• Gympie Regional Council Tracks and Trails Plan 2014• Gympie Regional Council Canoe and Kayak Strategy 2015

In addi on, a number of projects have progressed to design documenta on, including:

• Yabba Creeek Parklands Playground and public ameni es have been completed with further plans for stage 2 include an amphitheatre and general park improvements

• Imbil Lookout Upgrade works including parking and signage due for comple on June 2017

• Car parking Detailed plan for cnr Elizabeth St and Yabba Road and for Lambert Hyne Drive

• Railway Precinct Plans to develop historic railway sta on precinct including shops, museum, cafe and car park. A concept plan developed by Mary Valley Chamber of Commerce is currently out to community consulta on

There are already a number of priori es contained within these plans and documenta on. The Concept Master Plan seeks to summarise these and other improvement works in one plan. The single plan will enable residents and stakeholders a comprehensive overview of planned and poten al improvements so they may be er determine their desired priori es for Imbil.

5.2 Gympie Regional Council Open Space and Recrea on Plan 2016

The Open Space and Recrea on Plan (OSRP) was endorsed by Council in 2016. The OSRP reviewed exis ng plans and documents in order to iden fy the exis ng open space network (refer fi gure 3), the degree of implementa on of exis ng plans and determine any gaps in these plans.

Key fi ndings of the OSRP in rela on to Imbil were:

• Reitera on of fi ndings of Gympie Regional Walk and Cycle Strategy in iden fying Imbil Recrea on Area as a key connec on and des na on within this network (page 5)

• Iden fi ca on of Imbil as the largest town within the Mary Valley Planning Precinct and future growth centre (page 45)

The key recommenda ons of the OSRP in rela on to Imbil were:

• To create a linear recrea on park along Yabba Creek with connec ons to the main street and basic embellishments eg. seats, lights, water bubblers (page 48)

• Inves gate development and loca on of a skate park (page 48)• Develop a regional aqua c strategy to inves gate the need for addi onal Council

facili es. This is in response to community expecta ons the school pool is acquired and managed by Council

Based on the recommenda ons of the OSRP, Council are using the community engagement fi ndings from this “Our Towns” project to inform the ul mate loca on for a skate park for Imbil. A skate park has now been funded for delivery under separate State Government funding through the Works for Queensland Program (Round 2).

5.3 Gympie Region Walk and Cycle Strategy

The Gympie Region Walk and Cycle Strategy sets out a strategic plan for the Gympie Region’s walking and cycling network. Imbil is iden fi ed as one of ten locali es for the implementa on of this strategy. The strategy makes a number of recommenda ons for both Council and State Government implementa on. High priority projects include:

• State Government Formalise crossing on Yabba Road between George and Edward Streets (at front of school)Formalise pedestrian cycle access on Yabba Creek Road between Railway Sta on and Elizabeth Street (at front of produce store)

• Council Footpath to Williams Street, Yabba Creek Road to Diggins RoadFootpath to Arthur Street, Diggins Road to exis ng footpathFootpath to Diggins Road

The Imbil Recrea on Area is recognised as a special project with recommenda ons for a shared pedestrian cycle path circuit linking to the Imbil-Brooloo Rail Trail and other paths to create a town loop. Addi onal recommenda ons include a full shared path to the southern side of Yabba Road connec ng the school and town centre.

5.4 Gympie Regional Council Tracks and Trails Plan 2014

The Gympie Regional Council Tracks and Trails Plan inves gates opportuni es to enhance or add trails for walking, horse riding and mountain biking within na onal parks, state forests and other public lands. The plan iden fi es 2 projects directly connected to Imbil:

Project 6 – Imbil State ForestFormalise and increase the track and trail network, with opportuni es to connect toadjacent natural areas (page 48).

Trail project 7 – Imbil-Brooloo Rail TrailDevelop a shared rail trail between Imbil and Brooloo (page 48).

The Imbil to Brooloo Rail Trail is the second rail trail project iden fi ed within the GRC Tracks and Trails Plan (a er the Kilkivan to Kingaroy Rail Trail). The rail trail is completely contained within the Gympie Regional Council area. Council will be working closely with key stakeholders including the Department of Transport and Main Roads (who currently control the corridor) regarding the delivery of the rail trail.

Round 2 of the Queensland Government Works for Queensland funding dedicated $600,000 for Stage 2 of the Mary Valley Recrea on Hub, incorpora ng a new skate park in Imbil and the Imbil to Brooloo Rail Trail. Both projects will be delivered before 30 June 2019 separate to a fi rst round ‘Our Towns’ implementa on ac vity.

5.5 Gympie Regional Council Canoe and Kayak Strategy 2015

The Gympie Regional Council Canoe and Kayak Strategy sets out a future direc on for canoeing and kayaking on the main watercourses in the Gympie Regional Council area. The Strategy details the types of infrastructure that may be required in which loca on along the waterways. It recommends priority projects, when they might be delivered, and the cost of thoseprojects.

The Canoe and Kayak Strategy recognises the poten al to establish a trail network with diff erent modes of transport with connec on between Imbil-Brooloo Rail Trail and Yabba Creek at Imbil, sta ng:

Yabba Creek presents a good opportunity for novice paddlers (and a very scenic experience for all paddlers) ... There are limited access points to Yabba Creek so it may require the crea on of a circuit based out of Bert Smith Park or using the mid-point layby (upstream of Bert Smith Park) as a launch point.(Source: Gympie Regional Council Canoe and Kayak Strategy 2015, page 82)

Council is currently delivering a Mary Valley Recrea on Hub (Stage 1) project that incorporates two new canoe and kayak exit and launch points on Yabba Creek. These are being constructed under the funding obtained from the State Government’s Works for Queensland Program (Round 1), with funding to the tune of $300,000.

The outcomes of this fi rst stage of the Mary Valley Recrea on Hub are:

1. To deliver a novice grade (due to distance and fl at water) water-based canoe and kayak trail (with associated exit and launch points) in Imbil to create approximately a 2km paddle upstream from Bert Smith Memorial Park, Imbil.2. To enhance community access to Yabba Creek and be er u lise and manage it as a key recrea onal asset for the Mary Valley community.3. To deliver enhanced recrea on opportuni es for visitors that is strongly linked to the Imbil Township.

5.6 Yabba Creek Parklands

Yabba Creek Parklands are already included in a GRC development plan and stages for development of the parklands have been iden fi ed. A new children’s playground and associated ameni es were completed in 2015 as part of an ini al stage for revitalisa on of the area.

Future development works and indica ve staging includes:

• Stage 2 Connec on of exis ng park to back of Library & RSL Hall by construc on of path/walkway

Inclusion of interpreta ve signage Improvements to area behind Library for use by Library and community groups Associated landscaping

6.0 Site Review and Observa ons

6.1 Opportuni es and Constraints

A site review was undertaken on Monday, 6 March 217 with Council’s project team, JFP Urban Consultants and local Councillor, James Cochrane. This aff orded an opportunity to review the exis ng site features and condi ons as well as discuss the scope of work and opportuni es and constraints on site. Ini al iden fi ca on of opportuni es and constraints included:

Opportuni es• Yabba Creek and parklands in town centre provide recrea on and event

opportuni es in commercial heart and high visual amenity• Ra ler railway sta on and bridge provide historic character and point of interest for

tourism• Walkable, human scale of town centre reinforces sense of community and country

points that could be enhanced with signage to provide sense of arrival

Constraints• Land tenure regarding state road through town centre imposes limits on what can be

constructed • Busy road with many trucks can be threatening to pedestrians• Limited formalised parking can deter vehicles from stopping• Visual amenity issues of railway embankment and garage at entry points

7.0 Preliminary Concept Master Plan (Community Engagement Version)The Concept Master Plan represents a synthesis of informa on gained through the project incep on mee ng, site review and review of current plans and policies. The plans present ideas for improvements organised around areas within the town centre. As a guide and visual aid for community consulta on, the plans also allow for easy iden fi ca on and priori sa on of areas and ideas for improvements.

The first stage of Yabba Creek Parklands is complete with public amenities, playground andpicnic facilities open. Future stage includes paths, picnic nodes and amphitheatre alongYabba Creek. Providing the path loop and extending the landscaping treatment across tothe library will provide a sense of continuity between the two spaces until the future parkworks are complete.

This area provides an adjacent secondary space for the Sunday Markets, allowing expansionand to reduce wear on Memorial Park.

The "Imbil Heritage Park" is a community proposal supported by the MaryValley Chamber of Commerce. This plan seeks to transform the historic railwaystation precinct into a cultural centre with museum, artists workshops,performance area and gathering spaces. This complements the proposed RailTrail, creating a destination and providing services for trial users.

Timberman's Walk park links the eastern and western parks. Thiscontinuous park together with Yabba Creek running through the heartof the town provides a unique setting for Imbil. Some basic upgradeworks are required to ensure it is of a similar standard to the otherparks.

Continuing the furniture and materials palette from Yabba Creek Parklands willprovide a sense of continuity between the two district parks.

This district level park is proposed as a possible location for a skate park as perCouncil's endorsed Open Space & Recreation Plan. The site allows for a stronglinkage to the retail heart of the township, the school and allows for good casualsurveillance. Shortening the Lambert Hyne Drive turnaround will maximiseuseable recreation area in the park.

8.1 Consulta on Methodology

The community consulta on process involved three consulta on sessions where the Imbil community were invited to review the preliminary Concept Master Plan and complete a feedback form. Feedback was also collected through an online survey on the GRC website, feedback forms posted to ratepayers and provided at customer contact points where the dra project documenta on was on display, including the Imbil Library (123-125 Yabba Road, Imbil), Planning and Development Building (29 Channon St, Gympie), Town Hall (2 Caledonian Hill, Gympie) and selected Mary Valley Traders. Forms were also available for collec on from the Imbil Post Offi ce (109 Yabba Rd, Imbil).

Community Consulta ons included:

• Workshop with students at Mary Valley State College, Thursday 27 July 2017 • A ernoon public consulta on at the Memorial Hall, Thursday 27 July 2017• Morning public consulta on at the Memorial Hall, Saturday 29 July 2017

Consultants from JFP and staff from GRC were on hand at all sessions to answer ques ons and provide further informa on as required.

A summary and analysis of the insight gained at the consulta ons, as well as feedback received through the collec on of feedback forms follows.

From these fi ndings key recommenda ons and priority projects are iden fi ed.

Community reviews and provides feedback on the Preliminary Concept Plan during a consulta on session

Feedback and ideas provided by Mary Valley State College students on display at the consulta on sessions.



8.2 Student Workshop

As an important part of the community and key users of public space, the youth of Imbil were engaged through a workshop lead by GRC’s Manager of Community Development & Facili es. A group of 26 students selected by the Principal took part in discussions and brainstorming to provide data on how they get around, how they use public space, what they like about Imbil and what they would like to see improved.

The workshop found:

• Most students live in town.• There is an even spread of students being driven, catching the bus or

walking/biking/ska ng to school.• They mostly visit the town centre weekly and o en 3 or more mes in a

week.• They are usually hanging out at Yabba Creek parklands or purchasing food

and drinks from the Friendly Grocer or the Ra ler Cafe.

The students’ favourite things about Imbil are:

They are also full of ideas about what would make Imbil be er for them with the top 3 being:

8.3 General Consulta on Findings

Both public consulta on sessions were well a ended and there were 62 feedback forms received. Of 45 fully completed, 9 iden fi ed priori es without providing individual data, 5 provided individual data without iden fying any priori es and 3 provided comments. Of these 3 forms, all stated their objec on to a skatepark at Bert Smith Memorial park and suggest Yabba Creek Parklands as a more favourable loca on. In addi on, wri en submissions were received from the CWA and Karrabee Bus and Coach and notes were taken during consulta on sessions.

The research has found that:

• Most respondents live in town and visit the town centre every day• They mostly visit for recrea on and shopping• The majority drive to town• Parking issues are usually encountered during the weekend and events. • Respondents’ favourite things about Imbil are Yabba Creek, Yabba Creek

Parklands, the playground and the historic character of the town.

Given the fi ndings from the community feedback, priori es for improvements will focus on the commercial centre of Imbil. With par cular considera on given to pedestrian and amenity improvements along Yabba Creek Road and the provision of a skatepark in Bert Smith Memorial Park.

9.0 Recommenda ons and Key Priori es

9.1 Key Priori es

Through extensive public consulta on and community feedback the following fi ve priori es have emerged. They are derived from the top 10 improvements which been grouped to provide project areas.

1. Commercial Strip Streetscape Improvements

• Provide a safer crossing at Yabba Creek Road between the shops and the parkland. This is proposed to be in the form of build out with appropriate traffi c signage which will provide a slow point for vehicles and a refuge for pedestrians with clear line of sight up and down the road. This will require coordina on with Main Roads.

• Upgrades to the streetscape including plan ng, street furniture and uniform pavement. This will improve iden ty, amenity and func on of the commercial centre of Imbil.

• Included in this stage of works is the streetscape between Diggins and Williams Streets on the Railway Hotel side of Yabba Creek Road.

2. Bert Smith Memorial Park Skate Park

Bert Smith Memorial Park was iden fi ed as a loca on for the proposed skatepark on the Preliminary Concept Masterplan and was met with a favourable response by the majority of community contributors. To quan fy objec ons, there were sixteen (16) respondents that objected to the skate park in this loca on. Of these, three (3) respondents suggested Yabba Creek Parklands as an alterna ve loca on; one (1) respondent suggested the Dick Quigg bike track and one (1) proposed a loca on near the Mary Valley Hall or the Red Cross / Police Sta on area.

It is noted that the general reasons for objec on related to a percep on that vandalism and an social behaviour will increase as a result of the skate park. However, accepted social research relevant to skate parks and loca onal factors indicates the opposite to be true, par cularly where the skate park is located in a busy, well traffi cked area and becomes part of the community fabric.

With respect to the alterna ves proposed, it is considered that the steep topography and poor passive surveillance from passing vehicles and pedestrians would make Yabba Creek Parklands inappropriate for the loca on of a skate park. The other alterna ve loca ons suggested are also considered to be less favourable than Bert Smith Memorial Park, as each is somewhat remote from the centre of the Imbil Township.

The skate park project is being delivered under approved State Government funding secured under the Works for Queensland Program as part of Stage 2 of the Mary Valley Recrea on Hub Project (including the Imbil – Brooloo Rail Trail). The preferred loca on inBert Smith Memorial Park is subject to agreement by the Department of Transport and Main Roads (TMR).


Si ng opposite the commercial centre, this area has the poten al to develop its own iden ty as the recrea on hub of Imbil. Con nuing the landscaping and fi nishes used in the new playground along Lambert Hyne Drive will improve iden y, amenity and func on. Gardens, shade trees and path connec ons will reinforce its recrea onal func on.

• Landscaping extended from playground up to Library including plan ng and bollards.• New footpath fi nish extended from playground to Post Offi ce and Memorial Hall.• New footpath constructed from back of playground taking in Gomersall plaque.



4. William Street Parking

• Formalised parking along William Street for cars and RVs possibly to Derria Street. This will help alleviate parking issues on the Yabba Creek Road during events and on weekends. Providing visitors a convenient place to park will encourage them to stop and visit local businesses.

Further inves ga on is required in the detail design phase to determine the feasibility and extent of road works required to achieve the 2 way street, 90 degree parking along the railway sta on and the exis ng parallel parking to the east.

5. Bert Smith Memorial Park Pedestrian Crossing

• Provide a safer crossing between Mary Valley State College and northern side of Yabba Creek Road. This is proposed to be in the form of build outs with appropriate traffi c signage which will provide a slow point for vehicles and a refuge for pedestrians with clear line of sight up and down the road. This will require coordina on with Main Roads.

The student workshop also iden fi ed addi onal footpaths as being very desirable, of par cular note were paths to the northern side of Yabba Creek along the Kandanga-Imbil Road and to Kropps Crossing. This has been noted by Council for future improvements.

The improvements are consistent with the objec ves of the “Our Towns” sustainable centres program which aims to enhance social and economic viability of regional communi es. Crea ng a rac ve places for tourists to stop and visit provides opportunity and growth for local businesses; while providing a safe and connected public realm reinforces Imbil as a desirable place for residents to live, work and recreate. All these improvements help to secure Imbil’s economic future.
