Gympie is a region of communities with a rich and vibrant history and, importantly, a future.
With the City of Gympie at its core, the network of rural and coastal communities provide important economic support and employment to residents, and offer choice in lifestyle and residential living.
Nothing is taken for granted; and with an eye to the future, the Gympie Regional Council has embarked on a program to improve the sustainability of the rural and coastal communities through streetscape and public space beautification and improvement.
Known as Our Towns –Sustainable Centres Program, this initiative aims to:
■ Assist in ensuring the ongoing sustainability of the townships, as attractive and desirable places to live, work, recreate and visit;
■ Improve upon the existing character and amenity currently enjoyed by residents and visitors;
■ Contribute toward strengthening the sense of place and unique identity of the townships;
■ Potentially include the addition of small scale, low maintenance entry statements, street trees, landscaping and/or street furniture, where considered appropriate; and
■ Be cost-effective in terms of expenditure versus community benefit.

It is a place of bountiful natural assets, being set adjacent to the Great Sandy National Park and within Great Sandy Marine Park Conservation Zones. It is close to an internationally significant Ramsar site. Rainbow Beach is the bookend to the southern part of the Great Sandy National Park, whilst it is the vanguard to the Inskip Peninsula Recreation Area. It is in effects both a ‘crossroads’ between conservation and recreation, and a ‘gateway’ to these important areas of the Great Sandy Region.
The town is currently serviced well by the Patrolled surf beach, a State School, parks, playgrounds, community swimming pool, library, medical services, shopping and holiday accommodations, boat ramp, 4WD driving, surfing, fishing, boating, horse riding on the beach and more.
There are some existing events in town such as the Anzac Day Parade, Bay to Bay Yacht Race, Rainbow Beach Triathlon, Rainbow Beach/Trail Runs, Rainbow Beach Nippers Carnivals, Pig Day Out and more. Events such as these are important to a regional town with a focus on tourism; they both excite the locals and attract national and possibly international tourists.
Rainbow Beach is located close to Carlo Point and Inskip Point. Carlo Point offers recreational activities that complement Rainbow Beach, particularly the boating and paddle boarding activities; while Inskip Point provides camping opportunities.
Rainbow Beach has often been seen as one of the jewels in the Tin Can Bay and Inlet crown. This is both in terms of European and aboriginal history. The communities and clusters of development made up of the three townships/communities of Tin Can Bay, Cooloola Cove and Rainbow Beach sit at land mark location on the inlet and bay. Rainbow Beach is distinguishable because it has a connection to both the bay and surf ocean, and is both a gateway and crossroads to important regional attributes. Even though it is a former miner’s/crown settlement it has developed as a genuine community, and one set in extraordinary natural contexts.
Aboriginal history shows that the Inlet and bay were important to Fraser Island peoples and Pipe Clay national park adjacent to Cooloola Cove and Poverty Point near to Rainbow Beach have special association with men’s initiation ceremonies. Pipe Clay’s bora ring for the initiation rite; and poverty point for healing and bush medicine. It is evident from middens and local history that Inskip Peninsula (and Rainbow Beach by default), was even then a pathway between two areas i.e.- the lands of the uninitiated males and their return to the Island as men.
Rainbow Beach has therefore a unique role being a destination or gateway for millennia and in the 21st century, once again as the place through which travellers to and from Fraser Island move.
Rainbow Beach relies on its tourist economy and any proposed improvements should work to make it an attractive place. Rainbow Beach is not only the “Gateway to Fraser Island” but is an incredibly beautiful place to visit. It is becoming known for its “eco-tourism” focus. It is reported that nearly 70,000 tourists visit each year, greatly outnumbering the 900 residents.

3.5 Review feedback and amend
The feedback collected from the forms was analysed and the results are published in this report.
3.6 Draft final concept
The final plans were created taking on board all of this feedback and the views of the community. A list of implementable priority actions was developed, as well as other actions that require further investigations and studies. A summary of the final report will be shared with the community online.
3.7 Public Display
The Draft Final Concept Plan is released for further community review.
3.8 Final Concept
Changes are made to the plans as per the community feedback.
3.9 Design of the priority actions
Two of the identified priority actions will be developed into a “Detailed Concept” to assist in construction documentation.
The stages of the project are summarised as follows:
3.1 Inception
The project started with an initial start up and review of available information, identification of any further information needs. Team members familiarised themselves with this information and any further project background, strategic context or information.
A familiarisation ‘tour’ of the study area occurred to confirm scope, a project plan, and project management protocols.
As part of the study ‘tour’ and familiarisation, meetings were held with key stakeholders including Council officers, Town “champions” and business owners, visitors and residents.
3.2 Site analysis and Opportunities
The site analysis included the identification of the positive assets of the existing physical character (being the natural, built, community and environmental) of the area; aspects regarding the context, heritage, topography and drainage patterns, character areas and landmarks, cultural heritage, architectural elements, infrastructure, access and visual structure such as views, vistas, gateways.
The major opportunities for the town were developed, and this discussed assisted in generating the direction for the Concept Plan.
3.3 Development of draft concept plan
This stage saw the development of initial draft concepts for each site and a revised concept for the township, based on the analysis and feedback to date.
3.4 Community Consultation
A drop-in style community consultation was undertaken in Rainbow Beach in November 2015, held under a marquee in Lawrie Hansen Park, near the toilet block. Prior to this consultation questionnaire forms along with the plans, were sent to ratepayers. More forms were also available at the consultation day, and some extras given to the community. These forms are shown in Appendix A.

04 OPPORTUNITIES AND DRAFT CONCEPT PLANS
The following opportunities and draft plans were developed during initial site visits and in consultation with the local councillor and key stakeholders.
These plans were to act as an initial prompt for ideas. The community could comment on these and add their own opportunities and proposed actions.

05 5.1 Process
Invitations delivered by mail, to ratepayers registered on the Council database, invited persons to a drop-in session. The session was also advertised via Council’s webpage, media releases and an article in the Gympie Times. Held over two hours on a Saturday (2015), it was very well attended by locals and visitors. It was held under a marquee in Lawrie Hansen Park, near the toilet block, so that it was approachable to tourists and locals. A council representative and two Tract staff consulted with the community managed the session.
The consultation was run as a “drop in” session which allowed community members to give insights about the opportunities and constraints and future actions. Attendees were encouraged to give feedback about their preferred actions (shown on the plans), or discuss other actions.
The feedback form, as used to gather the community’s feedback, is shown in Appendix A.
A follow up revised consultation was conducted in April 2017 to refresh the plans.
5.2 Findings
The information gathered at the drop-in session (2015) and the data from the feedback forms were analysed. These findings are summarised, as follows. A detailed breakdown of feedback workings is shown in Appendix C.
Rainbow Beach is a passionate community, loved by locals and visitors, so it was not surprising that there was a considerable response to the feedback forms, and that a large range of opinions were shared. In the 2015 consultation there were 119 forms received; 77% were from residents, 9% from nearby rural community residents and 14% visitors.
A further 7 letters and emails were received in 2017; these were not in the form format, but have been integrated into the “Improvements for Rainbow Beach” findings and “Other Suggested Improvements”.
COMMUNITY CONSULTATION
Visiting the Rainbow Beach Town Centre
The majority of respondents reported that they visit the town centre every day, or quite frequently through the week. The feedback form results were:

Traffic
It was found that generally people have no trouble parking for short trips to convenience stores and it was found that about half of respondents said that they had no problems with the traffic. About 40% did have trouble parking during the weekend and when events were on.
Preferred Method of Transport
Driving and walking were the preferred methods of transport. Some reported that they cycled, but very few used public transport.

Improvements for Rainbow Beach
The feedback in regards to improvements was mixed; there were not one or two things that the community agreed were clear priorities. There were however actions that were identified as a priority to a majority of respondents. Figure 1 breaks down the qualitative/numbered suggestions.
There were also many additional suggestions, which are listed on page 15. These have also been taken into consideration. Additional to these, there were suggestions outside of the scope of this project. These have been summarised in Appendix B for future consideration by Council.
There were also some forms filled out incorrectly (31 in total). We took into consideration their feedback to gather their priorities, but their feedback could not be quantified in the same way as the other forms.
Taking into consideration both the drop-in session and the data from the feedback forms actions have been identified. The result was 10 actions and a number of actions that require further investigation and studies by Council.
The additional consultation in 2017 changed the Priority Actions. Action A2 and Action C8 were swapped around, strengthening the support of the action of enhancing “arrival” and identity of commercial centre.

The Final Concept Plans and Priority Actions reflect both the community’s feedback and best practise townscape design. Where practical we have shown the actions voted most popular by the community, but we have also considered what is the best outcome for the town, considering the opportunities identified and the future prospects.
The Priority Actions are numbered below in order of immediate need for improvement, and consider budget allowances.
Priority Actions by Council1 Increase parking and associated landscape in central area by filling in
u-turn areas (some of this work has already commenced). Redesigning some of the central parking and landscape areas will provide more carspaces as needed and improve the visual amenity of Rainbow Beach with additional planting.
2 Additional street tree planting at key locationsShade will improve the experience of some existing pathways, and encourage more walking connections
3 Create a number of exploratory routes for pedestrian and cyclistsImproved pathways to streets will make the town more pedestrian and cycle friendly

Priority Actions by Othersi Work with state to provide new helipad facilities.
This is an important safety item, and should be given priority. No location has been shown at this stage, as State land will be likely to be required and will need to be selected in consultation and with consideration of access to the beach.
ii Develop a Signage Strategy with consistent theming and branding to improve accessibility and wayfinding to key assets (beach, foreshore, sand blow, Carlo Point) and to create an identity and arrival into the commercial centre. Remove all inconsistent signage and visual clutter.
Rainbow Beach has an opportunity to become a destination, rather than a gateway to other places. A priority should be to provide all opportunities to promote the town’s greatest assets to tourists. This action combines several previous suggestions, and will involve a separate Strategic report (not part of this report), which considers Place Branding and suggests a range of wayfinding opportunities.

■ Rainbow Beach Road – add vehicle bypasses in both directions and rest bays

■ Cooloola Way needs to be upgraded as promised as it is a “vital lifeline to Noosa”
