The position requires you to attend monthlyBoard Meetings and participate in regular monthlymeetings of the general membership. The term is fortwo years - 2021 through 2022.

There will be five BOD vacancies to be filled. Atour October General Membership meeting via Zoom,each candidate will have three minutes to address themembers, highlighting their background as well astheir talents or qualities that they bring to a positionon the Board.

There is a form on the above website.If you are relocating the ward, outside of Pinellas County, you must get an order from thecourt approving the move, PRIOR to the move.

Other news you can use…

Sometimes the Guardian has to become a detective. Locating assets and familymembers can be difficult. Determination is called for. One of our important responsibilitiesis caring for the financial wellbeing of our ward.

I recently became a Successor Guardian for a case and as I was looking over the previous inventories, I noticedsome stocks. I couldn’t locate where they were held. I called the financial planner and she gave me some tips onwhere to start looking. First stop Shareowner Services. Of course, they couldn’t provide any information over thephone so I submitted the usual Guardianship Letters and as much information about the owner as possible. Twoweeks later I received a letter stating that the account was closed and showed a zero balance. Yikes! Deep breath.Nancy Drew please remember to read to the end of the letter. “Shares and funds have been escheated to the stateof residence.” Relief.

I checked with the Department of Financial Services Bureau of Unclaimed Property. Magically $7,500.00 instock appeared. I filled out another form and am now waiting for the process to complete.

This story is also a reminder for me to get back to basics. Irene Rausch tells us in training to check theUnclaimed Property site for all of our Wards. Sometimes Nancy is in a hurry to see Ned Nickerson and forgetsto do the easy things.

for guardians; beginning with the issuance of the letters, court reports and all the wayto discharge. Learn what the auditors look for and how to avoid Orders Disapproving.

Jill Cicero, Pinellas County Clerk of CourtJill Cicero is a Deputy Clerk with the Office of Ken Burke, PinellasCounty’s Clerk of the Circuit Court and Comptroller. She has been withthe Clerk’s office for 14 years. Jill is well versed in Florida ProbateRules, Florida Statute Chapter 744, the duties of the Clerk with respectto Guardianship Reports and the auditing of same.

how guardians are appointed, types of guardians and what their powers and dutiesare. It will also cover rights of individuals under guardians and how a guardianship isterminated. This session will be particularly helpful for new guardians and for serviceproviders who may be working with guardians.

annual OPPG guardian registration go through smoothly. She will also discuss commonproblems and how to resolve them.

Chante’ Jones, Executive Director, Office of Public and Professional Guardians Chante’ Jones is the Executive Director of the Office of Public andProfessional Guardians. She has more than 20 years of corporate andmanagement experience as a former Verizon executive. Ms Jonesgraduated from Barry University law School in 2018 and previouslyserved as a Guardian ad Litem for Florida’s 13 Judicial Circuit.

provide a thorough understanding of the examining committee’s roles, responsibilities,selection, and training. Additionally, the discussion will delve into the capacity exam,it’s components, basis for recommending removal of rights, and information theguardian needs to look for in the Examining Committee Report.

Judge Pamela Campbell, Sixth Judicial Circuit CourtJudge Pamela Campbell is a Circuit Court for the Sixth Judicial Circuit,appointed to the bench in 2006. She has served in a felony criminaldivision, family division, civil division and currently presides in a probateand guardianship division. Prior to her appointment, she practiced lawin St. Petersburg for 17 years with emphasis in health care law, probateand guardianship law.

Disabilities (APD) provides: what disabilities they serve and how an individual qualifiesfor services. It will also cover the Medicaid HCBS (Home and Community BasedServices) waiver program.

Brett Gottschalk, APD, Government Operations ConsultantBrett Gottschalk has been with the Agency for Persons with Disabilitiesfor over two years. He currently serves as Government OperationsConsultant - Suncoast Region. He provides community engagementwith APD’s various partners throughout the Suncoast Region and overseesthe children in the foster care system who are eligible for APD services.

On September 1, 2020, the Director of the Division of Emergency Managementissued Emergency Order 20-009 which relaxes visitation requirements in long-termcare facilities, including those where many guardians’ wards reside, skilled nursingfacilities, assisted living facilities, adult family-care homes and group homes licensedby the Agency for Persons with Disabilities.

Specific types of visitors are now allowed. All visitors who will have physical contactwith the resident must wear appropriate PPE. Any visitor who will not have physical contact must wear aface mask.

Many types of visitors are listed in the new order. Most importantly for guardians, Public and Professionalare specifically listed and permitted to visit their wards. No specific provision is made for family guardians;however, a family guardian would probably qualify under another specific category.

Family members, friends, individual, hospice and palliative care workers are permitted in end-of-lifesituations. There is still no specific definition of end-of-life; i.e., is it two months, two weeks or two hours,so it is still for the facility to determine what end-of-life means; however, it appears that more individuals maybe allowed to visit. Individuals or providers giving “necessary health care” are allowed into the facility, as aregovernmental representatives, including the Agency for Health Care Administration to conduct surveys andcomplaint investigations and the Long-Term Care Ombudsman Program to advocate on residents’ behalf.

Essential caregivers, defined as those who have resident consent and who provide services or assistance withthe activities of daily living and compassionate care visitors, defined as those who provide emotional supportto deal with a difficult transition or loss, upsetting event or end-of-life, may visit residents. While essentialcaregivers must be identified in the resident’s care plan, the care plan can be revised at any time and an essentialcaregiver added. Facility residents may designate up to two essential caregivers and up to two compassionatecaregivers to visit and presumably the resident’s list could be revised as needed

“General visitors” who don’t meet any of the above definitionsmost often family and friends may visit if the general visitorscomply with the restrictions in the order and the facility hasgone at least 14 days without any positive COVID-19 tests. Aresident can designation up to five general visitors and up to twomay visit at one time. Finally, and maybe most importantly forsome of a guardians’ wards, barbers and beauty salons mayresume services.

The order makes it clear that residents may leave their facilitytemporarily for medical appointments or any other activities.They must wea a face mask and be screened upon their return.Hopefully, easing the visitation and activity requirements willmake your wards lives a little easier in the next few weeks.
