According to the Philippine Statistics Authority (PSA), employment rate in April 2010 to April 2015 has been constantly increasing with an average growth rate of 2% (exceeding the average growth rate of the labor force participation rate of 1.6%) and unemployment rate decreased from 7.6% (April 2010) to 5% (April 2015).

Corroborating excellence, the agency evaluates performances in Employment, Labor Relations, and Welfare and Protection to identify its significant contribution to this remarkable progress.

DOLE thrives for optimum results by promoting employment thru Phil-JobNet and momentous programs for both students and the labor force. Over 32,230 SPES beneficiaries were catered. There were 370,443 jobseekers reported placed and 144 job fairs conducted; 106,213 job vacancies were also posted in the phil-jobnet website. DOLE Caraga was commended on December 2014 for being one of the five regions to have posted the most number of job vacancies in the said website.

of companies in Caraga, DOLE belligerently enforced inspection and disposition of cases; 5,859 establishments were assessed up to date. In SEnA (Single Entry Approach), 94% RFAs (Request for Assistance) were settled with a 100% disposition rate.

In 2014, developmental approach in company assessment/inspection was applied to eradicate fear and apprehension from the establishments. Since then, managers have positively responded and have voluntarily requested for the conduct of joint assessment.

Moreover, convergence among DOLE and its attached agencies namely, National Conciliation and Mediation Board (NCMB), Regional Tripartite Awage and Productivity Board (RTWPB), Occupational Safety and Health Center (OSHC) and Employees Compensation Commission (ECC) paved the way to a more productive relationship with the industries. Seven TIPCs, 11 ITCs and eight VCGPs in Transportation, Construction, Education, Eco-Tourism, Maritime, Mining, Plantation,

Wood-based, Wholesale and Retail, Banking and Finance and, Security, General and Other Services were created to advocate workplace harmony.

The agency also extended its services to the distressed and displaced individuals; 249 livelihood projects released for 29,275 beneficiaries. One of the notable figures of success is the SAFRA-ADAP MPC (San Francisco Association of Differently Abled Persons Multi – Purpose Cooperative). Established by 15 disabled persons from a mere P50, 000 livelihood grant from DOLE Caraga, they now have a total asset of 14M employing 90

workers. They have developed into a competitive and world class producers of different wood products through the capacity and skills training from DOLE and its attached agencies.

DOLE Caraga was awarded the outstanding Regional Office (Category C) during the DOLE-Wide Yearned Performance Assessment Exercises on December 2014. Seemingly, CY2010-2015 has brought in significant developments and opportunities that need to be sustained. These are the improvements that can serve as platform for the agency in the following year and years to come.

DOH strengthens universal health care at community level

MANILA -- The Department of Health (DOH), together with the European Union to the Philippines (EU) on Friday spearheads a National Health Summit with the theme “Universal Health Care: Making Local Health Service Delivery Work.”

This summit aims to capture, share, and scale-up local health practices and interventions proven effective in increasing access to quality mother and child health care newborn services.

Kalusugang Pangkalahatan or Universal Health Care is the current thrust of the Aquino Administration in order to bridge the gap and reduce barriers to health care, reduce social exclusion and work towards universal coverage of delivering health services to Filipinos.

In order to attain these goals, DOH launched the High-Impact Five (Hi-5) last May 2015, which focuses on Maternal Health Care, Infant Care, Child Care, HIV/AIDS, and Service Delivery Network. This strategy aims to produce the greatest improvement in health outcomes especially in 43 priority provinces.

“With all these strategies laid out for the different priority programs, we just have to improve our coordination, eliminate duplication of activities and enhance complementation of assistance in order to guarantee our success. “Mararamdaman, mararanasan, at makakarating sa lahat ang Kalusugan Pangkalahatan.” Health Secretary Janette P. Loreto-Garin said.

A symbolic Pledge of Commitment was made by representatives from the executive and legislative branches of the government, local government units, government agencies, non-government organizations and developmental partners present in the summit to signify their commitment and support to Universal Health Care.

Health (DOH), Department of Education (DepEd), Department of the Interior and Local Government (DILG), and other government agencies signed a manifesto to support the 43 priority provinces & 64 Accelerated and Sustainable Anti-Poverty Program (ASAPP) and Whole of Nation Initiative (WNI) municipalities; and Memorandum of Understanding for School-Based Immunization. Also, a model of School-Based Health Station and Dental Health Bus was unveiled during the summit.

European Union to the Philippines Ambassador Guy Ledoux said that in the past 10 years, health was one of the priority areas for the EU’s development cooperation program. A total of P6.85 billion was directed to the National Treasury as a strong commitment in support of Universal Health Care in the Philippines.

The European Union and the Philippines signed the “Philippines Health Sector Reform Contract” (PHSRC) last July 2004. This was the third EU funded program to support the Philippine Health Sector Reform Agenda. Under this agreement, EU provides a P1.8 billion grant that supports health initiatives of the Philippine Government.

“We truly appreciate the assistance of the European Union (EU) in helping the DOH achieve this endeavor. The success of Kalusugan Pangkalahatan relies heavily not only with DOH but more importantly on the support and actions of the attached government agencies, non-government organizations, developmental partners and the local government units.” Garin concluded. “Pinaiigting ng ating Department of Trade and Industry (DTI) sa pamamagitan ng Consumers’ Protection and Advocacy Bureau at ng Securities and Exchange Commission (SEC), sa pamamagitan ng kanilang Enforcement and Investor Protection Department, ang mga hakbang para balaan ang ating mga mamamayan na huwag magpaloko sa mga pyramid scam, Ponzi scam, at iba pang mga uri ng investment scam na nagsasamantala sa ating publiko,” said Coloma in a radio interview with dzRB Radyo ng Bayan.

According to DTI, they have received reports that investment scams utilizing the internet and online shopping were on the rise in the provinces.

To counter this, Coloma

said the DTI and SEC had issued advisories warning the public regarding potential scams.

“Katuwang ng DTI at ng SEC ang Department of Justice, ang NBI (National Bureau of Investigation), at ang Philippine National Police; at sa katunayan, nagsampa na ng kaso para sa estafa laban sa mga sangkot sa mga scam na ito ang DOJ batay sa mga nakalap na ebidensya,” Coloma said. “Kaya nananawagan tayo sa ating mga kababayan na manatiling mapagmasid, suriing mabuti ang mga inihahain sa kanila na mga investment proposal na nangangako ng napakataas na kikitain o tutubuin, dahil maaaring mapanlinlang at mapagsamantala ang mga panukalang ito,” he added. Senate plenary debates on BBL begin Monday

MANILA– The Senate is set to begin on Monday its plenary debates on substitute bill for the Bangsamoro Basic Law (BBL), a proposed law that will replace the Autonomous Region of Muslim Mindanao (ARMM).

Although it took his Senate committee on local government 14 public hearings to get the side of all the stakeholders, panel chairman Sen. Ferdinand ‘Bongbong’ Marcos Jr. is expecting a smooth sailing discussion on the floor.

”I think smooth sailing because we already knew the subject matter that we’re going to discuss and there is no need for big preparation because we have detailed scrutiny of the substitute bill,” Marcos said in an interview with dzBB.

Marcos expressed optimism that he will be able to explain to his colleagues the substitute bill entitled Basic Law on the Bangsamoro Automous Region.

”We prepared the materials, including the research material that we used in writing the substitute bill so that we will be able to explain to the senators why we change the BBL,” Marcos said.

Compared to the claim of the Moro Islamic Liberation

Front (MILF) that he changed 100 percent the BBL, Marcos said he amended only 80 percent of the Malacanang-backed bill particularly the unconstitutional provisions.

”It’s impossible that more than 100 percent have been changed. Perhaps, they (MILF) just wanted to return the original draft. It will not happen,” Marcos said.

”Anyway, it’s out of my hand now. I just submitted the substitute bill. I did what I have to do to make legal the substitute bill,” he added.

Last week, Marcos filed the committee report of the bill which, if passed into law, will create a new Bangsamoro political entity in Mindanao.

The BBL draft was a product of two agreements – Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement on the Bangsamoro (CAB) between the Philippine government and the MILF. (PNA)

RAMON MAGSAYSAY, Zamboanga del Sur – The Zamboanga del Sur Electric Cooperative, Inc. (ZAMSURECO-I) has inked a memorandum of agreement with two independent power producers (IPPs) to help protect and preserve our Mother Earth.

In his report during the 22nd annual regular representative assembly (ARRA) held at the municipal gym here, ZAMSURECO-I general manager and chief executive officer Engr. Jose Raul A. Saniel said the electric cooperative had signed contracts with the two IPPs, Clean and Energy Solutions (CES) and Astro Energy, for additional power supply. CES will develop the Salug Daku Mini-Hydro Plant (SDMHPP) in Josefina town while the Astro Energy will embark on a solar power plant. The project aims to address the power supply problem besetting ZAMSURECO-1’s service area. Saniel reported that on July 28, I have signed contracts with the CES and Astro Energy to provide the cooperative with clean and green energy to solve the power supply problem. “The contracts that I have

signed are no longer for [fossil fuel power plans] but for renewable power,” Saniel told some 600 members of the Multi-Sectoral Electric Advisory Council. In explaining why he signed the contract, Saniel said: “We are pro-environment and it’s high time for us to be a responsible electric cooperative. We will help promote the government’s program on the renewable energy sources of power so that we can help preserve and protect our mother nature.” “We want ZAMSURECO-I to be a model to other electric cooperatives by promoting renewable power sources,” Saniel added. The IPPs are said to produce 10 megawatts capacity and deliver electricity that are cleaner, or more environmentally sustainable than the traditional resources. “It will take the IPPs three to four years to implement the project,” Saniel pointed out. He also expressed optimism that the power supply in the province is guaranteed with the help of the IPPs.

PAGASA: PHL has ‘moderate El Niño’ yet no serious threats to ZamboZAMBOANGA CITY – The country is experiencing moderate El Niño, and this will last until the end of the year, or until 2016. In spite of the rains that we experience like the recent inter-tropical convergence zone (ITCZ) brought by typhoon Souderol early this month, “the country has been experiencing moderate El Niño,” said Philippine Atmospheric, Geophysical and Astronomical Services Administration’s (PAGASA) resident meteorologist Maribel Enriquez. “It will continue for the rest of the year, but it will gradually weaken towards 2016,” she said. The Zamboanga Peninsula, known to be a highly agricultural region, is not in danger of an intense dry spell, Enriquez said. However, she advised the local government units and all concerned agencies to take steps to mitigate any possible eventualities should the El Niño phenomenon become unpredictable. Science and Technology Secretary Mario Montejo had earlier warned that El Niño could affect the normal rainfall pattern in the country this year. This would result in reduced rainfall and that the different parts of the country may experience varying rainfall episodes.

He furthered that “the country could still experience normal number of tropical cyclone this year. However, El Niño causes the behavior of tropical cyclones to become erratic, affecting its tracks and intensity. The tropical cyclone tracks are expected to shift northward and its intensity could become stronger.” Montejo assured the public that PAGASA will “continue to closely monitor” the phenomenon and will provide all concerned agencies with regular updates.

A Passion, A Quest and A Vision: The VjANDEP SETUP story

With as little capital of P120, the couple turned entrepreneur set out on a journey to break into the pastel industry. Thus, the birth of the famous “sweet VjANDEP pastel” of Camiguin in Region 10.

The overwhelming patronage by tourists for pastel as a “pasalubong” delicacy, encouraged VjANDEP to pursue its dream of building the “pastel empire” from Camiguin island to the Mindanao mainland. In those long and trying years since 2003, VjANDEP has sought the assistance of DOST for various technology interventions towards technology upgrading, process and product improvement under the Small Enterprise Technology Upgrading Upgrading Program or SETUP. Their passion to produce the desired pastel quality and marketability did not end in achieving half-baked solutions. VjANDEP realized that producing “pastel” goes beyond using the best raw materials and equipment. VjANDEP knew that to keep the business on the rise, it has to close the gap between production and marketing. VjANDEP believed the prime importance to connect to its customers, on a larger scale. Hence, it has to give attention on how its “pastel” products are packaged and presented in the market, and that is through packaging innovation. An integrated packaging intervention was provided through the collaboration of DOST

agencies: The Department of Science and Technology (DOST-10) and the DOST-Industrial Technology Development Institute’s - Packaging Research and Development Center of the Philippines (ITDI-PRDCP). In 2011, VjANDEP’s pastel had undergone accelerated shelf life analysis at the DOST-10 Accelerated Shelf Life Evaluation Laboratory. A series of product’ laboratory testing and analysis for quality assurance, product package development, package and label designing, all these created the VjANDEP’s pastel packaging innovation. Then, VjANDEP’s pastel quality has been maintained with its shelf life made longer from 5 to 15 days under refrigerated condition. The package attracted massive product patronage that transcended distance boundaries and time limitations. Its markets have spread out to key cities in Iloilo, Cebu, Bohol, and Bacolod in the Visayas and Metro Manila in Luzon, while expanding to Iligan and Davao in Mindanao. VjANDEP’s production has to meet the ever increasing demand. From an average of 200 dozens per day in 2008, this increased to 3,000 dozens per day in 2014. The company’s annual

The quest to ascend as the number one pastel producer in the country is a priority. But the vision to remain as the top “pasalubong” delicacy for Camiguin and Cagayan de Oro’s tourists, bearing the culture, ethnicity and pride of Region X, is indeed a continuing prize still to be won through continuing technology innovation.

No casualty was reported on the government side while the rebels were believed to have suffered heavy casualties based on the bloodstains splattered in their route of withdrawal. Civilians have seen the NPAs carrying their wounded and dead comrades. Colonel Jesse A Alvarez, commander of 403rd Infantry “Peace Maker” Brigade said, “We would like to thank the people for their cooperation especially in giving timely information to our troops that resulted to the successful encounter and the recovery of high powered firearms

and subversive documents from the NPA rebels.” He also urged to work together to put these criminals in jail or much better, convince them to stop the criminal activities and encouraged them to go back to the folds of the law. For his part, Major General Oscar T Lactao, 4ID commander, commended the gallant troops who successfully encountered the bandits they are pursuing in the area. Let us continue our efforts to pressure these NPAs to stop their atrocities that made our people’s lives miserable, said MGen Lactao. He further said, “To the leader of the NPA group we encountered, if you really care for your wounded comrades, you will bring them to the nearest hospital. We are also offering our hospital to cater for their medical needs. We shall not let them die in the mountains without realizing the true meaning of peace.” (4ID PA)

Boys scouts jamboree participants need parental consent

TANGUB CITY, Misamsis Occidental -- Participating boys scouts to the 9th Western Mindanao Regional Scouts Jamboree on Aug. 19-23, 2015, are reminded to submit their parent’s consent/permit, before they will be allowed to attend the event.

This reminder came from Victoria V. Gazo, Ph. D., Schools Division Superintendent of the Department of Education, Division of Tangub City, who said those who cannot present such requirement will be prevailed from attending the jamboree, set to take place at the Mindanao Civic Center in Tubod, Lanao del Norte. Focused on this year’s theme of: “Peace and Development through Scouting,” the jamboree will feature “high adventure activities and outdoor events that aim to provide wider

opportunities for participating scouts to develop and enhance their potential as responsible citizens and future leaders,” Gazo said. Meanwhile, Gazo said the participating scouts must be currently registered as Scout with the Boy Scouts of the Philippines (BSP), and at least 13 years old, but not over I7

years old, and the adult BSP leaders, as adult leader, also with the BSP, who have maturity and clarity about his/her role as adult leader. DA offers 3 options to man-age Panama disease in bananas

TAGUM CITY- There are three options for Fusarium Wilt man-agement are available for banana growers to choose from among the interventions offered by the Department of Agriculture (DA). Guesting at Tagum Biz Talk at Big 8, DA Regional Office 11 fo-cal on Fusarium Wilt, Herna Palma laid down the interventions made available by DA for ba-nana growers who have in mind to manage the spread of such disease in their banana plantation. Internet research says that Fusarium wilt

popularly known as Panama disease is a destructive fungal disease in bananas. Caused by Fusarium oxys-porum, it first be-came epidemic in Panama in 1890s and eventually devastated the Central American and Caribbean

banana industries which used the ‘Gros Michel’ (AAA) variety in the 1950s and 1960s. DA 11 experts on such banana disease present during the forum did not fully disclosed the extent of Fusarium Wilt infestation in the Davao Region but they said such type of disease is affecting particularly the small-scale banana plan-tations. The interventions, however, are offered to banana growers who have five percent of their banana plantations affected with such

disease. But they can just pick one from three options: Option 1: Cavendish banana farmers can avail a maximum of 1,500 tissue cultured seedlings of Giant Caven-dish Tissue-Culture Variant (GCTCV) 219/218. Along with this offer, they are required by DA to supply the needed fertilizer. They should be willing to apply the appropriate technology in managing the GCTCV variants and willing to attend orientation, seminar, training on cultural management of the recommended Cavendish Banana variants. Option 2: Banana farmers can also opt for cash-for-work program to eradicate fusarium wilt. DA provides P500 for every matt of bananas up to a maxi-mum of 100 mats. DA Region Office 11 describes banana matts as group-ings or mounds of bananas. Given as an incentive for ba-nana growers, this will only be granted after the eradication process has been done, following a certain protocol prescribed by DA and after the validation of a DA plant patholo-gist. However, the materials and la-bor expenses spent on eradication of fusarium wilt affected areas will be shouldered by the banana growers. Banana growers who will opt to avail of the cash-for-work will also be given 10 packs of organic Tricho-derma harzianum for every matt of banana or a total of 1,000 packs per hectare. Trichoderma harzianum is

an organic soil application to control fungal. Option 3 Meanwhile, banana grow-ers may also opt to avail of plant-ing materials for crop shifting. This option is open to growers with five percent or above of their banana farms affected by Fusarium Wilt. DA is offering them 1,000 seedlings of Cacao; 1,000 seedlings of coffee; 20 kilogram of corn seeds and; 2,000 grams of assorted vegetable seeds. DA 11 Science Research spe-cialist, Virgelio Gutierrez advised farmers to opt for shifting of crops if fusarium wilt affected areas of their farms expands beyond five percent. “Magastusan pa ang farmers; di na kaya ma-manage. (Farmers would be spending more; they would no longer be able to manage.),” he said in explaining why farmers should choose to shift crops if wilt spread to more than five percent portion of the banana plantation. Comelec-Digos City taps trike drivers in ‘No Bio, No Boto’ campaign

DIGOS CITY, Davao del Sur, Aug. 17 – The Commission on Elections here has tapped the help of tricy-cle drivers and operators as it in-tensifies its campaign on “No Bio, No Boto” policy. Lawyer Aileen Ferolino-Ampolo-quio, city election officer, said the role of the drivers and operators is very vital in the continuing voters’ registration and mandatory biomet-rics. In a conference with them on Thursday morning, Ampoloquio asked them to place “No Bio, No Boto” posters in their tricycles as she educated them on the common questions relative to mandatory bio-metrics to all voting population. “In this way, they can also an-swer queries of their passengers,” she said. According to Comelec, about 4.3 million Filipino voters have not had their biometrics taken, which is a a requirement to vote in the 2016 national and local elections with October 31, 2015 as the validation deadline. Comelec has recently installed registration and off-site validation centers in shopping malls to serve those who have yet to validate their registration. Under the biometric system,

voter’s information including picture, fingerprint, and signature are record-ed on the Comelec database. These are used to purge multiple regis-trants from the final voters’ list. On election day, voters must first validate their biometrics before they can cast their votes. The Comelec will be “aggres-sive” in pursuing its “No Bio, No Boto” campaign, which is a condi-tion of Republic Act 10367, or An Act Providing For Mandatory Biometrics Voter Registration, which was pro-mulgated on June 26, 2013. The law provides that registered voters whose biometrics have not been captured shall submit them-selves for validation in order to es-tablish complete lists of voters with complete biometrics data for the May 2016 national and local polls. Voters who would fail to submit themselves for validation shall be deactivated and will only be able to apply for reactivation of their regis-tration records after the May 2016 elections. According to PDRRMO officer Erma Suyo, the activity aims to enhance the involvement of the youth through the schools of both public and private sectors in DRR initiatives. Suyo also said that the conduct of the contests would also help increase the awareness of the youth on disaster preparedness, prevention and management at all levels. A total of 13 secondary schools in the province of Agusan del Norte participated in the DRR Short Film Making contest while 29 fourth year high school students from the public and private schools of the divisions of Agusan del Norte and Cabadbaran City joined the DRR Quiz Bowl. For the Short Film Making

Contest, the first place was awarded to Buenavista National High School with P20,000 cash prize; second place went to Magallanes National High School with P15,000; and third place was awarded to Marcos Calo National High School with P10,000. The winners also received a plaque. Meanwhile, the Nasipit National Vocational High School bagged the top prize for the DRR Quiz Bowl; second prize went to Carmen National High School; and third prize was awarded to Buenavista National High School. They all received certificates and cash prizes of P7,000, 5,000, P3,000 respectively. Coaches of the participating schools also received certificates from the PDRRMC and DepEd.

SURIGAO CITY, Surigao del Norte – The Bureau of Products Standards (BPS) of the Department of Trade and Industry (DTI) on its advisory has recently delisted five products that requires Import Commodity Clearance (ICC).

The delisting is pursuant to the Department Administrative Order (DAO) No. 15-01, series of 2015 that took effect on July 10, 2015. According to DTI-Surigao del Norte provincial director Celestino L. Negapatan, under the said administrative order ICC is no longer required for all applications and/or shipments currently pending before the BPS/DTI and the Bureau of Customs for the following products: Ceramic Tiles, Plywood, Flat Glass, Common Nails and GI Sheets.

Negapatan said that BPS has issued the advisory in lieu of the ICC to facilitate the release of shipments. However, all samples already drawn as of July 10, 2015 shall be tested accordingly for verification and validation as provided for in the aforementioned DAO.
