Rediscovering Madrid’s Union Beach

The urban legends are based from several stories that suggest of a big catastrophic event that wiped out an entire community several decades back. Adding to the mystery are tales about people who drowned and the curse placed on anyone who would dare take the plunge into its waters. These intrigued me to explore the beach and personally investigate if the stories are all true. A few kilometers from the town center, I reached the beach by habal-habal, the locally known mode of traveling through a motorcycle ride.Instead of a creepy, desolate island, I

saw a beautiful and serene coastline with nothing on it except for the sand and the splash of the ocean’s waves. The experience felt like being in a movie, where I’ve been marooned in an inhabited island with only myself embracing the amazing scenery. It’s odd how a beach as beautiful as Union has been swept out of most of the people’s memory. Most of the people from the neighboring towns whom I’ve talked to don’t know where Madrid is. Those who did, however, refrained from recommending a visit to the beach. Alone, I walked on Union beach’s soft

as one of the biggest producers of rice grains in the province and not really for its beaches. For several years now, little has been written about the town’s hidden paradise—a kilometer long coastline secluded by stories of death and catastrophic events—a beach known as Union.

powdery brown sand while I listened to the sound of water hitting the coastline. A moment of blissful trance. The barren beach stretched for several kilometers and bridged Madrid to the town of Cantilan. After several minutes of walking, I came upon a group of people helping each other bring the huge fishnet slowly back to the coastline near the Cantilan-Madrid border. It was a very familiar scene of “bayanihan,” the community spirit in action as each person hoped to have his own share of the ocean’s bounty in a system known to locals as “pamaling.” The fishermen expressed their opinions about the urban legend going around. It’s all false, they agree, as they further convinced me by pointing out that they’re the best folks who can personally attest to the safety of the coastline’s waters. Nerita Urbiztondo Duero, a 69

year-old retired school

teacher, shared her insights on the urban legend that brought the beach almost into oblivion. “I’ve lived my entire life on this beach and all the stories that you hear about it is totally not true at all. There have been drowning accidents in the past but the beach was not at fault for the incident since the person was drunk,” said Duero. The retired teacher also said the legend behind the rumored tsunami that wiped out an entire village is false and that what really happened was a succession of huge waves caused by the phenomenon called “habagat.” Sotero Plaza, 50 years old council member of Barangay Union, said that several years back a lot of people started to hang out on the beach. As the years went by, the number has gradually declined. I often hear elders talk of superstitious beliefs; believing would not really create harm. But in this case, it created more harm than good; it almost sealed the beauty of the wonderful beach into oblivion.But I guess it is not too late to rediscover a place once feared and turn it once again into an adored destination.

ACROSS THE NATIONPresident Aquino confers on the late DILG Secretary Jesse Robredo the Philippine Legion of Honor

President Benigno S. Aquino III conferred on Tuesday the

Philippine Legion of Honor with the rank of Chief Commander (posthumous) on the late Interior and Local Government Secretary Jesse Robredo, who died in a plane crash off the coast of Masbate on August 18.

The Philippine Legion of Honor is considered the highest award the President can bestow on an individual without the need for approval of Congress.

The award was conferred on the late Secretary Robredo for his achievements as Secretary of the Department of the Interior and Local Government (DILG)

and as Mayor of Naga City, according to a citation read by Secretary of Budget and Management Florencio B. Abad during the conferment ceremonies.

“For being an advocate, as Mayor of Naga City from 1988 to 1998 and again from 2001 to 2010, and Secretary of Interior and Local Government, of true and transformative change which led

ACROSS THE NATION to a revitalized city and a vibrant culture of transparency, accountability, and people empowerment,” the citation said.

“For being a mentor to public servants who are likewise supportive of change; for choosing to tread the straight and righteous path, even at the risk of political persecution, instead of taking the easy and crooked road of the unprincipled,” the citation continued.

“For institutionalizing a virtuous cycle in the Department of the Interior and Local Government by establishing a full disclosure policy and seals of good housekeeping in local governments,” the citation further said.

Before he was named as Interior and Local Government Secretary, Robredo was a multi-awarded local chief executive of Naga City. Under his leadership, Naga transformed into the premier city of the Bicol Region.

Robredo was an Edward Mason Fellow

and a graduate of Masters in Public Administration at the John F. Kennedy School of Government, Harvard University, Cambridge, Massachusetts. He completed his Masters in Business Administration at the University of the Philippines, finishing at the top of his class as university and college scholar. He was an alumnus of the De La Salle University, having obtained undergraduate degrees in Industrial Management Engineering and Mechanical Engineering.

after his graduation from De La Salle in 1980. Returning home to Naga City in 1986, he was named Program Director of the Bicol River Basin Development Program, an agency tasked to undertake integrated area development planning in the region’s three provinces.

In 1988, he won his mayoralty bid in Naga, making him the youngest Philippine city mayor at the age 29. He would later serve the city for an unprecedented six 3-year terms as local chief executive.

Cited in 1999 by Asiaweek Magazine for transforming Naga City from a lethargic Philippine city into one of Asia’s Most Improved, Robredo energized the bureaucracy, dramatically improved stakeholdership and people participation in governance, in the process restoring Naga to its preeminent position as a premier city of the Bicol Region. Today, Naga is considered a model local government in the country and a laboratory of local government innovation.

In recognition of his skills and competence as a leader and development manager, his peers elected Robredo as president of the League of Cities of the Philippines in 1995, the national

association of city mayors. He was also elected chairman of the Regional Development Council, the regional planning and coordinative body of Bicol’s six provinces and seven cities, from 1992-98. Since 1995, he also was chair of the Metro Naga Development Council.

In recognition of his work, Robredo received 14 major individual awards, including the 2000 Ramon Magsaysay Award for Government Service, the 1996 Outstanding Young Persons of the World (TOYP) Award, the Outstanding Young Men of the Philippines (TOYM), 1998 Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines and the first ever “Dangal ng Bayan ” Award of the Civil Service Commission. In March 2008, he was conferred an honorary Doctor of Humanities degree by the Far Eastern University in Manila.

A trustee of Synergeia Foundation, a national advocacy group for education governance reforms, Robredo was a member of the Liberal Party of the Philippines and a prime mover behind the Kaya Natin!, a national movement that seeks to bring genuine change and ethical leadership in the country. (js)

‘Legion of Honor Award affirms my husband’s commitment to public service,’ says Leni Robredo

Lawyer Leni Robredo received Tuesday the Philippine Legion of Honor award bestowed on her husband, the late Interior and Local Government Secretary Jesse Robredo, which she said

is an affirmation of the late DILG Secretary’s life and work as a dedicated public servant.

“I accept this Legion of Honor award with deep respect and gratitude. This award recognizes my husband’s achievement in public service, an affirmation of his life and work. I am honored, ...our entire family is honored,” Mrs Robredo said in her acceptance message after

receiving the award from President Benigno S. Aquino III.

At the same time, Mrs. Robredo thanked the President for all the assistance that his administration extended to the Robredo family, including the space and time he gave for them to grieve.

She likewise extended her gratitude to Transportation and Communication Secretary Mar Roxas, Budget Secretary Florencio Abad and Rep. Jun Abaya who were Robredo’s close friends when he was still alive.

Mrs Robredo also thanked Social Welfare and Development secretary Dinky Soliman, Presidential Communications Development and Strategic Planning Office Secretary Ramon Carandang, Presidential Spokesman Edwin Lacierda, Energy Secretary Jose Rene Almendras, Presidential Peace Adviser Teresita Deles and Justice Secretary Leila de Lima.

Robredo’s widow also recognized the help and contributions by other members of the Aquino Cabinet, the rescue teams and divers, the local officials of Masbate and Naga City, and all the people involved in the rescue operation.

President Aquino conferred posthumously the Philippine Legion of Honor with the rank of Chief Commander on Robredo who died in

a plane crash off Masbate on August 18 while flying home from Cebu.

The award, which is the highest a sitting president can bestow without congressional approval, was given after the funeral mass at the Basilica Minore de Peñafrancia on Tuesday.

The award is given to Robredo “for being an advocate of true and transformative change leading to a revitalized city, of transparency, accountability and people empowerment,” according to the citation read by Budget Secretary Abad.

In giving the award, the President cited Robredo’s life achievement as head of the Department of Interior and Local Government and mayor of Naga City. (as)

ARMM kicks off public hearings to expand autonomy for peace

The Autonomous Region in Muslim

Mindanao (ARMM) began Wednesday its series of public consultations on proposed amendments to its charter to complement any peace agreement that the government may sign with the Moro Islamic Liberation Front (MILF).

Speaker Rasol Mitmug Jr. of the ARMM Regional Legislative Assembly(RLA) said the series of public consultation will start in Maguindanao on RLA’s review and study of Republic Act 9054, the Expanded Autonomy Act of 2001.

In his statement read by Regional Cabinet Secretary Norkhalila Mae Mambuay-Campong, ARMM Officer-In-Charge Governor Mujiv Hataman said he is extending his executive

support to the independent move by the legislative body for an essential democratic process.

Assemblyman Khaddafeh Mangudadatu of Maguindanao and RLA’s minority floor leader, assured that the region’s indigenous peoples (IP) and Christian communities will be covered by the assembly’s extended public hearings on proposed measures to strengthen the autonomy in preparation for any peace agreement with the

MILF.The MILF has consistently

disapproved the autonomy setup that the government offers through the ARMM. The group has, however, hinted on another autonomous structure under a Bangsamoro Juridical Entity.

Assemblyman Romeo Sema, RLA’s majority floor leader, said Republic Act 10153, which synchronizes regional polls with the local and national elections on May 2013, mandates the assembly to recommend and provide inputs to Congress on updating the ARMM charter.

Sema said RA 9054 fell short of the government’s supposed compliance with its 1996 peace agreement with the Moro National Liberation Front, “It is about time to amend that law for the Moro people to exercise their right to self-determination,” Sema

added.Mitmug, for his part, said

some of the measures that the current RLA will recommend to Congress, once approved in community consultations, would be the creation of Regional Security Force, Recognition of Tribal Courts, and the formation of a human rights body by act of Congress that the region’s legislative body has initially created.

“This is the essence of “maisuara,” which means consultation in Islam,” Mitmug said of the consultation series on RLA’s review and study of the ARMM charter.

The first leg of the consultation will be conducted for Maguindanao communities and subsequently in Lanao, Basilan, Sulu and Tawi-Tawi.(PNA)

DOE urges 4Ps beneficiaries to help conserve energyby Apipa P. Bagumbaran

CAGAYAN DE ORO CITY - The Department of Energy (DOE) called on Pantawid Pamilya beneficiaries to help conserve energy by using compact fluorescent lamps (CFLs).

CFLs last up to 10,000 hours and save up to 80 percent electricity compared to their incandescent equivalents, according to the DOE. Camelo Cabuga, senior science research specialist of the DOE Mindanao field office, said the use of efficient energy lighting system such as the

CFLs will not only generate significant energy savings for the consumers but the country as a whole. It will provide direct economic benefits to the country by reducing energy peak demand, lessen

our dependency for imported oil for power generation, and reduce our greenhouse gas emission, he said. In line with this, the DOE in partnership with the Department of Social Welfare and Development will

PMAP Iligan to hold Seminar on Customer Service Excellenceby Lorry V. Gabule

ILIGAN CITY, Lanao del Norte -The People Management Association of the Philippines (PMAP-Iligan Chapter) will be holding a Seminar on Customer Intimacy as A Strategy for Service Excellence slated on August 29, 2012 at the St. Michaels’ College Hotel, Iligan City.

Leigh D. Paylaga, president, PMAP Iligan, said that this one-day workshop is designed to teach participants with all the skills they need to communicate positively and professionally with customer- both internal and external- in order for them to build strong customer relationships and deliver excellent customer service. Sharing his expertise on the

topic is Dr. Genaro V. Japos, who is a Doctor in Management, and Head of Liceo de Cagayan University Office for Research and Publications, and concurrent president, Philippine Association of Institutions for Research (PAIR). As a professional association, PMAP helps its members become more effective on the job by teaching

More than 700 identified households here, who are Pantawid Pamilya beneficiaries and victims of tropical storm Sendong, were the first to receive the free CFLs. The distribution was held during the soft launching of the Philippine Energy Efficient Project (PEEP) last week.

The PEEP is a project of the DOE that aims to demonstrate the societal benefits of the implementation of a series of energy efficiency projects in the commercial, residential and public sectors. Cabuga said part of the project is the fast tracking of the national residential lighting program, which calls for energy conservation and efficient lighting by giving out CFLs to residential customers to replace their incandescent bulbs.

Region 10 households with energy connections, up 4.09% in 1Q

OROQUIETA CITY, Misamis Occidental -A total of 619,448 households in Northern Mindanao have been energized, as of the first quarter, this year, higher by 24,333 households or 4.09 percent compared to 595,115 households, in the same period of 2011.

The energized households also represent 83.73 percent of 739,759, the total number of potential household level connections of the region, Engr. Leon M. Dacanay, Jr., Regional Director of the National Economic Development Authority (NEDA), region 10 said. Data gathered by NEDA from the National Electrification Administration (NEA) show that all 1,937 barangays of region 10 have been fully energized and have already attained universal electrification, since December 2010. However, of the region’s nine electric service providers, the First Bukidnon Electric Service Cooperative (FIBECO) had the most number of 111,009 households or 17.92 percent, followed by the Cagayan de Oro Power and Light, Co. (CEPALCO) with 99,859 households or 16.12 percent. Next was Lanao del Norte Electric Cooperative (LANECO) with 76,689 households or 12.38 percent, Bukidnon Electric Service Coop.

(BUSECO) with 75,453 households or 12.18 percent, and Misamis Occidental Electric Cooperative, Inc., (MOELCI) II with 73,082 households or 11.79 percent. Misamis Oriental Rural Electric Service Cooperative (MORESCO) I, with 64,053 households or 10.34 percent, MORESCO II, with 56,750 households or 9.16 percent, MOELCI 1, with 46,908 households or 7.57 percent and Camiguin Electric Cooperative (CAMELCO) with 15,645 households or 2.54 percent. Comparing the number of energized households with the same period, last year, MOELCI II posted the highest increase of 5.54 percent, followed by BUSECO, 5.44 percent, MORESCO II, 4.94 percent, FIBECO, 4.77 percent, MORESCO I, 4.02 percent, MOELCI I, 3.99 percent, LANECO, 3.54 percent, CAMELCO, 2.76 percent and CEPALCO, 1.59 percent.

TAGUM CITY – The National San-dugo Hall of Famer award inspired Davao del Norte Governor Rodolfo P. del Rosario to do more in en-couraging blood donations to beef up the blood supply in the prov-ince. The Governor said that receiving the award is not the end, but marks the renewal of his lasting commitment to the provincial

voluntary blood sufficiency program (PVBSP). He received the National Sandugo Outstanding Local Government Executive Hall of Fame Award recently for his “support, commitment and active involvement in the promotion of voluntary blood donation for five consecutive years.” Del Rosario was among the only two governors in the country who secured the Hall of Fame recognition in the

National Sandugo award, which was given to LCEs who gave their full support to the national voluntary blood services program.Six mayors from the province also clinched the national award, with four LCEs recognized as Hall of Famers. “As a leader, it is important for me to engage and encourage donations among our constituents,”

SARANGANI, DAVAO DEL SUR – The Association of Regional Execu-tives of National Agencies (ARE-NA-XI) has continued delivering a convergence of services closer to the people, recently reaching out to residents of this town, the last frontier of Davao Region. ARENA-XI brought on Sunday (Aug. 26) its “Serbisyo Caravan” in the municipality of Sarangani, this province, serving more than 2,000 Saranganians, mostly farmers and fisherfolks including the indigenous people mostly from the B’Laan tribe. The residents coming from the 12 barangays of said town have availed of various services and programs from 25 national government agencies with over a hundred personnel who converged

In the caravan, the Department of Health (DOH-XI) with the assistance of the 10th Infantry Division of the Philippine Army administered 200 injections of influenza vaccines mostly to senior citizens. DOH-XI also turned over common medicines worth P10,000 to P15,000 to the local government for the Rural Health Unit use, and anti-tuberculosis and anti-leprosy drugs as requested by the LGU. DSWD-XI headed by Assistant Regional Director Priscilla Razon handed over financial/capital assistance worth P200,000 under the agency’s sustainable livelihood program to 20 beneficiaries. For its supplementary feeding program for the daycare pupils, DSWD-XI turned over a check amounting to almost P800,000. Some 2,048 households in Sarangani received their Pantawid Pamilya Over the Counter Payment (OTC) which amounted to P2,690,200 from DSWD-XI. The agency also distributed the third quarter social pension pay-outs of P1,500 each to 114 senior citizen recipients. The other NGAs that provided information, advocacy campaign and lectures about their mandates and programs were the National Food Authority (NFA-XI), Maritime Industry Authority (MARINA-XI), Philippine Drug Enforcement Agency (PDEA-XI) and Philippine National Police (PNP-XI). Officials and personnel of the 10th ID headed by Col. Manuel Felino Ramos, deputy brigade commander of the 1002nd Infantry Battalion together with the PNP-XI provided the security of over a hundred officials and personnel of the participating NGAs throughout the conduct of the caravan as well as during the five-hour travel from

General Santos City to Balut Island and vice versa. The group was ferried by the BRP Miguel Malvar ship of the Philippine Navy. Bravo, who led the delegation in this one-stop-shop delivery of various services, explained that Sarangani was identified by the National Economic and Development Authority (NEDA-

XI) and the 10th ID as one of the priority town recipients in the province. “This is one way of informing our people that the taxes they pay to the government is being used properly, and that services go directly to the people,” he stated. Sarangani was the 3rd recipient of the caravan in the province, and the sixth in the entire region. Next to Sarangani, ARENA-XI will be bringing the “Serbisyo Caravan” to the municipality of Governor Generoso and Mati City, both of Davao Oriental on August 30 and August 31, respectively. The caravan will be back in Davao del Sur on September 4, this time in Digos City, and the next stop will be in Kapalong, Davao del Norte which is slated on September 7.

Last April, a memorandum of agreement was signed between the provincial government of Agusan del Sur, Rep. Maria Valentina Plaza and the JPIC-IDC for the Early Childhood Education Project Phase 2. Its objective is to establish daycare centers in 30 barangays in five municipalities and the lone city under the first congressional district of Agusan del Sur.

The said activity was facilitated by the Balay Mindanao Foundation Inc., in partnership with the Department of the Interior and Local Government, participated in by PPOC members, some local chief executives, national line

agencies and civil society organizations held at Shacene Function hall, Tandag City. During the workshop, participants identified several issues where perennial problem on armed conflict is taking place, as well as problems

The data which was a result of a study made by WWF-Philippines and Bank of Philippine Islands ((BPI) showed that remarkable growth across various parameters and sectors in the city has been noted from 1990-2010. Basing from the data, Tan said there are various elements of Zamboanga’s economy that are doing better as compared to other major cities like Cebu and Davao. “Cebu and Davao are perceived to be doing better, but in reality, it is Zamboanga that is doing better. You (Zamboanga) emerged as the second wealthiest city in Mindanao,” Tan was quoted as saying. Backing up his claimed, Tan presented data gathered from the WWF-BPI study that showed 50% increase of population density from 1990-2010; number of housing units has more than doubled from 78,476 in 1990 to 149,622 in 2007, number of universities increased a hundred fold and schools by level and educational enrollment more than doubled. The WWF executive also cited the motor vehicle registration that

soared by 315%. Inbound cargo also grew by 50% and outbound cargo sky rocketed to 168% as import volume more than tripled. Tan said, the data also revealed that coco-based products are the city’s top export while rice and industrial salt are the city’s top import. There is also notable increased in tourist arrivals of 200%, which translates to an improved tourism industry. “Number of hotels increased by 250% and number of hotel rooms grew 76%, and numerous other data showing that Zamboanga has grown by leaps and bounds,” Tan reported. The Scenario-building exercise was a joint project of WWF-PHL and BPI intended to make the concerned city understand the “new” business risks and opportunities that may arise from climate change. Tan said WWF-PHL and BPI conducted the first phase of the study in Davao, Ilo-ilo, Cebu and Baguio and the second phase is being conducted in CDO, Zamboanga and Laoag and Dagupan.

The activity, aimed at mitigating the effects of climate change, was in partnership with the Department of Labor and Employment (DOLE 9)- Provincial Office, the Provincial Environment and Natural Resources Office (PENRO) and Goodyear Agrarian Reform Beneficiaries Multi-Purpose Cooperative (GARBEMCO). The tree-planting participants were composed of family welfare committees of five (5) rubber-based agrarian reform multi-purpose cooperatives (GARBEMCO, TARBEMCO, TIMARBEMCO, SARBEMCO, and ARBEMCO) and Philippine Pioneer Rubber Product Company (PPRPC). PENRO Tito Gabor gave an orientation on the National Greening Program of the present administration. He said the program

is an inter-agency approach to help mitigate the effects

of global warming. PENRO Gador also gave a short briefing on how to plant the mangrove seedling/stems since most of the participants are rubber farmers who are used to planting seedlings in loam soils and not in muddy mangrove swamps. 200 mangrove propagules were given to each participant for them to plant. The Family Welfare Program is a non-wage benefit which aims to provide family welfare services to workers through the implementation of the family welfare dimensions. One of the dimension is the environment protection, hygiene and sanitation, which seeks to advocate to family of workers, the importance of taking care of the environment in order to have a clean and conducive place to live in.
