“That is done, there is already a replacement. He will take office, by August 31, if I am not mistaken,” the President said during an interview in Camp John Hay here. However, the President declined to reveal the name of the new tour-ism secretary because he wants “to use the time to situate himself prop-erly to take over the function.” Asked by reporters to describe the new secretary of tourism, the President said: “he has the qualities that are necessary that I think can fast track tourism growth. So, I would rather let him talk about the plans that he will be implementing.”

He added that the new tourism chief comes from the private sector, adding that he’s willing to do some sacrifices by leaving his job. He has been studying the Tour-ism Act, the bureaucracies as well as how to work with government, so by the end of the month, the new secre-tary will be ready to assume the post, the President said. Tourism Secretary Alberto Lim said last week that he was leaving the Cabinet to focus more on his family thanking the President for giving him the opportunity to serve the people. Lim said his resignation is effective August 31, 2011.

ments are made. These include the expansion of the runway, adding more facilities needed for night landing. In Metro Manila, he said part of the plan is to decongest the Ninoy Aqui-no International Airport (NAIA) and to consider the nautical highway pro-posal. Aside from protect-ing the tourists that visit the country, the President said there must also be some reforms in the bu-reaucracy to make it eas-ier for visitors to come to the Philippines.

Deputy Spokesperson Abigail Valte said that the government will consider the report as an indication to further improve its counter terrorism efforts. “We are very happy about this devel-opment and we will take this as an indica-tion to further our counter terrorism efforts,” Valte said. “So at least naipapakita naman po natin that we are serious about the safety and security of our country,” she added over government-run radio station, dzRB Radyo ng Bayan. The US State Department, in its “Coun-try Reports on Terrorism 2010,” reported that the terrorist activities in the Philippines declined in the past year.

“The ability of terrorist groups, such as Abu Sayyaf, Jemaah Islamiyah and the New People’s Army, to conduct terrorist ac-tivities inside the Philippines continued to decline,” the report said. “The Philippine government, with US support, has kept constant pressure on ter-rorist groups even as their security services were stretched thin by other demands such as carrying out humanitarian assistance and disaster relief and providing security for the national election in May,” it added. The US State Department also lauded the Philippine law enforcers for their “vigor-ous efforts to arrest terrorists and eliminate safe havens, and closely coordinated efforts with US law enforcement officers.”

Malacanang welcomed on Saturday the joint report of the World Bank (WB) and the Australian Agency for International Devel-opment (AusAID) saying that the Aquino administration’s con-

ditional cash transfer (CCT) for the poor is expected to raise annual income of beneficiaries by 12.6 percent.

“The WB-AusAID re-port reaffirms our belief that this program is a sol-id foundation for improv-ing the quality of life of Filipinos,” said Presidential Spokesperson Edwin Laci-erda in a statement. Quoting the WB-Au-sAID report which was re-leased on Friday, Lacierda said the program can “re-duce overall food poverty in program areas by 5.5 per-cent.” “This further validates the Executive Branch’s pro-posal to increase the CCT budget in order to widen its reach. The WB-AusAID re-port validates what we have been saying all along—that the 4Ps is an investment in the people,” Lacierda said. He further stated that, “And while the increase in household incomes is in-deed an intended objec-tive of the program, the government’s overall so-cial program involves much more in ensuring that ben-eficiaries remain healthy, educated, and productive, thus giving them the ability to raise their lots in life.”

“The 4Ps program, while ensuring that its ben-eficiaries have enough re-sources, also creates, in the long term, a skilled and productive citizenry that can reap the gains that will be generated by a ro-bust national economy,” he said. He stressed, “It is in fact only one aspect of a wide-ranging strategy to-ward inclusive growth: the government is continuously working toward ensuring a level playing field that will encourage investors and generate jobs. This lifts our countrymen outof pov-erty, creating a financial-ly empowered consumer base and further spurring growth, which, ultimately, will lead to our vision of an equitably progressive na-tion.” Pantawid Pamilya aims to reduce poverty and improve children’s health and schooling as well as maternal health in poor households in the poorest provinces and municipali-ties in the country. The WB noted that

the simulations it conduct-ed with the AusAID showed that the conditional cash transfer (CCT) scheme could increase annual in-comes of beneficiaries by 12.6%. “Studies of vari-ous CCT programs world-wide have shown how such transfers are indeed di-rected towards prioritizing food on the table. If this is so, results suggest that the Pantawid Pamilya grant can reduce food poverty among household beneficiaries by 13.3 percentage points. Consequently, it can re-duce overall food poverty in program areas by 5.5 per-centage points,” the report said. In an interview over government-run dzRB Radyo by Bayan on Satur-day, Deputy Presidential Spokesperson Abigail Valte said the Palace was elated over the WB-AusAID report citing that the Aquino ad-ministration’s CCT program called Pantawid Pamilyang Pilipino Program (4Ps) can reduce poverty in the coun-try.

ISABELA CITY, Basilan, Aug 19 (PIA) – The De-partment of Education in the Autonomous Region in Mus-lim Mindanao signed a mem-orandum of agreement with officials of Fit for School Inc. (FIT) on Thursday to for-malize commitment for the implementation, institution-alization and sustainability of the Essential Health Care Program (EHCP) in ARMM. The Bureau of Public Information said in a press release, the DepEd-ARMM has team up with FIT to implement a school-based health program designed to improve the hygiene of thou-sands of children in selected schools in the region this school year.

FIT is a non-govern-ment organization working on improving health condition of children in the country, ac-cording to ARMM Education Secretary Bart Caudang. EHCP requires and teaches children to undergo daily hand washing with soap and tooth brushing with fluo-ride toothpaste and bi-annu-al de-worming, program or-ganizers said. Around 10,800 school children are targeted to be covered by the program in its introductory stage this school year in some schools of the seven schools’ divi-sions of Maguindanao and Lanao del Sur and Marawi City, Caudang said.

He said the program not only ensures the proper hygiene of children in school but also allow them to devel-op a health-enhancing hab-it. FIT officials said EHCP has been successful in 23 provinces in the country and was shown to be effective in reducing the spread of infec-tious diseases and rate of tooth decay among children. The program’s initial stage will be carried out with funding support from the Australian Agency for Inter-national Development (Au-sAID) and the Deutsche Ges-sellschaft fuer Internationale Zusammenarbeit (GIZ). DIPOLOG CITY, Aug. 20 (PIA) - In keeping with its goal of promoting employ-ment opportunities, the city government in coordination with the newly organized Dipolog Tripartite Industri-al Peace Council (DTIPC) is slated to hold a business fo-rum on Sept. 2. Mr. Henry Tianero, provincial head of the De-partment of Labor and Em-ployment (DOLE) in Zam-boanga del Norte disclosed

that the activity aims to hold a consultation dialogue with the business sector to find out the manpower needs of business establishments not only in the locality but also in other places. Tianero also said DOLE Undersecretary Lourdes M. Trasmonte would be coming over to grace the occasion. In a related develop-ment, DTIPC is now in the process of finalizing its con-stitution and by-laws so that

the duties and functions of the its officers and members shall be properly defined. DTIPC is chaired by City Mayor Evelyn T. Uy, with representatives from the la-bor, employer and govern-ment sectors as vice chair-men. The council also seeks to provide the workers an opportunity to actively par-ticipate in decision making process. 8

DIPOLOG, Aug. 20 (PIA) - - A total of 249 high school students from nine public sec-ondary schools have partici-pated in a campus journalism seminar held at Sergio Os-meña National High School, Sergio Osmeña, Zamboanga del Norte last weekend. The students were given lectures on newswrit-ing, feature writing, editorial writing, sports writing, copy-reading and headline writ-ing, editorial cartoon, photo-journalism, broadcasting and media ethics. Active media men served as lecturers in the said seminar like former Phil-ippine Information Agency (PIA)-Zamboanga del Norte manager Czarito B. Zamora, Zamboanga del Norte Press Club (ZNPC) President Rose-

marie P. Miranda, PIA-Zam-boanga del Norte manager Franklin P. Gumapon, ZNPC Director Sammy Amatong, former PIA-Zamboanga del Norte staff Dennis O. Garay and many others. The Sergio Osmeña journalistic writing seminar was the sixth leg of annual campus journalism seminar sponsored by the ZNPC and PIA. The first leg was held in Siocon town followed by Gutalac, Sindangan, Liloy and Katipunan. The group has been scheduled to hold the same activity in Rizal town on Aug. 20-21. ZNPC President Miran-da said “the conduct of jour-nalistic writing workshop for high students, which is de-signed to equip them with the basic knowledge and

skills in writing, has become a regular project of the club in partnership with PIA and the Department of Education (DepED). A writing contest fol-lows after each lecture. The winners would receive cash prizes, medals and/or tro-phies from the club. Miranda beamed with pride to say that through this campus journalism seminar, student-delegates from this province fared well in the re-gional and national schools press conferences. Malangas, Zamboanga Sibu-gay.

Involvement in Vol-unteer Work Ms. Ebol is the orga-nizer and founding president of the Zamboanga Peninsula Women’s Solidarity Founda-tion, Inc. (ZPWSFI) which was established in 2001. However, her volun-teer work started way back in 1974 at the Sto. Nino Par-ish in Malangas, Zamboan-ga Sibugay under Fr. Ralph Kroes, and the Prelature of Ipil under Bishops Antonio Ledesma and Federico Escal-

er. She actively promoted the formation of basic Chris-tian communities and vol-unteer catechists as well as organized farmers into coop-eratives.

She has that abil-ity to establish network-ing and linkages with government officials, reli-gious leaders, stakehold-ers, funding organizations, peoples’ organizations and civil society groups. With this, she was able to raise the amount of P1.3 mil-lion to fund the pet proj-ect of the ZPWSFI which is the Center for Women and Children in Diplahan, Zamboanga Sibugay. The Center provides shelter care, legal, medi-cal, educational services, spiritual enrichment, coun-seling, therapy sessions, livelihood skills develop-ment, critical incidence stress debriefing, recre-ational activities and com-munity participation skills development. The explosion at the Philippine National Oil Company (PNOC) Malan-gas Coal Mine which re-sulted to the death of 84 miners while 74 were hos-pitalized set another mile-stone in the life of Ms. Ebol as a volunteer. She led church members in washing the dead bodies, helping the bereaved families with their immediate needs and in the processing of their claims. Later, she estab-

lished the Women’s Soli-darity Multi-Purpose Co-operative and Credit Union which is composed of the widows and orphaned chil-dren that lends money for emergency purposes such as hospitalization, seed capital for livelihood proj-ects, and cash for chil-dren’s education. Another disaster which hit Malangas was a fire which prompted her to organize a disaster re-lief response to collect and distribute foods, sleeping mats, water containers, cooking pans, among oth-ers.

Promotion and sup-port to volunteers/volunteer programs She promoted vol-unteerism among her fel-low officials and board members of the ZPWSFI, to extend their services even without compensa-tion or remuneration.

Guided by that burn-ing spirit, ZPWSFI was able to send the abandoned, neglected, as well as the traumatized rape and in-cest victims to school. They also conducted livelihood

training such as sewing, handicrafts making, swine raising, and vegetable gardening. Others activi-ties which they actively pursued were character building, home manage-ment training, promoting valuation for education among children and teen-agers. Ms. Ebol continued to advocate peace among communities and through her leadership, the lay workers in the Prelature of Ipil have organized into cooperatives and main-tained dialogues with the bishop, priests and sisters on vital social and human rights issues. A special student with disability due to meningitis cannot go to school since it was difficult to commute with her situation. Ms. Ebol sought the assistance of Fr. Ralph Kroes and got a wheelchair for the special child. Ms Ebol served dur-ing national and local elec-tions as Chairperson and received a Certificate of Commendation from the Commission on Elections for her exemplary perfor-mance and service which resulted to a free, orderly, honest, peaceful, credible and meaning elections.

These antics include the granting of the supposed “prisoner of war (POW) “ sta-tus to the four (4) abducted Bureau of Jail Management and Penology (BJMP) guards and having Mayor Dano of Lingig, Surigao del Sur face trial before a “people’s court.” “The Communist Party of the Philippines-NPA-National Democratic Front (CPP-NPA-NDF) is not a state nor has any govern-ment recognized it as a bel-ligerent force. It should not presume to act like one,” the GPH Panel said. These acts commit-ted by the NPA are nothing short of criminal. They are violative of the Comprehen-sive Agreement on Respect for Human Rights and Inter-national Humanitarian Law (CARHRIHL), which they have signed, as well, as ev-ery human rights protocol. The BJMP guards should not have been abducted in the first place because the functions they perform are civilian in nature and they are far from being “combat-ants.”

These guards should be released immediately without any preconditions. We are concerned that some of them are suffering from poor health and nutrition. We hold the NPA directly responsible for their safety, and for any adverse health conditions they may suffer. We also condemn in the strongest terms the trial of Mayor Dano by a so-called “people’s court”. This is a denial of the Mayor’s fun-damental rights which they themselves always demand when their own people are caught and are brought be-fore a court of justice. The mayor’s basic right to defend himself in the best possible way, his right to choose his own counsel, to enjoy the presumption of innocence, to be appraised of the complaints against him and to adequately pre-pare his appropriate de-fense, to call on witnesses and present documents, to be free from coercion, force or intimidation, are being vi-olated with impunity. Again the mayor is a non-combatant and should

be released without precon-ditions, including both of his escorts who enjoy the same basic rights as any other. It is unfortunate that while they are talking peace with government, the NPA has escalated its attacks and other acts of violence to un-precedented levels, commit-ting the very acts they ac-cuse government of doing. Obviously, they are work-ing on the assumption that human rights apply only to them and that they can easi-ly deprive those they choose to. Thus, Gov. Oscar S. Moreno, Chairperson of the PPOC, has joined the GPH Panel in reiterating the call to the CPP/NPA/NDF to se-riously talk peace with gov-ernment if they are serious in desiring to end the armed conflict. “We ask that they stop these abductions, kill-ings and other criminal acts which benefit no one, except those who actually profit from violence,” the Governor added. This, after a training program have been de-veloped by the Mindanao University of Science and Technology (MUST), here, Regional Director Linda O. Boniao of the Depart-ment of Trade and Indus-try (DTI), region 10, said. A joint project of MUST and DTI-10, the program provides SME’s with equal opportunities to compete in the global economy. She said the pro-gram is open to SME com-panies with a total asset size of not more than Php-100million. The training inte-grates IT with SME’s for effective management of

records, product promo-tion and advertisement, real-time business com-munication and market research and analysis. At the end of this training, participants are envisioned to have suf-ficient knowledge of Per-sonal Computers (PC) and Computer System, she said. They are also ex-pected to acquire skills for basic PC operations and be able to use current technologies in managing business documents, ef-fectively use the internet for marketing researches and use online tools in promoting and selling their products.

Contained in four (4) modules, the training has been designed to last for 80 hours with components consisting of the following contents: Office Productivity Tools, 24 hours, Internet Basics and Applications, 16 hours, Online Business Tools, 32 hours and Mar-ket Research and Analy-sis, eight (8) hours or a total of 80 hours. logue to iron-out pressing issues besetting the com-munities, last August 9.It was learned during the process that when the old chieftain, Florencio Dan-gwa, was killed, Roberto Lag-e a.k.a. Datu Maloloy-on assumed leadership of the community. Datu Maloloy-on, at the time, signed a Mem-orandum of Agreement (MOA) with Minergy Hy-dro Power Plant (HPP) prepared by the National Commission of Indigenous People (NCIP) as stipulat-ed in the IPRA Law. As provided in the MOA, Minergy will allot Php500,000 for the use of natural resources in the area, particularly, for hy-dro power plant with Cab-ulig River as its source. As part of the agree-ment, the money will be downloaded to NCIP and

be used for the processing of their CADT claim. However, during the leadership of Datu Ma-loloy-on several conflicts developed that affected their transactions with Minergy HPP and CADT claim processing. Because of this, the com-munity appointed Josefina Pimentel as representa-tive of the tribal council, particularly on its CADT claim. In 2009, Ladislaw Dangwa was appointed as the new chieftain. For some reasons, Datu Ma-loloy-on could not accept the change in leadership.He openly signified his in-tent and desire to claim the money allotted by Min-ergy HPP due to the fact that he was the signatory of the MOA. He also ex-pressed his belief that he is the rightful chieftain.

On the other hand, the tribal community con-veyed their decision that the MOA with Minergy should be amended to clarify some issues. Aggravating to this circumstance, some prop-erties of Sta. Clara Corpo-ration, the contractor of MINERGY HPP was burned by still unidentified perpe-trators resulting in dam-ages estimated at Php70 million. So far the communi-ties agreed to strengthen their traditional political structure and clarify the role of Datu Maloloy-on. They also agreed to meet up for another dia-logue in the last week of August to discuss amend-ments of the MOA and make a presentation of their final traditional politi-cal structure. (DILG-Mis. The contest, which will run until December, will become the highlight of the institutional Christ-mas party of the pro-vincial government this year. OIC-Provincial Ad-ministrator Norma Lu-main said the contest aims to provide the em-ployees an opportunity to shape up and live a better and healthier life, as well as, offer them the neces-

sary support towards the acquisition of their goals. It will also impart guidance and informa-tion that the employees can use to start leading healthy lives in pursuit of their important role of advancing the programs and projects of the pro-vincial government and in building a stronger na-tion. Provincial Sports Coordinator Giovanni Gu-lanes said there will be twenty-one participants, aged 20-45 years old, coming from the seven clustered departments of the provincial govern-ment, namely: Strikers, Healers, Coters, Legisla-tors, Vermis, Builders and Funders. The contestants must have a minimum re-quirement of 175 lbs and above for the males and 150 lbs and above for the

females. They will be required three hours per week to have their gym session at the sponsoring fitness centers. A weekly weigh-in will also be conducted every Thursday. Parlors games will further be held every month, with prizes at stake for the winning teams. The individual grand winner will bag P20,000 cash prize, plus other sur-prise items and services, courtesy of the private partners of the contest. At the same time, the winning cluster will also get P15,000 cash prize. He, however, said he would have to check with his legal department on how to go about it, lest the right to pri-vacy of officials and employees will be encroached upon. But, Gov. del Rosario made it clear he will not prevent the citizens from conducting lifestyle checks to any Cap-itol personnel, as it is in pursuit of the President’s “Tuwid na Daan” (Straight Path) anti-corruption campaign. He assured concerned citizens can call or text him anytime if they wish to report officials and employees involved in graft and corruption. Or if they wish the provincial gov-ernment to check on personnel who are ostentatiously displaying their wealth that are out of proportion to their le-gitimate income. He noted that extravagant life-style is the most obvious indicator of corruption. “All you have to do is call or text me, or you may put it in writing,” he said.

Or better yet, the governor en-couraged concerned citizens to go di-rectly to the Office of the Ombuds-man. Del Rosario said public officials and employees are required to submit a yearly Statement of Assets and Lia-bilities and Net Worth (SALN), which is being submitted to the Ombudsman. As an essential anti-corruption tool, the SALN was specifically de-signed to be a lifestyle check to dis-suade people in public service from en-riching themselves. The governor also bared a resi-dent ombudsman coordinator will soon be appointed at the Capitol. The coordinator shall act as a “strategic partner” of the Office of the Ombudsman in anti-corruption educa-tion, corruption prevention, public as-sistance, monitoring compliance with existing laws and directives, and the dissemination of the programs, accom-plishments and related initiatives of the Office of the Ombudsman. Philippine Chamber of Mines in the Philippines Chair-man Artemio F. Disini revealed in his presentation during the recently concluded Mindanao Mining Summit that Mindan-ao have so much minerals to mine. Using a data from the Mines and Geo-sciences Bu-reau (MGB), Disini showed that 44 percent or 2.968 billion metric tons (MT) of the coun-try’s 6.757 billion MT total cop-per mineral resources, can be mined in Mindanao. In terms of gold resourc-es, Mindanao holds 3.057 bil-lion MT or 76 percent of the country’s 4.018 billion MT total gold deposits , and that it trea-sures 954 million MT nickel or 57 percent of the 1.665 billion MT total nickel deposits. Mindanao consequently is raking in the biggest invest-ments share of mining projects which are set to start operat-ing within 2013 to 2017. Such investments are projected to turn in substantial revenues. Disini further revealed that Mindanao corners US$8.2 billion or 78 percent of the US$10.5 billion total copper project investments nation-wide. The revenue projection of such copper project invest-ments for Mindanao alone is expected to reach US$3.6 bil-lion when production starts within 2015 to 2017. More than half, spe-

cifically US$203 million of the US$353 million total invest-ments for gold projects go to Mindanao where five mining companies are in the pipeline to start their operation within 2013 to 2017. Such gold mining proj-ects in Mindanao are seen to contribute US$1.2 billion reve-nue or 34 percent to the US$3.5 billion national revenues which can be generated once actual gold mining operation start. Mindanao also gets US$2.5 billion or 51 percent of the country’s US$ 4.9 billion to-tal investments for nickel min-ing projects. With such level of investment, Mindanao would eventually bring in US$3 billion revenue or 73 percent to total projected national revenue of US$ 4.1 billion when copper production starts within 2012 to 2017. With so much invest-ments for minerals production nationwide, Disini revealed that copper production will go up from 58,000 MT in 2010 to 714,00 MT in 2018 with its export revenue value leaping from US$ 343 million to US$ 4.942 billion. By 2018, Gold produc-tion will also increase from 41 MT to 88 MT, elevating ex-port revenue of such mineral to USS3.473 billion from US$ 1.533 billion in 2010. In the same year, Nickel production is seen to soar from 19,000 MT to 194,000 MT with

its export revenue estimated value rising to US$4.070 billion from US$213 million in 2010. The new investments being poured into the miner-als industry are bringing along employment benefits to 1.75 million more Filipinos. This is in addition to the 8.5 million Fili-pinos who are currently bene-fiting directly from such indus-try based on the 2010 Mining Industry Statistics. In the same event, En-vironment Secretary Ramon Paje confirmed the presence of a substantial volume of miner-als t in the country saying “re-search tells us that the Philip-pines has more than US$840 billion worth of untapped min-erals deposits.” He, however, empha-sized the need to “responsi-bly harness” such wealth so it could become a “ticket to boost the country’s economy.” Paje called on stakehold-ers especially mining investors to conscientiously practice re-sponsible mining taking into consideration the socio-eco-nomic equitable sharing of benefits while adequately pro-tecting the environment. Paje affirmed DENR’s support to mining industry but he bared having weeded out the non-performing mining in-vestors and cleansed DENR’s list of pending applications by approving only 530 and deny-ing 1,606 applications.
