The Department

The Community Development Department provides community planning,

engineering, code enforcement, and building permit and inspection

services. Using the City's General Plan and zoning and subdivision

ordinances, the Department acts as the steward of the community by

assisting the public through mandated development project reviews, the

subdivision of land, and related public improvement plans.

To safeguard life, health, property, and the public welfare, the Department

is also responsible for ensuring that buildings and public improvements are

designed and constructed according to established standards and governing

regulations. The City's capital assets - such as streets, parks, and public

buildings - are designed and constructed under the Department's auspices.

The Ideal Candidate

The City is searching for a self-motivated individual to join our team. In

addition to the minimum qualifications and required licensures, candidates

must have knowledge of principles and practices of plan checking; policies

and procedures for fee assessments; and demonstrate excellent customer

service skills. The selected candidate should have strong communication

(written and verbal) skills; the ability to read and interpret documents and

plans; learn and apply various state and local laws, codes, ordinances and

regulations applying to both zoning and building; operate standard office

equipment; and have worked with a diverse population. Experience with a

public agency is desirable.

The Position & Responsibilities

The Community Development Technician performs a wide variety of technical, paraprofessional support, and customer

service duties related to building permits, development and planning applications. Examples of job duties include:

• Assists the general public at the front counter, in writing, or by phone regarding building and development review/

permit requirements, and provide general plan and zoning information.

• Assists the public in plan review and plan check filing procedures and processing.

• Answers inquiries regarding permit status.

• Accepts building permit and development review applications.

• Reviews applications for completeness and conformance with ordinances and department's standards, policies and

guidelines.

• Reviews applications for modifications in land use, zoning, setbacks or other planning requirements such as

compliance with previously approved conditions of approval.

• Calculates impact, affordable housing, permit and plan check fees.

• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings.

• Approves and issues administrative over-the-counter permits.

• Enters permit data into an automated database.

• Coordinates with GIS staff in maintaining the address database.

• Routes plans to other City departments and/or outside agencies for review and track plan review process.

• Builds and maintains positive working relationships with co-workers, other City employees and the public using

principles of good customer service.

• Compiles zoning and planning related data as directed by professional-level planning staff.

• Schedules inspections.

• Creates and maintains informational flyers and brochures.

• Prepares various reports.

• Other duties as assigned.

Minimum Qualifications

Any combination of education and experience that would provide the knowledge, skills and abilities required to perform the essential duties of the job would be qualifying. A typical way to accomplish this includes:

Education: Graduated from high school or equivalent and additional coursework in the field of public planning, architecture, construction technology or related subjects.

Experience: Two (2) years of experience in the permit technician field, preferably with a public agency.

Licenses/Certificates/Special Requirements: • Possession of a Class C California driver’s license.

• Possession of an International Code Council Permit Technician Certificate is required within six months of date of hire.

Compensation & Benefits

Annual Salary Rate – $78,148 to $94,989. Place-ment within the range will be made depending up-on the qualifications and experience of the selected candidate. The following generous benefits are provided: Medical – A variety of plans are offered through CalPERS. Dental – Plans are offered through Delta Dental. Vision – Plans are offered through VSP. Health Benefit Allowance (HBA) – The City contrib-utes up to $2,350 monthly towards health benefit premiums (medical, dental and vision). Retirement – As defined by the Public Employees’ Pension Reform Act of 2013 (PEPRA) and in the CalPERS retirement system: • Classic Members will receive CalPERS retire-

ment benefits under the 2% at age 60 plan. • New Members will receive CalPERS retirement

benefits under the 2% at age 62 plan. Deferred Compensation • Voluntary Plan Options – The City offers two

optional 457 plans for employee participation. Income Protection – The City provides basic plan coverage for Life and Accidental Death and Dismem-berment and Long Term Disability with additional coverage available for purchase by the employee. Flexible Benefit Plan – Employees have the option to contribute tax-free income for medical premi-ums, healthcare reimbursement and dependent care reimbursement. Commuter Benefits (Parking and Transportation) – Employees have the option to set aside money on a pre-tax basis to pay for work-related commuting and parking expenses. This position is represented by City of Fremont Em-ployee Association (CFEA) bargaining unit. A complete benefits summary can be viewed online.
