TWH Joins the Global Celebration of the
UN Convention on the Rights of
Persons with Disability
Tahanang Walang Hagdanan (TWH)
and the different representatives of other
groups of persons with disability (PWDs),
along with government agencies joined
the Global Celebration of the United
Nations Convention on the Rights of PWDs
last May 12, 2008 at the SM Mall of
Asia, Pasay City's newest landmark.
This entry into force of various participating
agencies created a deep impact and
affirmed commitment to the general public.

the President
It is the utmost desire of every
Filipino with disability that his rights
be recognized and respected by
society. Advocating for these rights
has become a constant struggle for
various disabled groups especially
non-government organization which
continue to administer and tend to
persons with different kinds of
disabilities. To mention a few of
these rights are those to education,
employment, access to private and
public buildings, and access to justice
Last May 12, 2008, the global
celebration of the Convention on
the Rights of Persons with Disability
(CRPD) was held at the SM Mall
of Asia as the United Nations
declared this treaty in which the
Philippines signed as on one of
t h e m e m b e r c o u n t r i e s .
“
Article 4 of this Treaty states that
countries that join the convention
engage themselves to develop and
carry out policies, laws and
administrative measures for securing
the rights recognized in the
convention and abolish laws,
regulation, customs and practices
that constitute discrimination.
Legislation passed here in our
country pertaining to persons with
disability are RA 7277 or the Magna
Carta for Persons with Disability,
BP 344 or the Accessibility Law, and
RA 9442 amending RA 7277
granting additional privileges and
incentives and prohibitions on verbal,
non-verbal ridicule and vilification
This convention is a remarkable
and forward-looking document.
While it focuses on the rights and
deve lopmen t o f peop le wi th
disabilities. It also speaks about our
societies as a whole and about the
need to enable every person to
contribute to the to the best of their
abilities and potential.” (Mr. Koft

Upon the declaration of the
CRPD, we now look forward to a
strong implementation of these laws
and the enactment of more relevant
laws needed by the silent majority
in our country. We, at Tahanang
Walang Hagdanan together with
other disabled groups nationwide,
are all the more driven to partner up
with government agencies and forge
alliances with the private sector for
a more effective implementation of
these laws. We appeal to everyone
to support us in our effort to develop
our inherent positive attributes
towards becoming responsible and
contributing citizens of our society.

This global event was celebrated among
member countries for the ratification of the
rights of PWDs. More than two thousand
people from different participating groups/
agencies joined hands in their UNITY WALK
within the spacious grounds of the mall,
followed by a short program. Afterwards
some selected leaders from the sector, had
a courtesy call to the Malacañang Palace.
This momentous event was led by the
National Council on Disabled Affairs ( NCDA),
the country's lead body on Disability Affairs
which advocates for the r ights of the
sector towards equality in our society.

My Eulogy for Fortune Tirona
It was in late seventies when
Orting started to make his leap
to a future of what we have
k n o w n a n d h a d b e c o m e o f
Fortunato Tirona to his last day.
Back in Bahay Mapagmahal
inside the compound of National
Orthopedic Hospital in the middle
seventies, he was accepted in
E l e m e n t a r y E d u c a t i o n a s
Grade 1 , and while in Grade 4 , he
was accelerated to 2 year High
School after taking a placement
test. This was also the time when
he started playing basketball during
h i s f r e e t i m e t o g e t h e r
with the other residents of Bahay
Mapagmahal. An active member of
Rondalla on Wheels, he patiently
taught me how to play the guitar.

remember ?
A l t h o u g h h e h a d a n o t h e r
partner, I could vividly remember
how the four of us danced to the
tune of .
During those days he already
demonstrated his good leadership
being a consistent honor student
t i l l h e g ra d u a t e d i n 1 9 8 2 .
In college, he enrolled in BS
Accountancy at Trinity College,
now known as Trinity University
of Asia. With almost the same
batch of dorm mates and school
mates from Bahay Mapagmahal,
college life was also a bliss. The
group even got a scholarship
from the then National Commis-
sion on the Welfare of Disabled
Persons and monthly, we got an
allowance from this government

agency. But even then, we still
wheeled ourselves from Bahay Biyaya
to Trinity College, almost every
morning in order to save. During
Saturday or Sunday, most of us were in
Cubao to see a movie or just go malling
in AliMall. Their batch graduated in
1985 and he, together with others, in
1987. His first job in Tahanang Walang
Hagdanan (TWH) was a Bookkeeper in
Accounting Office. Showing leadership
potential, as well as, responsibility and
commitment to his job, he was promoted
to Cost Controller and became the
Production Manager from 1995 to 1999.
In between his busy schedules, he
from various
tournaments, both local and foreign.
It was in 2001 that he decided to work
out side of TWH to become Sports
Coordinator of Philspada. He worked
there 3x a week, driving his scooter
notwithstanding the distance of his work-
place to his home. That time he was also
elected as the Chairman of Gintong
Pangarap Cooperative (GPC) with almost
was also TWH's Sports Coordinator
for almost 5 years. His being a sportsman
was clearly seen in his active participation
in, and the pioneering spirit behind
Philspada's (Philippine Sports Association
for the Differently Abled) local and
international tournaments. He was an
active promoter in developing sports for
the disabled such as basketball on
wheels, wheelchair tennis and table
tennis. He was also a medal holder,
having earned medals
a hundred members, both abled
and disabled. Under his mandate,
he worked intently for GPC to be
i n c l u d e d i n t h e N a t i o n a l
Federation of Cooperatives for
PWDs. The membership of GPC
in 2005 paved him to become
the Federation's Vice Chairman
from 2006 to his last day.
At least 750 PWDs from all
over the country, were employed
in making school furniture in an
a g r e e m e n t s i g n e d b y t h e
Department of Education and the
Federation, and being in the one
of the highest positions in this
organization, he was very much
involved & consulted, especially
i n t h e d e c i s i o n m a k i n g .
His being a business minded
man was known to us, but he was
a businessman with a big heart.
Not only once did he experienced
being cheated, but all he would
say was “Hayaan mo na, mayaman
a n g t a t a y k o s a l a n g i t .”
This is how we will remember
and cherish Fortunato Tirona,
Orting to his kababayan and
relatives. To our Kuya Fortune,
may you find the Eternal Peace
and Happiness with our Creator.

Education, a basic human right, is the building block to every individual's success. And this right is also for PWDs, more so becausemajority of them belong to the marginalized of the society. TWH breaks the barriers to gain access to literacy for them and their families
through its educationprogram. Presently, it
administers to 140 scholarswith our kind and generouspartners. Below is the list ofour scholars, partners and the
assistance they providefor them for school year 2008.
We invite other partners tosupport this particular
program, in our effort toreach out to our
increasing beneficiaries.

Another NDPR activity was GandaMo, Hanapbuhay Ko, In partnership withTahanang Walang Hagdanan (TWH), theSplash Foundation, Inc. conducted a five-day cosmetology training at TWHCompound held July 14 to 18, 2008. Thesaid livelihood training was intended forWomen with Disability and relatives ofPersons with Disability. Twenty fivegraduated from the said training and aftergraduation they conducted an outreachfree haircutting at the Marick ElementarySchool. The cosmetology training wasmade possible with the coordination ofthe Administrative Office and Ms.Rocharm M. Ramos, the Program Officerand Ms. Maurice P. Ligot, the ManagingDirector of Splash Foundation, Inc.
Other partners for the said trainingwere the Soroptimist InternationalAntipolo Chapter, Town's Aqua, Alvin'sPizza, Purple Oven, Mr. Manuel's PancitMalabon and Aling Santa's Bibingka.

The woodcraft workshop ofTahanang Walang Hagdanan (TWH)has been very busy lately for a newjob order from the Department ofEducation. This is something veryimportant to the livelihood of amajority of persons with disabilityi n o u r c o u n t r y .
Last March 26, 2008, theNational Federation Cooperative ofPersons with Disabi l i ty hadpartnered with TWH in theproduction of 20, 000 pcs. of writingtablets for school chairs. Last Feb 19, 2008, we were privileged to bevisited by highly respected Dance Guru, Ms.Maribeth Bicharra who did a choreography for ourTWH Dance on Wheels. This dance number waspresented as an intermission during a TWHanniversary highlight at the Bay View Park Hotel lastFeb 21, 2008 which again was most applauded.
The kind participation of Ms. Bicharra in ourballroom dancing event Steps for a Bright Futurelast Nov. 17, 2007, really boosted the morale of ourdancers, in our effort to develop their capabilitiesespecially in dancing. Other partners which support-ed this event were: St. Scholastica's CollegeCommunication Society, headed by Ms. AuroraLumibao and its Physical Education Department;Assoc. of Firearrms and Ammunitions Dealers of thePhils. through the kindness of Mr. Girme Gutierez,Dance Sport athlete; Raymundo's Trophies& Sculptures; Club Manila East in Taytay, Rizalwhich was the event's venue; JCI Pateros Balut Inc.;DOTC; and other individual partners. TWH Board ofDirectors, Sr. Marieke Gielkens, ICM and Ms. JoyGarcia,EVP/COO as well as, Representativesof Hon. Cong. Eduardo Zialcita and Mayor JoricGacula of Taytay, Rizal, also graced this event.Winners of the ballroom dancing competitionwere: Chris and Mila- 1 prize; Val and Daisy- 2prize; Randy and Linda- 3 prize; Zal and Jannette1 Runner-Up; and Landa and Wella- 2 Runner-Up while special awards went to: Wella as Star ofthe Night and Landa for Early Bird award. The mainattraction of this event was the TWH Dance onWheels, which defied physical limitation inballroom dancing through a special number and

The 2 event of this project will be held onDec. 6, 2008, 6-11pm at SM North EDSA. Thisactivity is very significant as it would be our venture to initiateDance Sport for PWDs, as well as, include itsf i rs t ever local compet i t ion. We have alreadycoordinated with Philippine Sports Association for

the Differently Abled, Dance Sports Council of thePhilippines and Professional Dance TeachersAssociation of the Philippines. In preparation tothis, a dance sports workshop would be conduc-ted on October at TWH. These activities are opento other PWD-Groups so we are inviting all DanceSports Enthusiasts. The competition is open to allPWDs with their able-bodied partners to be part ofour Steps for a Bright Future II. Proceeds will goto TWH education and sports development programs.

'Creating opportunities for PWDs through properwaste management.' This is the main objective of theTWH Recycling Project, as recycling becomes part of ourlivelihood program. Items which are recycled to becomeour manufactured products are: the following.: Aluminumcontent of used beverage cans which are processed tobecome aluminum spare parts used in our wheelchairmanufacturing; Tetra packs which are processed andcompressed to become tetra boards manufactured asnovelty items and furniture; Used tarpaulin bannerswhich we manufacture to become bags; and Paperprocessed to become hand-made paper manufacturedinto various crafts. These are just a few of the productswe manufac-ture out of recyclable items and we continueto develop other more products from them.
Last Dec. 1, 2007, in celebration of the InternationalDisability Day celebrated every Dec. 3, we held theHandog sa Kalikasan Event at the activity center of theSta. Lucia East Grand Mall. This activity further stressedthe value of recycling and waste management throughthe support and participation of seven Public Schoolsin Rizal (Francisco B. Felix National High School, MorongNational High School, Romeo Marieta Village School,Maestra Senora School, San Juan Elementary School,RTMES-Morong & Lagundi Elementary School- Morong)
which competed for the highest collection ofrecyclable items donated to TWH. The highest
pointer was the Francisco B. Felix National
High School which won a computer package withscanner and printer sponsored by Acer Philippines.This event was also an opportunity to recognizeour partners which have been supporting thisproject for years already since its start in 1998.Those awarded were: PAGCOR, EPSON, Phil.Heart Center, The Phil. Star, Topline MetalsInc, Dell Phils, Ricoh Phils, Eva's Junkshop, KilusFoundation, NXP Semi Conductor, China Bank-Makati Branch, Novartis, Mobiline Cor CharterServices, Sarao Motors, Colegio De San Juan DeLetran, Filvets Inc., Phil. Marine Institute of College,Jollibee Guadalupe and Office of Pahinungod).
Our Hosts during the event were kindheartedand versatile Nikka Cleofe-Alejar, TV host andnewscaster of NBN 4 and equally pretty andtalented Maricel Candole, TWH PR/ResourceDevelopment Manager. Guests of Honor wereHon. Mon Ilagan of Cainta, Rizal and Ms. Jean.Harn, Ms. Philippines Earth 2007. Also presentwere TWH President/CEO, Mr. Noli Agcaoiliand EVP/COO, Ms. Joy Garcia. In line with the 15 Anniversary of
Transmodal International, TWH was
chosen as the recipient of their
Charity work. They organized an
activity last May 3, 2008 at 10
AM in TWH. We prepared a short
program highlighting the turnover
of donation followed by a song
number by our very own Mr. Jerry
Tombo, TWH Production Worker.
After which we led them around the
workshops followed by a basketball
exhibition by our athletes. They had
a fun filled day together with TWH
workers. Our sincerest thanks to

TWH in collaboration with PFIZER
Foundation Phils, organized an art
exhibit /competition for Artists with
Disability last January 16, 2008. A
set of twelve artists participated in
the event. The main winners for the
competition are the following: Mr.
Elenio Sayud -1st prize who carried
the theme -Working for a Healthier
Philippines; Mr. Juanito Mingarine
and Ulysis Realin tied for the 2nd
place with themes- Heroes for Health /

The Waste Management Committee
(WMC) of the Philippine Heart Center
(PHC) awarded Tahanang Walang
Hagdanan (TWHI) a p laque of
appreciation last October 11, 2007 at
the Dr. Avelino P. Abentura Hall, Ground
Floor of PHC's Medical Arts Center
Bldg. The theme of this event was
“Saving the wastes…only in the
Philippine.” This aims to encourage
the minimization activities of the
PHC employees through simple
recycling procedures. The event also
included a one-day seminar on
p r o p e r w a s t e m a n a g e m e n t .
PHC has been supporting the
recycling project of TWH for more
than 2 years now and in return, a
wheelchair was donated to them
for their hospital use. Our gratitude
to PHC for its all out support and
generosity. We are one with you in
promoting a healthy environment!

P/Supt. Gino Hermosisima, Chiefof RFSO 16 of the Phil. National Police,Camp Bagong Diwa Taguig City, is trueto his word when he promised thatTWH would always be the beneficiaryof their outreach program as long ashe is the head of this unit. Last July 26,2008, their team donated again food,grocery items and other necessitieswhich were distributed among workersand residents of the center. This assis-tance is a much needed help especiallynow when prices of commodities arerising and PWDs who stay productivewith decent livelihood despite physicall imi tat ion, t ruly appreciated i t .
The team's kindness and generositythrough the efforts of PCI NSP PepitoElfa is truly worth commending. Theirprogram was conceptualized by Mrs.Elvira Ermita, lovely wife of ExecutiveSecretary Hon. Edgardo Ermita inwhich each personnel of their teamcontributes his/her share as anotherextension of social responsibility.

Felix, the Community BasedRehabilitation (CBR) Supervisor of TahanangWalang Hagdanan (TWH) had just finishedthe 2 and a half months training in Japan andBangladesh under the auspice of JapanInternational Cooperation Agency (JICA).The training was about the Persons withIntellectual Disability in the Community.S i n c e t h e C B R P r o g r a m o f T W Hserves all kinds of disabil i t ies, thetraining was very timely. The duration of thetraining was from May 20 to August 2, 2008.
Congratulations to Ms. Felix for success-fully completing the training. This could bean added service to the CBR Program of TWH.

Last April 21, 2008,of Cainta, Rizal and its
Municipal Council recognized the 14athletes who are constituents of CaintaRizal and won medals during the
recently concludedin, January 18-27. They were
given Certificates of Appreciationduring the flag ceremony in front of theMunicipal Hall. Team Philippines hasgarnered a total of 59 medals (17gold,21 silver and 21 bonze) and 18 of thesemedals are won by athletes withdisability working in and affiliated with

Hurrah To Wheelchair Tennis!
Wheelchair Tennis
For this year,
the 6 Mariposa Wheelchair Tennis Cup was
dedicated to Fortunato Remulla Tirona and
Crisologo Ramirez who had already passed
away. Both were great athletes who had done a
big contribution to the popularity of this game.
They had also represented the Philippines in
international games. This
year's tournament was held at the Tennis Court
of Midtown Subd., Cainta, Rizal last May 10,
2008. It was participated by 20 PWD-players
from Quezon City, UP and mostly from TWH.
The game started with a short program
followed by the game proper. Singles was the
first event. Two players were to play with each
other for elimination until two players were left
to play for the 1 place. The second event was
the Doubles. The winners for the Singles event
were: Hermie Cansino from Quezon City 1
place and Michael Daz of TWH 2 Place. In
the Doubles event, the winning pair were:
Michael Daz and Ronnie Falco 1 Place and
Hermie Cansino and Harold Lilagan as 2 Place.
The tournament was a success and indeed a
preparation for the players to represent the
Philippines for the 5 ASIAN ParaGames
in Laos, Cambodia.

A sports event was held last July 15,2008 to open the celebration. Athletesof TWH excelled once again inTanauan Batangas as they joined the
celebration of the 4 ApolinarioMabini Palarong Bayani in line with
the 30 NDPR week. People ofTanauan, Batangas had witnessedagain the capabilities of PWDs insports as they did wheelchair race7 AM, from the Municipal groundsto Mabini Shrine. This Wheelathonsignaled the start of the event andwas early captured by Mark Loganof ABS-CBN who took shots of therace and interviewed the athletes.

was tied a longbamboo pole. Each end of the polewas carried by two men on theirshoulders and this was their way ofbringing the hero from post to postduring the war. Now, Batangasmakes it a game to remind the peopleof his earnest effort to carry out hismission, as well as, the cooperationof his comrades. The game startedwith 12 teams for the eliminationuntil only 2 teams were left toc o m p e t e f o r t h e p r i z e .
The Basketball on Wheels was thelast game of the event which was heldin Mabini High School. The ball wastossed by Hon. Mayor Sonia Torres-Aquino and the battle was between
TWH team and the CORE team.Amidst the shouts and cheers, TWHteam won. Awarding of the winnerswas done in the afternoon at theMabini Shrine with the presence ofthe Hon. Mayor and Hon. Vice MayorJulius Caesar Platon II together withtheir staff. Below are the winners:
