Country Presentation

Angola ranks as the third-largest economy in Sub-Saharan Africa, following South Africa and Nigeria, with a GDP of $96 billion, and is the United States’ third largest export market in that region with a total of $810 million in 2017, down 35.2 percent compared to 2016. As an upper middle-income country with GDP per capita of $3,502 U.S. exports to Angola concentrate in the oil and gas sector. Angola is the second largest oil producing country in Sub-Saharan Africa and an OPEC member with output of approximately 1.55 million barrels of oil per day (bpd) and an estimated 17.904,5 million cubic feet of natural gas production. The country holds 9 billion barrels of proven oil resources and 11 trillion cubic feet of proven natural gas reserves, which represent great potential to foster economic development and significant business opportunities. The oil and gas industry in Angola is dominated by the upstream sector – exploration and production of offshore crude oil and natural gas. Almost 75 percent of the present oil production come from off-shore fields. Angola depends largely on the off-shore petroleum industry for 30 percent of GDP and 50 percent of public revenues and 95 percent of total exports. Although the country is a leading producer in the region, it currently imports 80 percent of its demand for refined petroleum products, including gasoline, diesel, aviation fuel, Jet B for gas turbines, oil fuel, asphalt and lubricants. Only 20 percent of refined products is sourced locally. The refining of crude oil and distribution of refined oil remains well below domestic demand. To reduce the country’s dependence on imported refined petroleum the Government of Angola has plans for the construction of national refineries. The Government of Angola also introduces legal reforms, restructures the state oil company Sonangol and creates the National Agency for Petroleum and Gas to respond to stalled investments since 2014 as oil prices dropped significantly and foreign currencies remained scarce. The Angola’s Government’s intent is to spur economic development, integrate the oil and gas sector and turn the industry more attractive to investments as it introduces fiscal reforms. The Government of Angola will officially announce its new investment policy for the private sector during the 2019 Angola Oil & Gas Conference and Exhibition in Luanda, June 4 to 6.

Market opportunities The Government of Angola’s intent is to re-encourage exploration and discoveries of both oil and gas reservoirs, development and production in the Congo and Kwanda basins on offshore and on onshore fields, and advance operational efficiency in mature and in marginal fields in compensation of the anticipated decline of outputs by 2020.

Best Prospects for U.S. companies

The Government of Angola seeks to engage more U.S. firms to compete on multi-billion US dollar exploration and development of oil and gas fields, mid and downstream projects including refinery construction and associated infrastructure. U.S. companies hold significant market share in the supply of equipment for the Angola LNG plant and the Lobito refinery project. Bechtel and Kellog Brown and Root are the leading Engineering Procurement and Construction (EPC) companies. Chevron and ExxonMobil together account for one third of national production. Other major US contractors active in Angola include Halliburton, Baker Hughes GE Company, FMC Technologies, Oceaneering, Weatherford, and Schlumberger just to name a few.

The associated prices and import costs for such technology and know-how and a scarcity of foreign exchange however, may deter many subcontractors from sourcing from the U.S. Other countries supplying technology and providing services and investing include the UK, Norway, France, Italy, Korea and China. Korean exports to Angola concentrate on vessels and offshore platforms. While Chinese exports focus on low cost equipment and commodity inputs such as pipes. Some local production of subsea structures and gaskets supplies the Angola market through joint ventures between foreign and Angolan companies.

ANPG: The National Agency for Petroleum, Gas and Biofuels (ANPG) was created under Presidential Decree No. 49/19 of February 6, 2019. The objective of ANPG is to regulate the oil, the gas and biofuels exploration and production activities. ANPG is the National Concessionaire whose purpose is to regulate, supervise and promote the execution of petroleum activities, including operations and contracting of petroleum, gas and biofuels. ANPG is subject to the superintendence of the holder of the Executive Power, exercised by the Ministry for the Mineral Resources and Petroleum.
