Letter from the Mayor

The 2010 summer was a “hot one”. It was one of the hottest on record. “Ah’ what a way to enjoy another summer. I certainly hope you, your family and friends enjoyed the “jewel” we call Seaside Park.

I’d like to take this opportunity to thank our borough employees for a job well done. The summer season can be stressful with the influx of visitors but as usual our employees showed their professionalism and caring work ethic. To our business partners, I hope you had a prosperous season and look forward to working with you to making 2011 the best season of all.I want to thank our visitors for sharing their summer with us. We look forward to seeing you in 2011.

In this challenging economic environment, your Council and I will continue to move our town forward in the right direction and “protect” your tax dollars. We continue to move forward on many projects while simultaneously keeping our tax rate flat. While this can be a challenging task, it’s in the best interest our citizens. Please visit our website for more information on our progress and all upcoming events.

The original Life Saving Station in Seaside Park was located at Decatur and the boulevard. Known as the Toms River Station #13, the present structure was opened during the summer of 1900, located at Ocean and Decatur Avenues. In 1915 the name of the station was changed to the Coast Guard Station.

Sold to the Borough of Seaside Park in 1966, the building was used for a variety of activities. A major restoration project began in 1987, funded by Green Acres, almost ten years later the Administration employees moved into the structure. The building now houses a community activity room, kitchen and administrative offices.

Interesting Town FactsDuring the 50’s the Life Saving Station crew used an amphibious vehicle that could operate either on land or sea. Known as the “DUCK”, the vehicle accessed the beach under the boardwalk; which is why the boardwalk at the north end of town was elevated.

Did you know that the present Lifeguard Head Quarters, located on the beach was erected using the footings from the old Coast Guard Tower?

Clerk’s OfficeMy name is Karen Barna and it is an honor to serve the community of Seaside Park as your Borough Clerk. This past year has been very busy for us here in the Old Coast Guard Station, which serves as our Borough Hall. Recently, the town received a funding grant thru Ocean County to identify, store and preserve our Borough’s records. In conjunction with this grant, we plan to work on a Disaster Recovery Plan for all Borough departments. In addition, another project under way by the Council is the updating of Seaside Park’s Municipal Code Book. As the book goes through the updating process, it is now available on our town’s website and will be kept current with new ordinances posted. In November, the town plans to have a free rabies clinic sponsored by the Ocean County Health Department.

Borough of Seaside Park Finance Office:My name is Eugenia Bermudez; I am the Chief Financial Officer for the Borough of Seaside Park since December 2008. Before that, I worked for the Township of Freehold for eight years. I was a banking officer for 15 years prior to starting my career in Municipal Finance. I became a Certified Municipal Chief Financial Officer in 2003, and I acquired a MBA from Monmouth College in 1999.

The other member of the Finance Department is Harold Brownfield, he is the Purchasing Assistant. He joined the Borough of Seaside Park four years ago after having been a Purchasing buyer with General Motors for thirteen years.

The Finance department is responsible for effectively maintaining the financial administration of the Municipality and overseeing its resources. The finance department maintains the custody of all local funds, including the Current Fund, Water Sewer Utility Fund, Marina Fund, various Trust Funds and corresponding Capital Funds. The fiscal responsibilities of this department begin with the budget process, its preparation and monitoring. The Finance Department also assists our external auditors with the auditing of the municipalities books and records. This department is also responsible for Payroll/Human Resources, Accounts Receivable, Accounts Payable, Purchasing, Fixed Asset Inventory, Insurance, and temporary and permanent financing of all General and Utility obligations.

The Chief Financial Officer reports to the Finance Committee for all financial matters. This Committee consists of two Borough Council members, one citizen, the Borough Administrator and the Chief Financial Officer.

We began 2010 by automating and customizing a good portion of the budget process, both at the department and town level. With the help of the Finance Committee we were able to achieve monetary savings in several of our insurance programs. Through the introduction and use of the payroll biometric clocks we were able to produce budget savings in both the lifeguard and beach control departments.

Recreation DepartmentThe Seaside Park Recreation Department had their usual busy summer running programs such as Jr. life guarding, swimming instruction, surfing lessons and others geared towards our summer visitors and local residents. These programs received wonderful feedback and we look forward to future offerings.

The three-week Summer Camp held at the Seaside Park Elementary School in July continues to be popular for children in grades kindergarten through six grades. We had the great fortune to welcome back several campers that had previously attended the Camp as volunteer assistant camp counselors. The Camp introduced the “Screen” Program that helped educate the young campers to enjoy the sun responsibly. Co-sponsored by the Ocean County Cancer Coalition with a grant from the Centers for Disease Control and Prevention, the program effectively raised awareness of sun safety. As part of this program, large signs were moved around the beach entrances and stated the day’s UV index. In addition, each entrance had facts and slogans of the day, relating to the sun. The Asbury Park Press featured the Borough campaign in its Ocean County edition. The Borough also co-sponsored with Shore Community Bank, a “learning about money” program each Friday of the camp. The campers all had fun learning about saving and spending!

Other programs and activities that took place weekly were the Monday Farmer’s Market, our Annual “Hooked on Fishing” Children’s Fishing and Crabbing Tournament, and our popular yoga classes on the beach.

Both the Co-Ed Adult Softball and Men’s Basketball Leagues had their usual competitive play. The Softball League just celebrated its 45th consecutive summer season, and celebrated a tremendous 1st feat! One talented young lady playing for the Seaside Park Lifeguard Team hit a home run. That being the first female player to hit a home run in the League’s 45 year history!

Our Labor Day Weekend events of the Annual Arts and Craft Show and Antique Show brought thousands of visitors to the Borough. Both shows were well planned and organized and with the help of the Borough’s Office Staff, the Public Works Department and Police Department went extremely well. Kudos to all involved!

Finally, there were favorable comments all season from our visiting families in addition to our summer and year-round residents who enjoyed the programs and events!

Seaside Park Police News:The summer was a successful and safe season for the department. No officers were injured, although the heat and humidity present throughout most of the summer took its toll on a few of the officers. The department’s summonses and arrests were up from the previous summer. Our biggest issue was bicycle thefts of bicycles not locked, and any bicycles found or recovered, had no registration or owners identification on them. There were no homicides reported, and all other crimes such as assaults, sexual assaults, robbery, burglary, motor vehicle theft, thefts and arson were the same or less than the previous two summers.

This summer we started with one, and then had two quads patrolling the beach on the weekends and holidays during the day, in response to concerns and complaints from residents and visitors. On Route 35 and 13TH Ave, we stationed a crossing guard on weekends and holidays to deal with the Island Beach

traffic and overflow, as well as directing our visitors to the public rest rooms on 13TH Ave. We had an additional bicycle patrol in the south end of Seaside Park on weekends and holidays, to deal with traffic overflow and assist in the enforcement of the new paid parking kiosks. Two yield signs were finally installed by the DOT on J Street, east of the traffic light, making that area safer for vehicles turning onto J Street from Rt 35 north.

Recent events from the department on several items. One, in conjunction with Homeland Security, a Terrorism Awareness and Preparedness Seminar was held on October 13, 2010 at 7 PM in the Municipal Courtroom, 6TH & Central Aves. Two, on or about October 18, in conjunction with Nixle LLC, the department will be introducing a new community information service designed to deliver important and timely information to residents of Seaside Park. Three, on November 16 and 18 Seaside Park PBA Local 182 and AARP are sponsoring a 55 Alive Driving Course from 5PM-9PM at Tri-Boro First Aid Building, J Street & Boulevard. Further information is available at www.seasideparknj.org. Finally, we are accepting SLEO Class I Officer applications for employment for the summer of 2011. The application and instructions are on the Borough web site www.seasideparknj.org. under the Police Department section.

Please be aware of the upcoming projects to improve community safety; the re-construction of J St and Boulevard, new one-way streets in the north and south ends of town, time restricted parking areas, improvements on RT 35 at the traffic light, crosswalk painting, improved signage and roadway painted signs.

Have a safe fall and winter, and with school in session and the holidays rapidly approaching, please buckle up, don’t text or use cell phones while driving and don’t drink and drive.

Seaside Park MarinaA very successful 2010 boating season at the Seaside Park Municipal Marina is rapidly drawing to a close. Preparations are being made to winterize the facility so that it will be protected during the cold weather.

Several projects that are either in process or have been completed during 2010 will maintain the good condition of the marina and also guarantee its viability for the future. In the spring we will begin the replacement of the west breakwater by Bird Construction. This new breakwater will prevent shoaling inside the marina, while providing shelter for berthed vessels.

Thanks to a group of marina volunteers, the re-decking of all the docks and piers is more than half completed. All the decks in the marina are being replaced with new treated lumber and stainless steel fasteners. This project will create safe passage to all the boat owners and visitors to the marina for the next 20 years. The volunteer group consists of Craig Henry, Joe Urso, Tom Sheehan, Paul

Wroblewski, and Guy Mueller. These men have devoted hundreds of hours to this project and in doing so have saved the marina thousands of dollars.

Another volunteer project at the marina is the new Fish Cleaning Station. The marina regulations forbid the cleaning of fish or the discarding of the remains in the marina waters. Through the generosity of some of our boat owners and the labor of others, a station was built for this purpose at no cost to the marina.

Several loads of crushed clam shells were spread over the roads and parking areas of the marina. The shells not only provide a sturdy base for vehicles but also keep the seashore atmosphere for our townspeople and visitors. A heartfelt Thank You to the Garden Club for their beautiful work on the lawn, flower and shrub areas and keeping them attractive and neat. This summer we also added lighting for our flag pole and the events sign and provided electric receptacles for future events that may take place on the lawn.

All of these projects are not the end of the story. Mother Nature can be very harsh on a marina environment and constant maintenance and improvements must be made. We are planning for the replacement of the south breakwater and bayshore stabilization, the upgrading of the office and

bathroom facility, the continuation of the re-decking project, the installation of wind power generators, and a bike path through the marina.

Long term projects include a gazebo type structure for the front lawn, a boardwalk around the perimeter bulkhead and a bayshore viewing area at the southwest corner.

Transient boaters from all along the east coast and Canada are discovering the warm and fun environment of the marina and our town. We have received notes from our transients stating how much they enjoyed their stay in Seaside Park and that they will surely return in the future.

To our non boating residents, next summer take a moment to drive through or stop into the marina and enjoy the quiet laid back atmosphere that exists here. Take a stroll along our docks or just enjoy a sunset in the evening. I am sure you will find it pleasing.

Parking Meter DepartmentMy name is Jeff Cordaro and I have been the department head for over 15 years and during summer months I am joined by Ryan. In the summer we operate 24 hour, 7 days a week and are responsible for collections, repairs and all issues concerning the 700 meters and the 8 pay stations around the town. In the spring we are busy with installing meters, painting meter posts, curbs, parking spaces, and whatever else that is required. The preparation for the summer season sounds like a lot of work, and it is, but we have a great staff and system that makes it run very smoothly.

Over the years we have met many people who remember us from the past seasons. It is a pleasure to hear the positive feedback that the community gives us and we seem to be greeted by the “How was your winter – Nice to see you.” In preparation for the fall and winter many of the meters and pay stations have been taken down but there are areas that are still in effect. Please remember about the winter parking regulations that began September 16th and continue until May 15th with meter enforcement from 10 PM Thursday to 7 AM Monday.

Code, Zoning and Construction Office

The Summer was busy as usual for the office, and continues to be throughout the year. Eight hundred and fifty five rental inspections were completed among the other inspections relating to code enforcement. Thirty- three houses have found new owners while others are receiving face lifts and all will be joined by the new homes being built. As you drive through town take a look at some of the new homes and other changes that you might want for you own home.

This office has issued 220 Building Permits to date and if you would like to do your own construction project, Berkeley Township Inspectors are here Tuesday and Thursday mornings. The inspectors from Berkeley can answer any questions pertaining to inspections & construction. Jim Anderson is our Zoning Officer and is here for help on Tuesday and Thursday mornings from 8:00 AM to Noon.

Public Works OfficeWork has resumed along Central Avenue as everyone knows! Along with Central Avenue, 9th Avenue is being included. If anyone needs information please call our office 732-793-5100.

The Decatur well is being replaced which means that the vegetation will need to be removed and will be replaced after the work is completed. We will also be replacing the Pavilions on the boardwalk at J Street, North Avenue and C Street. We are residing the east wall at the J Street Meter Shop.

Bidding will be secured for the long needed building work around town including a partial roof replacement at the Police Station, exterior work at the Public Works building and window replacement at the Coast Guard Station. These renovations will provide healthier, safer and efficient work environments.

Beach ControlThe 2010 Season began with a record breaking Memorial Day Weekend and stayed strong straight through July. Our beach patrons enjoyed sun filled days and fun filled evenings as our Movies on the Beach, 2nd Annual High School Volleyball League, and Kids’ Karaoke were enjoyed by the locals as well as the visitors to our community. Speaking of visitors...August saw some interesting ones, between our whales, our sharks, and our storms bringing some dangerous rip currents. But as always our lifeguards did an excellent job keeping everyone safe this summer. Beach Concession continued to offer our many recreation activities, clean bathrooms, and a fast paced concession stand with a great atmosphere for the public to enjoy. Overall the 2010 beach season, in tough economic times, fared well for Seaside Park!

Seaside Park Beach Patrol Another summer has come to a close for the lifeguards of Seaside Park.With the heat wave that lasted most of the summer and the rough surf in the last three weeks, lifeguards were happy to close the book on another safe season at the beach!

At the annual lifeguard banquet the following lifeguards were honored for the following.

25 Years of Service as a Seaside Park lifeguard – Lieutenant: Mike Veracierta, Sergeant: Edward Kenney

Outstanding Lifeguard: William Sheehan, who is an 8 year veteran of the beach patrol who attended TCNJ and is coaching lacrosse at the college level.

Outstanding Rookie Lifeguard: Casey Weiss, who currently attends Rutgers University where he is currently on the cross country and track team.

Tournament MVP Lifeguard: Dan Duddy, Attending Rutgers University with 6 years on the beach patrol and Coaching football at Monsignor Donovan HS

Environmental Advisory Committee: The Green Team The “Green Team” has arrived in Seaside Park!

This Environmental Advisory Committee was established by the Borough Council on April 22, 2010 and is patterned after the “Green Team” concept formed by the Sustainable New Jersey Initiative. The Committee has seven members who are residents of our town: Chuck Appleby, Janice Haas, Faye Haring, Pat Kuchon, Dave Nicola, Norma Spice, and Sherry Villano. Pat Kuchon chairs the group, Chuck Appleby serves as Vice-Chair and Dave Nicola is Secretary. In addition to these members, the Committee is joined at its meetings by Curtis Kleier, an Energy Manager and Technology Integrations Specialist who has been hired by Seaside Park through a shared service agreement to help with Energy and Environmental Sustainability. Curtis keeps the group informed about proposed actions and programs being considered by the town to reduce energy use and environmental impact on the natural resources of our community. Councilman Jason Martucci serves as the Committee’s representative to the Mayor and the other members of the Borough Council.

The Environmental Advisory Committee was established by the Borough Council to: advise the town on ways to improve the quality of its physical environment; suggest ways to diminish the negative impact of our infrastructure and operations on our environment; and identify and promote green initiatives which make practical environmental and financial sense.

The Committee has met monthly since August and used these initial meetings to review and discuss the duties and responsibilities assigned to them by the Council. Both Councilman Jason Martucci and Borough Administrator, Bob Martucci, joined the Committee for its initial meeting establishing the purpose of the group and committing their support for the group’s efforts.

The Green Team is committed to environmental efforts that will provide our residents and visitors with a sustainable and resilient coastal community through education, programs and green initiatives. The group is in the early stages of planning a “Green Day” for next Spring to educate our community on ways each of us can contribute to a more environmentally friendly and sustainable town. As part of its environmental initiatives the Borough has joined Sustainable Jersey and became an Energy Star Partner.

Sustainable Jersey is a certification program specifically designed for towns and cities who are committed towards creating initiatives for environmental stewardship, fiscal responsibility and community development. This voluntary program encompasses multiple issues including environmental, land use, water quality, and local business development, and provides the tools and guidance to develop sustainable communities.

Energy Star is a federally recognized program through the US EPA with the purpose of identifying and standardizing energy efficiency measures. This voluntary program has evolved to more than 17,000 organizations working towards energy management and saved $17 billion in 2009. This program provides the township access to resources and programs designed to help save energy through community involvement. Additionally the Energy Star Partnership will affect your own pocketbooks by providing you access to cost saving measures and programs that you can implement in your own homes.

GARBAGE & RECYCLING NEWSThe 2008 NJ State Tonnage Grants will be awarded soon. Seaside Park will be receiving $3,560.54 for its 2008 grant application. This money, by law, will be put back into our recycling program. We will also be receiving our share from the Ocean County Revenue Sharing Agreement for January to June 2010 as well. Seaside Park recycled over 347 tons of materials such as bottles, cans, newspaper, cardboard, brush, scrap metal, computers and tires for just the first half of the year. All of that material was diverted from the Ocean County Landfill and saved Seaside Park over $24,000 in landfill fees.

Ocean County offers programs such as their document shredding and household hazardous waste collection events. Please take advantage of these programs. They are free to Ocean County residents and may not be around forever! More information can be found on their website at http://www.co.ocean.nj.us/SolidWaste, or call 732-506-5047.

New Jersey’s Clean Energy Program is also offering $50 for working refrigerators or freezers. Please visit http://www.njcleanenergy.com for more information, or visit call 877-270-3520 to schedule a pickup. Certain conditions do apply. Save yourself the $10 bulk trash permit. This program may be limited so please take advantage of it.

Our switch over to single stream recycling for curbside pickup went smoothly through the summer. Please remember SINGLE STREAM means bottles, cans, plastic containers, corrugated cardboard, newspaper, junk mail, catalogs, envelopes, and computer/office paper can all go in the same recycling container. You no longer have to separate your recycling for curbside pickup.

We are finding that many residents are only recycling bottles and cans. We remind you that every household, business, and institution is required to recycle corrugated cardboard and paper as well. We would like to see in increase in the amount of corrugated cardboard, newspaper, and junk mail placed in your recycling containers.

Currently we are going to be picking up single stream recycling every other Wednesday through December 2010 on a trial basis. Depending on the outcome and feedback we receive, we may revert back to picking up recycling every Wednesday starting in January 2011 and continue this practice year round.

Please remember, recycling is the law, not an option. It saves the Borough of Seaside Park tens of thousands of dollars every year in avoided landfill disposal fees. It’s also the right thing to do!

Recycling enforcement personnel will be doing periodic random inspections to ensure residents and businesses are recycling. If you are not recycling, it’s never too late to start!

Our recycling center at 14th and Barnegat Avenue currently has one container for single stream. You may use the single stream container or continue to use the separate containers. More single stream containers will be added soon. Please do not place plastic bags in ANY of the containers. Please do not tie any of your materials together with string or tape.

Reminder: A note to residents regarding the size of your garbage and recycling cans.

• Garbage cans are limited to 45 gallons in capacity and 50 pounds in weight when filled.

• Residents with oversize garbage cans are being tagged with a yellow sticker. A notice will then be hand delivered to your address. You will have two weeks from the date on the notice to replace your oversized garbage can. Cans designed for automated truck pickup are dangerous to our employees.

• Please do not fill your garbage cans with sand, dirt, or concrete.

• Garbage cans exceeding the weight limit will not be picked up.

• Recycling cans are limited to 32 gallons in capacity and 50 pounds in weight when filled.

• Do not place your recyclables in plastic bags or include plastic bags in your recycling containers. We will not collect recyclables in plastic bags.

BATTERIES— Automotive and rechargeable batteries only of all sizes should be taken to the Recycling Center and placed in the proper contain-ers located in the “Environmental Drop-Off Shed.” All alkaline batteries such as AA, AAA, C, D, 9V and 6V may be thrown out with your regular trash. They are no longer recycled. Batteries containing Lithium such as watch and hearing aid batteries must be held for Household Hazardous Waste Disposal Day held by the Ocean County Department of Solid Waste Management . Call 732-506-5047 for details.

BRUSH & TREE LIMBS—should be cut & tied in bundles not more than three (3) feet long or fifty (50) lbs in weight, and placed at the curb with your regular garbage. It will be collected separately after your trash collection. No stumps or brush with a diameter greater than 4”.

BULK TRASH—Items such as appliances, bicycles, TV’s over 20”, carpets, furniture, tires, small amounts of concrete and other large items can only be collected if the required $10.00 per item fee is paid in advance and a “BULK TRASH PERMIT” is attached. Permits can be purchased at the Public Works Department, Monday through Friday, 8AM to 4PM. Bulk trash items will be collected town wide on Thursdays.

CFL LIGHTBULBS (compact fluorescent lights) - Please bring unbroken CFL bulbs to your nearest Home Depot. Four to eight foot fluorescent lamps may be brought to the Ocean County Recycling Center on New Hampshire Ave. in Lakewood, NJ. Call 732-506-5047 for details. Do not bring them to the Seaside Park Recycling Center.

CONSTRUCTION DEBRIS—The removal of construction or remodeling debris is the responsibility of the contractor or property owner and will not be collected by the Borough. Do not bring construction debris to the Recycling Center.

ELECTRONIC EQUIPMENT - Computers, monitors, televisions under 20”, VCR’s, printers, radios, laptops, telephones can all be brought to the Recy-cling Center and placed in the designated area. Or, call the Public Works Department at 732-793-5100 to schedule a FREE Thursday pickup.

GRASS CLIPPINGS— Those with lawns are encouraged to “Cut it and Leave It.” Grass clippings are a natural fertilizer and leaving them on the lawn can save you time and money, and will give you a better looking lawn. Otherwise please dispose of grass clippings with your regular garbage.

HOUSEHOLD HAZARDOUS WASTE—including stains, wood preservative, solvents, items containing mercury, pool chemicals and pesticides should be held until the Ocean County sponsored Household Hazardous Waste collection . These items cannot be collected with your regular garbage and cannot be accepted at the Recycling Center. For more information on the Household Hazardous Waste collection schedule call the Ocean County Department of Solid Waste Management at 732-506-5047. DO NOT BRING THESE ITEMS TO THE RECYCLING YARD OR PUBLIC WORKS!

LEAVES— Please call the Public Works Department to schedule a FREE Thursday pickup of bagged leaves. We encourage you to compost your leaves for mulch. Information about backyard composting is available upon request. Please, no grass clippings or other vegetative waste.

MOTOR OIL, OIL FILTERS & ANTIFREEZE—can be brought to the Recycling Center in capped containers only (try gallon or half gallon detergent bottles). Please place these containers and oil filters in the “Environmental Drop-Off Shed” DO NOT DUMP OIL OR ANTIFREEZE. Used motor oil can also be taken to service stations displaying a “USED OIL RECYCLING” sign.

PAINT CANS—(FULL & EMPTY) - Residents of Ocean County may drop off unused paint and empty paint cans at the Public Works Department build-ing from 8:00 AM to 3:00 PM, Monday through Friday ONLY. Please check in at the front office to register before dropping off paint. Paint will not be accepted from businesses such as paint contractors. This program is for latex, oil, and boat paint only. NO stains or wood preservatives. DO NOT BRING PAINT OR PAINT CANS TO THE RECYCLING YARD!

TELEPHONE BOOKS—should be taken to the Recycling Center and placed in the blue barrel labeled “Phone Books”.

WEEDS & OTHER YARD WASTE - should be disposed of with your regular garbage.
