The Center for New York City Affairs has published its

annual guide designed to help high school students applying to college access financial aid.

The guide is intended to help families fill out the U.S. Department of Education’s Free Application for Federal Student Aid (FAFSA), and is aimed at first-generation, immigrant and low-income students, and those filling out the form for the first time.

Titled FAFSA: The How-To Guide for High School Students (And the Adults Who Help Them), the publication explains how the form works and details often-confusing issues around citizenship and how the FAFSA defines parents and households. It also includes a section on how to compare college financial aid offers.

This year’s guide has been updated with new information for undocumented students and families, homeless students and students planning to use the IRS Data Retrieval Tool.

The document was written in partnership with New York City guidance counselors and financial aid professionals.

The Dominican Day Parade, Inc. is accepting applications

for its 2018 academic scholarship program.

Applications are being accepted until November 27, 2017, 11:59 EST by the non-profit organization which “seeks to promote and elevates the culture and folklore of the Dominican people in the United States.”

Students interested in applying for The Dominican Day Parade Scholarship must meet a series of criteria based on academic achievement and financial need. The scholarship will assist students of Dominican ancestry to obtain a college degree. Scholarships are granted on a competitive basis to undergraduate college students enrolled in an accredited higher education institution in the U.S.

“For the past three years supporting a student’s dream of a college degree has been a key component of our work,” said DDP President Maria Khury. “Our scholarships have inspired productive and successful young leaders in our society. The Trump administration will end the temporary residency

permit program for Haitians in the U.S.

On November 20, Acting Secretary of Homeland Security Elaine Duke announced her decision to terminate the Temporary Protected Status (TPS) designation for Haiti with a delayed effective date of 18 months.

The decision is expected to affect nearly 60,000 Haitian citizens who have been able to live in work the U.S. since a powerful earthquake devastated much of the island nation in January 2010.

In a statement, Duke said she delayed the effective date of the TPS cancellation until July 22, 2019 “to allow for an orderly transition.”

The decision came after Secretary of State Rex Tillerson sent a letter to Duke on November 2, indicating that conditions in Haiti were suitable enough to no longer warrant protected status.

“Since the 2010 earthquake, the number of displaced people in Haiti has decreased by 97 percent,” Duke said. “Significant steps

have been taken to improve the stability and quality of life for Haitian citizens, and Haiti is able to safely receive traditional levels of returned citizens. Haiti has also demonstrated a commitment to adequately prepare for when the country’s TPS designation is terminated.”

However, elected officials and immigrant advocates reacted harshly to the administration’s decision, noting that Haitian TPS recipients had become an essential part of U.S. communities and the economy, and arguing that Haiti has not sufficiently recovered from the earthquake.

“This decision puts tens of thousands of Haitian families, who make important contributions to our communities, in harm’s way,” U.S. Senator Kirsten Gillibrand wrote

in a tweet. “What an astounding lack of compassion.”

to a country that does not have the capacity to absorb them would be immoral and a stain on our nation’s conscience,” said Rep. Nydia M. Velázquez in a statement.

“Donald Trump’s cruelty knows no bounds,” said Democratic National Committee head Tom Perez in a statement. “Protecting these hardworking people is the right thing to do for our economy and our country.”

Hasan Shafiqullah, Attorney-In-Charge of the Immigration Law Unit at The Legal Aid Society, said that humanitarian concerns caused by the 2010 Haitian earthquake continue to exist, “and it is too soon to tell whether the country will have sufficiently recovered 18 months from now to stand on its own.”

Shafiqullah said that once the TPS re-registration period is announced in the coming days, affected Haitians will be able to contact The Legal Aid Society to schedule a renewal appointment or be screened for other, more permanent forms of immigration relief.

“President Trump’s order to end temporary protected status for Haitians is a needlessly appalling concession to his anti-immigrant base at the expense of families who need our humanitarian assistance,” said Bronx Borough President Rubén Díaz Jr. “The federal government should not be uprooting lives or breaking families apart, nor should we be forcing those who came to this nation looking for help during a desperate time to return to a country that is not entirely prepared for their arrival. The president must rescind this senseless dictate.”

It was all a lie.

The New York City Housing Authority (NYCHA) failed to conduct mandatory safety inspections for lead paint over a four-year period beginning in 2013, according to a damning new report by the New York City Department of Investigation (DOI). On November 15, the DOI released the results of an investigation detailing how NYCHA failed to inspect for the hazardous paint at its public housing facilities, and also submitted false documentation to the Department of Housing and Urban Development (HUD) stating that the agency was in compliance with federal laws requiring the inspections to be performed.

In its report, the DOI said that despite its senior staff being made aware that NYCHA was out of compliance with city lead laws in 2015, and its Chair, Shola Olatoye, being

told in 2016 of non-compliance with both city and federal rules, certifications were still submitted to the federal government.

As a result of this investigation, and three additional DOI investigations that revealed other serious safety hazards and breakdowns over the past two years, DOI recommended that an independent monitor, reporting to DOI, be appointed to ensure future compliance with inspections in areas including lead paint, smoke alarms and carbon monoxide detectors.

“DOI’s investigation found that NYCHA failed to do critical lead safety inspections

and then falsely certified that they were meeting these legal requirements. This is the fourth time in two years that DOI has found NYCHA to be careless when it comes to tenant safety,” said DOI Commissioner Mark G. Peters. “NYCHA has an obligation both to protect tenants and to be honest with the public. Today’s report should be an important step in ensuring that NYCHA meets these obligations.”

NYCHA has approximately 55,000 apartments that must be visually assessed each year to satisfy the federal rule.

documentation to HUD certifying that it was in compliance with lead-based paint regulations, despite not having conducted the required visual assessments.

City Councilmember Ritchie Torres, Chair of the Council’s Committee on Public Housing, announced that the Committee would require Olatoye to appear before an oversight hearing in early December.

“NYCHA’s false reporting on lead paint inspections represents a collapse of credibility in the public mind. The only hope for restoring public confidence in the leadership of the

Housing Authority is an independent monitor, and I will not relent in holding NYCHA’s feet to the fire until one is appointed,” said Torres in a statement.

Fellow Councilmember Rafael Salamanca called for Olatoye to be replaced as NYCHA Chair.

“While I personally have enjoyed my friendship with Chair Olatoye, I feel that I cannot stand aside any longer in calling out the problems at NYCHA. That’s why I’m

El 15 de noviembre, el DOI publicó los resultados de una investigación que detalla cómo NYCHA no inspeccionó la pintura peligrosa en sus instalaciones de vivienda pública, y también presentó documentación falsa al Departamento de Vivienda y Desarrollo Urbano (HUD, por sus siglas en inglés) indicando que la agencia estaba en cumplimiento de las leyes federales que requieren que se realicen las inspecciones.

Fueron las últimas palabras de homenaje y afecto ofrecidas por el letrista Lin-Manuel Miranda a, por su propia admisión, uno de sus mayores amores: Puerto Rico.

Habló ante miles en el Lincoln Memorial en Washington, DC, donde el creador de Hamilton y la Federación Hispana organizaron una Marcha de Unidad por Puerto Rico el 19 de noviembre para llamar la atención sobre la difícil situación de la isla devastada por los huracanes y sus 3.5 millones de residentes.

“Podemos seguir recaudando dinero, pero no servirá de nada si el gobierno no nos ayuda”, dijo Miranda, destacando que dos meses

después del huracán María, Puerto Rico sigue teniendo una gran necesidad.

La energía y el agua corriente siguen siendo escasas en toda la isla; las escuelas están cerradas y muchos hospitales siguen limitados por el suministro inadecuado de medicamentos y electricidad.

Miles de personas se reunieron temprano en la mañana del domingo en el jardín occidental del edificio del Capitolio de los Estados Unidos, gritando: “¡Puerto Rico se levanta!”/ “¡Puerto Rico se levantará!”, y “¡Trump, escucha! ¡Estamos en la lucha!”.

Entre los presentes se encontraron la

galardonada actriz Rita Moreno y el chef hispanoamericano, fundador de “Chefs por Puerto Rico”, José Andrés; la senadora de los Estados Unidos Kirsten Gillibrand; los congresistas Adriano Espaillat y Luis Gutiérrez; los asambleístas del Estado de Nueva York Marcos Crespo y José Rivera; y la presidenta del Concejo Municipal de Ciudad de Nueva York, Melissa Mark-Viverito.

It will be a happier Thanksgiving for thousands of families this

year, courtesy of a turkey giveaway in the South Bronx.

ArchCare at Home gave away 2,000 turkeys on November 20 in front of ArchCare’s San Vicente de Paul Nursing and Rehabilitation Center on Intervale Avenue.

This marks the 35th straight year that the organization, formerly known as Dominican Sisters Family Health Service, has hosted the turkey giveaway.

“This event is about people helping people,” said Mary Zagajeski, President

and Chief Executive Officer of ArchCare at Home, who noted that the area is one of the poorest Congressional districts in the U.S. “There is such a great need in the Bronx.”

Each year, the giveaway is made possible by real estate investor Joel Fishman, who is aided by donations from colleagues to provide

the huge haul of turkeys.Fishman’s son, Mark Fishman, said the

turkeys are ranch raised by Norbest Turkeys in Utah.

“We need a lot of turkeys every year, so these are grown for us,” he said.

A truckload of frozen birds was unloaded in front of the nursing home by volunteers from ArchCare and IBEW Local No. 3 as eager recipients lined up to receive a turkey.

Stuck.

As the clock ticks down on the City Council’s current legislative session, the Right to Know Act remains stuck in limbo.

With only three stated meetings left for the Council in 2017, time is running out for the legislation to be passed this year, as the lead sponsors of the bills, Councilmembers Ritchie Torres and Antonio Reynoso, had previously insisted would happen.

The Right to Know Act consists of a pair of bills — one that would make NYPD officers identify themselves and state the reason for interaction in non-emergency encounters with the public, and another that requires officers to inform people of their right to refuse a search.

Though they have the support of the majority of Councilmembers, the bills have languished since first being introduced in 2014 and have yet to be brought up for an official vote.

At an October rally near City Hall that

drew hundreds of supporters, Torres vowed that the legislation would get done in 2017.

“I can assure you we will not be going into 2018 without passing the Right to Know Act,” Torres said at the time. “It’s going to pass this year.”

Reynoso and Torres had suggested they could use a motion to discharge to force a Council vote, a move encouraged by advocacy groups such as Communities United for Police Reform.

But on November 16, Torres explained that the Council was working on a compromise with the bill requiring police to identify themselves and said he wouldn’t force a discharge unless an agreement could be reached.

“I encourage both sides to take the proposal that is on the table. If we fail to pass a substantive compromise in the current legislative session, then we’re unlikely to ever have it,” said Torres.

Fed-up activists gathered at City Hall prior to the Council’s stated meeting on November 16 to criticize lawmakers for not voting on the Right to Know Act that day.

They touted November 16 as an essential date to pass the bills by, as it would allow

From the Capitol, marchers took to Independence Avenue towards the front steps of the Lincoln Memorial, where Martin Luther King, Jr. delivered his famous I Have a Dream speech – a meaningful connection to many present.

“We [Puerto Ricans] are a proud element in the struggle for civil rights here in the U.S.,” noted Gutiérrez. “We need to create a country in which we are equals.”

Marchers traveled from across the U.S. to take part.

Evette Rivas, a protestor from Raleigh, North Carolina, was joined by her sister, Enid Tallmer.

The two had spent eight hours in a bus traveling from North Carolina to Washington D.C.

“It is our duty to help them [the residents of Puerto Rico], not only monetarily, but

since they can’t travel here and be a voice for themselves and the island, we have to be here to support them and show that we care,” said Rivas.

“Ideally, the U.S. will repeal the debt,” said Tallmer, referencing the $73 billion debt Puerto Rico currently owes to the United States.

Others cited the personal impact of Hurricane María.

“I’m from Arecibo, and I call my parents every single day,” said Anthony Santiago, a Manhattan resident. “They just had electricity ten days ago. It’s hard to communicate, the lines fall.”

“I’m here because the Puerto Rican people were treated differently,” he added. “The aid is so delayed. People are starving and [without water].”

Marchers waved small Puerto Rican flags, tied larger ones around their necks as capes, and wore beanies, caps, and shirts that bore the familiar red, white and blue hues – though others chose flags in stark black-and-white. A roving band wended its way through the procession, playing

The Office of Borough President Rubén Díaz Jr. is again asking residents to take part in its ongoing LGBTQ Needs Assessment Survey for the Bronx. The survey is available online and responses will be accepted through January 15, 2018.

The aim is to secure as broad a response from members of the community as possible.

“Our LGBTQ population is growing and becoming more and more vocal about their needs and what services and amenities they would like to see in The Bronx,” said Díaz Jr. “Through this survey, my office will acquire more detailed information about our borough’s LGBTQ residents and how we can provide this

important community with better government, cultural, medical and other services.”

The survey can be taken online at http://bit.ly/2so1TJB. Hard copies of the survey are also available at the offices of 12 Bronx community boards.

If you have not already taken the survey, please do so and please spread the word among your networks. The results will help drive policy by the Borough President’s Office and capital funding as well, and will help guide growth by LGBTQ service providers.

“I believe there is no justification for why lead paint testing and abatement wasn’t completed and reported properly,” he stated. “This was incompetent at best, negligent at worst.”

In the wake of the lead paint revelations, NYCHA announced that it would institute immediate corrective actions, and reported that two senior executives resigned and one was demoted and suspended.

The agency has established an Executive Compliance Department for the first time in its history, with a Chief Compliance Officer responsible for compliance training for NYCHA’s employees, accuracy of external reporting and providing an additional outlet for resident and employee complaints.

On November 20, Mayor Bill de Blasio announced the appointment of Edna Wells Handy as Acting Chief Compliance Officer. Handy, currently serving as legal counsel to the NYPD Commissioner, will begin full-time in December.

“We take our job to keep the residents of public housing safe extremely seriously. Edna will be a voice for residents and an aggressive agent for protecting them,” said de Blasio in a statement.

But Torres said NYCHA’s corrective actions are insufficient unless a third-party compliance monitor is appointed, as DOI recommended.

“An internal compliance department is no substitute for an independent monitor. NYCHA’s failure to recognize the need for third-party accountability will only deepen

the damage to its credibility,” Torres said.At a press conference on November 20,

Salamanca announced the introduction of a Council resolution urging the creation of an independent monitor to oversee NYCHA operations, while Senator Jeff Klein said he is pushing a bill at the state level that would establish a independent monitor with oversight of any NYCHA project and required to prepare an annual report on the office’s activities.

Legislation proposed by Klein would create an Office of the Independent Monitor within the Department of Homes and Community Renewal, to be appointed by the governor.

Liem criticized media coverage that routinely referred to the bills as controversial.

“These are not controversial bills, these are common sense,” she said. “It is not controversial to ask and to believe that the NYPD should tell you who they are and why they are stopping you.”

Victoria Davis, sister of Delrawn Small, who was killed by an NYPD officer last July, noted that the Patrolmens’ Benevolent Association has voiced opposition to the legislation.

“Those who have no fear of injustice have no right telling people who are in fear of injustice how to respond,” she said.

Bianca Cunningham, a member of the Democratic Socialists of America, said that when she is out canvassing various neighborhoods, people tell her they “are outraged that it is not already a part of regular protocol” for NYPD police officers to identify themselves and inform people of their right to refuse a search.

“It is way past the time to do what is right,” she said. “It’s very disappointing today that politics are prevailing over the needs of the people in our communities.”

Advocates said they would ramp up activity in the coming weeks to keep pressure on lawmakers, including canvassing in the districts of Torres and Reynoso, the bill’s sponsors, and holding additional protests.

The remaining stated meetings of the City Council are scheduled to be held on Nov. 30th; Dec. 11th and Dec. 19th.
