Purpose: The purpose of this SOP is to establish standard procedures for conducting training which includes live fire training using the NIPSTC facility/equipment. This training will comply with the Community Colleges, Fire Service Training Bureau and NFPA Standards and guidelines when training including live fires as applicable. The Lead Instructor will be responsible for full compliance with these procedures, standards and guidelines. Membership – General Usage - Scheduling: Any emergency service located within the NIACC service area is eligible to use the facility. Any agency wishing to use the NIPSTC facility or equipment must first obtain permission from the NIACC Continuing Education Department or the MCFD Coordinator. All training and any needed equipment must be scheduled. See Appendix 1.0, Training Request Guidelines.

All instructors must have completed the NIPSTC train-the-trainer course. Live fire training must follow NFPA 1403 procedures and staffing guidelines. The NIPSTC facilities/equipment is to be used for training purposes only. NIPSTC can be used for many different training evolutions and safety must be top priority on all training. There are safeguards in place that must be followed while training. Unacceptable behavior, misuse or neglect can cause training to become hazardous. The LI will be responsible or will designate staff to maintain compliance with training standards/guidelines. It will be at the discretion of North Iowa Area Community College to decide if an individual or department will lose the privileges of scheduling the NIPSTC equipment/facility. The Standard Operating Procedures are subject to change. For help in determining this, contact NIACC. It is the responsibility of the reader to determine if this is the current Standard Operating Guideline manual in use. See appendix 13 to ascertain all revision dates.

Chapter 1.0 - Training Request Guidelines

NORTH IOWA PUBLIC SAFETY TRAINING CENTER FIRE SKILLS REQUEST GUIDELINES

Emergency Services wishing to use North Iowa Public Safety Training Center Facilities and Equipment, will follow these general guidelines:

1. When requesting to use facilities/equipment, the host department must contact the NIACC Continuing Education Department or the Mason City Fire Department Coordinator. The facilities/equipment will be reserved on a first-come, first-serve basis.

2. Fees for the usage of facilities/equipment will be detailed on the Usage Agreement

Form. This Form must be signed and dated by the Lead Instructor and a department officer that will be responsible from the host department.

3. Use of all NIPSTC facilities/equipment is to be used for actual training classes and has an

approved Lead Instructor that has met the qualifications set forth by MCFD, NIACC, and the FSTB.

Chapter 2.0 - NIPSTC Usage Guidelines

STANDARD OPERATING GUIDELINES FOR LIVE FIRE TRAINING

Prior to being permitted to participate in live fire training evolutions, the student shall have received training to meet the job performance requirements for Fire Fighter I in NFPA 1001, Standard for Fire Fighter Professional Qualifications, related to the following subjects: (1) Safety (2) Fire behavior (3) Portable extinguishers (4) Personal protective equipment (5) Ladders (6) Fire hose, appliances, and streams (7) Overhaul (8) Water supply (9) Ventilation (10) Forcible entry Students participating in a live fire training evolution who have received the required minimum basic training from other than the FSTB shall not be permitted to participate in any live fire training evolution without first presenting prior written evidence of having successfully completed the prescribed minimum training to the levels specified in. Structures and Facilities NIPSTC live fire training structures shall be inspected visually for damage prior to live fire training evolutions. Damage shall be documented. A committee designated by NIACC and the MCFD shall evaluate the burn structure which shall be conducted with the following frequency: Once per year or immediately if visible structural defects have formed, such as cracks, spalls, or warps in structural floors, columns, beams, walls, metal panels, and so on. Part of the live fire training structure evaluation shall include, once every five years, the removal and reinstallation of a representative area of thermal linings (if any) to inspect the hidden conditions behind the linings. This requirement shall be permitted to be waived under the following conditions: (1) the thermal lining has never had a break in any part of its thermal barrier, i.e., no cracks, holes, breaks, or insulation sags that could allow heat to pass through the lining system; (2) thermocouples between the thermal lining and the structural element indicate that temperatures have never exceeded 149°C (300°F) behind the lining; (3) the engineer shall core solid structural concrete slabs and walls that have been exposed to temperatures in excess of 149°C (300°F) to check for hidden delaminations and to test compressive strength once every ten years for conventional (Portland) concrete. When the live fire training structure damage is severe enough to affect the safety of the students, training shall not be permitted. All doors, windows, window shutters, roof scuttles and lighting shall be checked and operated prior to any live fire training evolution to ensure they operate correctly. Live fire training structures shall be left in a safe condition upon completion of live fire training evolutions.

Debris hindering the access or egress of fire fighters shall be removed prior to the beginning of the next training exercises. Awareness of weather conditions, wind velocity, and wind direction shall be maintained, including a final check for possible changes in weather conditions immediately before actual ignition. The instructor in charge shall determine the rate and duration of water flow necessary for each individual live fire training evolution, including the water necessary for control and extinguishment of the training fire, and the supply necessary for backup lines to protect personnel. The minimum water supply and delivery for live fire training evolutions shall meet the criteria identified in NFPA 1142, Standard on Water Supplies for Suburban and Rural Fire Fighting. A separate source of water shall be utilized for the supply of attack lines and backup lines in order to protect against the loss of water supply sources. Areas for the staging, operating, and parking of fire apparatus that are used in the live fire training evolution shall be designated. An area for parking fire apparatus and vehicles that are not a part of the evolution shall be designated so as not to interfere with fireground operations. If any of the apparatus are in service to respond to an emergency, it shall be located in an area to facilitate a prompt response. Where required or necessary, parking areas for police vehicles or for the press shall be designated. A parking area for an ambulance or an emergency medical services vehicle shall be designated and located where it will facilitate a prompt response in the event of personal injury to participants in the evolution. Ingress/egress routes shall be designated, identified, and monitored during the training evolutions to ensure their availability in the event of an emergency. Prior to the start of actual live fire training evolutions, a preburn briefing session shall be conducted for all participants. All facets of each evolution to be conducted shall be discussed in the preburn briefing, and assignments shall be made for all crews participating in the training session. The location of simulated victims shall not be required to be disclosed, provided that the possibility of victims is discussed during the preburn briefing. A preburn plan shall be prepared and shall be utilized during the preburn briefing sessions. All features of the training areas and structure shall be indicated on the preburn plan. Prior to conducting any live fire training, all participants shall be required to conduct a walk-through of the structure in order to have a knowledge of and familiarity with the layout of the live fire training structure and to facilitate any necessary evacuation of the live fire training structure. All spectators shall be restricted to an area outside the operations area perimeter established by the safety officer. Control measures such as ropes, signs, and fire line markings shall be posted to indicate the perimeter of the operations area. Visitors who are allowed within the operations area perimeter shall be escorted at all times and shall be equipped with and shall wear complete protective clothing in accordance with the manufacturer’s instructions and in accordance with NFPA 1403, 6.4.17.1 through 6.4.17.7. All possible sources of ignition, other than those that are under the direct supervision of the person responsible for the start of the training fire, shall be removed from the operations area.

Fuel Materials The fuels that are utilized in live fire training evolutions shall have known burning characteristics that are as controllable as possible. Unidentified materials, such as debris found in or around the structure that could burn in unanticipated ways, react violently, or create environmental or health hazards, shall not be used. Fuel materials shall be used only in the amounts necessary to create the desired fire size. Pressure-treated wood, rubber, plastic, and straw or hay treated with pesticides or harmful chemicals shall not be used. The fuel load shall be limited to avoid conditions that could cause an uncontrolled flashover or backdraft. Combustible liquids, as defined in NFPA 30, Flammable and Combustible Liquids Code, shall not be used in live fire training evolutions in structures. The instructor in charge shall assess the selected fire room environment for factors that can affect the growth and development of the fire. The instructor in charge shall document fuel loading, including all of the following: furnishings and dimensions of room. The training exercise shall be stopped immediately when the Lead Instructor (LI) or Safety Officer (SO) determines through ongoing assessment and feedback that the combustible nature of the environment represents a potential hazard. An exercise stopped as a result of an assessed hazard shall continue only when actions have been taken to reduce the hazard. Safety A safety officer (SO) shall be appointed for all live fire training evolutions. The SO shall have the authority, regardless of rank, to intervene and control any aspect of the operations when, in his or her judgment, a potential or actual danger, accident, or unsafe condition exists. The responsibilities of the SO shall include, but shall not be limited to, the following: prevention of unsafe acts and elimination of unsafe conditions. The SO shall provide for the safety of all persons on the scene including students, instructors, visitors, and spectators. The SO shall not be assigned other duties that interfere with safety responsibilities and shall be knowledgeable in the operation and location of safety features available within the live fire training structure. The instructor in charge of the live fire training evolutions shall determine, prior to each specific evolution, the number of attack lines and backup lines that are necessary. Backup lines shall be provided to ensure protection for personnel on training attack lines. Each hose line shall be capable of delivering a minimum of 95 gpm. The LI shall assign the following personnel: (1) one instructor to each functional crew, which shall not exceed five students; (2) one instructor to each backup line; (3) additional personnel to backup lines to provide mobility; (4) one additional instructor for each additional functional assignment. Additional safety personnel, as deemed necessary by the SO, shall be located strategically within the structure to react to any unplanned or threatening situation or condition. Radio communications shall be established to enable coordination among the incident commander, the interior and exterior sectors, the safety officer, and external requests for assistance. A building evacuation plan shall be established, including an evacuation signal to be demonstrated to all participants in an interior live fire training evolution. Emergency Medical Services shall be notified whenever there is live burn evolution training at NIPSTC. If Emergency Medical Services are on-site, they should be designated to handle injuries. If they are not on-site, they can be summoned by phone dialing 911 or by radio through the Communication Center. NIPSTC’s written report shall be completely filled out and submitted on all injuries and on all medical aid rendered.

A search of the structure shall be conducted to ensure that no unauthorized persons, animals, or objects are in the live fire training structure immediately prior to ignition. No person(s) shall play the role of a victim inside the live fire training structure. Fires shall not be located in any designated exit paths. The training session shall be curtailed, postponed, or canceled as necessary, to reduce the risk of injury or illness caused by extreme weather conditions. Each participant shall be equipped with full protective clothing and self-contained breathing apparatus (SCBA). All participants shall be inspected by the safety officer prior to entry into a live fire training evolution to ensure that the protective clothing and SCBA are being worn according to manufacturer’s instruction and are in serviceable condition. All students, instructors, safety personnel, and other personnel shall wear all protective clothing and equipment specified in NFPA 6.4.17.1 through 6.4.17.7 and in accordance of manufacturer’s instructions whenever they are involved in any evolution or fire suppression operation during the live fire training evolution. All students, instructors, safety personnel, and other personnel participating in any evolution or operation of fire suppression during the live fire training evolution shall breathe from an SCBA air supply whenever operating under one or more of the following conditions: (1) in an atmosphere that is oxygen deficient or contaminated by products of combustion or both; (2) in an atmosphere that is suspected of being oxygen deficient or contaminated by products of combustion or both; (3) in any atmosphere that can become oxygen deficient or contaminated or both; (4) below ground level. One person who is not a student shall be designated as the “Ignition Officer” to control the materials being burned. The Ignition Officer shall wear full protective clothing, including self-contained breathing apparatus (SCBA), as required in 6.4.17.1 through 6.4.17.7, when performing this control function. A charged hose line shall accompany the ignition officer when he or she is igniting any fire. The decision to ignite the training fire shall be made by the instructor-in-charge in coordination with the safety officer. The fire shall be ignited by the ignition officer in the presence of and under the direct supervision of the SO. Instructors All instructors shall be qualified to deliver fire fighter training by the FSTB and/or NIACC. The participating student-to-instructor ratio shall not be greater than 5 to 1. Additional instructors shall be designated when factors such as extreme temperatures or large groups are present and classes of long duration are planned. The instructor in charge shall be responsible for full compliance with this standard. Prior to the ignition of any fire, instructors shall ensure that all protective clothing and equipment specified in this chapter are being worn according to the manufacturer’s instructions. Instructors shall take a head count when participants are entering and exiting the live fire training structure during an actual attack evolution conducted in accordance with this standard utilizing a PAR system. Instructors shall monitor and supervise all assigned students during the live fire training evolution. The LI shall make sure rest and rehabilitation of members operating at the scene, including medical evaluation and treatment, food and fluid replenishment and relief from climate conditions, in accordance with the circumstances of the training session are provided. Where concurrent, multiple, live fire training evolutions are being conducted in a specifically designed live fire training structure, the identity of the LI shall be clear to all participants. It shall be the LI responsibility to coordinate overall live fire training structure fireground activities to ensure proper levels of safety.

To be reviewed and completed by everyone participating in Skills/Practical/Hands-on activity training at NIPSTC

Various training programs and activities (including but not limited to: training requiring the use of self-contained breathing apparatus, fire suppression related training, and rescue related training) include strenuous and demanding activity. Fire Service Training Bureau recommends that all students be given a periodic physical examination from a licensed physician to determine the health status of the student and that the requirements of the type of training and the use of self-contained breathing apparatus be explained to the physician. Fire Service Training Bureau, its instructors and partners, will not take the responsibility of screening potential students. Therefore, it is the responsibility of each department/company to insure their personnel are capable of strenuous exertion and activity. In addition, all participants are considered employees of their Fire, EMS, Law- Enforcement Departments or private company, and these departments are required to provide workers’ compensation coverage. If you have, or suspect that you have, any of the following medical conditions, you are advised to refrain from participation in a training program or activity that includes strenuous and demanding activity or requires the use of self-contained breathing apparatus until medical clearance from a physician can be documented and obtained.

Chapter 4.0 - General Skills 4.1

A GUIDE FOR INSTRUCTORS PARTICIPATING IN

NON-FIRE EVOLUTIONS

These areas need to be established for all training

Lead Instructor Requirements: Must be designated when scheduling the NIPSTC for training. Course documentation of LI participating in at least two of the same types of training that is being planned before conducting or planning classes/skills using the NIPSTC facilities/equipment. It is required that this person holds an instructor certification and that documentation be on file at NIACC. Command Post A Command Post where the LI will be stationed shall be established and marked on site map(s) as well as physically before training begins. Communications (A designated person should be used to set up communications as needed). This person can be appointed by the LI. This officer can be a department officer that will establish radio communications as needed. Communication may be between instructors or between instructors and participants. Officers/Instructors operating the training will continuously monitor the assigned radio channel. A radio check will be conducted prior to initiating training operations. Communications will utilize the National Incident Management System letter designation – Sides A, B, C, D will be used. Interior floors shall use number designations – 1, 2 and 3. Safety Officer A Safety Officer (SO) will be assigned by the LI for all training and will assume safety sector responsibilities. The SO will monitor personnel and work with command to ensure all safety procedures are complied with and that risk to personnel is minimized. The SO must be familiar with these written SOGs. The LI cannot be the SO. PAR should be utilized for all training. Other Instructors (as needed) Other instructors will be assigned by the LI and can be company officers acting as instructors. They will be responsible for the direct supervision of assigned students and their safety and welfare, including the prevention of unsafe acts and the elimination of unsafe conditions. These officers must be listed on appropriate forms. Rehabilitation Officer (as needed) This person will be assigned by the LI and must be familiar with startup/operational requirements listed in Rehabilitation Policies, Appendix 7.0, and will coordinate these efforts with SO and LI.

4.2

Chapter 5.0 - Live Fire Training

A GUIDE FOR INSTRUCTORS PARTICIPATING IN LIVE FIRE EVOLUTIONS

These areas need to be established for all training Lead Instructor (LI) and/or Command Lead Instructor: Requirements: Must meet requirements of the LI out lined in 4.2, Lead Instructor for Non-fire Evolutions. Complete the NFPA 1403 “Live Fire Training Evolution” course. Additional requirements may be added depending on the skills/training that is to be conducted. The overall leader or commander of the training will be the Lead Instructor (LI). When setting up the IC center, this may not be the LI but a participating officer that will be designated as “Command” and will assume the command functions, but course decision(s) will still be cleared through the LI. Command: A minimum of the following officers will be assigned by the LI for all live fire burns. These officers are to be filled by staff that are experienced and equivalently trained or certified as FFI when using the NIPSTC burn building. A Command Post (physically mark location on a map, prearranged by LI for best visibility) shall be established and positioned to afford maximum visibility of the structure, operating companies and fire conditions. To enhance accountability and approve tracking of firefighters in the hazard zone, an accountability system (PAR) shall be used during all live fire training and should be assigned by the LI and agreed to by the Command Officer. Communications Officer (CO): When assigned by the LI. This person is responsible for establishing radio communications with each company officer or instructor involved in the drill. Communication operators will continuously monitor the assigned radio channel(s). A radio check will be conducted prior to initiating training fire operations. This person should monitor/communicate with company officers and instructors if they are not using the same frequency or radios. This person may be designated by LI to notify the Joint Dispatch Center when starting training operations and upon completion of training. The National Incident Management System letter designation – Sides A, B, C, D will be used. Interior floors shall use number designations – 1, 2 and 3. Safety Officer-SO: A SO will be assigned by the LI for all training at the NIPSTC. The SO will monitor personnel and fire conditions, work with LI, FCO and Command to ensure all safety procedures are complied with and that risk to personnel is minimized. The SO must be familiar with these written SOGs. Safety Officer shall have full authority to intervene and control or stop any aspect of the operations, when in his/her judgment, a potential of a real risk to personnel exists. The SO shall not be assigned other duties that interfere with safety responsibilities. Responsibilities of the SO(s) will include but not be limited to the prevention of unsafe acts and elimination of unsafe conditions. The SO will not be designated as the PAR officer.

Back up team or RIT: Provide a staffed, charged back-up line for each fire attack team in position to assist in fire extinguishment and rescue of interior personnel. This team will be manned by experienced firefighting personnel (not recruit firefighters), and each team shall consist of a minimum of two firefighters (total amount of people in RIT and attack teams must be equal. Instructors must be counted as a person on the team).

Fire Control Officer (fire starter)/Temperature Monitor (FCO): The FCO/Temperature Monitor will assemble and light the training fire with approval of both the LI and SO and monitor the temperatures inside and out of the burn rooms. Protection of the Fire Starter will be assigned to the Backup or RIT Team prior to the start of the scenario. Fires will only be started with a charged line present. It is mandatory for this officer to be in full PPE - Approved Turnout gear & SCBA in operation. Other Instructors: Instructors will be responsible for the direct supervision of assigned students, their safety and welfare including the prevention of unsafe acts, and the elimination of unsafe conditions. These Instructors must have submitted with the paperwork before the training begins documentation signed by the participant and LI documenting that they have had experience in the type of training as well as proof of certification. All firefighters involved in the burn building training fires shall have received training to meet the performance objectives of Firefighter I, NFPA 1001 or be certified as a Firefighter I.

NOTE: Training staff may conduct live fire demonstrations during fire behavior class with students not fully trained to the FFI level only if: Fully-trained FFI or higher level staff man the primary, backup and RIT lines during the demonstration. The student’s role will be observation of fire behavior ONLY. Rehabilitation Officer (RO): This person will be assigned by the LI. This person must be familiar with startup/operational requirements listed in Rehabilitation Policies, Appendix 7.0, and will coordinate these efforts with SO and LI.

At the discretion of the Command or Safety Officer LI or IC assigns accountability person. The SO is to help insure that PAR is done correctly. No firefighter or civilian person shall be permitted to act as a victim during training fires. To reinforce safety procedures, a protective clothing and equipment inspection shall be conducted on all firefighters immediately prior and after engaging in suppression activities. The inspection shall determine if any injuries were sustained and ensure that all clothing and equipment is serviceable and worn in a manner to provide the maximum personal protection. During roof ventilation operations, no one will be in the fall zone on the same side of the building as the roof operations. Required Fire Equipment and Companies Two separate water supplies shall be established. The Backup Team or RIT hose line shall be supplied by a separate water supply and/or pumper depending on established amount of water needed. This may be by hydrant providing the primary pumper is using water already on the pumper and/or tanker and/or drop tank. All hose lines will be flow tested to ensure proper nozzle operation prior to fire ignition. Burn Building Preparations All doors, windows (unlock), and ventilation props necessary for the training drill shall be checked and operated prior to any live fire conditions to ensure correct operation (Pre-Burn Fire Checklist will be completed). The burn building shall be left in a safe condition upon completion of each live fire exercise. Debris hindering the access or egress of firefighting personnel shall be removed before continuing further operations. Post-Burn Activities The building shall be cleaned and left in a safe/secure condition upon completion of live fire training. A final walk-through will be performed. Cleaning of the burn pan will not be done until the next training. Members shall be rehabilitated and rehydrated. Departments are responsible for participants’ protective clothing and SCBAs being cleaned. All forms must be completed. Necessary paperwork must be completed and placed in collection box located near gate leading to NIACC farm.

Chapter 7.0 – Rehabilitation Policy

REHABILITATION POLICY

PURPOSE To ensure physical and mental condition of employees and/or students operating at the training exercise do not deteriorate to a level that affects the safety or well-being of employees and/or students which could jeopardize safety and/or integrity of the training.

SCOPE This guideline shall apply to all activities for training at NIPSTC, including but not limited to: fire ground operations; EMS operations; law enforcement; training exercises and drills where strenuous mental and physical activities or exposure to heat or cold exist.

1. Responsibilities 1.1 Incident Commander - The Incident Commander (IC) and/or Lead instructor (LI)

shall have the responsibility and authority to implement and monitor all provisions of this operational guideline. They are to consider circumstances of each incident and make adequate provisions for rest and rehabilitation for all members training and instructing. These provisions are to include: medical evaluation, treatment and monitoring; food and fluid replenishment; physical and mental rest; relief from extreme climatic conditions; and relief from other extreme environmental factors caused by the incident. The rehabilitation shall include provisions for Emergency Medical Services (EMS) at the Advanced Life Support (ALS) level.

1.2 Division/Group Supervisors, Company Officers or Training Instructor -

Division/Group Supervisors/Instructor and Officers (CO) shall maintain an awareness of each member operating within his/her span of control and ensure adequate steps are taken to provide for each member’s health and safety. The Incident Command System (ICS) shall be utilized to request relief and/or reassignment of working crews.

1.3 Line Personnel - Each member is responsible for his/her preparedness prior to

an incident, including sufficient rest prior to reporting for duty, pre-hydration during hot days, proper dress during cold days and ensuring that protective clothing and equipment is present and in good working order. During any training activity, all members are to advise their supervisor when they believe that their level of fatigue or exposure to heat or cold is approaching a level that could affect themselves, their crew, or the operation in which they are involved. Members shall remain aware of the health and safety of other members of their working crew.

2. Establishment of Rehabilitation 2.1 Responsibility - The LI shall establish rehab when conditions indicate that rest

and rehabilitation is needed for personnel working at a training exercise. The LI shall designate a certified EMS provider as Rehab Manager. The Rehab Manager shall then act within the ICS and report to the LI, Medical Unit Leader or Logistics Section Chief if assigned.

2.2 Rehabilitation should consider the scope of the incident, including the following: 2.2.1 Time, extended use of turnout gear and extended exposure to weather

conditions 2.2.2 Complexity of training 2.2.3 Intensity of training, mental and/or physical stress on members such as

extrications, actual fire attack, or interior search and rescue 2.2.4 Climatic conditions such as hot or cold weather 2.3 The LI should establish a Rehab Manager before training begins at his/her discretion. Consideration of climatic and environmental factors need not be the sole criteria or justification for establishing rehabilitation. 2.3.1 Location 2.3.1.1 The LI will normally designate the location for the rehabilitation.

If a specific location has not been designated, the Rehab Manager shall select an appropriate location based on the site characteristics listed below (2.3.2).

2.3.1.2 Multiple rehab locations may be necessary if the training is large or divided. In the event there is more than one rehab location, they shall be designated Rehab 1 and Rehab 2, etc. Each rehab will have its own Rehab Manager who shall report to the Medical Unit Leader or Logistics Officer if established. Each Rehab Manager shall be a certified EMS provider.

2.3.2 Site Characteristics 2.3.2.1 It shall be in a location that will provide physical rest by allowing

the personnel to recuperate from the demands and hazards of the emergency operation or training evolution.

2.3.2.2 It shall be far enough away from the scene that personnel may safely remove their turnout gear and SCBA and be afforded mental rest from the stress and pressure of the emergency operation or training evolution.

2.3.2.3 It shall provide suitable protection from the prevailing environmental conditions. During hot weather, it should be in a cool, shaded area. During cold weather, it should be in a warm, dry area.

2.3.2.4 It shall enable personnel to be free of exhaust fumes from apparatus, vehicles, or equipment (including those used in the Rehab Sector).

2.3.2.5 It shall be large enough to accommodate several crews, based upon the training size.

2.3.2.6 It shall be easily accessible by EMS vehicles. 2.2.3.7 It shall allow prompt re-entry to the incident. 2.3.3 Site Designations 2.3.3.1 Sheds/tents/shelters 2.3.3.2 Ambulance(s) not available for transporting patient 2.3.3.6 An open area where tarps, fans, heaters, etc. can be set up

2.3.4 Resources 2.3.4.1 Medical Equipment – The Rehab Manager shall have the ability to

contact by radio or phone the MCFD Ambulance. 2.3.4.2 Medical Personnel - The Rehab Manager shall maintain one

certified EMS provider for every 15 people undergoing rehabilitation in the rehab location.

2.3.4.3 Fluids/Food - The Rehab Manager shall provide or have provided sufficient potable water, ice and food as may be necessary.

2.3.4.4 Other Equipment - The Rehab Manager shall secure items needed such as: AED, BP cuffs or monitors, stethoscope, thermometer, tarps, lights, fans, blankets, towels, traffic cones, fire-line tape, etc.

3. General Operational Principles 3.1 Establishment 3.1.1 Climatic or environmental conditions that indicate the need to establish

rehab are a heat stress index above 90 degrees Fahrenheit or wind-chill index below 10 degrees Fahrenheit.

3.2 Hydration 3.2.1 During heat stress, each personnel should replace at least one quart of

water per hour. Plain water should be used. If the training goes for several hours, a commercially-prepared beverage such as Gatorade™ may be added. Carbonated beverages, coffee, tea or alcoholic beverages should be avoided.

3.3 Nourishment 3.3.1 If food is required or provided, it shall be soups, broths, fruits (bananas,

apples, oranges) or other easily digested foods. Fast food sandwiches, fatty or salty foods should be avoided.

3.4 Rest 3.4.1 Rest shall be provided after each evolution, the “two-air bottles rule” or

45 minutes, whichever comes first. Instructors should rest after the “two-air bottles rule” or 45 minutes, whichever comes first.

3.4.2 Personnel should re-hydrate at least 16 ounces during SCBA bottle change.

3.4.3 Rest shall be no less than 10 minutes and may in some cases exceed 30 minutes as determined by the Rehab Manager. Personnel requiring rest periods of greater than 30 minutes should be closely monitored for medical conditions. Those who exhibit problems with their baseline medical assessment after 30 minutes should be treated under EMS protocol.

3.4.4 Personnel requiring more than one hour of rest should be released from duty and transported to a medical facility.

3.4.5 Personnel released by the Rehab Manager are to report to the Staging Area, Planning and/or Operations as determined.

3.5 Medical Evaluation 3.5.1 Rehab shall be staffed with a certified EMS provider ratio of no less than

15:1 at live fire training and 20:1 when for all other training.

3.5.2 Rehab medical evaluation shall consist of a minimum of a) visual exam; b) blood pressure; c) pulse; d) respirations; e) temperature; f) skin condition/color.

3.5.3 Any member who exhibits a body temperature of > 100.6 F, a consistent pulse rate of > 110 bpm, a blood pressure >150 systolic and/or >100 diastolic shall not be permitted to wear full-protective clothing, including SCBA, and shall require additional rehabilitation.

3.5.4 Any member(s) who receives any treatment(s) other than fluid, food, and/or rest shall be treated and documented as an injury to personnel. As an example, ice for sprains or strains shall be considered injuries rather than rehabilitation.

3.5.5 All Rehab evaluations shall be documented on the NIPSTC Rehab Form 7.1.5 and shall become a permanent record attached to the course records and will not be released to anyone without proper consent of all involved.

3.5.6 All injury/incident reports shall remain part of the college employee /student’s protected file and treated as a confidential record.

3.5.7 Information collected at Rehab on anyone that is transported by ambulance or referred to a healthcare facility will be transferred to that facility with that person only for continuation of care. No other information will be given to anyone without first obtaining written permission.

4. Accountability 4.1 Personnel assigned to Rehab shall enter and exit the Rehabilitation Area as a

crew. The crew designation, number of crew personnel, and the times of entry/exit shall be documented by the Rehab Manager or his/her designee.

4.2 Crews shall not leave the Rehabilitation Area unless authorized to do so by the

Rehab Manager.

Addendum 1 - Fees

NORTH IOWA PUBLIC SAFETY TRAINING CENTER FEE STRUCTURE

All non-profit emergency service organizations located in the North Iowa Area Community College’s service area are eligible to purchase an annual membership to the North Iowa Public Safety Training Center (NIPSTC). Organizations with current membership are allowed to schedule training sessions and utilize the facility as outlined in the SOP’s. The purpose of the membership fee is to support the development of the training site, fund consumables, offset utility costs, and provide for repairs, maintenance, and inspection. The annual membership cycle will begin July 1st and end June 30th. Organizations may purchase their membership at any time throughout the year. Membership fees are non-refundable and must be paid in full.

2013 NIPSTC Membership Fee

Non-profit emergency service organization: $100 Non-member organizations may reserve the NIPSTC for authorized training and usage. Non-members shall be assessed rental fees according to NIACC policy. Reservations for member organizations shall take precedence over non-members. Specific fees shall be applied to host organizations dependent upon the type of training performed. A fee schedule for member and non-member organizations is listed below.
