In accordance with the provision of Article 26
paragraph 3 of the Radio Regulatory Commission
Establishment Law (Law No. 133 of 1950), the
Cabinet establishes this Cabinet Order.
The Cabinet Order concerning Functions of Radio
Regulatory Office (Cabinet Order No. 218 of 1950)
shall be partially amended as follows:
In paragraph 1 item (1), "the licensing of radio
stations " shall be amended as " the licensing, etc.
of radio stations (including equipment utilizing
high frequency; hereinafter the same) ; and in item
(2) of the same paragraph, between " the licensing
of ship stations" and "in accordance with", shall
be added "and the permitting of equipment utiliz-
ing high frequency,".
Supplementary Provision:
This Cabinet Order shall come into force as from
the day of its promulgation.

The Rule concerning Establishment of Branches
of High Courts (Supreme Court Rule No. 1 of 1948)
shall partiallybe amended as follows:

Paragraph 2 of the main provisions shall be a-
mended as follows:
The branches shall conduct the business concern-
ing the matters other than those mentioned in
Article 16 items 3 and 4, of the Court Organiza-
tion Law (Law No. 59 of 1947), of the matters under
the authority of the High Courts which have juris-
diction over the locations of the branches concerned.
Supplementary Provisions:
1 The present Rule shall come into force as from
June 1, 1951.
2 The business concerning the matters which are,
at the time of enforcement of this Rule, under
disposition by the Nagoya High Court, Hiroshi-
ma High Court, Fukuoka High Court, Sendai
High Court and Sapporo High Court shall be con-

Affairs Bureaus or District Legal Affairs Bu-

For the purpose of enforcing the Radio Law
(Law No. 131 of 1950), the Regulations for Partial
Amendments to the Radio Law Enforcement Reg-
ulations shall be establishedas follows,in accord-
ance with the provision of Article 17 of the Radio
Regulatory Commission Establishment Law (Law
No. 133 of 1950):

Regulations for Partial Amendments to the
Radio Law Enforcement Regulations
The Radio Law Enforcement Regulations (Radio
Regulatory Commission Regulation No. 14 of 1950)
shall be partiallyamended as follows:
Article52 shall be amended as follows:
(Presentation of Documents)
Article52. The docments listed below which are
to be presented,in accordance with the provisions
of the Law and the orders based thereupon, to
the Radio Regulatory Commission shall be sub-
mitted through the competent Radio Regulatory
Office:
a
(1) Applications related to ship stations or
equipment utilizing high frequency;
(2) Notifications and reports related to radio
stations or equipment utilizing high fre-
quency ;
(3) Applications related to the State examina-
tion for radio operators, and applications and
notifications related to licensing of special
class radio operators;
(4) Notifications submitted by persons incurred
the disposition of temporary suspension of
emission of radio wave;
(5) Notifications of completion of construction
work of radio equipment, and abstracts of
Radio Log and Radio Inspection Book of
radio station;
(6) Notifications of employment or dismissal
of radio operators;
(7) Notifications and reports related to the
operation, inspection, or monitoring of emis-
sion, of radio station.
2 The competent Radio Regulatory Office mention-
ed in the preceding paragraph means the Radio
Regulatory Office having the jurisdiction over the
principal port of mooring of the- ships as regards
ship stations; regarding the. State examination
for and licensing of radio operators, the Radio
Regulatory Office having the jurisdiction over the
place of the examination; and for other radio
stations than ship stations and for equipment
utilizing high frequency, the Radio Regulatory
Office having the jurisdiction over the place of
establishment thereof (for the equipment utilizing
v high frequency mentioned in Article 100 para-
graph 1 item (1) of the Law and which extends
over the jurisdiction of two or more Radio Reg-
ulatory Offices, the Radio Regulatory Office
having the jurisdiction over the place of estab-
lishment of the equipment No. 1).
Supplementary Provision:
These Regulations shall come into force as from
the day of promulgation.

Based on the provisions of Articles 22, 23, 25
and 26 of the Radio Regulatory Commission Estab-
lishment Law (Law No. 133 of 1950) and the
Cabinet Order concerning Functions of Radio
Regulatory Office (Cabinet Order No. 218 of 1950),
the Regulations for Partial Amendments to the
Radio Regulatory Commission Organization Regu-
lations shall be established as follows, in ac-
cordance with the provision of Article 17 of the
same Law:

Regulations for Partial Amendments to the
Radio Regulatory Commission
Organization Regulations
The Radio Regulatory Commission Organization
Regulations (Radio Regulatory Commission Regula-
tion No. 11 of 1950) shall be partially amended
as follows:
Article 6 shall be amended as follows:
Article 6. The Hearing Section, Secretariat,
shall administer the following:
(1) Acceptance of the application of complaint
and preparation of draft of the case of the
hearing thereanent;
(2) Conduct of businesses relating to nomination
of the examiner to hold the hearing;
(3) Conduct of businesses relating to the publi-
city of records and written -recommendaticfhs
prepared at the hearing;
(4) Conduct of the following businesses under
the instructions, of the commissioner or examiner
presiding at the hearing:
1) Preparation of the notice of opening of
the hearing; publicizing of the hearing;
arrangement of the preparatory documents;
holding of the preparatory meeting to the
hearing; and other preparations for opening
the hearing;
2) At the hearing, investigation of evidences;
summons of witnesses and arrangement of
affidavits; recording of inquiries, statements,
reports and proofs; and conduct of other
businesses necessary for proceeding with the
hearing effectively;
3) Collection and investigation of materials
necessary for preparation of the record and
written recommendation.
Next to Article 8 item (5) shall be added the
following four items:
(5)-2 General studies and investigations relating
to legislation;

(5)-3 Matters relating to the interpretation of
laws and orders;
(5)-4 Preparation of draft of the case to be
submitted to the hearing; however, those in
the charge of the Hearing Section1 are
excluded;
(5)-5 Summarization of opinions on the claim
to be presented to the hearing and opinions
for preparation of the written decision on the
case of the hearing.
Article 11 item (1) shall be amended as follows:
(1) Conduct of the following businesses concern-
ing the State examination for radio operators:
1) Determination of the date and place of
examination; publicizing concerning the con-
duct of examination, and making all other
preparations for examination;
2) Preparation of examination questions and
of the standard of giving marks;
3) Conduct of businesses relating to looking
over of examination papersi and determina-
tion of passing of the examination;
4) Disposition for any person who has acted
unfairly in connection with the examination;
5) Conduct of other businesses relating to the
conduct of examination.
Item (2)-6) of the same Article shall be amend-
ed as follows:
6) Conduct of other businesses relating to
licensing;
Next to Article 19 item (6) shall be added the
following one item:
(6)-2 Maintenance of practical standard instru-
ments of radio frequency (frequency standard
instruments excluded);
Item (11) of the same Article shall be amended
as follows:
(11) Preparation of the specifications for devices,
articles and materials directly relating to the
radio technics;
Next to Article 21 item (1) shall be added the
following one itemj
(l)-2 Inspection at the time of delivery of
devices, articles and materials directly relating
to the radio technics;
Next to Article 27 item (5) shall be added the
following three items:
(5)-2 All administrative acts concerning the
publicity of official minutes of meeting of the
Radio Regulatory Commission:
(5) -3 Coordination of businesses relating to
preparation and holding of the hearing;
(5) 4 Coordination of businesses relating to
statistics and data;
Next to item (9) of the same Article shall be
added the following one item:
(10) Matters relating to internal administration
of the office.
In Article 29 paragraph 1 item (2), "the licens-
ing of ship stations" shall be amended as " the
licensing of ship stations and of equipment utiliz-
ing high frequency".
Next to item (2) of the same paragraph of the
same Article shall be added the following one
item:
(2) -2 All administrative acts concerning the
publicity of frequencies;
Item (6) of the same paragraph of the same
Article shall be amended as follows:
(6) Measurements of electrical noise, technical
investigations and field studies relating to the
cause of occurrence of electrical noise and
measures for its elimination; and where neces-
sary, conduct of inspection of equipment utiliz-
ing high frequency and receiving equipment
(excluding receiving equipment of radio station
and receiving equipment for the purpose of
receiving broadcasting), and presentation of
report on' its result to the Radio Regulatory
Administrative Office;
Next to item (7) of the same paragraph of the
same Article shall be added the following one
item:
(7)-2 Investigations necessary for, and all ad-
ministrative acts concerning the. conduct of,
radiocommunication in case of emergency;
Next to item (8) of the same paragraph of the
same Article shall be added the following one
item:
(9) Maintenance of equipment and devices neces-
sary for the performance of the businesses
mentioned in the preceding items.
In Article 30 paragraph 1 item (1), "radio
station" shall be amended as " radio station
(equipment utilizing high frequency excluded;
hereinafter the same in this paragraph)."
Article 31 paragraph 1 item (1) shall be amend-
ed as follows:
(1) Conduct of the following businesses relating
to the State examination for radio operators

in accordance with the rules and regulations
and instructions issued by the Radio Regulatory-
Commission :
1) Dissemination of information and publicity
relating to the examination; and preparation
of matters necessary for the conduct of
examination such as the selection and ar-
rangement of place of examination;
2) Determination of the date and place of
examination for the special class radio opera-
tors, and presentation of report on its result
to the Radio Regulatory Administrative
Office;
3) Examination of and dealing with written
applications for the examination, and pre-
sentation of report on its result to the Radio
Regulatory Administrative Office;
4) Preparation of examination material for
the art of telecommunication; ・
5) Conduct of the examination, and looking
over and presentation to the Radio Regula-
tory Administrative Office of the completed
examination papers (excluding those relating
to the special class radio operators);
6) Determination of passing of the examina-
tion for the special class radio operators and
presentation of report on its result to the
Radio Regulatory Administrative Office;
7) Suspension of the examination for any
person who has acted unfairly in connection
with the examination and presentation of
report thereon to the Radio Regulatory Ad-
ministrative Office;
8) Maintenance of equipment and devices
necessary for the examination.
In Article 34 paragraph 1 item (4), "the Inspec-
tion Division " shall be amended as " the Research
and Investigation Division, Inspection Division".
In item (6) of the same paragraph of the same
Article, "maintenance and administration" shall
be amended as "and maintenance".
Supplementary Provision:
These Regulations shall come into force as from
the day of promulgation.

Article 1. The Minister of Agriculture and Fores-
try shall, under the provisions of Art. lfc of the
Local Finance Law (Law No. 109 of 1948) and

Article 2. The expenditures provided for in the
preceding Article shall be the following:
(1) The expenditure necessary for the operation
of the To, Do, Fu or Prefectural Agricultural
Land Commission, and the expenditure neces-
sary for the subsidization by To, Do, Fu or
prefecture of the expense of city, town or
village necessary for the operation of the
City, Town or Village Agricultural Land
Commission;
(2) The expenditure necessary for the guidance
of the business concerning forcible transfer of
lands.
Article 3. In the case where, under the provisions
of Art. 3 of the Regulations concerning Delivery
of Money Charged to National Treasury and of
National Subsidy (hereinafter referred to as
"the Regulations"), the written application for
delivery shall be submitted, four copies of orig-
inal and duplicate, accompanied with the fol-
lowing documents, must be submitted:
(1) Business plan;
(2) Budget of accounts.
2 The Minister of Agriculture and Forestry, in
case he deems it necessary, shall ask for the
documents which he deems necessary, besides the
document specified in each item of the preceding
paragraph.
Article 4. The To, Do, Fu or prefecture, in case
it intends to work some important alteration in
the entries of the documents specified in the
preceding Article, must report thereon to the
Minister of Agriculture and Forestry before-
hand.
2 The Minister of Agriculture and Forestry, in
case he deems it necessary when in receipt of
the report under the provisions of the preceding
paragraph, shall direct to the effect that some
alteration shall be worked in the matters where-
on the reporting has been made.
Article 5. The documents to be submitted under
the provisions of Art. 7 of the Regulations, shall
be the business results, the settlement of ac-
count, and, in case there is the document which
the Minister of Agriculture and Forestry, in
deeming it necessary, has asked for, the same
document. .
Article 6. The pattern of the document specified
in each item of par. 1 and that of the business
results and the settlement of account referred
to in the preceding Article, shall be prescribed
otherwise.
Supplementary Provision:
These Stipulationsshall apply to the subsidy of
the year 1951 and thereafter.

and implements belonging to the Osaka Smelting
Works of the said company at 12, Ono-machi,
Nishi-yodogawa-ku, Osaka.
Those persons v/ho have right on the movable
properties to be possessed by the said foundation,
or those creditors of attachment, provisional attach-
ment, or provisional disposition are, therefore,
requested to report to this Office as to their right
within 32 days from the date of this officialan-
nouncement.
