A Message from the Superintendent - Welcome Back!

Welcome Back!School will begin for most of our students on September 1st. Kindergarten students and their parents will meet with their classroom teacher at individual conferences on September 1, 2, and 6, 2011. The high school staff will be conducting 9th grade orientation for all incoming 9th graders on September 1st. Students in grades 10-12 begin school on September 2nd. We are hopeful the information included in this issue of the District Newsletter will be of assistance to students and parents as we prepare to begin another year.This time of the year is always a fun time to be involved in public education. The excitement of the staff as they make preparations for the arrival of our students is very invigorating. Of course the excitement of the elementary children when they come to their first day of school and meet their teachers is the most exciting thing about the beginning of a new school year.Obviously, one of the most exciting things this year will be the opening of the renovated new middle school. Hopefully, you will take the opportunity to tour the building at the open house on August 31st

if you have the opportunity. The conversion of the former high school to the new middle school will reduce the crowded conditions our students and staff have experiencing for several years and the renovated ventilation and electrical systems will enhance the learning and teaching environment as well.

School-Year CalendarA school year calendar is included in this mailing along with many of the annual notices the school district is required by law to provide to students and parents at the beginning of each school year. A comprehensive list of District Annual Notices will be included in the October 2011 District Newsletter. If after reading through your newsletter, you have questions regarding the information please feel free to contact your child’s building principal and/or their school’s office for assistance and clarification.

Plans and PreparationMembers of the administrative staff have been busy making preparations for the new school year, including the interviewing and hiring of new staff, building schedules for students, reviewing budgets, discussing a strategies for implementing the use of new technologies into the teaching and learning process, and making other preparations for the new school year. There will be a few changes in policies and procedures this year that you will receive information about in student handbooks from the building your student attends.

New Bus ServiceA new bus company will be providing student transportation services for the school district. The Board approved a two-year contract with Illinois Central School Bus (ICSB) this past spring. The new bus service (known locally as North America Central School Bus) will be located in the former bus facility owned by New Richmond Bus Company. ICSB has employed many of the drivers that worked for the former bus company. Their bus fleet includes larger buses which have GPS units, installed to track bus movements, and are very fuel efficient. We expect to continue to reduce our busing costs below previous budget expenditures. ICSB also provides transportation services for the Stillwater, Princeton and St. Louis Park school districts in Minnesota and were recently awarded the transportation contract in the Green Bay School District and is a very customer service oriented vendor.Parents will be receiving a call and notification from the bus company, before school begins, notifying them of their children’s route number, bus number, their morning pickup and afternoon drop off times in early August. Read more about our new bus company, North America Central School Bus, on page 15 of this newsletter.

Summer ProjectsBuilding and Grounds Supervisor, Bob Parent and his staff have done a super job, once again, in keeping our school grounds and facilities looking great this summer despite excessive amounts of rain at times and the hot and humid temperatures we experienced in July. They have taken care of a number of maintenance issues, cleaned and prepared buildings for the start of the new school year.

School Budget DevelopmentWe have been working on the budget for the 2011-12 school year for the past several months. As you may be aware there have been significant changes to the collective bargaining process in Wisconsin over the past several months. As of July 1st, the district no longer has collective bargaining agreements with four of the five employee groups who were previously represented by either the Teamsters union or the West Central Education Association. The Board of Education has approved a new employee handbook and policies which will replace the previous negotiated contracts. The handbook will outline employee expectations, wages, fringe benefits, work rules, hours and day of work, etc. The new handbook and related policies will now govern the working environment in the district.In addition to the major employee-related legislation, the Legislature approved a state budget which reduced state equalization and categorical aids to K-12 school districts by $900,000,000. The per student revenue limit was also reduced for school districts was also reduced. The reduction for our school district was approximately $528 per student, amounting to an approximate reduction of $1,596,000 reduction in revenues for 2011-12. To achieve a balanced budget, the district has made changes in employee health insurance (reduction of $500,000); employees will now be contributing 5.8% to their retirement account (reduction of $690,000) and a reduction in the costs of waivers for not taking health insurance. The change to the revenue limit coupled with reduction in employee benefits will allow the district to maintain class sizes, hire replacement staff for those employees

that retired this past spring and maintain programming for students. The revenue limit reduction will reduce the local tax levy for the operation budget by almost $1,000,000. While the exact reduction will not be known until the district receives confirmation of our equalized land values and certified state equalization aid amount, we do anticipate a significant reduction in the amount of the overall tax levy when the debt service and community education levies are included in the final numbers.

Annual MeetingInformation regarding the Annual meeting will be distributed as part of the September District Newsletter. The Annual Meeting is scheduled to be held at the new high school at 7:00 p.m. on Monday, September, 19th. A review of the proposed budget for 2011-12 will precede the Annual Meeting. The meeting will be held in the auditorium at the high school.As always if you have any questions or concerns about school district operations please feel free to contact me at your convenience. Middle School Re-Purposing Project - Continued from Cover Story

Cheryl Emerson, Director of Community Education, tasked with managing and implementing the logistics of this project, explained that the Bremer grant will make it possible for the Partners to cover the costs of furniture and equipment, for all of the shared/common spaces in the facility. She goes on to say that the Bremer grant also provides some underwriting for the initial architectural design review necessary to determine the feasibility of attaching the “new” New Richmond Library building to the existing structure. The final decision has not been made about the library, the initial middle school project report strongly recommended this as an option that should be explored.

Emerson goes on to say, that the Bremer Grant represents more than new equipment or furniture, or even architectural designs, it represents visible evidence of the cooperation and collaborative efforts between very different and diverse community based organizations and public agencies. All in all, this is a very important acknowledgement of a lot of hard work by a lot of people.

The planning for the Middle School transition started over 4 ½ years ago when Patrick Overton, Director of the New Richmond Area Front Porch Project, started working

with the newly created Government Entities Network (GEN). He proposed the first focus of this new group, needed to be on exploring possibilities for re-purposing the building in order to make recommendations to the School District Board of Education. Once the initial concept was completed by GEN, Overton started to work with Cheryl Emerson to implement the Middle School Project stakeholders group, who then spent over nine months flushing out the proposal, which was then returned to GEN for approval. Following this approval, GEN submitted a formal report and recommendations to the Board of Education in October of 2009, recommending the re-purposing of the Middle School as community-based gathering place.

This collaborative effort, all across the community, shows what can happen when government officials, public servants, and citizens find a way to work together for the common good of the community and its citizens. It also shows what happens when people engage in self-determination and do what has to be done to move their community and their organizations forward. And finally, it is a symbol of the essential nature of community and what that term actually means.

This is probably why the group ended the April 28th meeting by finally selecting a name for the Project – from now on, the Middle School Project will be called the Community Commons. Everyone broke out in applause again. It was a very good meeting.

Summer Freshman Edge A Success - by Michele Riba, NRHS Social Studies Teacher

Freshman Edge is a transition class for 8th graders making the leap from Middle School to High School which met at the high school during the three week summer school session. Forty incoming freshmen took advantage of the opportunity to earn .5 credit toward their high school career. Trent Bennig, Brandi George and Michelle Riba organized and co-taught the class, allowing the students several perspectives on life at the high school. Several high school mentors joined at various points in the session to help with homework, answer questions or give advice to the freshmen. Mrs. Swanson, Mrs. Sauvola, Mrs. Erickson

and Mr. Lucivansky also took time to share advice and do activities with the Edge students. In only 15 days the students in Freshman Edge completed reading strategies, quizzes and finals in Modern World History and Physical Science; built rockets (we didn’t get to launch them, but we will at the end of the summer!); did experiments with paper airplanes and bean plants; researched and presented on a part of the Solar System; reviewed, practiced and took a final on math fractions; read a novel, completed reading notes, quizzes and one creative final option; each student introduced themselves on the second day with a power point presentation and then shared what they had learned through the course of Freshman Edge.

All students gained valuable experience and tools that will help them have an Edge as they begin high school! Also, don’t forget that the Freshman Edge Club will be active right at the beginning of the school year, every Tuesday after school in Mr. Bennig’s computer lab and it is open to ALL incoming freshmen!

Hillside Staff Get A Pie In The Face!

Kaylie Nerby, Abby Nerby, Susie Thon, Kaiya Fox, and Jordan Erickson might have a future in sales as they were able to talk ten Hillside staff into potentially getting a pie thrown in their face in front of the whole school.

“Pie in the Face for MS” was the brain child of Kaylie Nerby who wanted to raise money for the MS Society. She recruited her little sister and a bunch of her friends to get the whole thing organized. “Pie in the Face for MS” took place the week of April 11th and culminated with an all school assembly on Friday, April 15th. Ten Hillside staff (Mrs. Peterson, Mr. Hop, Mr. Pike, Mrs. Jacobson, Mr. Kirkman, Mr. Nadeau, Ms. DeLany, Mr. Tesar, Mrs. Greer, and Mr. Norton) reluctantly volunteered their faces for this event. Hillside Elementary students used their pennies, nickels, dimes, and quarters to determine who would get creamed during the assembly. The five staff receiving the most “votes” had a date with dessert while the entire student population watched and tension was running high all week as the “voting” bins began to fill with donations. The “votes” were tallied and the “winners” were announced to a roaring crowd Friday afternoon. One by one the “winning” staff where walloped with whipped cream by one of the students who helped organize this fantastically successful and fun event.

The brave staffers who ended up leaving school that day needing a shower were Mr. Kirkman, Ms. Delany, Mrs. Greer, Mr. Hop, and our very own principal Mr. Norton, who took top voting with $221.94. This event took in $707.09 that was donated to the MS Society. Great job to the young ladies who organized this event and great job to every student and staff member at Hillside for making “Pie in the Face for MS” a huge success.

NRMS Student Makes HistoryNRMS 7th grade student, Victoria Johnson, attended the state level National History Day Competition in Madison, Wisconsin. Participating entries were chosen based on results from regional competitions. Her topic was: Unraveling the Secrets of Shakespeare.

pH of the Planet - An International Data Collection Project

UWRF distinguished lecturer-Marilyn Duerst (who is also one of our School Board Members!) is conducting an international data collecting project. Our third graders at Paperjack Elementary were part of the research in this "pH of the Planet" project. Students obtained water from the Apple River and measured the pH using Bromothymol Blue and m-Cresol Purple to see where the samples fit on the chart spectrum. The samples measure the acidity or basicity of the water-based solution. Students throughout the world, from Ethiopia to Peru will be collecting samples. Good luck to Marilyn Duerst and her team!

What Do You Put On Your Pancakes?Back in April (when it was cold outside!) a maple syrup presentation was given by Paperjack teacher, Anthony Hartung to third graders at Paperjack.

Mr. Hartung brought in the tools and equipment he uses at his family farm to extract pure maple syrup for the maple sugar trees. His powerpoint presentation provided students with an understanding of the maple syrup process.

After many questions, our students sampled Mr. Hartung's maple syrup with pancakes. Yummy!

Child Care Services Students Receive CertificationStudents in NRHS's Child Care Services class have received their Assistant Child Care Teacher certification from the Wisconsin Department of Public Instruction. The Assistant Child Care course is offered through the Family and Consumer Science Education department, and taught by Katie Feuerhelm.

To teach the course, the instructor must hold a #211 Wisconsin teaching license, which indicates that the professional is trained in child care centers and child development.

Students must be 17 years old and have completed Parents and Children class, prior to beginning the class. They spend a portion of the course in area child care centers gaining hands-on experience working with young children, and the rest of the time is spent in class learning about topics such as lesson planning, child growth and development, safety, and the layout of space in a child care facility.

The students who have earned the certification are Lisa Kosbab, Allison Martin, Nicole Eggen, Stephanie Schwan, Ariel Voght, Breanna Powers and Brittney Orr. These students can use their newly earned certification to obtain a job working in a child care center as an Assistant Teacher. The certificate also counts for credit in earning an advanced degree in working with children, such as Early Childhood or Elementary Education.

Minnesota Author/Illustrator Visits New RichmondMinnesota author/illustrator Nancy Carlson visited our elementary schools recently. Students learned about her writing and illustrating of children's picture books. Nancy even drew several of her characters and engaged the student audience to create a new one!

Food For America - Submitted by Bryan Hop, 4th Grade Teacher

We (the whole New Richmond 4th grade!) walked over to the High School to see a presentation called "Food For America," which was put on by High School Agriscience Teacher, Rachel Sauvola's Veterinary Science Class.

The 4th graders visited 17 stations, which were run by New Richmond High School students. Each of these students presented our 4th graders with information about each breed/type of animal. The High School kids did a super job of explaining and answering questions about each particular animal station. We had an absolutely gorgeous day!

Knit Wits In ActionNRMS PAWS (Peers Achieve With Service) students recently completed a knitted afghan project to be donated to a resident in a nursing home. Students spent Thursday afternoons perfecting their knitting skills with volunteer Carol Ruyle. The group, known as the Knit Wits, are excited to create more projects over the summer and next year.

High School Students Present Safety Day To 4th GradersSafety Day 2011 was held at the New Middle School south parking lot. Mrs. Sauvola, High School Agriscience Teacher, and her students organize, set-up, and present this safety exhibition each year for all of New Richmond’s 4th graders.

The High School students do an amazing job presenting different safety scenarios for our kids. There were 19 stations this year! Some examples of the stations include: ATV safety, Stranger Awareness, Gun/Hunting Safety, Household Chemicals, Pet Safety, Poisonous Plants, Weather Safety....just to name a few! Please ask your kids which one stands out in their minds!

The high school kids go all out! Thank you to Mrs. (Rachel) Sauvola, too, for putting this all together!

An adult visitor to the second floor of the Middle School is usually a topic of student conversation, but never more than on April 1st, when Jared Choate, a tall, angular young man with a shock of dark hair and a wide smile, spent a good part of that Friday

in Ms. Kline’s math classroom. Jared was a celebrity in the minds of a hundred Black House eighth graders before he even set foot in New Richmond Middle School.

During a trip back home to Spooner, Stephanie Kline was impressed after hearing of Jared and his personal goal to run across the continental United States. Goal setting is an essential part of the eighth grade homeroom curriculum. By following Jared’s journey through e-mail, Ms. Kline’s students were able to follow a real-life example of someone setting out to attempt a seemingly impossible long-term goal.

Like many people who set high goals, the young native of Eau Claire, Wisconsin found himself conflicted about whether or not to take on a physical and mental challenge of this magnitude.

Despite his doubt, on a warm day in September, he set out on his journey from the shore of New Jersey – a journey that would take him to the other side of the continent six months later.

The journey was not without challenge. Choate pushed a cart full of supplies as he ran, and it broke down often. He reported to “headquarters”, his wife Kelly back in Eau Claire, regularly, and she helped him plan routes, find lodging, and prepare for the weather ahead of him.

He needed more than Kelly, however, to help him get from New Jersey to California. Choate told the students

that he was humbled by the assistance of complete strangers he encountered along the way. He told stories of people that took him into their homes, fed him, fixed his cart, gave him money, shelter, support, encouragement, but most of all, a renewed belief that there are kind people wherever you are in this country.

Accompanied by his wife, Jared shared his experience with each of Ms. Kline’s classes, the groups of students who had followed his attempt week in and week out over the six months that he traveled across America.

Choate’s message to his audience was clear and appropriate:

At the crack of dawn, thirty-five 5th grade students left Starr Elementary for the 2011 Math Master’s Competition in Barron, WI. Upon arrival the eight team coaches filled in students ‘name tags while students sat at various assigned tables among 75 other 5th grade students.

At 9:00 a.m. sharp students were given 5 minutes to complete 75 basic facts. Two rounds of 8 individual story problems followed. They were given 10 minutes to complete each round. After a short break students were back at it. The break was followed by another story problem round and an individual tie breaker round. Finally, a short break and students were able to sit with their teams. As a team, they competed in 3 more rounds, 15 minutes each, of ten story problems. The competition was complete after 2 1/2 hours. Students were mentally exhausted!

All students did very well! Students were given ribbons and plaques for the top 15 places in basic facts, individual story problems and team story problems.

Congratulations NRHS Future Business Leaders of AmericaThe 57th Wisconsin Future Business Leaders of America (FBLA) State Leadership Conference was hosted in Appleton, Wisconsin, on April 11 and 12, 2011. The State Leadership Conference brought over 2,000 young adults, advisers, and guests together for very rewarding and educational experience.

FBLA members from all areas of the state gathered in Appleton at the Radisson Paper Valley Hotel to attend workshops and compete in competitive events such as Accounting, Desktop Publishing, Banking & Financial Systems, e-Business, Website Development, Cyber Security, Network Design, Database Applications, and Entrepreneurship at the state level. In most competitive events, the first- and second-place winners will be advancing to the FBLA National Leadership Conference

that will be hosted in Orlando, Florida from June 28-July 1, 2011.

Joshua Miller finished first in the state in Computer Game & Simulation Programming and will be representing New Richmond High School at Nationals. Also placing in the top five were Michael Stoffel, Justice Harvieux, and Bryan Greene in (5th) Global Business and Kaycie Anderson, Alina Stai, and Meghan Frank in (5th) Management Information Systems.

Congratulations go out to all students who participated in the FBLA State Leadership Conference.

Regular attendance is necessary for your child’s success. It is necessary for you to call the school between 7:30-8:30 a.m. if your child is to be absent or tardy. Absences/Tardiness: A doctor’s excuse may be needed for any student absent from school for more than 3 consecutive days.

• Hillside Elementary, Paperjack Elementary and Starr Elementary students are considered tardy if they are not in their classroom at 8:40 a.m. After 9:40 a.m. they are considered absent for the morning. Students leaving school before 2:40 p.m. are considered absent for the afternoon.

• If a Middle School student or High School student arrives to class after the second bell has rung, s/he is considered tardy.

Welcome to New Richmond! - North America Central School Bus

North America Central School Bus is excited about bringing our transportation services to the New Richmond School District. We are the 5th largest school bus company in the nation. Founded in May of 2004, Illinois Central School Bus (our parent company) has been the fastest growing school bus business in the nation for the last 2 years. Kyle Johnson, the Contract Manager for the New Richmond school district, has been with the company for over 2 years and has worked with the St. Anthony/New Brighton and Stillwater, Minnesota locations.

We employ advanced electronic systems to support our school and charter busing operations. This includes a state of the art GPS system, which allows us to know where our buses are at all times, two way radio communications, and cameras on every bus. This equipment helps us to monitor the environment in which your children are placed every day.

We also continually emphasize the importance of safe practices in our hiring, training, and the ongoing conduct of our drivers and staff. Prior to being hired, all staff must pass a variety of background checks to ensure we hire the highest quality of employees to serve you and your children. Once hired, they are required to complete a comprehensive training process to fully satisfy Federal, State, and District regulatory requirements. As part of our ongoing training, we provide our drivers with

monthly training programs in which they are required to participate. All school bus drivers are submitted to annual drug testing and are also subject to random drug and alcohol tests as required by the State of Wisconsin. Drivers are reviewed on a regular basis to ensure proper safety practices, safe driving habits, and appropriate interaction with students. All of these processes are in place to ensure that your children are treated fairly and with respect, and are always safe while on the bus.

Parents and students should expect a communication in the early part of August with regard to when and where their bus stop will be for the upcoming school year. On the back side of this introductory letter is a New Richmond School Bus Registration Form. If you are new to the New Richmond area or have never completed any type of transportation form for student busing, please complete the form and submit it to:

Development of Employment Policies Related to Act 10Board members discussed several priorities for the Employee Handbook including:

• Meeting the budget;• Remaining competitive with neighboring school districts;• Less impact on employee take home pay;• What needs to be completed in the next 2 weeks –

o Short term – cash in lieu of insuranceo Long term – retirement benefits; TSA; curricular pay schedule; actual pay schedule; merit pay; performance pay.

• Objectives:o Maintain programs;o Maintain class sizes;o Standardization between employee groups.

Chris Skoglund made a motion to approve the elimination of the Board contribution to the TSA and the elimination of Steps 1 and 2 of the current salary schedule for teaching staff, to approve the lane changes requested before March 2, 2011 and to place staff on same step and lane they were at for the 2010-2011 budget year. Paula Kolbeck seconded the motion. Motion carried 5-0.Bryan Schafer made a motion to approve the following changes for support staff: maintain the current wage rates from the 2010-2011 budget year; the elimination of cash in lieu of option; adding long-term disability and life insurance for the groups currently not receiving those benefits and the elimination of any Board contribution to the TSA. Motion carried 5-0.Paula Kolbeck made a motion to approve for all hourly employees, full time equivalency is defined as 2080 hours and benefits will be prorated based on 2080 hours.
