The new Regulation (EU) No 965/2012 of the European Commission establishes in its Annexes technical requirements and administrative procedures for air transport operators, airplanes and helicopters, in relation to their air operations:

Parts ARO, ORO, CAT y SPA.

It will be mandatory, as of October 28, 2014, for any provider of commercial air transport, to have an Air Operator Certificate issued under the provisions of that Regulation 965, once verified by the authority the compliance with the new requirements.

IOSA audits support IOSA is an Operational Safety Audit process established by IATA and based on more than 700 safety standards and practices in order to ensure the increase of existing safety levels.

This process provides a standardized audit program for the operational management and control systems of airlines based on internationally recognized standards and supported by a process of rigorous quality assurance.

IOSA standards are based on eight areas that contribute to the safety of airlines:

• Management Systems and Corporate Organization

• Flight Operations

• Operational Control and Flight Dispatch

• Aircraft Maintenance and Engineering

• Cabin Operations

• Ground Handling

• Cargo Operations

• Security

Navya has highly skilled professionals in each of these areas, providing a personalized and high-quality IOSA consulting service to companies not reaching yet the standards for this type of audit.

The IOSA consulting process is based on the following process :

• Navya accompanies and assists the Airliner in the preparation process for compliance with standards based on the eight defined areas.

• Additionally, Navya provides support to Air Operators for external audit processes conducted by the auditing organizations accredited by IATA and participates in the process of correcting nonconformities.

• Finally, Navya can deliver all the tools needed to periodically perform pre-audits, typically every 2 years, for the renewal of IATA IOSA Operator certificates.

According to European regulations, operators must implement and maintain a SMS as the Manual of Safety Management ICAO (Doc 9859), which must be in accordance with the new Part ORO GEN 200 EASA, in force since 2012 , and mandatory from 2014.

Navya provides tailored advanced consulting for the development and implementation of Safety Management Systems (SMS) customized to the size, needs and complexity of the operation and according to the hazards and risks associated.

The ORO.GEN.200 management system indicates that the operator must establish, implement and maintain a management system encompassing:

1. clearly defined lines of accountability throughout the organization, including a direct security responsibility;

2. a description of the principles and general philosophies of the operator safety (security policy);

3. identification of air safety hazards arising from operator activities, assessment and management of risks, including measures to mitigate risks and ensure its effectiveness;

4. maintenance of trained and competent staff to perform their duties;

5. documentation of all major processes involved in the management system, including a procedure to make staff aware of their responsibilities and the procedure for amendments to such documents;

6. control of operator conformity in accordance with the applicable requirements;

7. compliance monitoring will include a way to report the conclusions to the manager in charge, in order to ensure an effective implementation of the corrective actions, if they were necessary, and

8. any additional requirements recommended in the relevant subparts of this Annex or other applicable annexes.
