In August 1994 when Rose Fitzgerald Kennedy had just turned 104 years of age her four surviving children, Eunice Kennedy Shriver, Patricia Kennedy Lawford, Jean Kennedy Smith and Edward Moore Kennedy together spoke about their mother - “She was the quiet at the centre of the storm, the anchor of the family, the safe harbor where the little ones could tow their capsized boats and set their sails again. For each of us, sons and daughters, she has been the rock and foundation of our lives. She has shaped our dreams and goals, supported our public and private causes and encouraged us in our service to others in return for the many blessings we have had”.

The Rose Fitzgerald Kennedy Bridge, under the shadow of Slieve Coillte, crosses the River Barrowless than one mile from the front gates of the Kennedy Homestead in Dunganstown.

In August 1994 when Rose Fitzgerald Kennedy had just turned 104 years of age her four surviving children, Eunice Kennedy Shriver, Patricia Kennedy Lawford, Jean Kennedy Smith and Edward Moore

Kennedy together spoke about their mother -

“She was the quiet at the centre of the storm, the anchor of the family, the safe harbor where the little ones could tow their capsized boats and set their sails again. For each of us, sons and daughters, she has been the rock and foundation of our lives. She has shaped our dreams and goals, supported our public and private causes and encouraged us in our service

to others in return for the many blessings we have had”.

A Beautiful Challenge

“Some men see things as they are and say why, I dream things that never were and say why not”. Bridge builders have faced the challenge of crossing the River Barrow at New Ross for over eight centuries and have had the vision to ask “why not”.

The River Barrow has proved a beautiful but formidable challenge for these bridge builders. Nonetheless, seven permanent road bridges have been built across the River Barrow in New Ross since the town was founded in the thirteenth century by the Norman knight William Marshal.

All of these bridges have been built for the same enlightened purposes: to connect communities, to meet the demands of growing populations, and to stimulate trade and commerce. The N25 New Ross Bypass, incorporating the Rose Fitzgerald Kennedy Bridge, has been built for the same reasons, but is unique to date in being located outside of New Ross Town. This reflects both the progress and challenges arising from contemporary living, i.e. our ability to commute long distances in large volumes and the congestion that this can cause in our urban centres.

The Rose Fitzgerald Kennedy Bridge, a key part of the scheme, has an exceptionally ambitious design which sets it apart from the bridges that have gone before. It is set to become one of the most iconic structures in the country. The bridge is the longest in Ireland, and its two main spans are the longest post-tensioned concrete spans of their type in the world.

Incentive for Development

The need for a bypass of New Ross and second river crossing has been apparent since the 1980s when road users first began experiencing delays when passing through New Ross. Steady increases in traffic volumes and delays have made the area a frequent feature on AA Roadwatch bulletins. Tailbacks could reach several kilometres at peak times, leading to driver frustration and significant economic losses for the region.

O’Hanrahan Bridge has served New Ross and the region very well for over fifty years and will continue to serve New Ross Town into the future. The N25 New Ross Bypass and Rose Fitzgerald Kennedy Bridge will ease the congestion that New Ross has experienced in recent decades, particularly from heavy freight and long distance traffic. The bypass will provide safer, quicker and more reliable journeys for commuters while also providing efficient access to New Ross and the wider area. This will benefit those who live, visit and do business in New Ross and its environs.

Scheme Details: • 14 km of new dual carriageway N25 & N30 National Primary

Routes.

• 1 km of new single carriageway N30 National Primary Route.

• Three new at-grade roundabout junctions creating connections between the new mainline and the existing N25 and N30.

• One semi-compact grade separated junction connecting the mainline with the R733 Road to Hook Peninsula.

• Approximately 22 km of new regional, local and access roads.

• New railway overbridge at Ballyverneen which will facilitate the New Ross to Waterford Greenway.

• 46 principal structures including 3 road overbridges, 8 road underbridges, 1 rail overbridge, 16 farm underpasses and the iconic three-tower, 887 m long, extrados bridge carrying the mainline over the River Barrow.

• Landscaping, services and accommodation works.

Benefits & Opportunities The project will deliver:

• Reduced and more consistent journey times for commuters and businesses.

• Reduced rates of road traffic incidents including serious and fatal accidents.

• Reduced congestion in New Ross Town.

• Improvements to the quality of life of the people living in New Ross.

• Potential for economic growth arising from cross sectoral inward investment.

The project opens exciting opportunities for the area that both Wexford County Council and Kilkenny County Council, in partnership with private enterprise, are committed to promoting and exploiting. The project will support the future growth and sustainability of New Ross Town and the wider region. Investment in excess of €50 million is proposed in the coming years, including the following initiatives:

• Improvements to the public realm in New Ross Town as well as to access routes into the town.

• The development of the New Ross to Waterford Greenway.

• New tourism and recreation initiatives.

The bypass is directly facilitating these initiatives by removing congestion from New Ross and arterial routes into the town and vastly improving regional access.

Project’s Personnel

Over 1,000 people have worked on site during construction, investing almost 2.5 million working hours into the project. Apart from the large and highly skilled local and national workforce, the project has attracted world leading expertise from many other countries including Spain, Britain, Holland, Portugal, Italy, Greece, Romania, Czech Republic, Nigeria, Poland, South Africa, India and Albania.

Many have also made their homes in New Ross and the surrounding areas during construction, enriching the cultural and social life of the area and contributing to its economic vitality. In addition, significant resources were invested in the project away from site, providing critical support in sectors such as design services, materials and building supplies, maintenance services, professional services, office supplies, catering, etc. A full list of the more than 300 different companies and organisations that have contributed to the project are provided overleaf.

Project Delivery

A PPP Contract is an agreement between public and private sector partners for the delivery of public projects. It utilises public sector expertise and experience in delivering public infrastructure projects combined with private sector enterprise, finance and commercial expertise.

Transport Infrastructure Ireland will monitor the performance of the PPP Company during the 25 year operation and maintenance contract period and payments to the PPP Company will be linked to this performance. There is no toll on the new bypass.

Project Archaeology

Archaeological investigations were undertaken before and during construction. This work revealed the remains of 32 previously unknown and undocumented archaeological sites which were then subject to careful and systematic archaeological excavation.

The most significant discoveries include the foundations of a timber house at Ryleen. It was built by some of the first Stone Age (Neolithic) farmers who cleared the natural woodlands, planted crops and raised their livestock in this area almost 6,000 years ago. Cremation burials found in Berkeley, Camlin and Stokestown reveal aspects of our Bronze Age forebears’ belief systems 3,000 - 4,000 years ago. At Landscape the remains of a 700 year old medieval farmstead were uncovered.

Conclusion

With the opening of the scheme, we look forward to the N25 New Ross Bypass delivering safer, shorter and more reliable journeys for commuters and improved quality of life and economic prospects for all living in New Ross Town and the wider region.
