When civic works become an inconvenience

Civic works are meant to be undertaken by state agencies only for the ben-efit of the residents, who are the ones who pay taxes to the exchequer. However, sometimes the manner in which civic works are ex-ecuted by contractors en-gaged by state agencies, far from benefitting the people turns into a cause for in-convenience to them. Iron-ically, residents often put up with such inconvenienc-es instead of raising a hue and cry about it. Very rare-ly do they choose to redress their grievances by submit-ting representations to gov-ernment officials or ap-proaching the media or by filing petitions in judicial forums.

A latest case in point is

where residents faced hur-dles due to civic works under taken in Balaj i Nagar, which is located off the Padikuppam Main Road close to Anna Nagar Western Extension, last week.

Workers hired by a con-tractor engaged by a state agency to undertake a civic work dug up more than half of the road at the en-trance of the Balaji Nagar and left it uncovered over-night. The area falls under the jurisdiction of the Greater Chennai Corpora-tion’s Ward 90 in Division 20 and falls under Zone 7 of the Ambattur Division.

Due to such haphazard digging up of the road, a section of the residents was unable to take out their cars from their houses on to the Padikuppam Main Road.

“We struggled for two days. The workers had dug up at the entrance of the road and ours is a narrow street. So we couldn’t take out our cars till the time the work was completed as only a portion of the road was available as pathway,” said Sabarish, who was standing outside a house in Balaji Nagar.

Residents complained that the workers or the contractor had not fore-warned them about the digging of the road. “Had the contractor or workers told us earlier, we would have taken our cars out and parked them on the Padik-uppam Main Road or some adjacent street as a precaution. Ironically it was a weekend when they dug up the road. Finally we had to hire a taxi to go to a

mall in Vadapalani as we could not take our car out,” complained another resi-dent.

Those in the Mogap-pair neighbourhood would have noticed chopped branches of trees lying on the side of the Mogappair-Thiruman-galam Road recently. Starting from a part of the Wavin Junction up to the Thirumangalam Signal, motorists and pedestrians would have seen neatly chopped branches, most of them dried, lying on the road side just below the platforms.

Inquiries revealed that these were done as part of a pruning exercise ahead of monsoon. “Usually the Greater Chennai Corpo-ration grants permission for pruning of branches that are dangerously lean-ing on the roadside or come close to an electric pole. This is to prevent them from falling during heavy winds or coming in contact with the cables leading to their possible snapping. The officials of the civic body would visit the locality and inspect the trees before granting permission for pruning of the branches,” explained

the office-bearer of a resi-dents’ welfare association of an old apartment com-plex located on the Mogappair-Thiruman-galam Road requesting to be anonymous.

Sekar, a vendor near Golden Flats, said that workers had pruned the trees over a period of two days. Some of them were fairly large branches. “They did not clear the pruned branches imme-diately and left them on the roadside to dry,” he added.

Tree lovers in the neighbourhood said that such pruning of branches has to be done in a careful manner and under the

supervision of the resi-dential welfare associa-tions. “Sometimes, work-ers who are engaged to prune the trees, end up chopping large branches. That should be avoided. It is enough if only a portion of the leaning or over-grown branches are cut to ensure safety of people,” explained Ravi, an envi-ronmentally conscious person and resident of Seethakathi Salai in Mogappair East.

He pointed out that there have been cases in the past where some resi-dents obtain permission from the Greater Chennai Corporation for pruning of branches in trees but

end up cutting the trunk itself. “It is sad and unfor-tunate that in this day and age when there is so much awareness of about the ill-effects of climate change that we have some people in our midst who take joy in cutting down trees for trivial reasons. I know of people who get rid of trees outside their homes arguing that it af-fects the aesthetic view of the elevation of the build-ing. Such people usually take permission for cut-ting branches but end up axing the tree itself. So the Greater Chennai Corpo-ration should be careful about giving permission,” said Ravi.

When to suspect?Any high grade fever last-ing more than 2 days with above symptoms consult your physician.

How early can we diag-nose Dengue?Tests are available to detect dengue from 2nd day of fever onwards

Whether all children af-fected with dengue need admission in hospital?No. Mild infection can be treated as O.P. where clini-cal monitoring and blood cell counts needed daily until recovery. Children with warning signs needs definite hospitalisation for intense monitoring.

What are warning signs?Severe Abdominal pains; continuous vomiting; cold extremities; mucosal bleed-ing (gums, blood vomiting,

blood in stools); Irritable child; Not taking feeds; Lethargic child (child not active).

Is a child OK when fever stops?No. the critical phase lasts for 2-3 days after fever. So child needs monitoring by a doctor until then.

My entire family is taking herbal decoction daily. whether I need to worry?Yes. If you develop fever with signs & symptoms consult your physician.

My child developed den-gue fever last year. Wheth-er I need to worry this year?Subsequent infection with other dengue viruses can produce severe symptoms, so they need monitoring for warning signs.

My child is fully vacci-nated. Should I need to worry?Till date no dengue spe-cific vaccine is available.

How to prevent dengue?Individual level: Protec-tive clothing. Repellents. Nets. Mosquito bats.Community level: Elimi-nation of common mos-quito breeding places like old unused tyres, broken plastics, open overhead tanks, flower pots, tins, re-frigerator trap, AC. Vent etc, Proper solid waste disposal to be done.

What is the role in Den-gue prevention?Create an awareness by spreading the knowledge about dengue fewer and mosquito elimination.

A movie which was shelved after two songs were pic-

turised finally gets to see the light of the day. Thanks to the efforts of producer Raghunath and the orches-trated efforts of the pro-duction unit, Maragada-kadhu hit the screens last Friday.

Debutant director Man-galeshwaran, having as-sisted Bharathi Rajaa in a few films had the blessings of the adroit filmmaker during the promotional event. A movie dedicated to his mentor and the peo-ple of the hilly regions is how the first time entrant put it.

Getting the permission of the State government to shoot in the forest took a whole eight months but the production house was willing to wait, aware that realism could take a knock if picturised with an en-acted set. With a wide ar-ray of forest areas to

choose from, the unit set-tled for Mundadiri forest near Papanasam, having to walk a good two kilometre each day to reach the venue.”Guarded by forest officials and the presence of the tribal people, every shot canned had an au-thentic look. In a script which focused on the rights of the Kani tribals to own their piece of land; a love story was woven around at the backdrop of the law force forcibly exer-cising its right over the area manned over the years by the lesser privileged class of people.

In a three layered script, the director felt privileged to get valuable inputs on how the womenfolk in the forest rose as one to protect their land fighting against

the system on the owner-ship rights falsely pitched in by a political group. “The bottom line of the plot is in a fearsome situa-tion emanating on buying the air much like the price paid by the urban people to buy water. Several perti-nent issues have been ad-dressed as the tribal people

willingly came forward to lend a whole realism to the script. What pleased them was in their problems get-ting addressed in the huge canvas of cinema. From my end, it boiled down to the easy task of presenting it in a simple manner for the audience. There is the gut feeling that the movie could qualify for the inter-national festivals but the intention was not on those lines.”

On the climax, which is already being spoken about, the director credited the courage of the lead ac-tors to bravely tide over the fear of a kattaru which had been storming over a peri-od of time.

“There were insur-mountable odds right through the single long 65-day schedule. But every soul was determined to churn out a final product worth for its substance and a strong undercurrent of message.”

Debutant director AL Venky has fashioned his debut vehicle ‘Koo-

than’ on a musical journey of the aspirants going to any length to achieve their dreams. Next Dance School enters 4th year Self defencetraining forgirl students

The School Education De-partment will offer self-defence training to all girl students studying in Classes IX and X in Government high and higher secondary schools from next week. The training will include lessons in Karate, Judo and Taekwondo.

The classes will begin next week and will go on for three months. About 100 students from each school will receive this training.The programme will be held during the physical education classes or after school hours.

If you had passed by the busy main roads in Anna Nagar and Shanthi Colony in recent days chances are high that you would have spotted sack loads, mostly white and some yellow in colour, placed on the side of the roads or outside commer-cial establishments and bus stops. If you were wondering what those sack loads contained, you will be in for some sur-prise. Those sacks actually contained sludge or sew-age removed from the sewer drains (otherwise called manholes) along the platforms and roads on the Thirumangalam-Anna Nagar Roundtana Road and the entire stretch of the Shanthi Colony Road.

Incidentally similar scenes have been wit-nessed in other parts of the city including Egmore, Alwarpet and Mylapore in recent weeks.

"I saw many of these sacks containing some load and tied placed on the

footpaths at several places on the Shanthi Colony Road – starting from the Anna Arch-Roundtana Road end and extending up to the beginning of the 13th Main Road. Since many of these sacks were found just before the mon-soon red alert was issued by the Meteorological Department, I had pre-sumed that these could contain loads of sand that could possibly absorb ex-cess rain water and maybe prevent flooding on the road fringes," said Nara-simhan Parthasarathy, an elderly resident of a Tam-il Nadu Housing Board constructed apartment in Shanthi Colony in Anna Nagar.

A few others who saw these sack loads actually mistook them to be gar-bage. "Since these sack loads were kept outside shops even late in the night, I thought they had started some new practice of doorstep collection of waste from commercial establishments to prevent them from undergoing the

hassle of searching for a large enough dustbin. I really believed that the garbage collected from the shops were kept in these bags," acknowledged Sun-daram, another resident.

However, inquiries re-vealed that conservancy workers had actually re-moved sludge from the sewer lines merely using gloves and some iron equipment and placed them in these sacks. "The sludge was collected and tied up in the sack and left on the platforms. We thought they will immedi-ately remove them the next day, but actually it was left to dry for a few days before they were re-moved from some spots," said a shopkeeper on the Anna Nagar Roundtana-Thirumangalam Road.
