SWMP Requirements In Accordance with SCP

The SWMP with coverage under a SCP must include the following at a minimum:

6SWMP Template Part 1

o Qualified Stormwater Manager

o Spill Prevention and Response Plan

o Materials Handling

o Potential Sources of Pollutants

o Implementation of Control Measures

o Site Description

o Site Map/Location Map

Page 7: Module 6 SWMP Template Part 1

SWMP Site Description Per SCP

o Nature of construction activitieso Proposed schedule for sequence for

major activitieso Estimates for total area of the site, and the areas

of disturbanceo Describe soil data or soil erosion potentialo Description and estimate of the percent vegetative cover prior

to disturbance/construction (and methodology)o Description of any allowable non-stormwater discharges from

site, including those being discharged under low risk discharge guidance policy

7SWMP Template Part 1

Page 8: Module 6 SWMP Template Part 1

SWMP Site Description Per SCP

o Description of areas receiving discharge from the site. Including a description of the immediate source receiving the discharge. If the stormwater discharge is to a municipal separate storm sewer system, the name of the entity owning that system, the location of the storm sewer discharge, and the ultimate receiving water(s); and

8SWMP Template Part 1

o Description of all stream crossings located within the construction site boundary

See Chapter 4.11.2 of CDOT’s Erosion Control and Stormwater Quality Guide and CDOT LA Website

o Determine who performs vegetative survey

o Data must include general description of existing vegetation, percent cover and date of survey

o Photo documentation and methodology required (CDOT transect methodology preferred - others must be pre-approved)

Site Description

o Refer to Potential Pollutant Sources in SWMP Section 4A. The SWMP Administrator for Construction shall prepare a list of all potential pollutants and their locations in accordance with subsection 107.25.

Section 107.25 of specifications defines pollutant16

Page 30: Module 6 SWMP Template Part 1

1.H.1 Drainage prior to construction is primarily to the southwest. After construction, the drainage will be conveyed by two culverts shown on Site Maps (put size in once known). 1.H.2 Unnamed drainages, new CDOT culverts, and wetland. There are also two existing inlets on Voyager Parkway are part of Colorado Springs MS4 that are upgradient from construction. 1.H.3 Monument Branch, listed on 303(d) for E.coli1.H.4 No stream crossings are anticipated for this project

Flow is generally to the south and west under existing conditions and drains to two areas of concentrated flow, ultimately draining to Monument Branch. Proposed grading and drainage will be south with some interior drainage to the new inlets along the highway. Ultimately, the drainage will go to Monument Branch via wetlands and new culverts and inlets.
