Solon pushes completion ofcoastal highways in C. de OroDuring the 15th Congress, Congressman Rufus B. Rodriguez filed three separate House Bills that aim to construct and/or complete coastal roads and highways in Cagayan de Oro City.

million for the completion of the Cagayan de Oro Coastal Superhighway Project from Barangay Puntod to Barangay gusa, in Cagayan de Oro City. This is part of the Cagayan de Oro 3rd Bridge and access Road project and the Cagayan de Oro Coastal Super Highway Project. The road project, when completed will be the alternate route entry in the west and east. it is also expected to reduce vehicular traffic especially along the major highway leading to the Port of Cagayan de Oro, thereby enhancing socio-economic activities in the area. This will be connected to the Coastal Sup erh ig hway, w hich involves the construction of a 352-linear-meter long, four-lane pre-stressed concrete

bridge with 11 spans; and the concreting of 8.46 kilometers of a four-lane road pavement along the coastal route with an island in the center which will act as a sea wall. it will automatically improve the existing coastal road in the barangay to the benefit of the residents. all these road projects are necessar y because Cong Rodriguez believes that roads are beneficial to the livelihood of the people, especially in the rural areas. They serve as convenient links between the barangay and provide direct access to the town proper where hospital, law enforcement offices and other government agencies are located. They also serve as a link to the different provinces in Mindanao.

The first one is House Bill 1390 which seeks to appropriate the amount of P 600 million for the construction of a coastal road from Barangay Bugo to Barangay Macabalan in Cagayan de Oro City. This coastal road will stimulate and promote economic development in the region by increasing commercial activities and easier and faster travel time for the residents. The second one is House Bill 3107 which seeks the construction of a 240 kilometer Trans Mindanao superhighway connecting Tandag in Surigao del

Sur to the Laguindingan international airport. This highway would pass thru Prosperidad in agusan del Sur, Malaybalay and Talakag in Bukidnon which will connect with the Talakag-B arangay Dans ol ihon highway and the Barangay D ans ol i hon - B ar ang ay San Simon-Laguindingan airport highway. This highway aims to connect agusan del Sur and Surigao del Sur to Western Mindanao and aims to give residents of the CaRaga region access to Laguindingan airport. and the third is House Bill 3998 which seeks to appropriate the sum of P 500

BUTUAN CITY -- The Philippine Red Cross (PRC) Agu-san del Norte – Butuan City Chapter unveiled recently its Basic Disaster Management accomplishment report for the months of February and March at Con Con Hall, Balanghai Hotel Convention Center, this city.

Based on the report, a series of trainings were conducted, such as eight classes on Standard First aid and Basic Life Support Healthcare Providers Train-ing Course, three classes on Tailored First aid and Basic Life Support adult Lay Rescuer Training Course, three classes on Basic Water Safety Training Course and has set up in 22 separate occasions First aid Station and ambulance Services.

The chapter continued the implementation of the Community Based Health and First aid Project at the Municipality of Car-men in coordination with the town’s Rural Health unit through its Munici-pal Health Officer, said a report.

The Community Health Volunteers also conducted health education and cam-paign activity on First aid on their respective baran-

gays with 65 numbers of people reached.

On February 14, 2013, four Senior Health Volun-teers assisted the Mobile Blood Donation organized by Radyo Trumpeta at their radio station.

They were able to serve 54 clients through blood pressure taking, it said.

CABADBARAN CITY, -- In its efforts to dis-seminate public infor-mation about the highly zoonotic disease Rabies, the Provincial Govern-ment of Agusan del Norte hosted the 3rd Province Wide Rabies and Ani-malandia Quiz Show at Alson’s Restaurant, this city recently.

The Quiz Show was participated by the dif-ferent secondary schools in the province. a poster making competition con-tested by students from the different elementary schools was also conduct-ed alongside the quiz bowl.

“These annual com-petitions serve as one of our strategies in effec-tively implementing the provincial government’s

Mayor Darlene an-tonino-Custodio said the agriculture sector here is the backbone of the city’s economy alongside fishing industry.

Thus, to boost this busi-ness sector, the city govern-ment has come up with the concept of the general Santos City integrated Food

Terminal (gSCiFT) “to provide farmers, entrepre-neurs, cooperatives, and investors with the essential facilities” for easy market.

“This is important to improve the quality of ag-ricultural and livestock produce of the region for national and international markets,” Custodio said.

port terminal, slaughter-house, cold storage, and solid and liquid waste man-agement facilities will be included as support infra-structures of the integrated food terminal.

The mayor said that aside from improving the agricultural market, the concept of the food ter-

minal also aims to give all market vendors both infor-mal and formal occupants a space to call their own to help them with their livelihood and give them a better income.

She said this is govern-ment’s way of ensuring food security and making sure that her constituents will

not run out of food supply even in the face of major disaster.

Custodio also lauded the national irrigation admin-istration for continuously providing the necessary support to the farmers here and “for completing several projects” last year 2012.

Complementing these

efforts, she said, are the ongoing rehabilitation, ex-pansion and extension of existing irrigation systems in the amount of P184.8 million which will service 1,084 hectares and will generate 338 new jobs for the generals (a term used for the people of genSan).

For 2012, the Dept. of agriculture (Da) has plowed in to the city cof-fers the amount of P22.8 million through various implementations of project endeavors.

completion of their train-ing program.

PEOPLE in Misamis Oriental ex-pressed apprehensions over Presi-dent Benigno aquino, iii, order to wage an all out military operation against the communist rebels in the province. neighboring provinces in the region share an anxiety that the armed conflict might escalate at the expense of innocent civilians.

Collateral damage is part of war game where innocent men, women, and children become victims. The government troopers should take extra precaution in carrying Mr. aquino’s order least the resurrection of the atrocities of the Martial Law regime would become inevitable. When that condition becomes out of hand, the situation in Misamis Oriental and northern Mindanao would turn into a war zone.

The atrocities of the military over the civilian population were one of the reasons for the massive growth of the insurgency movement in the country back in the 70s. Sons and daughters of farmers in the hinterland villages in the countryside were always the willing recruits of the communist movement in response to unabated military abuses.

The military often commits abuses in the guise of hot pursuit operation while on patrol in the country-side. They ransacked houses of lowly, innocent, and ignorant farmers. ignorant since these farmers did not even know what happened and why things were happening. innocent since some military personnel subject them to tactical investigations out of polluted

Military officials also protect their men by transferring them to other units, battalion, or brigade in a bid to exculpate them of wrong doings. Military commanders described the bad eggs in their command as “necessary evils.” as such, these necessary evils carry out extra-judicial killings as authorized “hit men” of the status quo.

With the current dispensation, people are optimistic that these fears would not happen. Otherwise, Misamis Oriental and the rest of northern Mindanao would succumb back to the Martial Law days where people live in an atmosphere of fear.

of the twin organizations enlighten the members? it is due to some benefits derived from all events, including the WRF 2013 this year in Davao city. The WRF 2013 will try to give recognition to great achievements of individuals and institutions.

The recognitions are in relation to the produc-tion, promotion, utilization, and commercialization of

The European super-power Spain tried to annex every territory it can lay its hands on but look where is Spain now. The lessons of these two countries, Rome and Spain, to mention just two, should have told the present-day superpowers that their power and control over other nations through the use of force and violence will not be for eternity. But human folly is indeed more compelling than learning the lessons of history that is why the same errors are repeatedly committed by humans because of their insatiable greed for power, fame and wealth.

BFTs serve as alterna-tive market where farm-ers could unload and sell their produce. Besides the local farmers, these fa-cilities have also become income-generating sites for households engaged in backyard gardening and livestock raising.

Fresh and safe agricul-tural products are sold in BFTs at prices much lower than those prevailing in local markets.

Samama said Soccsk-sargen Region has a total of 105 BFTs now in operation. a least five more BFTs are scheduled to open this year.

The MRP aims to link two vital Mindanao gate-ways—the Laguindingan airport and the Mindanao international Container Terminal. it will also con-nect, for a total length of 124 kilometers, Jasaan town in Misamis Orien-tal to Linamon, Lanao del norte passing through the Cagayan-iligan industrial Corridor (CiiC).

“While we are wait-ing for the opening of the Laguindingan airport, we already hear of stories of plane passengers complain-ing about the exorbitant fares that private taxi opera-tors may charge commuters from Cagayan de Oro or iligan City. also, there are still no public vehicles that will service Laguindingan airport,” Rep. Rufus Ro-driguez lamented.

Laguindingan is 46 ki-lometers from Cagayan de Oro and 60 kms from iligan City.

Rodriguez, the main proponent of MRP, said he has repeatedly pushed for the implementation of the railway system here because it will be the best comple-ment to the Laguindingan airport aside from provid-ing passengers comfortable travel and fast access to the airport.

With the impending opening of the airport, the DOTC should make implementation of the MRP

one of its priority projects under the Private-Public Partnership (PPP) program, he added.

Executive Order 536, signed by President arroyo in May 25, 2006, created the Mindanao Railway Project Office. The MRPO was established in July 3, 2009 in Cagayan de Oro City, almost simultaneously with the Cebu Railway Project Office (CRPO).

The MRPO was estab-lished to oversee the imple-mentation of the Mindanao Railway System (MRS), a network of railways that link the cities of Cagayan de Oro to iligan all the way to Zamboanga, as well as to Butuan, Surigao, Davao and general Santos.

“if realized, the MRS will tremendously boost Mindanao’s economy and tourism,” Rodriguez said. “i am, therefore, appealing to the DOTC to make the Mindanao Railway Project among its priority projects for implementation under the PPP, especially since the government will not be de-terred in its demand to have the Laguindingan airport opened despite incomplete navigational facilities.”

The said resolution also stated that since the turn-out of voters last election is 74.99%, no additional alloca-tion of printed S/EDCVLs will be supplied with by the Commission.
