Executive Summary

From the assessment which incorporated about 80% of the criteria undertaken by BU/BI, 101 portals/websites are rated 5-star. This number has increased tremendously to 9.58% and 4-star has improved to 20.87%. Nevertheless, it was noted that the biggest number of portals/websites are rated 2-star.

Overall Top 10 achievers for MGPWA 2010 consist of all 5-star portals and websites. Ministry of Housing and Local Government topped the rank, followed by Attorney General Chambers and two agencies that are Ministry of Finance and Malaysian Administrative Modernisation and Management Planning Unit at 3rd place. From the overall rankings, eight groups of rankings were derived.

This year denotes the fifth assessment of Malaysia Government Portals and Websites Assessment (MGPWA) by Multimedia Development Corporation (MDeC). It started in year 2005. The study serves to be one of the guides to improve Malaysia Government service delivery through portals and websites. The various portals and websites were evaluated against the preset criteria and ranked accordingly from 1 to 5-star rating. In this way, having known their respective ranks, the agencies can strategise and target to improve the ranking for the following year of assessment.

A total of 1,145 Government portals and websites nationwide were assessed and the report is inclusive of Assessment and Best Practices. The Technical Working Group (TWG) was established with the goal to assist and validate the assessment. New criteria were added or replaced to further enhance the existing set of criteria.

Malaysia’s performance in the international ranking had been good and steadily progressing. In the past, there was global E-Government ranking conducted by Brown University (BU) or Brookings Institution (BI). Malaysia has attained an astounding accelerated rating of 11th position in year 2008. However, they have not conducted any assessment for year 2009 and 2010. In an assessment by United Nation, Malaysia has increased its ranking to 32nd place from 34th place in their E-Government Survey 2010. In another assessment by Waseda University, Malaysia has somehow dropped to 24th place. To improve this result, Government portals and websites must concentrate on National portal and e-Participation indicators.

Under the Ministry group ranking Ministry of Housing and Local Government, Ministry of Finance and Ministry of Human Resources are the top 3 with 8 other Ministries attaining 5-star rating, 13 4-star and 1 3-star. Sarawak topped the State group ranking, followed by Johor, Selangor and Kelantan. Meanwhile, Local Authority group ranking displayed 55 portals/websites in its top 10 with Taiping Municipal Council at number one. In the University group ranking, two portals/websites obtained 5-star for the first time. Managed Portal Services (MPS) does well with 70 5-star, 65 4-star and 17 3-star. There is no 2-star and 1-star in the group ranking. myGovernment topped Telehealth & E-Government Flagship Applications.

The noteworthy finding of MGPWA 2010 is the number of portals and websites obtaining 3-star and above has increased to 61.57%, as compared to 49.35% in 2009. This significant increase is mainly due to the directive by YBhg. Tan Sri Chief Secretary to the Government of Malaysia for more agencies to obtain 5-star rating and making Government online services more prominent on their respective websites.

There was also clear evidence of more online services made available on the website. Thus, alignment of online services and avenues for citizens to voice their opinion is a necessity as it is a win-win situation to both Government and citizens. This can be done by incorporating the cutting-edge technology into the portals/websites like using web 2.0. The same tools are widely used to allow and encourage the participation of citizen too. Many agencies have taken into account the importance of being transparent, to earn users’ self-confidence to perform online transaction and to simplify user experience.

Percentage of responsiveness of Government agencies towards their portals/websites users has also increased to 14.32%. Despite all

these, agencies must be aware that citizens appreciate transparencies, security, user-friendliness and responsiveness for them to return for more Government information and online services.

myGov portal was also found to be more streamlined. It is the aim of this assessment that Government agencies to continuously update their respective URLs on myGov to reduce the number of inaccessibility. There are still 91 inaccessible portals/websites.

All in all, Government portals and websites must genuinely adhere to guidelines of a good website and respond well to providing citizens’ needs via the portals/websites. This will encourage their returns and will, by leap and bounds, improve Malaysia ranking of the E-Government internationally.

Through a good website, Government can further enhance their service delivery by offering online services. Many Government agencies provide at least one online service. For feedback responses, agencies are expected to respond to the queries within the suggested three working days.

MGPWA 2010 involves the assessment of portals and websites based on preset criteria and then they were ranked accordingly out of 100 points. In order to benchmark the best practices of Government portals and websites around the world, two international reports have been analysed.

With the set of criteria that is almost comparable to Brookings Institution studies, it is hoped that these portals and websites will eventually help to boost Malaysia ranking in the studies carried out by international bodies.

Assessing 1,145 portals and websites listed in myGovernment, it was noted that the number of 5-star portals and websites have increased remarkably this year.

After a slow and steady progress of agencies obtaining 5-star within the last 5 years, the leadership of Government had made numerous calls to further accelerate achievers for 5-star rating. Various workshops, presentations and one-to-one consultation sessions were organized by central and representatives of coordinating agencies at Federal and State levels. This includes sessions for agencies under MPS. The result of MGPWA 2010 demonstrates the evolvement of Malaysia Government agencies towards providing good portals and websites to its users.

1.0 Introduction

The Malaysia Government Portals and Websites Assessment (MGPWA) 2010 is carried out to aid the Government agencies in enhancing their portals and websites that will benefit everyone, particularly the citizens.

2.0 Objectives

and attain 5-star rating. MAMPU and MDeC have been following-suit the instruction, conducting more awareness and briefing sessions nationwide. It was also aimed that the number of 2-star and below must be gradually eliminated. Figure below illustrated the aimed star-rating.

The main objective of MGPWA is to encourage agencies to have interactive, updated portals/websites and providing more online services.

After 5 years of undertaking the assessment and with firm leadership from YBhg Tan Sri Chief Secretary to the Government of Malaysia himself, more agencies are expected to excel

3.0 Scope of Study

The assessment comprises of two sections – Assessment and Best Practices. Online Services Assessment, which was previously conducted separately, is seamlessly incorporated in the Assessment.

3.1 Assessment

The number of portals and websites involved has been derived from the list on Government Machinery of myGovernment portal. In total, there are 1,145 Government portals and websites listed, whereby 454 falls under

An additional 2 portals/websites were assessed based on request made by the respective agencies. The breakdown of the total portals/websites assessed is as per Table 1.

This exercise is carried out so that Government agencies are to be able to compare and adopt the standard criteria and best practices of a good portal/website to the citizens.

3.2 Best Practices

Under best practices, MGPWA 2010 analysed rankings from two organizations namely United Nation E-Government Survey 2010 and the 2010 Waseda University World e-Government Ranking. Brookings Institution has yet to produce any report on the E-Government since 2008.

Some changes were also made to existing criteria. It was agreeable that phone numbers made available on the portals and websites are to be called up to ensure its correctness. Also, agencies must provide the timelines taken to respond to users and to provide auto-notification in their feedback forms.

4.2 Best Practices

MGPWA analysed the worldwide E-Government studies conducted by international bodies namely UNPAN, Brookings Institution, Waseda University, Accenture and World Economic Forum.

Table below depicts Malaysia’s progress in all of the studies, from 2002 until 2010. This year, Malaysia has improved its ranking to 32nd place in UNPAN and somewhat declined in Waseda University’s studies to 24th place. To date, the rest of the bodies have yet to produce any report. Due to that, only two reports will be analysed.

Before the assessment is conducted, the Technical Working Group (TWG) convened to discuss the year’s adopted criteria for the Assessment. The group consists of four Government agencies namely MAMPU, MOSTI, Public Service Department and EPU with MDeC as the secretariat.

4.1 Assessment

The 1,145 Government portals and websites were assessed using a set of criteria, which were outlined based on the global best practices. With the advices and assistances from the TWG, refinements were incorporated to the criteria. New criteria, basically Achievement of Client’s Charter, Use of Session, E-Payment Channels, Digital Signature and Number of Transaction for Online Services, were added this year for

Upon the completion of the assessment, TWG are convened for the final meeting. They were presented with the findings and rankings. The final stage is publishing of the report and distribution to all Government agencies involved.

As for e-Participation, there are 3 sub-indicators. They are Information, Mechanisms and Consultation.

The main trend identified for e-Participation is the increase of Government 2.0, which is the usage of Web 2.0 in e-Government practices. Good examples can be observed in Australia, UK and USA.

As in the table above, it can be observed that Malaysia attained its position in the Top 10 last year but not this year. There are also eight distinct group rankings distributed among the top 10 countries. According to the report, this is probably due to the continuous refinement of indicators and sub-indicators every year to detect subtle improvements as well as the new technological developments.

Although Malaysia has not been able to garner the Top 10 ranking of National portal, myGov was noted to offer Facebook and Twitter to its users. A flickr icon found in the portal, conversely was not provided with a hyperlink to its respective flickr page. For the convenience of users, they can also subscribe to the RSS for the latest news, events, Government tender and its result and job vacancies.

4.2.1 The 2010 Waseda University World E-Government Ranking

In the recent World e-Government Ranking by Waseda, 20 countries were analysed as compared to only 34 countries previously. To improve the quality of life and sustainable community development, seven major indicators were observed:-1) Management optimization;2) Required interface-functioning applications;3) National portal;4) e-Government promotion; 5) CIO in Government;6) Network preparedness; and7) e-Participation.

However, the indicators that are most associated with MGPWA are National portal and e-Participation.

National portal is the entry point access e-Government services or best known as the main gateway to e-Government. In Malaysia’s case it is the myGovernment portal. According to the report, majority of the countries surveyed have obtained a certain level of technical sophistication. They observed four sub-indicators – Navigation, Interactivity, Interface and Technical.

From the assessment, it was noted that one of the main trends of National portal is the Web 2.0 usage to reach out to citizens such as Wikipedia, Facebook, Youtube and Twitter.

National portal of USA (usa.gov) has also continued to dominate this indicator for two consecutive years. One of the reason that contributes to this is the availability of various web 2.0 tools in the portal i.e. blogs, video sharing, photo sharing, podcasting, social networking sites, syndicated web feeds, social bookmarks, and microblogging.

and websites can make a change by focusing on these two indicators. Currently Singapore is the only South Eastern Asia country in both indicators.

Connected presence/connected services, on the other hand, looks at single sign-on, electronic identity management and authentication, one-stop shop, information in machine readable format and interaction with Head of State. The latter part of E-Government Survey 2010 focuses on the world e-Government ranking, citizen empowerment and inclusion and measuring e-Government.

A survey of 95 questions was created to focus on the utilization of websites in delivering public services and expanding citizens’ participation. The survey looked at the presence of specific characteristics and functionalities of both national and ministries websites.

The index of world e-Government ranking is made from three components which are online service, telecommunication infrastructure and human capital. Malaysia has obtained 32nd place, which indicates the increase in ranking and index. This can be observed in the table below.

All in all, Malaysia’s position in World E-Government Ranking has been decreasing since the second year of the assessment. Declining in ranking, the Government portals

In MGPWA, 73.28% of portals and websites assessed attained score for online services. Although online transaction is a subset of the online services, we can conclude that the high percentage

Malaysia Government portals and websites can play a role in improving service delivery for the Government. As a start, the usage of social networking and Web 2.0 on portals /websites must display active and show increase of use to gain participation from the users, especially the citizens.

4.2.2 United Nations E-Government Survey 2010

The goal of the 2010 survey is to provide a comparative assessment of 192 UN Member State in the use of e-Government and ICTs for the delivery of public services. The report is segregated into two sections. Part 1 focuses on ways that e-Government can be leveraged to mitigate the effect of the financial and economic crisis on development while Part 2 is on the state of e-Government around the world.

Another index being looked at is E-Participation, or known as online services that opens up channel for online participation. Combining three different stages – E-information, E-consultation and E-decision making, this year notes Malaysia’s progress of being listed in the top 20 countries at 12th place with an index of 0.6571, as compared to 41st place in year 2008.

The E-information includes site provides information about inclusiveness in e-Government, sites provides information about e-participation, citizen charter or service level statement, facility for citizen feedback and information about employment opportunities. It is noteworthy that in MGPWA, the Client’s Charter and different channels for users has been part of the criteria since its first year of assessment.

Online polls, online survey or feedback forms, chat rooms or instant messaging, blogs, and list services or newsgroups are interactive tools considered under E-consultation. One of the findings from MGPWA 2010 is the compliance of 48.6% portals and websites to provide feedback form as an outlet to enquire on the website functionality and usage experienced by a visitor.

In the E-decision making, UNPAN analysed the existence of online discussion forums, archive of past discussion forums, Government officials respond to citizen input, Government officials moderate e-consultations, online petitions and online voting.

In order to perform well in the 2012 E-Government Survey, Malaysia Government portals and websites must consider delivering online services that tailored to the need of public and also the variety channels of e-participation to gain their trust. A good example to follow is South Korea that obtained 1st place in E-Government Development Index and E-Participation Index.

From the total of 1,145 portals and websites assessed in MGPWA 2010, only 1,054 portals and websites were accessible. The remainder,

however, were inaccessible with a total of 91 portals and websites. This depicts the decrease of 20.18%. Last year was 114 sites.

The “Firewall Error”, “Displays FTP directory” and “No results” errors were not found this year. However, the biggest number of portals/websites came from the wrong URL category with 27.5%. The number has increased to 25 from 24 last year. This may be due the outdated and incorrect URL. The second biggest contribution came from “Page cannot

be displayed” error with 18 portals/websites. With 19.8%, the number has also increased from 10 portals/websites last year. The biggest decrement can be seen under No URL at myGov, with 15 portals/websites. On the other hand, the biggest increment is depicted in “Page cannot be displayed” and “Page cannot be found” error each with 8 portals/websites.

There is a 36.6% increased of portals/websites in the 5-star rating. For the first time, all top ten are 5-star rating, ranging from score of 94 to 82. This positive progress is a combination of 26 Federal and 30 State portals/websites, of which 7 are ministries portals/websites.

Comparisons were made to previous assessment as per table 9 where 4 portals/websites were previously 5-star, 29 portals/websites were 4-star, 18 portals/websites were 3-star and 4 portals/websites were 2-star. 1 portal/website which was new is National Craft Institute.

From the comparison, a few portals/websites were found to be tremendously improved. They are Kelantan Islamic Foundation, Kelantan, National Arts Culture and Heritage Academy, Contractor Services Centre and Kota Bharu District and Land Office.

For the entire overall ranking, please refer Appendix 5.

5.1.1 Ministry of Housing and Local Government

Ministry of Housing and Local Government has yet again managed to secure the first position for the second time. The first time was in MGPWA 2007. With a score of 94 points, to date this was the highest score obtained by any Government Portals and Websites in Malaysia.

The portal is among the few to fulfill the Priority 1 of W3C Disability Accessibility, with zero error. Also, user has the ability to change the font size and colour and the contrast of the portal. They have also gone the extra mile to offer the personalization of background theme according to user’s preference.

One significant improvement observed was the transformation of the website to a portal. This is in line with a range of online services offered, catering the different users. They

can participate in the poll and utilise Sistem Aduan Dan Maklumbalas, Skim Pinjaman Perumahan (SPP), Tribunal Tuntutan Pembeli Rumah (TTPR), Sistem Pendaftaran Terbuka (SPT), Permohonan Pembaharuan Permit Iklan dan Jualan Pemaju Perumahan, Laporan Kemajuan Projek Perumahan 7F, Permohonan Pendaftaran Pemaju and eMAPS. Apart from that, the portal offers intranet services to its KPKT staff.

Offering a more organised and user-friendly portal this year, it also provides its users with Web 2.0 tools mainly Twitter and podcast, replacing the existing MyKPKT. It was also noted that the podcast is functioning well this year.

For the convenience purposes, the information is personalised according to four target audiences – Public, Private, Government and MHLG.

For people on the go, the mobile version is made available. SMS can also be used to lodge complaints.

5.1.2 Attorney General Chambers

Propelling themselves at second place is the Attorney General Chambers (AGC) with 90 points. With an improvement of 16 points, the portal significant improvement is its personalization of general information, online services and civil & law. Such personalization simplifies one’s experience when using the portal.

Among the top 3 portals/website, this was the fastest one to load by taking duration of 2.06 second. Portal also provides a Web 2.0 tool to include users’ participation. In this case, they are offering the AGC blog. Another interesting feature that can be found is the W3C button at the bottom right of the portal. It offers convenience to users due to its easy-access characteristic.

Similar to champion, this portal has a variety of online services offered to both public and its own staff. To facilitate users for the online services using MyID, this is highlighted with MyID icon. Thus, with the existence of icons, identification can be done easily and efficiently.

5.1.3 Local Government Department

Sharing the same second place spot with Attorney General Chamber is the Local Government Department portal. With scores of 90 points, the portal is following the trend of offering one of the Web 2.0 tools, namely Facebook.

It was evident to see that the portal is revolving around the fulfillment of user-friendliness. Website personalization is included whereby information is categorised according to Local Authorities/State Secretariat, Government Agencies and Rakyat.

The agency has also eliminated broken links within its portal and delivered faster loading time of less than 10 seconds.

Apart from the special features of theme changing, Local Government Department portal offers many services ranging from poll, status checking, lodging complaints and up to registration. They also took into account in providing intranet services for the convenience of their staffs.

5.1.4 Ministry of Finance, Malaysia

Obtaining third place with 89 points is Ministry of Finance portal. In terms of providing Web 2.0 tools, they are of the same standard with the rest of top 3 portals/websites. The portal offers Facebook, Twitter and MOFTube, as compared to only satellite map last year. Another special feature worth mentioning is tag cloud, which is a good use for information seeking.

The portal also provides many services to the users. To name, they have poll, status checking services and lodging complaints. Intranet services, meanwhile, are provided to their staffs.

There was also clear evidence of convenience improvement whereby the portal offers remember me feature, website personalization and usage of sessions.

5.1.5 MAMPU

Among the top 3 portals/websites, MAMPU website is the only one that offers the 3rd language. This can be done using the online translator that is available on the Internet.

Sharing the position with Ministry of Finance, MAMPU also utilise the Web 2.0 tools in the

website. Users can now follow the agency through two different channels, mainly Facebook and Twitter. As for multimedia, they use flickr and Youtube for photo and video management, respectively.

In term of improvement, the website is now taking less than 10 seconds to load, which is faster as compared to last year.

5.2 Ministry

The ministry group ranking consists of 25 ministries portals/websites, ranging from score of 94 to 47. This means that the ranking has a combination of 5-star, 4-star and 3 star rating. It was noted that Prime Minister’s Office position is replaced with Prime Minister’s Department this year, which is a new website in MGPWA 2010.

This year’s ranking is topped by Ministry of Housing and Local Government, a position they were at in MGPWA 2007. This is followed by Ministry of Finance, which was last year’s number 1 and Ministry of Human Resources.

Consisting of 11 5-star portals/websites, 13 4-star and 1 3-star portals/websites, the highest improvement is by 5-star, from only 2 portals/websites last year.

A great accomplishment can be seen in two ministries, mainly Ministry of Plantation Industries and Commodities and Ministry of Women, Family and Community Development. They have progressed with 25 points and 24 points respectively.

However, three portals/websites decline in scoring. To name, they are Ministry of International Trade and Industry (MITI), Ministry of Domestic Trade, Cooperative and Consumerisme and Ministry of Transport.

5.3 State

The State ranking encompasses the 13 states in Malaysia as per Table 11 below. State Secretariat Offices are no longer included.

Sarawak topped the group ranking with 88 points, a position they were at 2 years ago, followed by Johor at the second place and Selangor and Kelantan sharing the same spot in third place.

Ranging from 88 to 37 points, this year has shown the elimination of 2-star portals/website of which Kelantan, Perlis and Kedah have improved to 5-star, 4-star and 3-star respectively.

Kelantan reflected the biggest development with 54 points increase. The number of 5-star rating has increased by 5 portals/websites.

5.4 Local Authority

In total, there are 145 Local Authority portals/websites in the assessment. However, table below depicts only the top 10 of the ranking, which consists of 55 portals/websites.

Local authorities have definitely stepped forward as only 38 portals/websites were in the Top 10 of Local Authority group ranking last year.

At the top of the group ranking is Taiping Municipal Council with a score of 88 points. Petaling Jaya City Council lost their position, to 6th place this year. This is followed by City Council of Johor Bahru who managed to sustain its rank with 86 points. Third place is shared by Ketereh District Council and Tumpat District Council with 85 points.

Out of the 55 portals/websites, 50 obtained 5-star rating and the remainders are 4-star portals and websites. This is an achievement as the ranking previously consisted of only 4-star rated portals/websites.

Kuantan Municipal Council and District Council of Labis experienced the biggest improvement of 37 points when compared to their performance last year. The ranking this year also saw 29 new comers.

The score range for the ranking is from 82 to 36 points. Universiti Pendidikan Sultan Idris (UPSI) topped the rest with 82 points, followed by Islamic Science University of Malaysia (USIM) with 81 points and Universiti Tun Hussein Onn Malaysia with 77 points.

With 2 portals/websites obtaining 5-star for the first time, ranking also consists of 4-star, 3-star and 2-star portals/websites. Universiti Darul Iman which was rewarded 1-star rating in 2009 has progressed to 3-star rating, making it the second biggest leap in the ranking. The biggest leap is by Universiti Pertahanan Nasional Malaysia (UPNM) with an improvement on 30 points.

However, Universiti Malaya (UM) and Universiti Malaysia Kelantan (UMK) decline in score, of 3 points and 2 points respectively.

5.6 Managed Portal Services (MPS)

From a total of 152 portals and websites under the MPS project, only top 10 are listed in the report. This year reflects achievement of 73 portals and websites, as compared to 36 last year. For the 5-star and 4-star, 45 portals/websites were identified as new comers and 3 portals/websites obtained 4-star rating.

First place of the ranking belongs to Rubber Industry Small Holders Development Authority (RISDA) and Taiping Municipal Council with 88 points. This is followed by National Archive of Malaysia with 87 points and City Council of Johor Bahru with 86 points.

The biggest leap in MPS is by Contractor Services Centre, from 3-star to 5-star with a difference of 47 points. The next biggest leap

is by Kuantan Municipal Council and District Council of Labis with 37 points.

5.7 Flagship Coordination Committee (FCC) Members

A total of 24 portals and websites were listed in the FCC group ranking. Three new portals/websites included in the list are Ministry of Information, Communication and Culture,

Ministry of Agriculture and Agro-Based Industry and Department of Syariah Judiciary.

Ranging between scores of 90 and 60, there are good progress depicted in the ranking whereby it no longer contains 3-star and 2-star portals and websites. As per table below, list, for the

first time, contains only portals/websites rated with 5-star and 4-star.

The biggest leap can be seen in the progress of Central Bank, with an increase of 33 points, making them a 4-star portal/website this year. This is followed by EPU with a difference of 23 points.

myGov topped the ranking this year with a score of 80 points. This is followed by ePerolehan, which topped the ranking last year and a third position which is shared by eSyariah and HRMIS.

MyHealth and JobsMalaysia, however, declined in both ranking and score this year, causing them to fall at the bottom.

Due to its nature of business, these portals and websites are not compliant to the set of criteria of MGPWA 2010. Main non-compliant is the inavailability of intranet online services.

Six portals/websites were included in the ranking, inclusive of HRMIS which is assessed for the first time. With the score ranging from

80 to 56, ranking contains 1 5-star, 3 4-star and 2 3-star portals/websites. The ranking is as Table 16 below:-

Similar to previous years, the set of criteria is made up of five pillars mainly Citizen Interaction, Citizen Insight Generation, Citizen Services, Citizen Support and Content Management. Total for the whole set is 100 and score for each pillar is as below:-

6.1 Citizen Interaction

25 marks were allocated for Citizen Interaction. With 14 criteria, none of the 1,145 portals and websites was able to obtain the perfect score.

The highest score for the pillar is 24 marks which is obtained by Ministry of Housing and Local Government, Ministry of Women, Family and Community Development and Perbadanan Putrajaya.

Most of Government portals and websites fall under the range of 11 to 15 points, with a total number of 369 portals and websites. The least

falls under the range of 1 to 5 points, with 2% (i.e. 27 portals and websites)

6.2 Citizen Insight Generation

As for the Citizen Insight Generation pillar, a total of 20 points were given. The full score for these 9 criteria is obtained by 56 portals and websites, as compared to only one last year.

The biggest number of portals and websites settled under the range of 6 to 10 points, with 314 portals and websites. However, there are 16 portals and websites who did not score at all in this particular pillar.

6.3 Citizen Services

The 15 criteria under Citizen Services are allocated with total marks of 40. With the highest score of 39, Ministry of Housing and

Local Government beat last year’s chart topper by 3 points.

This is followed by four portals/websites obtaining 36 points. To name they are Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), Ministry of Finance, Ministry of Agriculture and Agro-Based Industry and Sepang Municipal Council.

464 portals and websites settled under the range of 11 to 20 points, making it the biggest range in the Citizen Services pillar. The least, however, comes from the range of 31 to 40 points of which equals to 31 portals/websites.

6.4 Citizen Support

Citizen Support takes up a total of 10 marks. 292 portals and websites managed to obtain

full score. Compared to last year’s achievement, there is an increase of 253 portals and websites this year.

As for Citizen Support score distribution, majority of the portals and websites obtained either 10 or 9 marks. The least, on the hand hand, falls under the range of 1 to 2 points.

Total score for Content Management is 5 points. A total 410 portals and websites were able to obtain the perfect score as compared to only 188 fulfilling the pillar last year.

From the chart, it is depicted that majority of the portals and websites obtain full marks while the least obtain 0 marks. To be exact, there are 50 portals/websites that fails to fulfill none of the criterion in Content Management pillar.

All of the Government portals and websites assessed in MGPWA 2010 is measured with a star rating, ranging from 5-star to 1-star. Based on the score obtained, it will be matched to the star rating below:-

Portals/websites that were not assessed will be automatically classified as N/A. They carried no score.

This is the ultimate year for MGPWA whereby 101 portals/websites have obtained the 5-star rating. The tremendous progress was probably due to the awareness among Government agencies in offering a good Government portal/website. The biggest number of portals/websites are rated 2-star, followed by 3-star.

Although it is the fifth year of assessment, inaccessible portals and websites are still available.

From the graph, it can be observed that the number of 5-star has been growing since the MGPWA 2007, from 0% to 0.29% and 2 years later to 9.58%. The 4-star rating also depicted growth, as early as MGPWA 2006. The percentage has increased by 27.17%

As for 3-star rating, the percentage has increased for 2 consecutive years, since 2006. However, in 2009 it has shown a decrease pattern, making year 2007 the highest percentage by far.

Different from the rest, 2-star rating showed a mixed pattern. The percentage has increased in 2006 and 2009. However, in 2007 and this year percentages have reduced.

1-star rating, on the other hand, has progressively reduced within these 5 years. Starting with a percentage of 40.21%, it has gone down to 2.94% this year. This simply means that the Malaysia Government portals and websites are gradually improving from time to time.

1. Government portals and websites linked to myGovernment have been streamlined this year.

2. The star rating of Government portals and websites have improved tremendously.

3. Offerings of online services to portals and websites users have increased by almost double.

4. Government responsiveness towards citizens

Duplications in Government Machinery have reduced due to the updating that was done by respective agencies.Apart from that, there was also a difference between the number of portals and websites obtained from myGov as of 31st of March and during the assessment. The orginal number of 1,193 has reduced to 1,137 portals and websites by the end of the assessment. Number of inaccessible portals/ websites was decreased by 20.17% from 114 to 91 this year.24 portals/websites were found to be newly-listed in myGov portal.37 portals and websites were provided with the wrong URLs whereby the correct URLs were obtained from portals/websites of parents/key agencies.

as compared to 49.35% in 2009 and 45.16% in 2007.

Although all of the accessible portals and websites do offer at least 1 online service, the percentage of 73.28% can be improved further. 15 portals and websites ascertained a perfect score of 15 points for their online services, which indicates an increase of 200%.Government agencies are starting to segregate the online services according to their nature to simplify users’ experiences.The biggest percentage falls under those portals and websites that offer only 1 online service with 12.66%, and followed by 11.97% offering only 2 online services and 9.08% offering only 3 online services.The smallest percentages belong to portals and websites offering 13 and 14 online services with 0.52%.

From 45.97%, the percentage of portals and websites offering feedback form has increased to 48.56%.Comments/Forum has decreased from 39.51% to 37.21%.Feedback response also has increased from 117 to 164. The progress of 40.17% was probably due to anonymous public enquirer when sending in messages via

feedback form.Almost 90% of the portals and websites assessed failed to respond to queries within the suggested three working days. There were also a few encounters whereby responses received from agencies were inappropriate as good manners are one of the key to serving citizen better.In one of the responses received from the agencies, their superior was kept in the loop. To add up to that, assessor also have received another response from the same superior. Thereby, this is a very good example to follow. Auto notification this year has a percentage of only 8.91% as compared to 52.77% last year. The difference of 83.78% is mainly because of the missing notification of timeline upon the submission of a message via feedback form.

With the ability to subscribe to RSS Feed in internet browsers, mobile phone and email, it is with no surprise that 360 portals/websites are taking advantage in offering the latest feed of their agencies. This total up to 31.44%.The connection of Web 2.0 tool and Government is also evident this year with the availability of social networking, blogging and microblogging, podcasting, and online photo management in many Government portals and websites. For faster and easy-access, mobile web or Short Message Service (SMS) were found in 252 portals/websites, with 22.01%.

782 portals and websites are now offering the Client’s Charter, as a strong tool of credibility, which is 68.3% of 1,145 assessed this year.To empower the quality of services offered by Government agencies, 218 has started to display their achievement of Client’s Charter in their portals and websites. For a new criterion, the number shown is quite encouraging. A total of 223 portals and websites are now providing number of their online services transaction for public and users viewing.

From 1,145 portals and websites assessed, 46.99% have made the Security Policy available while 52.75% have provided the Privacy Policy to ensure the confidentiality of information gathered on the portals/websites.To make users feel safer and more secure, cookies is now used together with session by 734 portals and website which is equivalent to 64.10%.Government agencies are also gaining users’ confidence by enabling digital signatures in their portals/websites. With 8.56% only, more portals and website must consider implementing the tools for the integrity of services offered.

8. Simplifying the users experience when using the portals and websites.

This year has shown the increase of personalizing the information and services according to the target audience, from 4.87% to 24.63%.The biggest percentage falls under those portals and websites that provide either Bahasa Malaysia or English language with 59.13%, followed by 28.47% of those offering both Bahasa Malaysia and English Language. It was also noted during the assessment that agencies are still using online translator for their English section, which is unfavorable to the users.In providing the search feature, 615 portals and websites have fulfilled the internal searching.As for logging-in convenience, 29.08% of portals and websites assessed have provided the “Remember Me” Feature.As compared to last year, a tremendous improvement can be depicted in the Loading Time criterion with 910 portals and websites taking less than 10 seconds to load their main page. From the 1,054 accessible portals and websites, only 942 are compatible in three browsers and more. This equals to 82.27%.Two or more broken links were found in 307 of the accessible portals and websites.With the new methodology, 210 portals/websites were not rewarded with marks for telephone number due to unanswered call and incorrect phone numbers.

9.0 Way Forward and Recommendations

With the existing streamlining done to Government Machinery of myGov, all agencies must keep up the updating process to ensure correctness of the listed URLs and existence of portals and websites duplications.

Elimination of inaccessible portals and websites are necessary, especially if they have not been able to be assessed for the past three years of assessment. Maintenance should be done during the off-peak hours to prevent any dissatisfactory among users when trying to access the portals/website.

A strong motivation to get citizens and other stakeholders to transact with the online Government services is to align the related, useful information and online services according to the target audience. For instance, Government agencies must start segregating their online services according to the target audience and its nature - Internet and Intranet.

Agencies must be able to provide avenues for the citizens to voice out their opinions, feedback, enquiries and complaints, whereby they can be deliberated in improving the customer experience when dealing with the Government agencies.

Act quickly. Any enquiries or messages sent by citizen must be responded within 3 working days in order to increase the efficiency of public sector. This must be in line with the client charter specified and posted on the websites.

For best use of Government resources, agencies need to incorporate latest technology. This can be done by

implementing Web 2.0 tools that allow the involvement of citizens in the public sector. For instance, if an agency is holding a campaign, a page on it can be created in Facebook for better promotion among the citizens.

Transparencies are also necessary to earn the trust from citizen. Thus, it is important to include the policies, charters and their achievements thus far and number of transactions in the portals/websites.

Citizens want to be assured that when they are dealing with Government online, the security risk is not there. Therefore, to gain their confidence that Government portals and websites are safe and secure, agencies must fulfill the security requirement.

User friendly and convenience play a crucial part. Although the technology and information in a portal/website are expanding rapidly, agencies must take into account that when a user is browsing through their portals/websites, it must be hassle-free.

10.0 Conclusion

As this year marked the fifth assessment of MGPWA, it has come to a point that Malaysia Government portals and websites must prioritise the participation of citizens. Offering online services are deterring when not many, or maybe even no one, are utilizing the two-way interactions.

Therefore, despite just focusing on creating more services available online, agencies must ensure users return to the portals and websites for more services. Security and safety of users, user-friendliness, transparencies and

efficiency and continuous promotion of these Government portals and websites are some of the factors that need to be considered by agencies.

Government portals and websites must take a big leap this year. The first step to this is by striving for good online services and ensuring users are comfortable acquiring services via their portals/websites. Thereby, it is crucial to gauge citizens’ experience so that Malaysia can be a notable climber of the top E-Government countries around the world.

• Forum, an Internet discussion group is also a channel for the citizen to send in their comments.

• Spamming activity within the forum should also be monitored.

• Email update is defined as updated information being sent to the subscribers who intend to be notified of any new information.

• Publications are referred to information available via online or downloadable manner. Thus, offline publications are not considered here.
